Ten years after Bill Clinton guidedfailed Israeli-Palestinian peace talks,the idea of a negotiation on equalterms is now defunctTen years ago this month, Israelis

and Palestinians gathered at Camp

David, under the guidance of P r e s i d e n t B i l l C l i n t o n , f o rnegotiations aimed at reaching a finalagreement. The talks ended in failure,and by the end of September, thesecond intifada had begun.The Camp David talks have largely

been remembered in the context ofapportioning blame. This wasparticularly true in the first monthsand years of the Palestinian uprising,as Israel spun the narrative of arejectionist Palestinian leadership thathad turned down an incrediblygenerous offer and instead optedfor a campaign of violence.

A host of western commentators anddiplomats embraced this propaganda,despite the wealth of contradictoryevidence: the misleading percentages,the Israeli/US intention of annexingillegal settlement blocs, the trickeryover Abu Dis, and indeed, accordingto Robert Malley and Hussein Agha,the fact that strictly speaking, therewas never was an Israeli offerbeyond orally conveyed proposals.With American officials acting, in

the words of US state departmentveteran Aaron David Miller, asIsraels attorney, it shouldnt be toosurprising that Arafat refused the

Camp David offer that even formerIsraeli foreign minister Shlomo Ben

Ami said he himself would haverejected.But simply analysing and debating

who was responsible for the lack of adeal at Camp David is not enough;nor is it the most important lessonthat the anniversary can offer. In thelight of Oslos ruined remains, acollapsed peace process and anentrenched occupation, a moreprofound insight is sorely needed.

The Camp David summit was thefruit of the Oslo years, where theinternational community believed thatm utua l c onf ide nc e - bu i ld ingmeasures would lead to final statustalks and a permanent deal. In reality,the winners were successive Israeligovernments who oversaw settlemente x p a n s i o n a n d W e s t B a n k colonisation, and a Palestinianpolitical-economic elite.

Some thus concluded that thesolution is to try and hash it all outtogether including final statusissues rather than leave thesensitive questions to the end.

Others have tried to repackage theapproach of incrementalism underoccupation as grassroots state-building. A sense ofdj vu aboutIsrael handing over cities to well-behaved Palestinian Authority forcesis understandable.But the real lesson of the anniversary

is not a reworking of the Oslo/CampDavid framework, but rather thefutility of negotiations betweenunequals. The common threadrunning from Clinton through toObama via Bush is one of USpartisanship the worlds mostpowerful country aiding and covering

for an occupying regional superpoweragainst a stateless people.

A decade on from Camp David, it isclear that there can be no resolutionof the conflict through the methods ofoccupation-lite, temporary borders,and easing of restrictions. Theconcepts of honest broker and envoysare bankrupt; what meaning can therebe in a peace process that staggers onwhile Israel with total impunity practises collective punishment andfacilitates the accelerated colonisation

of East Jerusalem? Furthermore, themajority of the Palestinian people specifically the refugees and thoseinside Israel remain unrepresentedin the peace process.In the seven years Ive been going to

Palestine/Israel, Ive watched illegalsettlements expand street by street,and the Israeli mechanisms of controlof the Palestinians grow ever moresophisticated and entrenched. Thefacts on the ground multiply eachday, as more acres of Palestinian landare transformed into colonies thateveryone knows will stay underIsraeli control.

Israeli and Palestinian leaders willultimately need to sit down and talk,but it is time for our understanding ofhow and when to be radicallyreshaped by Nelson Mandelasfamous words: Only free men cannegotiate.Israeli leaders have no intention of

relinquishing control of the WestBank and East Jerusalem, nor ofrecognising fundamental Palestinianrights already spelled out in countlessUN resolutions and global treaties.The response of the internationalcommunity, if it is serious about as u s t a i n a b l e p e a c e , m u s t b e

enforcement and accountability, notmore doomed summits and road

Mark Perry has a mini-blockbuster ofa story in Foreign Policy revealingt h a t a t e a m o f C E N T C O Mintelligence analysts offered a reportabout what U.S. military policyshould be toward Hezbollah andHamas. The results are exceedinglypragmatic, sensible, and for thatreason, controversial:Senior CENTCOM intelligenceofficers question the current U.S.policy of isolating and marginalizingthe two movements. Instead, the RedTeam recommends a mix of

