Patrick ‘Pat’ Allan ROGAN [1936 – 2015] MILESTONES
Patrick Rogan was elected the State MP for East Hills in 1973, holding the seat for 25 years, and he would retire from politics in 1999. Pat Rogan was driven to improve areas throughout the local community. He was dedicated to many Initiatives which included achieving the duplication of the railway line to East Hills and the construction of Padstow TAFE. He held various positions that paved the way for good change A significant member of the community who played a vital role in public matters and the success of clubs in NSW.

In the context of the intensification of the Cold War in Europe, Communist insurgency and success in South-East Asia, and the declaration of war in Korea, the Menzies government sponsored the National Service Act 1951. The legislation provided for the compulsory call-up of males turning 18 on or after 1 November 1950, for service training of 176 days. Trainees were required to remain on the Reserve of the Commonwealth Military Forces (CMF) for five years from initial call up. Men could nominate the service in which they wished to be trained. Those nominating the Navy or the Air Force were considered only if they volunteered for service outside Australia. The first call-up notice was issued on 12 April 1951.
In 1957 National Service with the Navy and the Air Force was discontinued. Registration remained compulsory but the intake to the Army was cut to almost a third (12,000 trainees) by instituting a ballot for selection. On 24 November 1959 Cabinet decided that National Service call-ups should be terminated and that arrangements for the January 1960 intake would be cancelled

He is certain that his fatal contact with asbestos occurred around 1962 when he worked at the Silverwater site of the Petroleum and Chemical Corporation known as PACCAL. In 1973, the sitting member for East Hills, Joe Kelly, retired and Rogan was preselected as his replacement. Patrick won the seat easily, and was never seriously challenged in subsequent elections. However, would never hold a cabinet position but did hold the position of Shadow Minister for Minerals and Energy.

METROPOLITAN GREEN SPACE PROGRAM
Mr ROGAN (East Hills) [4.48 p.m.]: I am delighted to be able to thank the Minister for Urban Affairs and Planning following the announcement of a green space grant for the East Hills electorate in the order of $66,700, which will be used for improvements at Salt Pan Creek, Padstow. This grant is being provided through the New South Wales Government’s 1998-99 metropolitan green Page 7665 space program. Bankstown City Council will use the grant to construct a boardwalk under Henry Lawson Drive, Padstow, and for bush regeneration and revegetation. The grant was approved by the Minister as part of $1,068,700 in funding provided to the 20 Sydney councils that will participate in the program. The green space program is a highly effective way for the Government to help councils to plan and develop their regional open space. I am particularly proud of the Salt Pan Creek walkway initiative. In 1988 when bicentennial funds were being provided to worthy projects throughout New South Wales I proposed the project. The grant of $660,000 from the bicentennial fund and the half a

million dollars from Bankstown council, to its credit, were used to establish the walkway, which is of great benefit to the community. I remember former Minister David Hay performing the official opening. Other money has been spent on the walkway, some coming from Federal Government unemployment programs. This assisted extension of the walkway, which now goes from the heart of Bankstown along Salt Pan Creek. Hurstville council saw the merit of being linked to the project and a couple of years ago it constructed a bridge to enable people from the Hurstville side of the Georges River and Salt Pan Creek to access the walkway. Schools and citizens make good use of the walkway. Contributions under the green space program are matched by council contributions. So the amount of more than a million dollars I referred to earlier has been doubled, enabling a lot of work to be done on this very worthwhile project. The money has enabled a wide range of parkland in the Sydney metropolitan region to be greatly improved, to give people more opportunities and space for recreation. The projects were assessed for regional and tourism significance, improving public access to open space, enhancing gateway sites to Olympic venues, encouraging community involvement, enhancing natural features and bushland, and providing for special needs groups such as the disabled. The money was allocated by a panel chaired by the Department of Urban Affairs and Planning. It contained representatives from the Institute of Municipal Engineers, the Royal Australian Institute of Parks and Recreation, the Local Government Association, the Royal Australian Planning Institute and the Australian Institute of Landscape Architects. The green space program is administered by the department and uses funds from the Sydney Region Development Fund. It is a very worthwhile scheme which the Government and particularly the Minister should be commended for. People in my electorate and surrounding electorates would want me to express their appreciation of the work that has been done. Pat’s dedication and commitment to our local community exemplifies the spirit of public service that should be the most important aspect of any citizen’s desire to seek election to Parliament. ….. After Labor’s defeat in 1988 Pat Rogan was given the task of rebuilding Labor’s support in our traditional heartlands of the Hunter, Newcastle and the Illawarra. As shadow minister for minerals and energy he rebuilt Labor’s credibility in those regions. It is to be regretted that Pat Rogan was not elevated to the Carr ministry upon Labor’s election in March 1995, an honour he thoroughly deserved. I also acknowledge the vital role of Pat’s wife Eunice. Everyone who knows Eunice respects her for the support she has given Pat and her friendship to all.
Pat was the driving force behind the building of Padstow TAFE, openning in 1981, and I acknowledge that in the 1999-2000 budget more than $300,000 has been allocated to upgrade hospitality facilities at the TAFE.

