Mike White, commander, NETC, said. “Our young Sailors today are more technologically advanced and adaptive to change. Military and civilians inspectors and sur- veyors spoke one on one with staff, reviewed clinical records and inquired about the ins and outs of the hospital facilities and pro- grams. The American Association of Blood Banks and the College of American Pathologists both inspected the USNH Naples laboratory and gave outstanding scores with recognition such as “fantastic” and “best report seen.” The laboratory is one of the critical support departments within the hospital. Most pa- tients see the lab as a place to get their blood drawn, but behind the scenes the laboratory encompasses nine different sections of clinical testing, pathology and blood transfu- sion services. USNH Naples Showcases Quality Patient Care FirsthandU.S. Naval Hospital (USNH) Naples re-

cently hosted four separate organizations toinspect the quality of patient care and mili-tary program readiness. Military and civilians inspectors and sur-

veyors spoke one on one with staff, reviewedclinical records and inquired about the insand outs of the hospital facilities and pro-grams. The American Association of Blood Banks

and the College of American Pathologistsboth inspected the USNH Naples laboratoryand gave outstanding scores with recognitionsuch as “fantastic” and “best report seen.”The laboratory is one of the critical support

departments within the hospital. Most pa-tients see the lab as a place to get their blooddrawn, but behind the scenes the laboratoryencompasses nine different sections of clinical testing, pathology and blood transfu-sion services.

With school out last week forSpring Break it spelled traveltime for a lot of families in thecommunity. My family used theopportunity to take me on a visitto London. Just a short directflight from Naples International,we walked miles and miles ex-ploring the historic sites aroundthe city, seeing the Harry Potterstudio, and enjoying the interna-tional cuisine. During the trip, Inoted the increased securitymeasures at Heathrow, Gatwick, the train/bus/metro stations,and at other strategic points around the city. Like our own in-creased force protection posture at NSA Naples, the enhancedpresence at major cities and tourist attractions is a reminder ofEurope’s overall increased security posture. As you plan out yoursummer travel, check your destinations and stopover points fortravel warnings and command alerts. If you haven’t already doneso, I urge everyone to register with the AtHoc system through ourEmergency Management office so you are provided with criticalalerts via SMS, email, or a phone call when new security informa-tion is released or threats have been identified. Speaking of enhanced security measures, we are making a lot of

progress on the front gate bollard project and have a projectedcompletion date of May 27. This project will enhance our securityand benefit the community, and it will be nice to put it in thewake. I appreciate your patience with the adjusted traffic patternat Capodichino, and I understand the drive from the back gatecan sometimes be a challenge, but think about how easy drivingwill be once you get back to the States. Some might even miss theadventure. Keep in mind that the front gate is open to outboundtraffic from 6 p.m. to 5:30 a.m., and please remember to have yourID credentials out and ready when approach the entry controlpoint (ECP) – that’s one really easy way to really help with reduc-ing wait times for everyone. April celebrates quite a few important topics. It’s the month of

the military child, and tonight there will be a Victim Advocate ap-preciation dinner hosted by the U.S. Naval Hospital Naples inhonor of SAAPM. This month is also Jazz appreciation month,celebrating a special brand of American music that originated inNew Orleans, Louisiana. American artists like John Coltrane,Nina Simone, Dave Brubeck, Miles Davis, and Dizzy Gillespie in-fluenced music, culture and art around the world. In celebration,Naples and the surrounding areas are hosting a number of jazzevents and concerts. If you are interested in seeing a great mix-ture of Italian and American music culture I highly recommendattendance. We’ll have more information posted in the PAO notesand online.Welcome back from Spring Break, please slow down on the

