TERMS DEFINITIONSAdultVictim Aperson,18orolder,whoissubjectedtoviolenceorthethreatofviolencebya

familyorhouseholdmemberandwhoreceivesservices.Thisindividualisreferredtoasthe"PrimaryRecipient."“Familyorhouseholdmember"meansspouses,parentsandchildren,otherpersonsrelatedbyconsanguinityoraffinity,currentorformersexualorintimatepartners,orpersonswhosharebiologicalparenthood.

Child/YouthVictim Anindividualundertheageof18whohasexperiencedviolenceorthethreatofviolenceinthecontextofadatingorintimaterelationshipandwhoreceivesservicesorwhoissubjectedtoviolenceorthethreatofviolencebyafamilyorhouseholdmemberandwhoreceivesservices.

AdultSignificantOther Aperson18orolderwhoistheparent/guardianorgrandparentofanadultvictimorchild/youthvictim,thechildofavictim,asiblingofthevictim,orapersonalfriendofavictimandwhoreceivesservices.Eventhoughtheymaybeinvolvedwithavictiminsomeway,policeofficers,attorneys,ministers,counselors,etc.arenotconsidered'significantothers'forpurposesofdatacollection.

Child/YouthSignificantOther Apersonundertheageof18whoisthechildofanadultvictim,apersonalfriendofavictimorasiblingorrelativeofavictimandwhoreceivesservices.

NewRecipient Anyadultvictim,child/youthorsignificantotherwhohasnotbeenpreviouslyservedbytheprogramduringthecontractyear.Theindividualmay,however,havereceivedservicesinprioryears.

ContinuingRecipient Anyvictimorsignificantothercountedinapreviousreportingperiodandwhoisstillreceivingservicesduringthecurrentreportingperiod.

PersonwithaDisability Anyvictimdisclosingaconditionwhichlimitsthatindividual’sabilitytofunctioninmajorlifeactivities–includingcommunication,walking,andself-care(suchasfeedinganddressingoneself)–andwhichislikelytocontinueindefinitely,resultingintheneedforsupportiveservices.PhysicalDisability:Animpairmentthatsubstantiallylimitswhatthelawreferstoasa“majorlifeactivity.”Theseactivitiesincludethingslikeseeing,hearing,eating,walking,standingorlifting.Cognitive/Intellectual:Significantlimitstoaperson’sabilitytolearnatanexpectedleveland/orfunctionindailylife.

24-HourHotline/CrisisHotline

Anadvertisedtelephonelinethatprovidesadomesticviolencevictimwith24-houraccesstoatrainedprogramworker.TheHotlineworkerprovidescrisisinterventionandsupportivecounseling,safetyplanning,information,advocacyandresourcereferrals.Thegoalistoprovidesupportive,non-judgmentalinformationregardingwhatoptionsmaybeavailabletomeetthecaller’sneeds,andtoassisteachcallertosortouther/histhoughtsandfeelings.

Advocacy&SupportiveServices

Advocacyisanyinterventionbyatrainedprogramworkerwithahelpingprofessionalorsignificantotheronbehalfofaneligibleindividual.Thehelpingprofessionalcouldbesomeonefromthecivilorcriminaljusticesystem,thehealthcare,mental,orsocialservicesystems.Interventionwithathirdpartyshouldhavethepurposeofbenefitingtheclientwiththeserviceplaninmind.(continued)

Advocacy/SupportiveServices SupportiveServicesincludeallactivitiesnecessarytoalleviatetheproblemortoremovetheindividualfromthedangeroussituation.Suchactivitiesincludebutarenotlimitedto:

a) Crisisintervention;b) Providingassistancetoobtainpublicbenefits;c) Providingorarrangingforemergencyshelterforandindividualand

her/hisdependents;d) Providingoutreachservices;e) Arrangingfororreferringforprovisionoflegalservices/assistance;f) Providingorarrangingforservicesnecessarytoenablethepersonto

remaininher/hisownhome;g) Transportationprovidedbytheprogram(stafforvolunteers)toremove

thevictimandher/hisdependentsfromimmediatedangerand/oraccomplishthegoalsidentifiedintheserviceplan.

