During summer months, USPS® employees may work in environments where they’re exposed to excessive heat. This exposure can lead to serious heat-related illnesses that occur when the body is no longer able to cool itself through sweating.

ManualsDMM Revision: Standard Mail Nonmachinable Letter Preparation

Effective August 1, 2011, the Postal Service™ revised Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM‚) 243.5.5 and 245.5.4 to pro-vide a new option for sortation of nonmachinable letters.

Currently, overflow trays are not allowed for Standard Mail® nonmachinable letters, which results in some letters not qualifying for finer sortation prices when there are too many letters for one tray, but too few letters to fill a second tray for the same destination.

This revision will allow mailers to bundle overflow letters and place them into the correct destination at the next sor-tation level and still retain price eligibility — somewhat sim-ilar to the overflow option allowed for automation letters.

When all full trays for a destination have been prepared, mailers may include a group of 10 or more overflow pieces for that destination in a qualified tray at either of the next two tray levels. For example, overflow pieces for a 5-digit destination may be placed into an existing correct 3-digit tray; if a 3-digit tray that includes the 5-digit destination does not exist, the overflow pieces may be placed into the correct existing ADC tray. DMM Revision: Automated Postal Center Insurance Indemnity IncreaseEffective September 6, 2011, the Postal Service™ will

revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 503.4 to increase the insurance indemnity available at an Automated Postal Center® (APC®) from $500 to $5,000.

Currently, a customer who mails at a USPS® retail win-dow can purchase insurance coverage to $5,000; however, an APC at that same retail location is limited to $500 indemnity. This revision will raise the indemnity limit at APCs so that it matches what is currently available at all Post Office™ retail windows.

4.0 Insured Mail

4.2 Basic Information

4.2.1 Description

[Revise the introductory text of 4.2.1 as follows:]

The following standards apply to insured mail service:

[Revise the text of items 4.2.1a and b as follows:]

a. Insured mail purchased at a retail Post Office loca-tion, including an Automated Postal Center (APC), or

online through Click-N-Ship provides up to $5,000 indemnity coverage for articles that are lost, dam-aged, or have missing contents, subject to the stan-dards for the service and payment of the applicable fees. In order to be eligible for insurance indemnity, a mailpiece must have received at least one USPS pro-cessing scan or the customer must provide proof of insurance (see 609.3.1). Customers are encouraged to deposit such mailpieces with a USPS retail asso-ciate.

b. Insured mail purchased on eBay provides up to $500 indemnity coverage for articles that are lost, dam-aged, or have missing contents, subject to the stan-dards for the service and payment of the applicable fees.

DMM Revision: Group E Post Office Box ServiceEffective September 6, 2011, the Postal Service™ will

revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 508.4.6 to clarify eligibility, simplify the standards, and facilitate uniform administration for Group E (free) Post Office™ (PO) Box service.

Group E PO Box service is provided free, with restric-tions, to customers whose physical addresses are not eli-gible for any form of USPS® carrier delivery service. This service is consistent with the USPS responsibility to pro-vide universal mail delivery. This revision will simplify and clarify some of the language related to administering Group E PO Box service.

The Postal Service will remove the descriptive term, “business location”, in favor of the general term “physical

address”. The latter describes residential locations as well as business locations.

The Postal Service will delete the reference to “out-of-bounds delivery receptacles” in favor of language recogniz-ing that Group E PO Box service is not available when a physical address receives any form of USPS carrier delivery.

The Postal Service also will revise the DMM to acknowl-edge carrier delivery service that, once established to a particular physical address, eliminates Group E eligibility.

4.0 Post Office Box Service

4.6.2 Free PO Box Service (Group E)

Customers may qualify for Group E (free) PO Box service at a Post Office if their physical address location meets all of the following criteria:

a. The physical address is within the geographic delivery ZIP Code boundaries administered by a Post Office.

b. The physical address constitutes a potential carrier delivery point of service.

c. USPS does not provide carrier delivery to a mail re-ceptacle at or near a physical address for reasons in 4.6.3b. “At or near a physical address” is defined by reference to how carrier delivery is already estab-lished in a particular locale or ZIP Code.

