PART A INTRODUCTION

1. Background - Summary

The decline in local fishing and timber industries in the 1990’s changed Eden’s economic and social fabric and prompted a search for a new future for the town – particularly employment opportunities. The Sapphire Coast Marine Discovery Centre was one attempt to meet the new circumstances. Government funding in 2007 has enabled the lease of the Snug Cove complex and the development of on-site education and other programs.

The Centre responds to the special nature of the Eden and the region. The regular confluence of the Antarctic Circumpolar and East Australian Currents produces a rare marine environment of enormous relevance to researchers and potential interest to the public. The context of the Sapphire Coast – with its forested hills, estuaries and rocky foreshores – contributes an unusual character to any understanding of environmental and habitat issues.

2. This Masterplan

This masterplan is intended to draw together directions and investigations undertaken by the consultants to date to provide a shared vision upon which the next stages - project documentation and implementation - can be developed with confidence. Additionally the concepts and outcomes of this stage are intended to enable presentations to sponsors to attract capital funding for the project. The project should also provide local supporters, visitors, students and researchers with a vision of the new discovery exhibit experience to help build enthusiasm and once implemented enhance the standing of the Sapphire Coast Marine Discovery Centre.

4. Corporate Directions

4.1 Mission

The Discovery Centre promotes understanding of oceans and coasts by offering discovery, learning and knowledge experiences.

4.2 Vision

To be a sustainable Australian centre of excellence in temperate marine research and education

4.3 Project Purpose and Objectives

4.3.1 Core � A focus on contribution

• To increase understanding of sustainable use of the oceans and coasts • To contribute to the social and economic life of Eden and the Sapphire Coast

4.3.2 Process � A focus on expertise and discovery

• To facilitate research into the temperate marine environment • To be a resource for specialist knowledge about the temperate marine environment • To provide a wide range of visitor experiences focusing on our unique natural assets • To offer educational opportunities for people of all ages • To work with indigenous people to achieve our mission • To be a well managed not for profit organization

4.4 Stakeholders and Partners

Three categories of stakeholders have been identified: • Bega Valley Shire Council – for promotional and financial support. For coordination of strategic objectives. • Australian National University – for development of strong research associations. • Australia’s network of marine research and education centres – for joint ventures, shared information, and mutual support.

4.5 Tests of Success

Three categories of success are identified as relevant:

1) Impact Do visitors come away with: • a greater capacity to understand their marine environment and their relationship to it; and,

• a better understanding of science and its role in increasing understanding of the marine environment; and • an individual understanding of the importance of management practices?

2) ReachThe number of people influenced (as users) by the project. Reach may be independent of Impact where, say, a large number have a vague understanding of the Centre’s work. Similarly, reach may be a prime requirement for financial sustainability, or may not (principal income may be earned from even a single source). Ideally the SCMDC will maximize both impact and reach.

Reach may be measured by: • numbers visiting centre (daily / by program / by audience type) • numbers using website (hits – total / page)

3) Financial SustainabilityAs a not-for-profit organization, the SCMDC must maintain its own financial sustainability.

Financial Sustainability is best measured by revenue in dollars ($’s) reported weekly / monthly /quarterly / annually / annually against previous / five-year trend. Sources of funds include: o government grants o grants from philanthropic organizations o booked groups and passing o education program schools and community groups o selling support material for education programs o special workshops – one, two and three day e.g. seaweed workshop o school holiday workshops o hire of facilities - laboratory, functions o tour bookings o staff hire out for lectures/ presentations. o revenue from joint ventures

5. Audience and Marketing

5.1 Audiences

The following target audiences have been identified: • Children • Education (various streams): o Yrs 2-12 o Yrs 5-12 o Yrs 7-12 • Tourists - esp. free independent travellers (FITs); and cruise ship. • Families with young children • Local socially interested individuals and couples. • Researchers working with the SCMDC.

The SCMDC has established an excellent program of opportunities for school children in all years. Experiences are constructed with a view to contributing to NSW Department of Education KLA’s. Each activity appears highly interesting and engaging, combining real discovery experiences within the centre and on location. (See Appendix 1.). The reach of school programs will be limited by the limited number of schools in the Sapphire Coast catchment. Similarly, revenue earned from the primary and secondary school system is governed by the capacity of local schools to resource excursions and reasonable entry fees.

The annual volume of tourists to Eden is not clear. However Tourism NSW figures for the South Coast Region (Kiama, Shellharbour; Wollongong; Bega Valley; Eurobodalla; Shoalhaven and Jervis Bay Territory) noted:

o c.18% of NSW regional visitors o c. 65% for holiday or leisure; 27% visiting friends or relatives o 2.8m domestic overnight; 108,000 international; 5.1m. domestic daytrip o c. 90% car focus. o 34% ‘Compatriots’ (mostly families); 24% ‘True Wanderers’ (taking time to explore); 5% ‘True Travellers’ (seeking a depth of experience)

In addition, the growth of cruise ship holidaying along the NSW coast may provide special opportunities for Eden (and the SCMDC) with its outstanding port facilities.

