• We are very excited to be holding the meeting here, particularly as it highlights the opportunities to further develop and enhance GOV support for new and improved ocean services, including marine ecosystems & fisheries.

• Provide visibility for and promote the value of GODAE OceanView and its activities;

• Provide a focus for national participation in GODAE OceanView;

• Obtain or provide appropriate national and international resources for GODAE OceanView;

• Provide advice to the GODAE OceanView Science Team on matters of resources, international coordination and funding priorities.

• Assist the GODAE OceanView Science Team in questions of advocacy for the ocean observing system and enable the ocean community to speak with one voice on this issue

PG membership and champions

The GODAE OceanView Patrons’ Group consists of representatives of those agencies or groups which are well placed to provide guidance to the members of the GODAE OceanView Science Team (GOVST) with regard to science activities, collaborations and resources.

The responsibilities of the TT champions have already been mentioned in the survey and are:

Liaising with the TT co-chairs on TT work plan implementation Regular provision of support in the form of advocacy, advice or funding Attending TT meeting and tele-conferences to keep up-to-date with progress Communicating and advocating the work of TTs with the other Patrons Supporting evaluation of work plan outcomes at annual meetings and advising on work plan continuation

Quad-charts

• Successful continuation of the TT quad-charts (now available on GOV website) which provides useful overview of TT activities and progress

Plans for a Patrons’ observing system group

• Consideration of setting up a PG Observing System Group to:

• help to develop consensus of GOV for the usage and reporting of observation-linked matters;

• provide a direct information resource on indicators / impacts, etc. to the PG; PG could discuss observations related requirements with various TTs (e.g. DA, IV or OSEval);

• put force behind producing outcomes in observing system matters and provide resources;

• PG Observing system group should also be considering liaising with current projects such as TPOS, SWOT or Atlantos, and more broadly GEO Blue Planet

Support to GOVST & TTs through

• Patrons participation in TT workshops as champions

• Provision of funding for GOV events:

• GOVST-VI & GOVST-VII meetings by EUMETSAT • MEAP/DA-TT workshop by NOAA

• Funded projects, e.g. ESA project involving the OSEval-TT covering Observing System Experiment with Satellite SSS

Financial support for PO increased

• Intensive communication with Patrons’ organisation at beginning of 2016 (letters, presentations, emails, etc.) resulting in a positive response from most GOV Patrons’ organisations

• Funding streams have been renewed or have been newly set up

• GOV PO financial situation has improved

…….BUT, the support needs to continue over the next years to secure the PO

GEO Blue Planet – Blue Planet was just formally accepted as a GEO initiative; see Dr. Emily Smail presentation. Also note forthcoming 3rd Blue Planet Symposium in May/June 2017 in College Park, MD USA GSOP/CLIVAR – GOV is mainly focussing on short-term forecasting but through its collaboration with GSOP/CLIVAR (e.g. on reanalysis intercomparisons) is supporting the monitoring of past & present ocean climate. JCOMM – communication of GOV with JCOMM is organized via ET-OOFS to develop and maintain the transition of prototype systems to operational systems, international collaboration on product standardization and interoperability between systems

TPOS2020 – collaborations of GOV (specifically the OSEval-TT) with TPOS2020 are being considered to include OSE/OSSE experiments and use of high resolution simulations to help guide observing strategies and expectations for budget closure, and for biogeochemical sampling, improved understanding of errors and uncertainty, and through GOV real-time data assimilation innovation records and associated metrics ARCOM (Altimetry of Regional and Coastal Ocean Models) – the COSS-TT & IV-TT work closely with ARCOM towards better integration between COFS (coastal ocean forecasting systems) and LOFS (large-scale ocean forecasting systems) via downscaling (models & data), and in particular to illustrate the added value of downscaling with consistent metrics

GOV PG Chair –Paul DiGiacomo will set down as PG chair soon; we are working on finding a new chair in 2017. GOV Summer school – is being organised from 2-13 October 2017 in Majorca, Spain hosted by SOCIB and supported by Copernicus and many of the GOV Patrons organisations – presentation by Eric Chassignet on Friday

GOV Symposium – The next GOV Symposium is planned for 2018/19. We plan to discuss details at this meeting. GOV Review – the next GOV review is being anticipated also in 2018/19 following a 5-year cycle

Challenges and Opportunities

• Securing adequate resources for support of GOV

Programme Office and Task Team Activities continues

to be a challenge

• That said, Patrons’ organisation have acted on last

year’s urgent call for a continued support and have

started/continue to provide resources showing strong

interest for GOV to continue

• The Patrons will continue to actively support the

GOVST co-chairs and TT’s to advance the GOV

purpose of accelerating the improvement and

exploitation of operational ocean forecast systems.