strategies that would integrate the twoorganizations into their respectivepolitical mainstreams.T h e r e p o r t c a l l s f o r t h eintegration of Hizballah into theLebanese Armed Forces, and Hamasin to the Pa les t in ian secur i tyf o r c e s T h e R e d T e a m sconclusionis perhaps its mostcontroversial finding: The U.S. roleof assistance to an integratedLebanese defense force that includesHizballah; and the continued trainingof Palestinian security forces in aPalestinian entity that includes Hamasin its government, would be moreeffective than providing assistance toentities the government ofLebanon and Fatah that representonly a part of the Lebanese andPalestinian populace respectively(emphasis in the original). The reportgoes on to note that while Hizballahand Hamas embrace staunch anti-Israel rejectionist policies, the twog r o u p s a r e p r a g m a t i c a n do p p o r t u n i s t i c . mavens screaming bloody murder andthe Republicans crying: You see, wetold you Obama couldnt be trustedon Israel. Probably in a day or twoAdmiral Mullen and Gen. Petraeuswill be trying to get the horses backin the barn.I think what will anger these folks is

that the Red Team is only speakingcommon sense to anyone who knowsanything about the politics ofLebanon and Palestine. Of course,Hezbollah and Hamas, though manyof their views and policies may beanathema to some living in westerndemocracies, represent legitimatepol i t ical opinion within theirrespective societies. And weve gotto stop viewing such phenomenathrough our own particular U.S. lensand try to understand things more inthe context of the Middle East.Here is more reason bound to give

Israel apoplexy:The CENTCOM team directlyrepudiates Israels publicly stated

view that the two movements areincapable of change and must beconfronted with force. The reportsays that failing to recognize theirseparate grievances and objectiveswill result in continued failure inmoderating their behavior.I can just see Mort Klein, Malcolm

Hoenlein and Bibi foaming at themouth and dripping with sarcasm:Instead of fighting murderousMiddle Eastern terroris ts youhopeless western liberals try tounderstand them and negotiate withthem.We should be realistic in noting that

no radical shift in U.S. policy is in theoffing. But the fact that seniorintelligence officers at the militaryHQ responsible for the Middle Eastregion is contemplating the formerlyunthinkable and has leaked such areport is significant:There is a lot of thinking going on inthe military and particularly amongintelligence officers in Tampa [thesite of CENTCOM headquarters]about these groups, acknowledged asenior CENTCOM officer familiarwith the report. However, he deniedthat senior military leaders areactively lobbying Barack Obamasadministration to forge an opening tothe two organizations. Thatsprobably not in the cards just yet, hesaid.Its that just yet that will have Bibi

and Ehud and Gaby crapping in theirshorts.The report directly contradicted the

claims of the Israeli military andintelligence regarding the nature ofHezbollah:

The Red Team downplays theargument that the Lebanese Shiitegroup [Hezbollah] acts as a proxy forIran. The report includes a quote from

Hizballah Secretary-General HassanNasrallah, stating that if Lebanon andIrans interests ever conflicted, hisorganization would favor Lebaneseinterests. Hizballahs activitiesincreasingly reflect the movementsneeds and aspirations in Lebanon, asopposed to the interests of its Iranianbackers, the report concludes. It alsocriticizes Israels August 2006 wara g a i n s t H i z b a l l a h a scounterproductive. Instead ofexploiting Hizballahs independentstreak Israeli actions in Lebanonmay have had the reverse effect oftightening its bonds with Iran, theauthors note.Regarding Hamas, the Red Team

notes the clearest possible reasonswhy Israel might want to maintain theIslamist group as its nationalbogeyman: T h e s e n i o r i n t e l l i g e n c eexpertsignal their unease withIs rae l s an t i -Hamas po l i c i es ,particularly the continuing Israelisiege of Gaza[They] note thatIsraels strategy of keeping Gazaunder siege also keeps the area onthe verge of a perpetual humanitariancollapse a policy that theintelligence report says may beradicalizing more people, especiallythe young, increasing the number ofp o t e n t i a l r e c r u i t s f o r t h eorganization. The report argues thatan Israeli decision to lift the siegemight pave the way for reconciliationbetween Fatah and Hamas, whichwould be the best hope for