This picture suggests that there are opportunities for the SCMDC to attract domestic car travellers and to capitalize on referrals from locals with visiting friends and relatives. There also may be possibilities to access cruise ship tourists as that activity is attracted to the region. It is difficult to estimate possible reach and revenue returns without clearer data; however it is clear that the existing and planned product of the SCMDC can be well suited to meeting the needs of these markets.

Perhaps the ‘audience’ with the most strategic importance to the SCMDC is the Australian National University (or an equivalent institution). Academic excellence is a prime

requirement for developing the Centre’s programs. Again, if objectives for a contribution to Eden’s employment future are to be pursued the long term possibilities for a research base at the SCMDC appears highly attractive. In this endeavour, a key strategic alliance would seem sensible - the ANU is a logical partner. At this stage ANU needs are limited to accommodation, laboratories, local knowledge, vessels, etc. For the future, many other mutually re-enforcing activities may be identified. Association with the ANU may also open the door to significant research grant (especially ARC) sources as an under-pinning base for financial sustainability.

5.2 Market Directions

The SCMDC wants to make an impact on ‘everyone’ with the understanding that a small number of people should be impacted more deeply than others. Here, students and researchers (because of their strategic priority to the SCMDC) require programs which optimize impact – perhaps at the expense of reach. For other audiences the needs may be different.

5.3 Corporate Identity and Brand Image

The corporate identity – its philosophies, culture, ‘personality’ - of the SCMDC and its brand image – the associations evoked - must be internally consistent i.e. ‘what you see must be what you get’. They should also form the basis for partnerships with sponsors, supporters, allies and the community.

The identity perceived in the project to date suggest very real qualities – summarized as follows: • Enthusiasm • Energy • Expertise • ExplorationThe emphasis is on youth and environment. The challenge is to produce a visitor experience that can carry a brand image sustaining this identity.

5.4 Associations

At this stage the SCMDC can offer more by way of ‘impact’ rather than ‘reach’. The Centre has access to a number of markets:• Children• Education (various streams)• Tourists – especially FIT’s (and cruise ship?)• Families with young children• Local socially-interested individuals and couples• ResearchersImpact in these markets depends on:• Access to useful and interesting content• Dynamic interpretation

5.5 Value of Association

The SCMDC can offer associations of somewhat different character to various potential supporters. The Revised Design Response provides an appropriate vehicle for : o Sponsor: Indirect association - commercial advertising • Accommodation • Licensed Clubs • Restaurants / Takeaway • Car Dealers o Supporter : Direct longer association – like-minded advertising • Boating Fishing Diving • Leisure Clothing – wetsuits, adventure clothing, footware, etc. • Cruises and Tours • Camping Supplies • Regional Tourism o Corporate Citizenship • Banking and Investment • Insurance

o Government • Economic • Tourism • Employment • Ecology and Environment

6. General Approach

Project development has proceeded on the basis of four underlying principles:ÂWhole of ProjectÊ - The consideration of the SCMDC should not be separated from its organizational and social context. The Centre’s overall mission will be best met by providing an approach to interpretation integrated with financial objectives and an appreciation of other community ambitions for the place.

Visitor/Audience - Identifying users and visitors, understanding their needs … and satisfying them … are at the core of the approach to the Interpretation Plan. Designing experiences from a visitors’ point of view will aim to ensure relevance and long-term viability of the place.

ÂProgramsÊ - The Centre’s priority themes can provide the content core upon which programs of entertainment, information, education, and recreation can be built to create a powerful visitor experience.

ÂSpatial ValueÊ - Like the commercial property market, public spaces (and particularly complex places such as the Snug Cove building) have parts of differing ‘value’ to users and visitors. The means by which the public access the sites, the placement of interpretive elements, and circulation will be guided by the behaviour and expectations of different types of visitor.Accordingly, a program development methodology that sequences project decisions as follows has been employed:

7. Approach to Interpretation

7.1 Program Content

The current education content provides the basis for programs for all audiences:

7.2 Design Approach � The Base Camp

The Discovery Centre facilities can be thought of as a ‘machine’ to assist in the delivery of the programs – including those which are delivered ‘off-site’. As a preliminary design concept the idea of a ‘base camp’ is suggested. In this model the centre facilities provide the following functions: • assembly – greeting, cloaking, ‘housekeeping’, etc. – for onsite and off-site

• orientation – background to activities; directions, etc – for onsite and off-site • provisioning – student, materials, tourist, information, kit-up, food, toilets, etc – for onsite and off-site • exhibiting – graphics, specimens, collections, etc • explaining – lectures, ‘science stage’, demonstrations, seminars, multimedia, etc. • exploring – touch tanks, trails, school kits, etc. • events – festivals, etc.

7.3 Circulation and wayfinding

Interpretive planning has utilised the basic traffic flow of the existing centre. However key features of the centre’s circulation and wayfinding have been identified for improvement: • Approach (especially forecourt) • Entry • Specialisation of spaces: o An ‘immersive gallery’ o A ‘media gallery’ o Demonstration o Kit-up

1.01 Brief

Key points from the ‘Brief for the Marine Discovery Centre’ issued 22nd November 2010 are listed below.