[Revise the title and introductory text of 4.6.3 and add new items a through d as follows:]

4.6.3 Additional Standards for Free PO Box Service

Only one Group E (free) PO Box may be obtained for each potential carrier delivery point of service, under the follow-ing conditions:

a. Group E PO Box customers are assigned the small-est available box that reasonably accommodates their daily mail volume.

b. Eligibility for Group E PO Boxes does not extend to:

1. Individual tenants, contractors, employees, or other individuals receiving or eligible to receive single-point delivery to a location such as a hotel, college, military installation, campground, or tran-sient trailer park.

2. Locations served, or eligible to be served, by cen-tralized delivery or grouped receptacles such as cluster box units, apartment style receptacles, mailrooms, or clusters of roadside receptacles.

3. Locations where circumstances not within the control of the Postal Service prevent extension of carrier delivery, such as town ordinances, private roads, gated communities, unimproved or poorly maintained roadways, or unsafe conditions.

4. Locations served by a delivery receptacle that a customer chooses to locate along a carrier’s line of travel and to which the Postal Service makes delivery.

c. A customer must pay the applicable fee for each PO Box requested in addition to the initial free Group E PO Box.

d. The online application tools described in 4.3.1b can-not be used for free PO Box service.

DMM Revision: Shortpaid and Unpaid Information-Based Indicia Postage and Shortpaid Express Mail Postage

Effective September 6, 2011, the Postal Service™ will revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®) 604.4, 604.8, and 604.10, to implement revenue protection procedures for mailpieces entered with shortpaid and unpaid Information-Based Indicia (IBI) postage payment generated by Click-N-Ship® service, IBI postage meters, and PC Postage® prod-ucts, and also to implement revenue protection procedures for shortpaid Express Mail® postage.

USPS® has implemented a new web-based resolution process for mailers who wish to dispute or appeal shortpaid and unpaid IBI postage deficiency assessments. This new process will provide customers with an electronic notifica-tion of the postage deficiency and a link to a USPS web-based customer payment portal to resolve the postage defi-ciency. In addition to this new process, the Postal Service will continue to use the existing process for shortpaid and unpaid postage generated by Click-N-Ship service.

When Express Mail is received at the origin office of mailing with insufficient postage, the mailer is contacted to correct the postage deficiency prior to dispatch of the Express Mail item. If the mailer cannot be contacted before dispatch, or if the Express Mail item with insufficient post-age is identified during processing operations or at the des-tination Post Office, the Express Mail item is endorsed “Postage Due”, marked to show the total deficiency of postage and fees, and then delivered to the addressee upon payment of the deficiency.

If the addressee refuses to pay the postage due, the Express Mail item is endorsed “Return to Sender — Refused.” The postage deficiency is then collected when the Express Mail item is returned to the sender. If the orig-inal sender chooses to remail the item, a new Express Mail label and new postage and fees must be affixed.

This revision is based on the Federal Register final rule, Shortpaid and Unpaid Information-Based Indicia (IBI) Post-age and Shortpaid Express Mail Postage (76 FR 39299–39303), which was published July 6, 2011, on Postal Explorer® at http://pe.usps.com.

4.2 Authorization to Use Postage Evidencing Systems

4.2.4 Denial of Use

a. Fails to comply with mailing standards.

b. Submits false or incomplete information.

c. Enters shortpaid or unpaid mailpieces into the mail-stream.

4.2.5 Surrender of Postage Evidencing System

If authorization to use a Postage Evidencing System is denied, the mailer must surrender the systems, upon request, to the service provider, USPS, or USPS authorized agent.

4.2.6 Appeal Process

Appeals regarding standards in this section or on the basis of noncompliance may be filed as follows:

a. IBI postage mailers must appeal under 4.4.8.

b. All other appeals must be in writing to the manager, Postage Technology Management (see 608.8.1 for address).