mainstreaming Hamas. The RedTeam also claims that reconciliationwith Fatah, when coupled withHamass explicit renunciation ofviolence, would gain widespreadinternational support and deprive theIsraelis of any legitimate justification

to continue settlement building anddelay statehood negotiations.This passage lays out in bright lines

why Israel desperately does NOTwant Palestinian reconciliation anddoes not want to end the siege or seeHamas moderate its positions. Itcould mean the death of thesettlement movement, the death ofGreater Israel, and the death of theOccupat ional l o f which a rephenomena many Israelis refuse tolive without. Not just that theybelieve they cannot live withoutthem, but that if they must renouncethem it would endanger the Statesexistence.There are those among Israels right-

wing supporters who claim that

That simply isnt true.As a NY Times column today by twoU.S. Mideast counter-terrorismexperts points out:When we talked to Khaled Meshal,the leader of Hamashe said that hismovement could imagine a two-statepeace ( he used the term salaam,not just the usual hudnaAfter reading the following passage I

think Ive discovered a few newheroes. And whod-a-thunk I couldever view a military intelligenceofficer as a hero? But there you haveit:

It is the political leaderswho are lost in the dark and those inCENTCOM who have the freshestand most innovative approach forresolving the conflict.

The Red Team report is alsoespecially important in light of thegroundbreaking testimony of Gen.Petraeus before Congress that thelack of resolution of the Israeli-Arabconflict drives the Muslim worldaway from us, foments hatred, fuels

I was astonished to find this quotefrom Mahmoud Abbas in 2005:In an unexpected move, Palestinian

I call upon every Arabgove r nm e n t w i sh ing to g ivecitizenship [to Palestinian refugees]to do so.The Palestinian Authority presidentinsisted that obtaining citizenship in a

host country would not compromisethe refugees right to return to theirhomeland. Palestinians have soughtto assert this right since being forcedfrom their homeland 50 years ago.Abbas explained: This does not

mean resettlement [of refugees]. APalestinian would return to hishomeland whenever he is allowed,whether he carried an Arab or non-Arab citizenship.In the interview, Abbas criticized

While Abbas boldly stated during hisvisit to Lebanon that he speaks forall Palestinians, a number of

Palestinian officials and refugees inLebanon disagree with his push forcitizenship. Some expressed greatsurprise over his statement.Suhail Natour, a member of the

Central Committee of the DemocraticFront for the Liberation of Palestine,said: It comes as a great surprise, asthis move is very dangerous.

Natour expla ined: Once aPalestinian becomes a citizen ofanother country, he cant claim hisright of return to Israel, as Israel caneasily turn around and say, you nowhave a country and cant claimrefugee status.

Slowly, as more Palestinianrefugees get naturalized, the Right ofReturn will turn from a national caseto a mere personal case againstIsrael, he said.According to Natour, naturalizing

Palestinian refugees would add towhat are already serious legal,political and social problems involvedwith the Right of Return.Notice that they interview a leader of

whose new book, The Shallows,claims the Internet is turning ourbrains to mush, wrote recently on hisblog that the good ol link may be oneof the main culprits:Links are wonderful conveniences,

as we all know (from clicking onthem compulsively day in and dayout). But theyre also distractions.Sometimes, theyre big distractions we click on a link, then another, thenanother, and pretty soon weveforgotten what wed started out to door to read.Even if we dont click on the link, he

continues, it has an affect on howmuch we understand about that weread:Your eyes notice it, and your frontal

cortex has to fire up a bunch ofneurons to decide whether to click ornot. You may not notice the littleextra cognitive load placed on yourbrain, but its there and it matters.

I dont know whether to laugh or cryover Amira Hass latest report inHaaretz that the Shin Bet ordered the

IDF to produce a Palestinian Arabnamed Zaarir from the West Bankvillage of Beit Omar for questioning.Instead, they went to the house of theZaakik family in the same villageand demanded its 7 year-old sonappear for questioning:On June 10, the Zaakik family from

the West Bank village of Beit Omarawoke to loud knocks at the door.The father of the family opened, andthree Israeli soldiers entered thehouse; one of them, whom the fatherthought to be the commander, askedfor the boy, M. His father told theofficer that M. was seven years old,

and showed him his identification,stating the boys date of birth asSeptember 17, 2002.

