The State of Arkansas has set the guidelines for continuing essential services from the incident to full recovery. The Arkansas Department of Education requires all school districts to have a continuity of operation plan through the 2008 State Security Policy. The following plan will provide documentation needed to keep our essential processes operational during an event occurring within the Parkers Chapel School District #35. Continuous Operations

Data Operations are of vital importance to the Parkers Chapel Public School District # 35 for daily operations of Academic, Facility, and Financial operations. In the event of natural or man made crisis that interrupts daily operation of electronic data submissions the Parkers Chapel Public School District will implement the following Data Crisis Management Plan. “Code Green” = District Technology Coordinator (James Cupples) identifies one or two services in the district that are out of operation and loss if internal/external data transfers abilities and storage data. This is usually a short-term problem that will usually be fixed or repaired within 24 to 48 hours and the district still has operational services that will allow district personnel to send and /or retrieve data from local and internet sites. An example of a code green would be a power outage that damaged one server in the district.

1. District Technology Coordinator (James Cupples): will attempt to patch or repair non-operational servers. If server is beyond temporary repair the DTC will transfer the operations to that server to another operational district server. IE—Academic, Facility, and Financial Operations that are not functional at Parkers Chapel High School can be sent to work stations at the Parkers Chapel Elementary School, Superintendent’s Office, Special Education Office, or to a functioning district computer lab. The use of computer labs may require installation of APSCN software to be used by the office staff of the District.

2. The printing of Report Cards and Payroll checks will have to be transferred

between buildings that possess the capabilities of a wide carriage printer. IE—the Superintendent’s Office, High School Principal’s Office, Elementary Principal’s Office, and Co. Supervisor of Schools.

3. The daily backups of financial and academic data available through the

APSCN website and can be coordinated through the District APSCN Coordinator or District APSCN Administrator. Individual workstations that have valuable academic or financial information are encouraged to utilize memory sticks, CD disks, or external hard drives. Facility information is stored in the state’s online data system and School Dude System.

4. The Meal Tracker program can be accessed through the superintendent’s secretary’s office computer or the computers in the cafeteria.

The Financial Academic Data entry such as the printing of report cards and Progress, payroll checks, and the posting bills, and the completion of various cycle reports can be coordinated with local educational agencies within in 40 miles radius of the school district. These sites include: South Central Service Co-Op and Co. Supervisor of Schools.

3. The Meal Tracker program can be accessed through the coordination of local educational agencies within a 25 mile radius of the school district that possess the Meal Tracker program. These sites include: Co. Supervisor of Schools.

4. District Facility Information can be accessed through operational local

internet sources using the state’s facility web based program and/or the School Dude Program.

5. The District Technology Coordinator (James Cupples) will attempt to secure a

server from a local vendor as soon as electrical operations are restored. This will provide a central data base to operate from until the new construction has been completed.

Emergency Plan of Action Parkers Chapel School Continuity of Operations Parkers Chapel School District #35 Origination Date 8/28/2010 Emergency Action Plan for: Type of action example (Fire, Tornado, Terrorist, Etc) Parkers Chapel School District #35 401 Parkers Chapel Road El Dorado, AR 71730 In the event of emergency, employees will be alerted by:

o The sounding of an alarm using the alarm system o Verbal announcement o Alert Now program o Phone calls

“A (_____________) has occurred in the area. The agent can be harmful if it becomes in contact by ingestion, inhalation, or absorption by humans. Please stay away from the open windows and do not leave the building.” “There is a problem in the building. Everyone vacate the building. You will be notified when and if you can return to the building.” “A tornado warning has been issued for Ouachita County. All employees and students proceed to their designated area.”

o In case of a TERRORIST or HAZARDOUS INCIDENT involving chemical, biological, or radiological agents, the employees and students are to remain in the building and use shelter-in-place procedures.

o In the event of a TORNADO or EARTHQUAKE, employees and students are to remain in the building and locate to a safe area. The safest areas are away from windows and potential falling hazards such as bookshelves and machinery.

o In the event of an EARTHQUAKE, all employees and students should get under their desks and then evacuate the building in a safe manner.

o In case of a TORNADO, the safest evacuation area is the lowest level of the building.

o Personnel must monitor television or radio broadcast if available. Two cordless radios, including NOAA Weather radios are available in the Superintendent office.

o Critical operation shutdown procedures are not required, because employees and students are not authorized to delay shelter-in place or evacuation procedures for this purpose.

Backup Policy and Procedures

• A backup is a duplicate of data that is stored on the file server(s), external hard drives, network attached storage device, and/or workstation(s). The purpose of the backup is to be able to retrieve any information that might have been lost or destroyed for whatever reason (infected by virus, hard drive crash, natural disaster, etc). NOTE: Backups are not run for the purpose of data archival.

• Full backups of essential server files are backed up nightly.

• Weekly backups are combined and stored at an offsite location using external USB 640 GB drives.

• Cafeteria Software is backed up daily at closing. Library software is backed up weekly by the media specialist.

• IT staff members will monitor the status of the automatic server backup jobs. Backups should be labeled appropriately on backup drives with the date of the backup easily identifiable.

Disaster Preparation Procedures and Precautions

• Faculty/Staff Workstations: All personnel are responsible for their own data. Users are recommended to back up any data that they have on their workstation (i.e., documents, pictures, etc) to optical disks, USB drives, and/or external hard drives.

• In the possibility of the district e-mail server having to be replaced and data restored, faculty/staff employees are encouraged to maintain a secondary e-mail address for communication during the time needed for restore.

• Uninterruptible Power Supply (UPS) units are installed for each major server in the district.

Disaster Recovery Procedures

• Office Personnel: Should a disaster incapacitate a single office within our school district, office/administrative personnel would be relocated to a different area (another office, classroom, etc). If a disaster cripples the entire district, office/administrative personnel would be relocated to a neighboring district to continue work on applications such as APSCN, bookkeeping, etc. If district computers are not usable, laptops may be purchased from local vendors (Walmart, Office Depot) as needed for use in the neighboring district.

• Sensitive Data: No sensitive data is located on-site. Financial, personnel, and student data are housed on APSCN (Arkansas Public School Computer Network) servers hosted in Little Rock. This data could be accessed through our local COOP or a neighboring school district. A student listing could be generated from APSCN to ensure proper head counts if original rosters are lost.

• IT Department Staff: In the event that a disaster should destroy network servers, replacement servers would be purchased from Dell Corp and all data restored from backup copies. In the event of delay, a beefed up workstation can be used as a temporary server. Assistance from the Arkansas Department of Information Systems (DIS) would be requested in rebuilding network file servers and restoring data. Should network cabling and/or network switches be destroyed, new equipment can be purchased from Office Depot or over-nighted from one of our contract vendors. In the event workstations are destroyed, computers can be purchased from Office Depot, Walmart, or over-nighted from a vendor.

If feasible, the Technology Coordinator should oversee any server installs and data restores.
