Rick Williamson, spoke from his office at Capodichino on board Naval Support Activity Naples on June 21 about the unique challenges of commanding a region that has an environment of threats that range from hybrid war, terrorism, and low intensity conflict to humanitarian crisis. Last week we celebratedthe birth of our nation with afour-day weekend and agreat series of festivities atCarney Park and the Sup-port Site. Some of our com-munity members took theopportunity to get out oftown and visit places like Ice-land, Greece and Malta.Those of us who celebratedthe holiday locally were ableto take advantage of the fan-tastic free festivals hosted byMWR. On July 1st and 2nd the MWR team put together a car-nival like event at Carney Park that featured great rides, fire-works, American food, a hot-dog eating contest and an amazingvariety of musical talent. Volunteers from our local communityorganizations sold goods and food to raise money for upcomingevents and activities. On the 4th of July we brought the Ferriswheel over to the Support Site from Carney Park and held theBackyard BBQ with food, games and an outstanding blues per-formance by the Kelly Bell Band. I had the pleasure to attendall of the events and would like to thank all those who workedthe event, participated in some way, or just came to have funand celebrate. Security was a top priority for the events, and ifyou participated you saw our security forces and first respon-ders out there ensuring a smooth event. Please take a little bitof time to say thanks when you see these personnel around thebase.At our monthly awards and quarters on Wednesday I wasproud to promote two Sailors through the newly institutedMeritorious Advancement Program (MAP). This program isthe result of a recent change in Department of the Navy pol-icy allowing shore installations to award such promotions.Similar to the Command Advancement Program, the MAP al-lows shore commands to promote Sailors meritoriously basedon their performance within the command. Due to the everchanging needs of the Navy, this level of flexibility results ingreater mission accomplishment and improves the quality ofservice for everyone.The summer heat is here and with it come the dangers associ-ated with outdoor activities. Please be cautious while enjoyingthe summer. Proper hydration and sunblock application are re-quirements that must be considered as you plan your days inthe sun both on and off duty. If you are considering trying newactivities such as boating, SCUBA diving, or water skiing besure to get the proper training and that you are physically ableto perform the actions required. Don’t get in over your head!Stay safe, have a great weekend, and remember to save en-ergy this month!

The American Soccer Club (ASC) part-nered with the English Soccer School ofRome (ESSR) to bring two coaches fromthe Bolton Wanderers Football Club(BWFC) in England for a five-day campon board Support Site June 27 to July 1.The American Soccer Club of Napoliserves as a conduit for young players togain a stronger appreciation for the gameof soccer, while improving their individ-ual soccer skills in a competitive, interna-tional training environment under thetutelage of experienced trainers and pro-viding a bridge between the Americancommunity and our Italian hosts.During the week, 35 players betweenthe ages of 10 to 16 participated in fivehours of intense soccer training each dayat the north soccer field near the skatepark.“It is exciting that ASC can provide soccerplayers with opportunities like this tobuild their skills while stationed overseas,”ASC President Dirk Lambertson said.

American Soccer Club HostsWeeklong Soccer Camp

The first two days were focused on pass-ing, receiving, defending and keeping pos-session as well as small sided conditionedgames. On Wednesday each player participatedin physiological testing. Players weretimed on their speed and agility as well ascontrol and dribbling. Coach DannyClarke told players that they now have settheir benchmark, so they can continue towork and improve on each element oftheir game.The last two days were spent on develop-ing possession, decision making and scor-ing opportunities. Players were hot andtired after the challenging week of soccer,but are looking forward to other competi-tive training opportunities.ASC hopes to work with ESSR and theBWFC to provide more camps like this inthe future. “All players in the camp, regardless ofability level, improved their soccer skillsduring the training this week,” ASC Direc-tor of Coaching Chad Lucy said.ASC is a command-sponsored organiza-tion, and was founded in 2006. For thelast four years ASC teams have played inItalian leagues from October to May.Teams also participate in local Italiantournaments and tournaments throughoutEurope. This past season, seven ASC playerswere selected for the Olympic Develop-ment Program (ODP) player pool for Eu-rope, which is part of Region 1 in theUnited States. High schoolers David Mor-gan and Angelica Sheils; U15 Tyler Lam-bertson, Anna Grace Hale and LucasGunn; U13 Tatum Wade and Ian McClurewere invited to participate in ODP campsin Germany, Italy and Spain.ASC will hold another competitive campat Support Site the week of August 8. Tryouts for the 2016-2017 season will beheld the week of August 22 for four daysat the Support Site north field from 5:30to 7:30 p.m. and are open to U.S. andNATO dependents, ages 6 to 19.Training sessions are designed to be on anot-to-interfere basis with high schoolsports schedules. Registration begins Au-gust 22 at 5 p.m. Players should be pres-ent for all four days. On July 8, 1944, Marine Corps Sgt. GrantFrederick Timmerman was leading a line ofinfantry against Japanese forces on Saipan,in the Marianas Islands, when the tank hewas commanding fell under heavy fire. Hedied when he blocked a grenade with hisbody, which shielded his men from the explo-sion, and saved his crew. He was posthumou-sly awarded the Medal of Honor for hisactions that day.Born in the tiny town of Americus, Kansas,on Feb. 19, 1919, Timmerman graduated fromnearby Emporia High School in 1936. He at-tended Kansas State Teacher’s College in Em-poria for one year, where he took apre-engineering course. The next summer hewent to California and worked as a welder atSan Mateo, California.He soon yearned for something more chal-lenging than welding. On October 28, 1937,Timmerman enlisted in the Marine Corps inSan Francisco.On May 5, 1938, while in Shanghai, Timmer-man and another Marine, noticed a womansurrounded by a crowd of menacing Chinese.Timmerman and his buddy dispersed theangry crowd and protected the woman untilthe police arrived. The woman turned out to

