Approval of Minutes: Herm made a motion to approve the minutes from the October 11, 2018 Parks and Recreation Advisory Board Meeting. Brandon seconded the motion. The minutes were unanimously approved as written.
Fee Proposals:
• The Department is considering fee increases in three divisions
• The Board was given a list of fee comparisons and proposals so they could provide feedback before the
proposals go to City Council
• Cemetery fees were discussed first
o Russ provided a handout with information about operating costs at the Cemetery
o About eight years ago, the burial average was about 200 burials a year
o There are about 8,000 spaces available for purchase, which is about 30 years of operations
▪ Cody asked if that included the section for the oval about; no, those spaces are not
available for purchase
o Some cemeteries around the state are at full capacity but they still have to maintain the cemetery
o 40% of the opening/closing fees goes towards perpetual care but that may not be sufficient
▪ The remaining 60% is reabsorbed by the general fund
o Russ said it’s important to consider operating costs and market rates
o Jason asked why Logan doesn’t have a non-resident rate like many other cities
▪ There used to be non-resident rates but those who owned businesses in Logan wondered
why they didn’t qualify for resident rates and those who lived in Logan for 50 years or
more and moved to a care facility outside of Logan no longer qualified as residents so the
City decided to do away with non-resident rates
▪ Andy asked about the percentage of non-residents buried in the Cemetery; the software
program doesn’t track those statistics
o The most recent fee adjustment was to establish a fee for deed transfers
o The Sexton gets a lot of comments about the current fees; the numbers aren’t round because
they were based on cost
o Russ asked the Board to submit their feedback before the first Tuesday in February
o Herm said reinstituting a non-resident rate may be worth exploring
• Herm was contacted by someone who paid for a burial and was told he would be charged a late fee for
staying in the Cemetery after 4pm but was charged more because he didn’t leave until after 5pm
o Russ said it is infrequent, but sometimes there are late burials and those incur a late fee because
staff can’t close the gravesite until everyone has left the area
o The Cemetery will let the mortuary know to inform the family of the late fee
o The issue Herm spoke of was resolved at the mayoral level and the fee was reduced
• Dan is proposing increases to close the gap between expenses and market rates
o A couple of cities have non-residents rates for every service and program
o Dan would like to raise the fee for a pool reservation because the fee doesn’t cover the cost of
staffing a reservation
o Dan would also like to raise the registration fee for tackle football by $20 so he can purchase
better jerseys
o Cody asked how often the Department cycles through helmets; Dan said he purchases 15 to 30
helmets every year and each helmet costs between $90 and $100
▪ Cody said the helmets are changing a lot right now and will probably cost more; he
suggested raising fees enough to accommodate purchasing more than 30 helmets a year
▪ Dan said it cost about $13,000 to replace all the helmets about eight or nine years ago
▪ Cody asked if the new schools shrunk the Department’s program; no, teams are formed
based on residency
▪ Participation has decreased because parents are worried about concussions
▪ The WFFL started a flag football league but the Department didn’t join because they run
their own league, which is pretty successful
▪ Herm wondered if concussion rates were lower when helmets were leather because
players didn’t use their heads as weapons since protection was limited
▪ Andy suggested charging at least what Ogden charges ($115)
▪ Laura asked when fees were last increased; at least 10 years ago
▪ Andy asked why the jerseys are changed so often
• Herm said it seemed like an unnecessary cost
• A lot of parents requested new jerseys so the Department provided them
• Andy suggested giving the parents an option to purchase a jersey and keep it for a
few years; Dan said that causes issues with the numbers
▪ Russ said he will try to put more into the budget to replace equipment because there has
been a lot of feedback about equipment
▪ Dan spent a lot on new football pads so he’ll have to cut purchases from another program
• The fee for most of the pavilions is $34 and the fee for the larger pavilions is $48
o Ed proposed rounding the fees from $34 to $35 and from $48 to $50
o Everyone received a copy of the annual reservation report; annually, there are a lot of
reservations and it takes a lot of employee hours to prepare the reservation areas
• Cody said the signs on the soccer fields say “for use by reservation only” but the fields are used all the
time; there isn’t a way to track use and the signs were put up after the first year the Soccer Sports
Complex was open
o The fields were so heavily used the Parks Division closed the field for a year for rehabilitation
o Cody agreed that everyone should pay to use the fields to cover maintenance costs
Merlin Olsen Central Park Improvements:
• The courts are finished and look really good
• Spent about a month pouring connecting sidewalk throughout the park with CDBG funds o Connected walkways from the ice rink rental building to the playground and the north pavilion
• Laura asked if the pickleball lines were painted; no, the contractor will paint them in the spring
• She said she noticed a lot of people using Trapper Park last time she was there and thought that was great o Russ said the Department is applying for funds to build a pavilion at Trapper Park
Hammocks in Parks: • Houston Hyde attended the meeting to discuss the issue of hammocks in parks • Everyone received a handout about hammocks in parks
o One page of the handout was a letter from Dr. Michael Kuhns, a forestry specialist at Utah State University, wrote about the best practices for hanging a hammock from a tree
o The second page of the handout was some research on how four other cities deal with hammocks • Risk Management spoke with the City’s liability carrier and was advised to not change the ordinance • The City Forester, Rex Davis, had different concerns between hammocks and slack lines • The current ordinance prohibits any sort of attachment to any tree on City property • Houston spoke with both Dr. Kuhns and Rex Davis about slacklines and hammocks; the tension on a tree
from a slackline is much greater than a hammock • Houston said that throughout his research he has discovered three kinds of concerns: environmental,
safety, and governance, although the environmental concerns are few • Herm said there are ways to address safety concerns, like allowing slacklines in less-traveled areas of the
park and requiring users to tie bright colored flags to the slackline to make it more visible • He suggested identifying specific parks and locations in those parks where hammocks are permissible • Houston and Herm were in support of North Logan’s guidelines • Houston felt the rules for hammocks and slacklines should differ because the risks are different • Russ suggested everyone to review the ideas from this discussion before pursuing the matter further • Houston said there are a lot of different proposals that would be accepted by the hammock community
Christmas Lunch:
• The members of the Board were invited to attend the Department luncheon on Friday, December 14
• Texas Roadhouse is catering the food and there will be an ugly sweater competition
• This party is an opportunity to showcase the Department’s accomplishments and socialize with some of
the staff