The mother noticed that the officerlaughed upon seeing the document,but he delivered the summonsnonetheless. The mother understoodfrom him that the 7-year-old mustattend a meeting with CaptainTamir of the Shin Bet securityservices at the off ices of the

Coordinator of Government Activityin the Territories (COGAT ), in thesettlement bloc of Gush Etzion thenext morning. The family decided notto send the child to the Shin Betoffice, but because they feared thesoldiers might return and arrest theboy, they consulted the organizationDefense for Children International.The family told Hass that there was

no one in the village named Zaarir.The IDF naturally claims there wasand that it was simply an unfortunateerror. One has to wonder at theineptitude that would cause someonein the Shin Bet to misidentify a 7 year

old boy named Zaarir with theiractual target named Zaakik. Canthey not read? Not to mention the

utter cluelessness of the IDF officerwho handed the summons to thefamily. Did this oaf not realize thatsummoning a 7 year old for Shin Betquestioning was ludicrous? One hasto wonder whether this is yet anotherexample of the vaunted intelligencecapabilities of the IDF and Shin Bet.

Fauxtography at Haaretz: Picture of14-year old suicide bomber used toportray 7-year old boy Haaretz runs astory by Amira Hass (a Jewishcorrespondent who lives in Ramallahand has lived in Gaza) in which sheclaims that a 7-year old boy wasm i s t a k e n l y s u m m o n e d f o rquestioning by the IDF (Hat Tip:Eliana). Her goal seems to be tosolicit an apology from the IDF

directly to the family. But in theprocess, Haaretz uses a picture of a14-year old suicide bomber and triesto pass him off as the 7-year old boy.The entire summons was intended

for another person in another family.The summons customarily bears a

four-part name (first name, name ofthe father, name of the grandfather,and family name ). Only the firstname in this case was in fact the sameas that of the child, but the IDF stillfailed to notice the triple mistake ofdelivering the summons to a 7-year-old, bearing the wrong name and atthe wrong address.

The Shin Bet spokespersons officetold Haaretz the security service doesn o t s u mmo n ch i l d r en t o b e

interrogated and this case wasobviously a mistake. The summonswas meant for someone else in thevillage with a similar name, the ShinBet spokesman said, and the forcemade a mistake in the address. Weapologize for the distress caused tothe child as a result.

Defense for Children said inresponse that they welcomed theapology, but questioned whether itwas issued to the family directly oronly through the media.The IDF spokesman said that there

had been confusion between twofamilies with similar names who live

nearby to each other, and that the mixup was an innocent mistake.Haaretz decided it needed a picture

to run with the story. Having nopicture of the boy in question (forobvious reasons), it ran the picturebelow.Yes, the picture came from that

video. Note the boy walking aroundin the oversized army jacket in thevideo after the suicide belt was takenoff.

So to summarize (from Elianaagain),Haaretz is trying to show a pitiful

photo of a Palestinian boy being

apprehended by the IDF when itsactually a suicide bomber who wascaught before he could blow up his

Heres a very disturbing report ofstatements made by European JewishCongress President Moshe Kantor onTuesday. Kantor has recognized thatEuropean Jewry is in i ts mostprecarious position since World WarII.Jews are afraid to walk the streets inE u r o p e w i t h J e w i s h s i g n s .Synagogues, Jewish schools andkindergartens require barbed-wirefences and security and Jewish men,women and children are beaten up inbroad daylight, he said in a messageto Members of European Parliamentfrom the three Benelux countries who

attended a lunch meeting in Brusselsorganized on the eve of Belgiumspresidency of the European Union.

Representatives of the Jewishcommunities of Belgium, Hollandand Luxembourg were also present.Kantor added most worryingly,

Jews are being forced out of manyEuropean cities, like Malmo, becauseof the atmosphere of hostility andviolence.I would like European politicians tostate loud and clear that there is no

justif ication or understandingwhatsoever for the attacks on Jews orJewish institutions in Europe, hesaid.Hes right, but it wont happen (with

the exception of Geert Wilders inHolland). Theyre too busy worryingabout Islamophobia. But hereswhere I think Kantor really hit the