Chaired the Government Inquiry into Four Term School Year ……As has been mentioned, Brian McGowan was chairman of the Select Committee on the School Certificate. I served also as a member of that committee, as did the honourable member for Ashfield. As chairman, he had to wait some time before the recommendations of that committee were implemented. That is not unique for committee reports of this Parliament. At the time I served as a member of that committee I also chaired a government inquiry into the four-term school year. I had to wait eight or nine years before the recommendations made in that report were introduced. Brian did not have to wait that long. Another committee of which I was chairman, which has the unmentionable name, was brought down 10 years ago, as I was reminded yesterday by the Treasurer. Some day someone will dust that report down and

Mr ROGANMr ROGANMr ROGANMr ROGAN (East Hills) [6.06 p.m.]: I draw to the attention of the House and the Minister for Transport problems regarding noise emanating from trains on the East Hills line. The history of the line goes back to 1916 when the need for a railway to East Hills was raised during investigations by a parliamentary standing committee which proposed a Page 7347 railway from Bankstown to Liverpool. After a great deal of investigation and deliberation a line was finally constructed to Riverwood and then to East Hills. The line from Riverwood to East Hills was initially a single line but under the Wran Labor Government it was decided to duplicate the line and extend it to Campbelltown. The decision was well received by my constituents and people in the electorate of Campbelltown and adjacent electorates who wanted a fast and efficient train service to the city. I add that it was a Labor Government that constructed the line. The Whitlam Federal Labor Government had given the necessary money to the Askin coalition State Government, which took the money and put it into other projects. It was then left to the Labor Government to finally build the line. The line has been of great benefit to the people of East Hills and surrounding electorates. Whilst the vast majority of people have benefited from the fast and regular train service to the city, those who reside adjacent to the line are now being inconvenienced by noise following the duplication and the increased number of trains which travel on that line. I appreciate that any

move by the Minister to erect sound barriers on the properties adjacent to the line would be setting a precedent - though I understand that has happened in some areas - and has a cost. The Roads and Traffic Authority has established a firm principle that when major motorways are built and noise becomes a factor, provision is made for sound barriers to be constructed. One constituent who wrote to me expressed views that would be shared by many others who reside alongside the line. In his letter my constituent said:
My home for the last 40 years at the above address backs directly onto the East Hills Railway Line, as do most of the houses in Hendy Avenue, Revesby/Panania. Since the duplication and extension of the line across the river to the Campbelltown area my neighbours and I have been subjected to an increase in train traffic and of course more traffic means more noise. The trains now are longer, faster, more heavily laden with passengers and noisier and as they are more frequent now the noise is most constant with very little relief for those of us unfortunate enough to live in close proximity to the line. We feel that this is more than the average person should be asked to tolerate, knowing full well that traffic is only going to get more frequent in the future. We notice that when new expressways get built, through built up areas, noise pollution is given great consideration and sound barriers are erected alongside the roads. We wonder why we can't get this same consideration. The East Hills line from Padstow to East Hills runs through a densely populated residential area with housing built right up to the line in many places. A few strategically placed barriers would alleviate our problem and give a lot of people a great amount of relief.
I echo those sentiments in the House today. I sincerely request of the Minister for Transport that serious consideration be given to the provision of sound barriers so that my constituents and others receive some relief from noise. Mr ROGAN (East Hills) [5.05 p.m.]: I refer this afternoon to the white stolen babies scandal. These
were babies violently snatched from their Page 1650 mothers at birth to supply the adoption market during the past 40 years, particularly from 1965 to
1973. These adoptions were illegal and contravened the Adoption Act. The former head of the New
South Wales Law Reform Commission, Justice Richard Chisholm, said in his 1992 report No. 69
dealing with the Review of the Adoption of Children Act that mothers were forbidden to see their
babies and transported to other hospitals, and that in some cases mothers were told their babies were dead. He stated these practices were illegal. Dr Simon Hazelton, former resident psychologist of the Training School for Boys, Mittagong, wrote
to the Editor of the Daily Telegraph in 1996 saying, "The churches and government generally
connived at that time in the theft, through forced adoption, of the children of single girls." Young
unmarried mothers, women in de facto relationships and deserted married women were deceived,
coerced, drugged and bullied into giving up their babies for adoption. Mothers had pillows placed
over their heads so they could not see their babies, were restrained during labour and their babies
were whisked away with them even being denied the right to hold their babies. One can only
speculate on the trauma and unbelievable feelings of these young mothers. There was no informed consent regarding adoption, information concerning alternative options or
financial assistance was not offered, mothers were often made to sign adoption papers in a drugged
state, were not told of the 30-day period for the revocation of adoptions, and fathers were ignored.
Some mothers and babies were also subjected to trial drugs. What a blatant abuse of the United
Nations Charter on Human Rights for both mothers and babies! These horrors happened not in some
third world country but here in Australia and, particularly, in New South Wales. In New South Wales
the worst offender was the former Crown Street Hospital for Women, where the consulting
psychiatrists were former Chelmsford doctors Herron and Bailey. These notorious psychiatrists were
responsible for the psychotropic drugs administered to mothers. The drugs were given before, during and after birth in dangerous doses. They included sodium
pentobarbitone, chloral hydrate, sodium amytal, Sparine, pethidine and Doriden. Other hospitals used morphine, heroin and Valium. Stilboestrol, a cacogenic drug, was administered to mothers in doses
three times the legal dose to suppress lactation. Many mothers received inadequate medical treatment
while others recall being threatened with sterilisation, slapped, shouted at, verbally abused and called
sluts. One mother, who was in danger of dying if she did not receive a caesarean section, heard the
doctor saying, "If she dies, that’s the price she pays for bringing another bastard into the world."
Some babies of non-English speaking mothers were adopted without written consent. Other mothers
who escaped from smaller hospitals with their babies were hounded like criminals by police and
social workers, and forced back to sign adoption papers. Pregnant girls who were State wards were simply told that their babies would be taken from them for
adoption. At Crown Street Hospital for Women unmarried mothers were not allowed to leave the hospital until their records were stamped "Socially Cleared", indicating that they had signed adoption
papers. Were these poor young women - with no voice or power - being punished for their mistakes
or was this is a Nazi-style social cleansing exercise, stealing babies from undeserving, unwed
mothers and supplying them to deserving infertile couples? These mothers have since lived in hell.
They suffered from post-traumatic stress disorder, pathological grief, chronic depression and anxiety.
And what about the fate of the stolen babies? Many were sexually and physically abused, many were
given back and lost in the foster care system, and many had identity problems. Research into adoptions shows high suicide rates. Brother Alex McDonnell, Jesuit priest and youth
worker with the homeless in St Kilda, said in an article published in the Melbourne Age on 30 June
1993 that out of 147 suicides involving drugs from 1983 to 1993, 142 came from adoption
backgrounds. In law, adoption occurs in the best interests of the child when a mother is unable to care for her baby and gives informed consent for an adoption to proceed. I do not believe the best interests
of the babies or mothers were served by adoption.

