Happy May Day and Cinco de Mayo Everyone! Maybe Spring will finally decide to arrive for good! As always, there’s a LOT going on at BHHBA. Our Spring Parade of Homes is this weekend. There are 22 wonderful homes on this year’s Parade – with all categories of home being represented. Get out and take a

look to see what’s new and exciting in building in 2018. It should be fun! Our April Hall of Fame Social was an amazing evening. Congratu-lations again to Jeff Lage and Dan Staeffler – this year’s recipients. Well deserved guys...we appreciate all you have done for this organization of ours. Our May Social (Tuesday, May 15th) is our first Social of the season at the Warehouse. This is our Builder Appreciation Social. Knecht’s is our sponsor for the night and will be flipping burgers. I would like to see as many builders as possible attend this event. I feel it is extremely important that we as build-ers get together periodically to discuss our successes, as well as our obstacles for efficient building. Besides that

– the burgers are awesome! Hope to see you all there. One of my installation points was “There is no greater gift than the gift of Education.” The Scholarship and Education Committee will be an-nouncing our scholarship recipients at the May Social. They have done an amazing job of raising money for the scholarship fund. Thanks to all who have supported them in their hard work. Enjoy what BHHBA has to offer. It continues to be an honor and privilege to serve as your President – I hope you all are having as much fun as I am. WATCH US GO!

The HIGH BIDDERS of the traveling art silent auction fundraiser were announced after the Home Show: The “1922 Wild Turkey Restoration Stamp” Piece by Arthur Anderson went to Terry Pechota.

The “When Guns Speak” piece by: Charles M. Russel went to Amanda Kirschenmon.

The traveling art fundraiser is a year-round silent auction that features quality artwork pieces donated for auction to support the BHHBA Scholarship program. The BHHBA gives out two

scholarships annually in the amount of $1,000 each to two deserving students, with preference given to members and member families, as well as to students going into a Construction Industry field of study. The traveling art silent auction

fundraiser will continue through 2018.

The next traveling art exhibit will feature one piece. The Art work is a “Titanic Tribute” (Authentic Memorabilia). The current location of the traveling art exhibit is at Builders FirstSource from April 18th through May 4th. Other display locations will be announced as the artwork travels. The winning bidder will be announced after the 2018 June Social.

On April 3, 2018, SDHBA 2018 President Paul Nelsen, Heath Sch-nee from Builders FirstSource in Pierre and Randy Olivier with the Real Estate Group in Rapid City had the privilege to join the Gov-ernor and First Lady Daugaard at the governor’s mansion in Pierre, SD as guests for the Western Governor’s Association luncheon. Jim Ogsbury, Executive Director of the WGA, thanked everyone for attending and expressed that our governor has done an exemplary job as chairman of the association. He also thanked the sponsors for their continued support and contributions to the Western Governor’s Association. The governor then spoke about South Dakota and workforce development. Afterwards, attendees were given a per-sonal tour of the capitol building and had the opportunity to climb the spiral ladder to the dome as well as enter the supreme court chamber and senate and congress chambers.

While the group represented the South Dakota Home Builders As-sociation, they were also granted the privilege to join the luncheon because of the sponsorship provided by the National Association of Home Builders. Our governor’s platform topic as chairman of the Western Governor’s Association is workforce development and it will continue to gain momentum in the Western states even after his chairmanship comes to an end in June 2018.

Our goal in our SDHBA Homebuilder’s workforce development committee is to plug into the programs that are already available to us, in large part because of our governor and his staff, and that is what we hope to bring to each quarterly SDHBA meeting; knowl-edge to make good decisions about workforce and then the steps needed to implement our remarkable organization into the com-munities across the state, which will also work into the local HBA Workforce Development committees. If we can create sustainable programs and learn from each association what best practices are working, we can improve the workforce opportunity for all of us!

NAHB wants to make sure that there are plenty of employment opportunities for young people interested in the home building industry – and that young people continue to be interested in pursuing a career building the homes of tomorrow.

The association does that through its support of HBI, the workforce development arm of NAHB and its career-building programs including Job Corps, Pre-Apprenticeship Certificate Training (PACT) and Residential Construction Superintendent Certification

NAHB also supports and advocates for local, state and federal funds used to support industry-sponsored and validated programs that have

been proven to be successful: the Job Corps and PACT programs are cost-effective means of providing training and employment opportunities to individuals who are unable to compete in the labor market and of supplying the construction industry with a source of well-trained and motivated workers.

In addition, NAHB has a vibrant, healthy student chapters program for both high school and college-age youth, sponsors the Residential Construction Management Competition at the International Builders’ Show, and looks for opportunities to showcase home building careers.

Policy StatementNAHB strives to promote positive

working relationships between state and local HBAs and career and technical education institutions to promote and advance careers in the home building industry.

Why It MattersEnsuring a consistent, reliable influx of new workers is important in an industry that is continuing to grow.

NAHB members are passionate about their trade and professions. Nothing is more rewarding than being able to provide a home of one’s own to a young family. NAHB members also derive personal and professional satisfaction from mentoring construction management students in college programs and the budding carpenters, roofers and others interested in the trades.