4.3 Postage Payment

4.3.1 Paying for Postage

The value of the postage on each mailpiece must be equal to or greater than the amount due for the applicable price and any extra service fees, or another amount permitted by mailing standards.***

4.4 Shortpaid and Unpaid Information-Based Indicia (IBI)

4.4.1 Definitions

Mailpieces bearing shortpaid postage are those for which the total postage and fees affixed are less than the postage required for the applicable price and any extra services fees. Mailpieces bearing unpaid IBI are those for which the mailer has not paid the postage or additional fees due to the lack of affixed postage; the use of counterfeited, repli-

cated, duplicated, falsified, otherwise modified IBI; or IBI with zero value.

4.4.2 Detection Process for Revenue Deficiency

For mailpieces with shortpaid or unpaid postage found in the mailstream, manual and automated processes are used to detect and verify the revenue deficiencies.

4.4.3 Handling of Mailpieces With IBI Postage Revenue Deficiencies

For confirmed shortpaid or unpaid IBI postage, corrective measures may include:

a. Delivering the mailpiece to the addressee and col-lecting the revenue deficiency as postage due.

b. Collecting the revenue deficiency from the sender as described in 4.4.4 through 4.4.9.

c. Returning the mailpiece to the sender.

4.4.4 Electronic Notification of Revenue Deficiencies

Upon confirmation of a revenue deficiency with IBI post-age, the Postal Service electronically notifies both the mailer and the postage evidencing system service provider of the revenue deficiency and delivers the mailpiece to the addressee. The notification provides a link to the web-based customer payment portal that permits the mailer to pay or dispute the revenue deficiency.

4.4.5 Resolution Process

A resolution process is provided through the web-based customer payment portal.

4.4.6 Payment Process

The mailer must make payment within 14 days from the date the Postal Service sends the electronic notification by accessing the web-based customer payment portal or by choosing another method identified in the notification. Any mailer disputes regarding the revenue deficiency must be made during this 14-day period. The postage evidencing system service provider may be notified to temporarily sus-pend the mailer’s account under the following conditions:

a. After 14 days, if a mailer has not paid or disputed a revenue deficiency.

b. When an electronic notification to a mailer is undeliv-erable.

c. When a mailer’s cumulative revenue deficiency in-creases during the 14-day period due to additional mailpieces being identified as shortpaid or unpaid.

4.4.7 Dispute Process

Mailers wishing to dispute the deficiency payment must do so within 14 days by accessing the web-based customer payment portal or other method identified in the electronic notification and substantiate that the postage affixed was

valid and sufficient for the postage and applicable fees. An electronic notification is sent to the mailer of the decision to uphold or deny the dispute. If the Postal Service upholds the dispute, the mailer is not required to take further action.

4.4.8 Denied Disputes and the Appeal Process

If a dispute of a revenue deficiency is denied, the mailer has 7 days from the date of the electronic notification to file an appeal, by accessing the web-based customer payment portal or choosing another method identified in the notifica-tion. The mailer must provide additional evidence to sub-stantiate that the postage affixed was valid and sufficient for the postage and fees. If the appeal decision is upheld, the mailer takes no further action. The Postal Service may notify the postage evidencing system service provider to temporarily suspend the mailer’s account under the follow-ing conditions:

a. After 7 days, if a mailer has not paid or appealed the revenue deficiency.

b. When an electronic notification to a mailer is undeliv-erable.

c. When a mailer’s cumulative revenue deficiency in-creases during the 7-day period due to additional mailpieces being identified as shortpaid or unpaid.

4.4.9 Denied Appeals

If the appeal is denied, the mailer must pay the revenue deficiency within 7 days from the date of the electronic notification by accessing the web-based customer pay-ment portal or choosing another USPS-authorized method identified in the notification. The postage evidencing sys-tem service provider may be notified to suspend the mailer’s account under the following conditions:

a. After 7 days, if a mailer has not paid the revenue de-ficiency.

b. When an electronic notification to a mailer is undeliv-erable.

c. When a mailer’s cumulative revenue deficiency in-creases during the 7-day period due to additional mailpieces being identified as shortpaid or unpaid.