be the wife of a U.S. Navy com-mander. For his actions, hereceived a Letter of Com-mendation and Apprecia-tion.On Oct. 27, 1941, at theend of his four-year enli-stment, Timmerman got

a job welding electrical fix-tures and armor plates ondestroyers at BethlehemSteel in San Francisco.Five weeks later, on Dec. 7,1941, the Japanese inva-ded Pearl Harbor.

Timmerman soon re-enlisted. A few

months later Timmermanreported to the 2nd Tank Bat-

talion of the 2nd Marine Divi-sion for training. He was

promoted to corporal in July 1942, and thento sergeant in October 1942. The next month Timmerman’s battalion wason its way to Wellington, New Zealand, foradvanced training. In November 1943, they in

the Gilbert Islands, and participated in theBattle of Tarawa.In December, Timmerman’s battalion wentto Hawaii for a rest and more training. InMay 1944 they left for another combat mis-sion in Saipan. On July 8, Timmerman’s tankwas advancing a few yards ahead of the in-fantry, when their attack was held up by a se-ries of Japanese pillboxes and trenches.As the tank commander, he had been firingthe tank’s anti-aircraft gun during the at-tack. With their forward progress stalled, Tim-merman prepared to open up his line by fi-ring the tank’s 75 mm gun. The new headquarters is a

All of ourfacilities carry out mission-essential operations or improvethe quality of life for DoD employees and their dependentshowever, there are still practices that can be utilize to re-duce energy consumption without interrupting every dayoperations.Include these practices in your daily routine to reduce en-ergy consumption:● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors after each workday.● Ensure lights are off when spaces are unoccupied.● Ensure office windows and doors are shut (minimize A/Cload)● Unplug unused equipment.● Speak up! Spanish Navy Midshipmen embarkedaboard USS Porter (DDG 78) took astep outside the warfare area this pa-trol, they taught U.S. Navy SailorsSpanish lessons. The Spanish classeswere held for an hour every night ofthe week beginning in the month ofMay, and continued until the Midship-men disembarked the ship in Valencia,Spain June 2, 2016. Midshipmen Ruben Rendo, 11 years ofNaval service, and Midshipman JaimeFerrando, studying in his third year ofschool, are both attending the SpanishNaval Academy Marin, Galicia.“We read in the POD that the chief’scommittee [mess] was requestingsomeone to teach Spanish lessonsaboard Porter,” they said. “We saw thisas an opportunity to teach. It is ourway of saying thank you to Porter foreverything that the ship’s crew hasdone for us.”This is the first time on a U.S. Navalvessel for both Midshipmen. It is alsotheir first time teaching Spanishclasses to Americans. “We taught Spanish in order to make[Porter] life easier in Spain,” they said.

“It will make traveling easier in Rota,and Valencia, by knowing how to orderfood and introduce their selves. We did-n’t have any set instruction, we an-swered Sailors requests to learnfamiliar phrases and teach propergrammar.”“It was challenging because theSailors were all at different levels,”Ferrando said. “One or two were veryadvanced, but many of the Sailors hadno experience.”These classes are a great introductionto the casual Spanish language. AnEnglish speaking Sailor, newly indoc-trinated to the European theater, willgain an understanding of numbers,how to order food, and how to ask sim-ple questions. These skills will lay astrong foundation for American Sailorsstationed in Rota, and will be a usefultool while traveling around the country.Midshipmen, both American and for-eign, regularly embark aboard Porterto experience warfare areas and theship rider life aboard a U.S. Navy ves-sel. These rides usually last about amonth. The Spanish Midshipmen rec-ognized Porter is forward-deployed toSpain and decided this was a specialopportunity to interact with the Ameri-can crew.

Summer is not only known forwarmer weather and school vaca-tions, it’s also known as the perma-nent change-of-station (PCS) season,where Sailors make more PCS movesthan any other time of year. Last week, theNavy announced that due to budget constraints and the cur-rent fiscal environment, Sailors were experiencing shorter no-tices, or lead times, for PCS moves this summer. Moving to anew location is pretty stressful. Here is how the Navy is help-ing Sailors during this time. For details visitwww.public.navy.mil/bupers-npc/ Pages/default.aspx

Here are five things you need to know:1. The Navy was able to make adjustments to parts of theirbudget accounts to help fund current PCS orders.

