PAVEL NIKOLAEVICH AGALETSKII (60th Birthday) Prof. Pavel Nikolaevich Agaletskii DSc. (Eng), state prize winner, celebrated on January 16, 1969 his 60th birthday and 35 years of his work in the metrological institutes of our country. He graduated from the Glukhovo Teachers Training College in 1927, taught in a secondary school, graduated from the physical faculty of the Kiev State University in 1934, worked as a post graduate student at the VNIIM (All-Union Scientific-Research Institute of Metrology), defended his masters dissertation on "Piezoelectric methods for measuring instan- taneous forces" in 1987, defended his doctors dissertation on "Absolute evaluation of the acceleration due to gravity for an initial point in the USSR" in 1958, and obtained the academic rank of Professor in 1961. These are the main landmarks in the life of this scientist who made a consider- able contribution to the deveIopment of our metrology. The scientific activity of P. N. Agaletskii is extremely varied and /t embraces a wide range of metrological and measurement technqiue problems. P.N. Agaletskii carried out research in the field of methods and means for precision measurements of frequency, small time intervals, vokages and capacitances at a high frequency, and in establishing a state standard of frequency (a group of quartz clocks and means for controlling the stability of the frequency unit reproduced by the standard). He also carried out work in the field of dynamic measurements, in producingmeth- ods and means for calibrating tachometric and vibrometric equipment, accelerometers, and instruments for measur- ing instantaneous pressures. He generalized the work in the field of vibrometry, thus making it possible to lay the metrological foundations for measuring simultaneously two or several mutually dependent quantities. The fundamental metrological research in determining by means of tl~ree different absotute methods the ac- celeration of a freely failing body (1946-56) was carried out under the guidance and with the direct participation of P. N. Agaletskii. This work was highly appreciated by the Soviet metrologists and geophysicists, as well as by the General Assembly of the International Union of Geodesy and Geophysics. For his participation in establishing the state standard of frequency P. N. Agaletskii was awarded a state prize. The printed works published by Pavel Nikolaevich, whose list contains over 50 titles, reflect the results of the work carried out by him or under his leadership in our scientific-research metrological institutes. Scientific and organizational problems occupy an important place in the activity of P. N. Agaletskii. In 1942-45 on instructions of the Committee of Measures and Measuring Instruments attached to the USSR Council of Ministers he organized in Tomsk on the basis of the metrological institutes evacuated from Khar'kov and Moscow the State Institute of Measures and Measuring Instruments (later the Novosibirsk State Institute of Measures and Mea- suring Instruments) and acted as its director. The establishment of this institute was important for preserving uni- form measures in Siberia. In 1945-46 P. N. Agaletskii was director of the Moscow State Institute of Measures and Measuring Instruments, In 1949-51 he worked as scientific deputy director of the VNIIM. In 1952-53 he participated in the establishment of the central scientific-research institute of radio measure- ments (later the All-Union Scientific-Research Institute of Physicoteehnical and Radiotechnical Measurements). In 1953 he became deputy director of this institute, and then its director from 1953 to 1955. The establishment of this institute provided an important metrological base in our country for measurements in the sphere of time and fre- quency, radio, acoustics, and hydroacoustics. At present Pavel Nikolaevich leads the metrologica l department of the above institute and advises on the work

related to the establishment of standards and the improvement of systems for reference measurements, the develop- ment of general met ro logica l problems,and the drafting of basic metrologica l normal iz ing documents.

P. N. Agaletski i pays considerable attention to the training of scientif ic personnel. Many post graduate stu- dents and competitors have successfully defended their masters dissertations under his guidance.

Pavel Nikolaevich part icipates in the work of several scientif ic and technica l councils and commissions, in- cluding the section on "Metrology and precision measurement techniques" of the Scient if ic Council on the Com- plex Problems of "Instrument Making" of the Scientif ic and Technical State Commit tee at tached to the USSR Coun-

c i l on Ministers, the Scientif ic and Technica l Counci l on "Metrology and Construction" of the Commit tee of Stan- dards, Measures,and Measuring Instruments, and the Scientific and TechnicaI Council on the "Problems of mechan i - ca l measurements" of the Ministry of Ins t rument Making. He is an edi tor ia l board member of the journal "Engineer- ing" of the All-Union Institute of Scient if ic and Technical Information of the USSR Academy of Sciences, and a m e m -

ber of the commission on noise and vibrations of the USSR Academy of Sciences. He is president of the Interdepar t - menta l Commission for state testing of vibrat ion-measuring instruments used in thermal energetics, and a member of the expert commission of the Higher Academic Courses.

In celebrat ing the 60th birthday of Professor Pavel Nikolaevich Agaletski i we wish him good health, a long life, and fruitful ac t iv i ty to the benefit of our great motherland.