A federally mandated review of the Environmental Pro-tection Agency’s problematic Lead: Renovation, Repair and Painting Rule has concluded that, despite the lack of an accurate lead paint test kit, the rule should remain the same.

While acknowledging that “a lead test kit meeting the rule’s positive response criterion has not come to market,” the agency concluded that the benefits of lead-safe work practices “continue to exceed its costs,” which NAHB Remodelers have demonstrated can be considerable.

“Of course, we are disappointed that EPA has not yet seen

fit to amend the rule, but we will continue to push the agency to direct enforcement to protect the target popula-tion the rule was designed for: children under the age of six and pregnant women,” said NAHB Remodelers Chair Joanne Theunissen, CGP, CGR.

NAHB is now analyzing the review, including the new cost-benefit analysis provided by the agency, and more details will follow. For additional information, contact Tamra Spielvogel.

No Changes Needed For LRRP Rule, Says EPA

The U.S.-Canada softwood lumber trade dispute, housing finance reform and tax-related housing issues were on the agenda when NAHB Senior Officers met with Treasury Secretary Steve Mnuchin in Washington, D.C. yesterday (April 24, 2018).

“We covered several important issues at the meeting,” said NAHB Chairman Randy Noel. “Right off the bat, we hit on lumber tariffs and explained the impact they are having on housing affordability and the overall economy. Hopefully, the Treasury secretary will advise President Trump to help us.”

The Commerce Department has imposed tariffs averaging more than 20% on Canadian softwood lumber entering the U.S, resulting in sharp increases in lumber prices that are hurting American home builders and home buyers alike. The increase in the cost of lumber since the beginning of 2017 has been enough to drive up the price of the aver-age new single-family home by more than $6,000 and the market value of an average new multifamily housing unit by roughly $2,400.

Given expected levels of residential single-family production, Mnuchin called these figures “staggering,” and expressed true concern that higher lumber costs stemming from the tariffs could impede the housing and overall economic recovery.

On another key area, Mnuchin said he believes it is

important that the administration and Congress move forward on housing finance reform and he expressed support for an important NAHB priority: Ensuring the federal government continues to provide a backstop to maintain the availability of the affordable 30-year fixed-rate mortgage, which has been a staple of the U.S. housing finance system since the 1930s.

NAHB Senior Officers also made the Treasury Secretary aware of an emerging issue regarding the new tax law that could increase developers’ sewer and water costs. Some for-profit utilities are interpreting a little-known tax change in a way that is forcing developers to pay substantially more for contributions in aid of construction (CIACs).

Under the new tax law, some CIACs – such as sewage infrastructure or cash payments made to utilities for extending water lines – are considered taxable to a utility if it is a privately-owned, for-profit entity. In some states, affected utilities have begun to notify developers that they will pass this new tax liability onto the builder.

Mnuchin told the NAHB Senior Officers that the Treasury will advise Congress to remedy the situation. NAHB is also actively working with the affected states and engaged in conversations with lawmakers on this topic.

Sales of newly built single-family homes rose 4% in March to a seasonally adjusted annual rate of 694,000 units after an upwardly revised February report, according to newly released data from HUD and the Census Bureau. This the second highest reading since the Great Recession.

“The March new home sales report is consistent with our solid builder confidence readings over the past several months,” said NAHB Chairman Randy Noel. “As con-sumer confidence grows and more prospective buyers en-ter the housing market, the sales numbers should continue to make gains.”

Regionally, new home sales rose 28.3% in the West and 0.8% in the South. Sales decreased 2.4% in the Midwest and 54.8% in the Northeast.

“We saw sales move forward in the West and the South regions, which is in line with recent evidence of faster growth in population, employment and single-family construction in these areas,” said NAHB senior economist Michael Neal. “But with nationwide economic growth and favorable demographics, we can expect continued strengthening of the housing market across the country.”

The inventory of new home sales for sale was 301,000 in March, which is a 5.2-month supply at the current sales pace. The median sales price of new houses sold was $337,200.

New Home Sales Climb 4% in March

About Those Changes to the Business Interest DeductionThe business interest deduction has been a staple of the tax code for over a century and a key tool for the home building industry: Debt is a critical financing tool, and access to equity markets is challenging for the majority of home builders.

The new tax law places limitations on the business interest deduction and the treatment of business interest expenses. The good news: An exception was made for real estate businesses.

The result is that if these businesses like the way the busi-ness interest deduction previously functioned, they may keep the deduction in full. If they would rather abide by the broad limitation on deductibility, they may opt out of this exception.

The decision is particularly important because it locks a taxpayer indefinitely into whatever treatment they choose and comes with tradeoffs regarding the new depreciation rules.

The bottom line is that if your business typically spends less than $1 million on capital expenditures, you are already getting the benefit of expensing. Generally speak-ing, this means you can decide to keep the full business interest deduction without actually facing a tradeoff with more generous depreciation rules.

While deciding what option is best, business owners should keep in mind that real property (i.e. structures) must be depreciated using the Alternative Depreciation Schedule. For residential rental property, this means de-preciating the cost over 30 years (3.33% per year) rather than 27.5 years (3.64% per year).