8.0 Insufficient or Omitted Postage

8.1 Insufficient Postage

8.1.1 Definition

[Revise the second and third sentences of 8.1.1, and add a new fourth sentence as follows:]

***Such individual pieces (or quantities fewer than 10) are delivered to the addressee on payment of the charges marked on the mail. For mailings of 10 or more pieces, the mailer is notified so that the postage charges may be paid

8.1.7 Express Mail Corporate Accounts and Federal Agency Accounts

Express Mail Corporate accounts and federal government accounts that use a “Postage and Fees Paid” indicia are debited for the correct amount of postage and fees at the time of mailing.

8.1.8 Express Mail With Insufficient Postage — Acceptance

When Express Mail items are received at the office of mail-ing with insufficient postage, the Postal Service will contact the mailer to correct the postage deficiency prior to dis-patch of the item. If the mailer cannot be contacted prior to dispatch, the deficiency is handled under 8.1.9.

8.1.9 Express Mail With Insufficient Postage — Processing Operations

For Express Mail items with insufficient postage that are identified during processing operations or at the destina-tion Post Office, the Postal Service will:

a. Endorse the item “Postage Due.”

b. Mark the item to show the total deficiency of postage and fees.

c. Deliver the item to the addressee upon payment of the postage due.

d. If payment is refused by addressee, endorse the item “Return to Sender — Refused” and return the item to the sender, upon collection of the postage deficiency.

8.1.11 Remailing Express Mail With Insufficient Postage

Express Mail items with insufficient postage are returned to the sender after collecting the postage deficiency when an effort to contact the sender before dispatch fails and when the addressee refuses to pay the postage due. If the item is remailed as Express Mail, the sender must affix a new Express Mail label with new postage and any applicable fees.

DMM Revision: Reply Rides Free Incentive Program — Weight IncreaseEffective September 6, 2011, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®) 233.7 to allow First-Class Mail® letters weighing over 1 ounce but no more than 2 ounces to be eligible for the Reply Rides Free incentive program. Currently, eligible pieces can weigh no more than 1.2 ounces. The increase in the weight limit is designed to encourage more mailers to participate in this incentive pro-gram and allow current participants to increase the weight of their First-Class Mail letters to include more content.

This change will be reflected in the September 6, 2011, online update to the DMM, but is effective for program par-

ticipation beginning on September 1, 2011. New partici-pants may apply for participation from August 15 to September 15, 2011.

7.2 Reply Rides Free Program

The Reply Rides Free program provides an incentive for mailers to include additional contents in their automation First-Class Mail letters by providing a postage credit for let-ters weighing over 1 ounce but no more than 1.2 ounces for mailings accepted between January 2, 2011, through August 31, 2011. For mailings accepted from September 1 through December 31, 2011, the weight limit increases for letters weighing over 1 ounce to no more than 2 ounces.***

7.2.1 Basic Mailpiece Eligibility

Letter-size mailpieces mailed by an approved program par-ticipant are eligible for a postage credit under all of the fol-lowing conditions:

IMM Revision: Updates to Various Individual Country ListingsEffective September 6, 2011, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, International Mail Manual (IMM®) to update the Prohi-bitions, Restrictions, and/or Observations sections in the Individual Country Listings (ICLs) for the following coun-tries, which have formally notified Universal Postal Union (UPU) members of changes via International Bureau Circu-lar publications:

Austria: Consistent with International Bureau Circular 219, dated October 11, 2010, Austria no longer accepts firearms, parts, and accessories thereof, or replica firearms.

Belarus: Consistent with International Bureau Circu-lar 181, dated September 6, 2010, Belarus has expanded its list of prohibited items.

Denmark: Consistent with International Bureau Cir-cular 31, dated January 31, 2011, Denmark (including like standards for the Faroe Islands and Greenland) has reiterated that it does not accept firearms such as air rifles and no longer accepts knives of any kind that are longer than 12 cm (approximately 4.7 inches).

Ecuador: Consistent with International Bureau Circu-lar 189, dated September 13, 2010, Ecuador requires a commercial invoice for all items (regardless of class of mail or contents). In addition, used shoes and clothes may be sent only in parcels weighing no more than 4 kilos (approximately 8.9 pounds).