I call on the Government to undertake a full judicial commission of inquiry into white stolen babies. I
demand a full and sincere public apology and compensation where deemed justified on the basis of
damage caused to this generation of mothers, sons and daughters. On behalf of those babies and their
mothers I seek an apology from government agencies and authorities, social welfare groups, medical
staff, churches and all those who unwittingly, deliberately or callously caused much hurt, damage
and ongoing trauma to so many mothers, sons and daughters. These people are now Page 1651 adults, and many of them are elderly. This matter affected thousands of children

Pat had successfully gained a Royal Commission for victims of the horrors of the Chelmsford Private Hospital Deep Sleep Therapy, so he and his personal assistant: Ms. Margaret Como, had a wealth of expertise in successfully knowing their way around gaining inquiries. Many do not realise that only a handful of MPs have such expertise. I informed Pat that the infamous Drs. Bailey and Herron who ran Chelmsford were also consulting psychiatrists at Crown St Women’s Hospital hence many mothers, such as myself, had been given the same cocktail of barbiturates as those intravenously given to Chelmsford deep sleep victims – only we were given them in pill form. Judy McHutchison provided me with the information about the linkage between Crown St and Chelmsford via Bailey and Herron and when I passed it on to Pat he was immediately aware that grave injustices had been perpetrated on unwed mothers in the government’s attempt to get babies for the infertile. Pat had always been a fighter for the underdog.

legal responsibilities, government legislation and duty of care. Significantly, Pat Rogan also became the public face for the anger over the club gaming tax in 2003 that would force clubs to pay $1.8 billion in taxes over the next seven years.

Mr Rogan was diagnosed with mesothelioma after his left lung suddenly collapsed during a holiday in June, which led to surgery and a first course of chemotherapy he recently completed. He is hoping an upcoming scan will show the disease is being held in check. I’m a Labor man and I think its great the Gillard Government are committed in principle to getting rid of asbestos in buildings. It is a mammoth task with the thousands of homes built with asbestos sheeting but they have to make a start,” he said. “Awareness is terribly important, it has to be a priority because today’s younger people have to know to leave it alone, not to try and renovate or work it because the danger is still there. “I can still recall how I put an asbestos board on a grindstone, sawing and shaping it to put it back in a switchboard. Dust everywhere, no mask, no protection.” He is urging people to use the www.asbestosfreefuture.com.au website to write to their local federal MP to advance the program to remove asbestos from all buildings by 2030. Mr Rogan is also passionate on the need for extra funding for medical research, pointing out that of all the major cancer diseases, mesothelioma is one of the few varieties where the lifespan of sufferers has not been increased in the past decade. “It does disappoint me that that research funding on mesothelioma has been cut, the