h) Providingaccompanimenttopolice,hospital,court,and/orsocialservices;

i) Safetyplanningtoassisttheindividualwithassessingandformulatingsafetyoptions;

j) Medical--accompanimenttoseekandreceivemedicalattentionand/orforensicevidencecollection.

k) Providinginformationand/orreferralsaboutdomesticviolenceandavailableservicesandresourcesappropriatetotheindividualneed.Informationandreferralmaybeprovidedface-to-face,orbytelephone.

l) Follow-upcontactsin-personand/or,bytelephonewithvictims/survivorstoofferemotionalsupport,provideempatheticlistening,checkonvictim’s/survivor’sprogress,etc.

CaseManagement Casemanagementisdefinedaspurposeful,focuseddialoguebetweenacounselorandasurvivorinordertocoordinatetheprovisionofavailableresourcesandservices.Dialoguecantakeplacebetweenthecounselorandotherstaffwithintheprogram,orwithpersonsworkinginothersystemsororganizations.

Casemanagementincludesthefollowingclient-centered/survivor-centeredactivities:

• Casereviewordiscussionsforplanninghowtoachievegoalsandobjectivesforaspecificsurvivor.

• Documentationofservices,includingaserviceplanandcasenotes.• Consultationwithoutsideprofessionalsregardinginformationneededfor

effectivedevelopmentanddeliveryofservicestoanindividualsurvivor.• Collaboratingwithotheragenciesregardingthedevelopmentand

deliveryofservicestoanindividual.• Dialogueaboutaspecificsurvivorbetweenthecounselor/advocateand

theSupervisororaco-worker.• Teamcasereview.• Followupcontactstoensuresurvivorsatisfactionortoofferadditional

services.

Casemanagementdoesnotincludeanyofthefollowing:• Routineassignmentofclient/survivortocounselors.• Contactingotheragenciesorwritinglettersonbehalfofclients.(This

shouldbecountedasindividualadvocacy.)• Developmentofaserviceplan.(Thisshouldbecountedascounseling

Counseling:Supportive/Educational

Anon-therapeuticapproachthatinvolvesactivelistening,empathy,andacknowledgmentofthedomesticviolencevictim/survivor’srealityastheyareexperiencingit.Thisresponsetoavictim/survivorexperiencingdomesticviolencebuildsonthepremisethateachdomesticviolencevictim/survivorhastheabilityandopportunitytomakeinformeddecisionsaboutwhattheircourseofactionshouldbe.Thismeansthatinterventionwithadomesticviolencevictim/survivorstartsfromeachindividual’suniqueperspective;valueseachindividual’sthoughts,feelings,andopinions;recognizeseachindividualasthechiefdecisionmaker,theonewhoknowsbest,andtheonewiththepower;andintegratesthecounselor’sknowledgeandresourcesintoeachindividual’sframework.

CrisisCounseling Immediateintervention,emotionalsupport,andguidance.Suchcounselingmayoccuratthesceneoftheincident,immediatelyafteranincident,orbeprovidedonanongoingbasis.Crisiscounselingmaybeprovidedeitherinpersonorbyphone.