Iran: Consistent with International Bureau Circular 66, dated March 15, 2010, Iran has modified its stan-dard regarding the importation of printed and audio-visual material. In addition, the Postal Service has removed an inadvertent reference to insured parcels in the Prohibitions section, because Iran does not authorize insured parcels.

Iraq: Consistent with International Bureau Circular 70, dated April 4, 2011, Iraq no longer accepts cam-eras, cellular telephones, and laptop computers.

Israel: Consistent with International Bureau Circular 76, dated April 4, 2011, Israel no longer accepts meat, fish, or seafood.

Jamaica: Consistent with International Bureau Circu-lar 45, dated February 14, 2011, Jamaica no longer accepts cellular telephones unless the phones are sent in the manufacturer’s packaging.

Kazakhstan: Consistent with International Bureau Circular 53, dated February 28, 2011, Kazakhstan has expanded its list of prohibited items (including moving one item from the Restrictions list to the Pro-hibitions list).

Russia: Consistent with International Bureau Circular 256, dated November 22, 2010, Russia has expanded its lists of prohibited and restricted items.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

B. Regardless of mail class, a customs declaration form is required for all items weighing 16 ounces or more, or any item (regardless of weight) con-taining potentially dutiable mail contents (e.g., merchandise) addressed to an APO, FPO, or DPO ZIP Code. PS Form 2976 is required for items weigh-ing less than 16 ounces, and PS Form 2976-A is required for items weighing 16 ounces or more. No customs form is required for items weighing less than 16 ounces when the contents are not potentially dutiable (e.g., documents). When the surface area of the address side of the mailpiece is not large enough to contain a PS Form 2976-A, the smaller PS Form 2976 may be substituted (e.g., the Priority Mail Small Flat Rate Box). The following excep-tions apply:

Known mailers are exempt from providing customs documentation on non-dutiable letters or printed matter. (A known mailer is a busi-ness mailer who enters volume mailings through a business mail entry unit (BMEU) or other bulk mail acceptance location, pays post-age through an advance deposit account, uses a permit imprint for postage payment, and submits a completed postage statement at the time of entry that certifies that the mailpieces contain no danger-ous materials that are prohibited by postal regulations.)All federal, state, and local government agencies whose mailings are regarded as “Official Mail” are exempt from providing customs doc-umentation on any item addressed to an APO, FPO, or DPO except for those APOs/FPOs/DPOs to which restriction “B2” applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

E3. Radio transceivers, cordless telephones, global positioning sys-tems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See defini-tions of firearms in DMM 601.11.1.1c. This restriction does not apply to fire-arms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

F2. Importation of firearms is restricted to one shotgun and one single shot.22 caliber rifle per individual.

RetailStamps by Mail — Brochure Ordering Information

This article publishes the Stamps by Mail® (SBM) print run cutoff schedule for fiscal year (FY) 11. Each date has a designation whether it is for the year-round (YR) brochure or the holiday (HOL) brochure. The remaining FY 11 print cycle cut-off date is as follows:

August 19, 2011 (HOL).

Starting with the June 25, 2010, print cycle, the English-only brochures have been replaced with bilingual (English and Spanish) brochures. All orders received from SBM sites by June 25 and thereafter will be provided bilingual brochures. There is no change in the price.

To order brochures, submit PS Form 3227-O, Stamps by Mail Brochure Order Form (April 2011), to Cyril-Scott Company:

For Orders Exceeding $10,000Use eBuy to process brochure orders that exceed

$10,000.00. In the Purchasing Method field, select “Route Req to Supply Mgmt,” then in the After Approval Route field, select “Customer Products & Fulfillment CMC (Aurora, CO)”. Include completed PS Form 3227-O with imprint information with the eBuy order.

Note: These approved eBuy orders must be received by Supply Management at least 10 days before a published run cut-off date to be included in that run.

Cyril-Scott Company will deliver orders within 35 calendar days after printing. Stamps/PhilatelyPictorial Postmarks Announcement

As a community service, the Postal Service™ offers pic-torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first day of issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first day of issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