‘The Brief for this Project involves the preparation of a set of master plans that encompasses all areas for the future development of the Sapphire Coast Marine Discovery Centre (‘the Centre’), in the short, medium and long term. The current space occupied by the Centre comprises two large rooms and a wide entrance hallway.’

‘The exterior plan must link with – and work well with – the interior plans. The consultant will be expected to work together with the Interior Design Team as needed.’

‘The history and aesthetics of the building as part of a ‘working wharf’. Relatively low-budget options that tidy the building’s exterior, yet retain its eclectic industrial character, should be explored.’

‘Appropriate landscaping, including a (covered?) public meeting place, around the entire exterior of the building.’

‘Space for Future Storage and Administration in a Growing Discovery Centre: Whilst current needs will be met by the interior design master plan, the SCMDC wants to explore ways to utilise spaces outside the current building footprint (but within the Crown Lease boundary) for future administration, storage, ablution block and/or public space purposes. Considering point 4, the use of industrial containers could be considered for these purposes.

‘Possible future development of the surrounding wharf and at Ross’ Bay.’

1.02 “Base Camp” The architectural concept of the ‘Base Camp’ is a development of the design approach presented in the Convergence design Interpretive Design proposal. It is used as an organisational strategy for the programs offered by the SCMDC. The idea also reflects the role of the centre as a departure point for excursions and activities along the coast. Architecturally the concept extends across the site to unify the existing disparate buildings through a shared visual language. It proposes:

A material and colour palette which defines buildings according to function A distinct external presence for the SCMDC as the key tenant of the wharf building with new entries and exits, facade treatment, and signageA connection for wharf building visitors to the waters edgeRedevelopment of the commercial tenancies to take better advantage of the setting provided by Snug Cove, create a stronger street frontage on Imlay St, and encourage diversity in the commercial offerA roof terrace, and section of new roof at the rear of the SCMDC, to take advantage of panoramic views and to unify the visible roofscapesWidening the pedestrian areas surrounding the wharf building results in increased outdoor seating, visitor amenities, and includes a forecourt to the north-east of the SCMDCAccommodation units on the Weecoon st boundary for marine science academics and students. This supports the further development of the SCMDC as a research facility

The ‘Base Camp’ concept relates the Wharf building to the inhabitants of the town and district, as well as to its visitors. The objective is to make the wharf building and area the first port of call in Eden.

1.03 Industrial HeritageThe visual language of the base camp; particularly Mawson’s station in Antarctica with its industrial buildings coded by colour, has been referenced in the treatment of the building envelopes.

The wharf building and surrounds at Snug Cove are industrial buildings built over time. A simple colour palette ties together and unifies the disparate buildings.

The colour palette and materials are sourced from the industrial heritage of the site including the concrete breakwater and steelwork. Composition has been influenced by the industrial landscapes of Jeffrey Smart’s paintings. Colours are allocated by program to define building form.

The interior of the SCMDC will be stripped back exposing much of the existing concrete floors, steel trusses, and blockwork walls. Services will be exposed. Option 1 of the proposal has a new section of roof at the rear of the SCMDC mirroring the existing saw tooth roofs linking the two buildings.

1.04 Commercial BaseThe proposed redevelopment of the commercial tenancies includes:

Double storey tenancies with a 1st floor terrace to take advantage of water and coastline views, and to create separation from the working wharfPublic access stairs and lift to the terrace allow 1st floor tenancies to be leased independent of the ground floor (if required)Smaller tenancies will decrease rents leading to more diversity in the offerA roof terrace on the 2nd floor proposed in option 1 will access panoramic views. The new roof and stairs link the commercial building and the saw-tooth roof over the SCMDC The tenancy on Imlay st will be extended to create more street frontage on Imlay St and conceal the carpark. It will be maintained as a fish supply and take away providing low cost options for families and visitors

A ‘Hole in the wall’ kiosk where ‘A Taste of Eden’ operates will offer quick service take away food and drink to workers and visitors

1.05 Visitor base The proposal recognises the importance of offering amenities beyond the SCMDC and commercial tenancies. By providing drinking fountains, picnic benches, rubbish bins, bench seating, picnic tables, toilets, and safe access to the water’s edge visitors will use the wharf building as a base camp to their exploration of Eden and the coast.

A wider perimeter footpath, the raised crossing to the waters’ edge, and developing the SCMDC forecourt provides the space for this to happen. The wharf building becomes an island within the working wharf. Designing a lighting scheme for the wharf building and surrounds creates a night presence.

1.06 Knowledge BaseThe prefabricated units on Weecoon St create ‘a permanent campsite’ for visiting researchers and students. It reinforces the SCMDC’s aim to become a knowledge base through its links to Universities and other research institutes.

The use of prefabricated shipping containers is a response to the industrial heritage of the site.

Their location on Weecoon St activates this edge of the site.

1.07 Waters’ edgeThe SCMDC currently has no physical connection to the water. We propose:

A raised crossing to form a bridge to the waters’ edgeA sea platform at waters’ edge for visitors, as a gathering place for groups, and as a departure point for sea and coastline excursionsA waterscape in the SCMDC forecourt to activate the Imlay st frontage