2. The Chief of Naval Personnel convened a working group ofrepresentatives from around the fleet to help improve PCSlead times. This working group made several recommenda-tions to assist Sailors. For approximately 2,100 Sailors –they will begin training later than previously scheduledand the Navy will not recruit additional individuals to re-place Delayed Entry Program Sailors who do not completetraining. Navy Personnel Command will continue to issueletter of intent for overseas PCS moves – this means whileorders might not be in hand, Sailors can start or continuethe process of doing overseas and medical screening, de-pendent entry approval, passport applications and securityclearance requests.

3. To assist with budget constraints the Navy will shift all re-maining FY-16 non-critical and over-manned rates to thenext fiscal year.

4. Funding for all fourth quarter PCS moves is on the way.Navy Personnel Command will continue to work with thefleet to develop PCS phasing plans to fund priority movesand ensure the fleet is manned from this fiscal year andinto the next.

5. The Navy recognizes that these shortened lead times limitSailors’ time to prepare for moves, and burdens them andtheir families. The Navy’s focus and priority remains onmanning the fleet, and taking care of Sailors and their families.

All the nationshere have been beneficial andsupportive as we do the mis-sions to support NATO andthe countries in the gulf.”“The challenges might be alittle bit different,” Williamsonadded. “Instead of the VirginiaBeach Police Department orthe San Diego Police Depart-ment coming to support you, itis really the host nation. MyCOs (commanding officers)and staff on the installationswork very hard to ensurethat’s seamless.”As the security provider forforward deployed naval forces,EURAFSWA’s installationsprovide secure installations tooperating forces and housingto their families.“We have nine bases in theAOR and soon we’ll have abase in Poland; the AOR ismassive so obviously time anddistance is one of our chal-lenges,” Williamson said. “Butone of the things that we do,just like in the regions I had inCONUS (continental UnitedStates), we support the fleet,

the fighter, and the family.”Williamson also spoke aboutthe difference between a pro-gram-focus versus a mission-focus within CNIC.“When we speak airoperations the fleetunderstands thatas runways, thelighting, the airtraffic con-trollers, thehangars, the abil-ity to do mainte-nance on theground on the air-plane, [and] port opera-tions,” Williamson said. “Allthose things are very critical tothe fleet. We need to talk thatlanguage to them. That’s themission language. The pro-gram language is what I needto secure the resources to gen-erate those things – taking themission sets and breakingthem down into the programsso that we can communicateback to the states to ensurethat we have the resourcesnecessary to meet those mis-sions. I think my job as a re-gion commander and mystaff’s job is to be that transla-tor.”The capability of the shore in-stallations allows U.S. and Al-lied forces in the region tomaintain the right presence

The region staffand the region take this veryseriously.”The regional commandershave been developing relation-ships that are important to themissions of U.S. operations inthe EURAFSWA area.“I’m very proud of the COshere,” Williamson said. “Theywork very hard maintainingthe relationships within thefence line and also outside thefence line, which is critical totheir success.”

Summer is a great time for kids to enjoy differ-ent indoor and outdoor activities. Whether theyare young children or teens, learn ways to keepyour kids safe and healthy while they enjoy thesummer fun.Heat-related illness happens when thebody’s temperature control system isoverloaded. Extremely high or unusu-ally hot temperatures can affect yourhealth. On average, 675 deathsfrom extreme heat events occureach year in the United States.Most vulnerable are the elderly,those who work or exercise out-doors, infants and children, thehomeless or poor, and people with achronic medical condition.Infants and children up to four yearsof age are at greatest risk. Evenyoung and healthy people can getsick from the heat if they participate in strenu-ous physical activities during hot weather.

For heat-related illness, the best defense is prevention.●Never leave infants, children, or pets in aparked car, even if the windows are crackedopen.●Dress in loose, lightweight, light-coloredclothing.● Schedule outdoor activities carefully, formorning and evening hours.● Stay cool with cool showers or baths.● Seek medical care immediate if your child hassymptoms of heat-related illness.● Take cool showers or baths to lower your bodytemperature.

Stay hydrated ●Drink more than usual and don’t wait until

you’re thirsty to drink. ●Drink from two to four cups of water everyhour while working or exercising outside. ●Avoid alcohol or liquids containing highamounts of sugar. ●Make sure your family, friends and neighbors

are drinking enough water.

The two main heat-related problemsare heat exhaustion and heat stroke.Symptoms of heat exhaustion●Heavy sweating●Weakness● Cold, pale, and clammy skin● Fast, weak pulse●Nausea or vomiting● Fainting

What you should do forheat exhaustion●Move to a cooler location.● Lie down and loosen your cloth-ing.

●Apply cool, wet cloths to as much of your bodyas possible.● Sip water. If you have vomited and it contin-ues, seek medical attention immediately.

Symptoms of heat stroke●High body temperature (above 103°F)●Hot, red, dry or moist skin● Rapid and strong pulse● Possible unconsciousness● The person stops sweating

What you should do for heat stroke:●Heat Stroke is a true medical emergency –Call 911 immediately!●Move the person to a cooler environment.● Reduce the person’s body temperature withcool cloths or even a bath.●Do NOT give fluids.