IndividualCounseling GroupCounseling

Aone-to-oneinteractionbetweenatrainedprogramworkerandadomesticviolencevictim/survivorthatisfocusedonunderstandingthecomplexitiesandeffectsofdomesticviolence,personalizedskilldevelopmentandexploringoptionsandwaystoimplementstrategiestoovercomeobstaclestoattainingsafetyforthemselvesandtheirchildren.Theindividualinteractionmayinvolvetheexchangeofinformationandservicereferrals,educationaboutdomesticviolence,discussionstoreviewavailableoptionsandpossibleconsequences,orredesigningasafetyandactionplan.Individualcounselingmaybeprovidedeitherinpersonorbyphone.Thisinteractionisconductedbyatrainedprogramworkerwith2ormorepersonsinaninformal,secure,confidentialenvironment.Thegroupinteractionencouragestheparticipantstobuildrapportandmutualsupport,toreducetheirisolation,todiscussconcernsregardingtheirviolentrelationships,toreviewtheirconcernsaboutspeakingoutaboutwhatishappening,andtodiscusshowbecomingsaferwillchangetheirlives.

Children/YouthServices:Children/YouthCounseling&Advocacy Children/YouthActivities

Servicesdesignedtoassistthechildrenofdomesticviolencevictims/survivorstoregainasenseofsafetyandwellbeingandtounderstandhowdomesticviolencehasaffectedtheirparentorguardianandtheirfamily.Thisisaninterventionservicethatstrivestohelpchildrenofdomesticviolencevictims/survivorsunderstandwhatishappeningtothemandtoexpresstheirfeelingsaboutwitnessingtheabuseoftheirparent/guardian.Counselingiseducationallyorientedratherthanatherapeuticinterventionandisfocusedonprovidingeducationaboutdomesticviolence,safetyplanninganddevelopingorenhancingproblemsolvingskills.Children’scounselingservicesmaybeprovidedoneitheranindividualorgroupbasis. Allchildcareorsocial/recreationalactivitiesthatfalloutsidethecategoriesofindividualorgroupcounseling,advocacyand/orsupportiveservices.Someexampleswouldbefieldtrips,storytime,holidaycelebrations,and/orgamenight.

Education/AwarenessActivities

Specificprojectsorprogramsdesignedtoinformthepublicabouttheavailabilityofdomesticviolenceservicesandtheincidence,severityandcharacteristicsofdomesticviolenceaswellasprojectsaimedatchangingattitudesaboutdomesticviolenceinordertobringanendtoviolenceinthehome.Theseactivitiesincludethefollowing:

1) Education/Awareness:One-timepresentationdesignedtoraiseawarenessaboutdomesticviolence,sexualviolence,and/orotherviolentcrime.Thepresentationalsoprovidesinformationabouttheavailabilityofservicesandcanoccurinaclassroomand/orcommunitysetting.Inaddition,itmayincludecountyand/orstatewidecampaigns.

2) PrimaryPrevention:Educationstrategiesdesignedtopreventviolencebeforeitoccursbyfocusingonconditionsthatreduceviolence.Effortsshouldbecomprehensive(addressmultiplelevelsofthesocialecology–individual,relationship,community,andsociety),culturallyandage-appropriate,collaborative,evidence-based/informedandincorporateevaluation.Preventioneffortsaremosteffectivewhenprovidedovertime(morethanonce)withaparticularaudience/community.Preventionisaboutbehaviorchange;therefore,strategiesmustmovebeyondknowledgeandawarenessandincludeopportunitiesforaudiencestolearn,practice,andadoptskillsandbehaviorchangesthatcreateenvironments/culturesfreefromviolence.

3) Events:• Newsletters:Aprintedreportorlettercontainingnewsofinteresttoa

particulargroup,i.e.,donorstoormembersofyourorganization;membersofaparticularprofessionsuchashealthcareproviders,communityserviceproviders,etc.,andcirculatedtothemperiodically.

• PressRelease:Anewsrelease,mediarelease,pressstatementorvideoreleaseisawrittenorrecordedcommunicationdirectedatmembersofthenewsmediaforthepurposeofannouncingsomethingnewsworthy.

• PublicServiceAnnouncement:Publicinterestmessagesdisseminatedbythemediawithoutcharge,withtheobjectiveofraisingawareness,changingpublicattitudesandbehaviortowardsdomesticviolence.

• OtherEvents:Couldincludesuchactivitiesasboothsathealth/communityfairsorconferences,oranyothereventwhereanexactcountoftheaudiencecannotbeobtained.

