    In response to your FOIA request emailed on Sunday, October 2, 2011, regarding the Campus

    Security Enhancement Act of 2008, please see the following:

    1) Whether each community college has submitted an all hazards plan and campus violenceprevention plan as required by the Campus Security Enhancement Act of 2008;Response: Attached is a list of colleges from whom the Illinois Community College Board

    (ICCB) has received Campus Security Enhancement Actof 2008plans.

    2) Which of the schools plans are in compliance with the law, partly in compliance with the law

    or not in compliance with the law at all;Response: Neither the Act nor the Administrative Rules of the ICCB or of the Illinois Emergency

    Management Agency (IEMA) has an enforcement section and no entity is tasked with

    determining compliance.

    3) I am requesting an electronic copy of the violence prevention plans that each communitycollege has submitted.Response: The ICCB claims an exemption to providing this information under the guidelines in 5

    ILCS 140/7-1(v), i.e.,(v) Vulnerability assessments, security measures, and

    response policies or plans that are designed to identify, prevent, or respond to potential

    attacks upon a community's population or systems, facilities, or installations, the destruction

    or contamination of which would constitute a clear and present danger to the health or

    safety of the community, but only to the extent that disclosure could reasonably be expected

    to jeopardize the effectiveness of the measures or the safety of the personnel who implement

    them or the public. Information exempt under this item may include such things as details

    ertaining to the mobilization or deployment of personnel or equipment, to the operation of

    communication systems or protocols, or to tactical operations.