Mediacontacts,PSAs,pressrelease,brochures,etc.,arecountedinrelationtothedevelopmentofthematerialandareseenasreachingacommunity-wideaudience.

Crisis/HotlineCall

Anycallreceivedonanyagencylinethatrelatestoanindividualorfamilyinneedofsomekindofserviceasaresultofdomesticviolenceincludingrepeatcallersandcallsfromthirdparties.Callsaboutdonations;generalinformationabouttheprogramorviolenceissuesunrelatedtoaspecificindividualorfamily;callsfromthemedia,etc.arenotincludedinthiscategory.

ESQ(EmpowermentandSatisfactionQuestionnaire)

Anevidence-basedsurveydesignedtocaptureaclient’ssatisfactionwiththeservicesandadvocacyprovidedbythedomesticviolenceprogram,andtocollectresponsesregardingoutcomesrealizedbythesurvivorduringtherelationship.

Follow-upContact Followupreferstoin-personand/ortelephonecontactswithvictims/survivorstoofferemotionalsupport,providereassurance,checkonvictim’s/survivor’sprogress,etc.

Agoalplan/serviceplanisrequiredforeveryvictim/survivorreceivingshelterservicesand/oron-goingcounselingadvocacyservices.Thepurposeofthegoal/serviceplanistooutlinethefollowing:

- Goalstheindividualwantstoachieve;- Stepstobetakenbytheindividualtoachievethosegoals;- Servicestobeprovidedbytheprogram,suchasaccompaniment,

advocacy,referrals,emergencyshelter.

Theindividualandtrainedprogramworkerbothtakeanactiveroleindevelopingtheplan.Thegoalplan/serviceplanshouldbeupdatedonaregularbasis.Acopyofthegoalplan/serviceplanmustberetainedintherecipient'sfile.

IndirectServices Servicesnotprovideddirectlytoanadultorchild/youthvictimofdomesticviolence.Suchactivitiesmightincludetimespentplanningandpreparingforaserviceevent,program,oractivity;communityeducation/prevention;community/systemstraining,etc.

Information/Referral Theprovisiontodomesticviolencevictimsorindividualsassistingdomesticviolencevictimsofinformationaboutandreferralstoservicesandresourcesaccordingtoindividualneeds.

LegalAdvocacy Providingassistanceandsupporttosurvivorsofdomesticviolenceastheygothroughthecriminalorcivillegalsystem.Thiswouldinclude:mattersinvolvingcivilorcriminalchargesagainstthebatterer;mattersinvolvingcivilorcriminalchargesagainstthesurvivor;obtainingandenforcingprotectionorders;pursuingdivorceandchildcustodyissues;landlord/tenantissues;andothermatters.Legaladvocacyalsoincludescourtaccompaniment,explainingthelegalprocessandprovidinginformationthatwillhelpsurvivorsmakeinformeddecisionsabouttheirlegaloptions.

d)TrainingsforOtherHealthcare/MedicalPersonnel-Trainingsprovidedbyavictimserviceprogramonthehealthrelatedimpactsofdomesticand/orsexualviolence.Examplesmightincludetrainingforambulancepersonnel,EMTs,visitingnurses,hospice,substanceabusespecialists,etc.

Transportation Theprovisionoftravelforsurvivorstoorfromtheshelterorcommunity

providers,ortoconductanybusinessnecessaryforthecompletionoftheirgoalplans.

UnmetRequestForShelter Unabletoprovideemergencyshelterduetoprogrambeingatcapacity.

Volunteer Avolunteerisapersonwhoisprovidingdomesticviolenceservices,whoisnotemployedbytheprogramandwhoisnotreceivingcompensationofanykind,fromanysource.Note:Reimbursementforavolunteer'sout-of-pocketexpenses(i.e.,travel,parking,etc.)isnotconsideredcompensation.