International Street Food ParadeThis Weekend in NaplesThe International Street Food Pa-rade starts this weekend at the Cen-tro Direzionale in Naples with freeadmission. This event will include100 food stands offering Italian andinternational specialties. The area of the festival will be divided intothree zones, including Italian and international food area, and a beverage area with craft breweriesand wineries. The stands of the Ital-ian regions include: Campania, Lombardy, Piedmont, Valle D’Aosta,Veneto, Tuscany, Liguria, Emilia Romagna, Trentino-Alto Adige,Marche, Lazio, Abruzzo, Puglia, Calabria, and Sicily. Ancient Taverns Festival ThisWeekend in LicolaThe archaeological park of the Insti-tute of State for the Environmentand Agriculture “Giovanni Falcone”in Licola, near Naples, will host the‘Ancient Taverns Festival’ from Sat-urday through Monday. The ancientflavors of Neapolitan traditions willdelight visitors and tourists with 300people in costume and culinary artfrom the eighteenth century. Threedays of ancient daily life with folkdances, street vendors, musicians.Here is a list of some of the Taverns:La Taverna dei Ciceri offering pastabeans and pork rinds; pasta andpeas; stew with potatoes and peas;La Taverna del Casaro offeringpasta, potatoes and provolone; andLa Taverna del Chianchiere offeringpolenta and sausage. ‘New’ Dinosaur on Display atMilan Natural History Museum The Natural History Museum inMilan displayed for the first time theremains of a Titanosaurus (meaning

titanic lizard) discovered near Romeon the Prenestine Hills. Paleontolo-gists who found one of Titus’ verte-brae and two pelvic fragments saidthey are “unique in the world.” Titowas the nickname given to the long-necked herbivore measuring aboutsix meters long (about six-and-a-halfyards) and weighing about 600 kilos(just over 1,300 pounds). He belongedto the sauropod dinosaur family andhe could have grown up to 12 meterslong (about 13 yards) and weighed upto 13 tons. According to paleontolo-gists, Tito was smaller because whenhe died he was not fully grown. It isthought he reached Italy from Africaaround 112 million years ago.

Three 15th Century Italian Paintings Stolen By Nazis Found,ReturnedItalian police recovered three fif-teenth-century paintings which werestolen by Nazi occupation troopsfrom a villa owned by the Prince ofLuxembourg in Camaiore, a citywithin Lucca province in Tuscany in1944. During the war, Allied soldiers(famous Monuments Men) raided thevilla that was filled with stolen artbut those paintings were neverfound. The Italian state compensatedthe prince in 1945 for the value ofthe stolen pieces after he filed a post-war damages claim against the gov-ernment. The first of the threepaintings was found by art police inthe Monza home of a Milan-basedfamily in December 2014. Duringmore investigations two more stolenpaintings were recovered. The worksof art have now been entrusted to theBrera Art Gallery in Milan.

Local Baker Receives Accoladesfor Donating Unsold Bread toNeedyA local bakery owner received a cer-tificate of esteem from the mayor ofthe Naples-area town of San Giorgioa Cremano for his idea of donatingbags of unsold bread after closing hisshop. The owner of the bakery saidthat the quantities of bread varyfrom day to day but he never foundanything left over the next morning.Giorgio Zinno, mayor of the city,hopes that this gesture towardsneeded citizens will become an example for other businessmen inthe area.

But it hasundergone significant chan-ges since it was first establi-shed on this day (April 26) in1869. Before it became amedal, it wascalled a badge,and before that,it was an admi-nistrative state-ment thatserved as proofof capability towork and serve atsea, and dischargeda Sailor from service.Prior to the Civil War,

when a Sailor completedhis enlistment, hiscommanding officerwould certify histime, his tru-stworthiness atsea, and his pro-ficiency withgunnery. If hewanted to go tosea again, his di-scharge acted as hisreferences. Back then,“good conduct” was as muchabout skill than just behavior.A Sailor would enter a recrui-ting station with his “GoodConduct” report and reenlist.Enlistments worked differen-tly back then compared totoday when recruits mayhave little to no experiencesailing.The conversation might have

gone like this: Recruiter, “Oh,I see you served under Capt.Joshua Barn – you servedunder Capt. Barney!? And herecommends you! Well, every-thing seems to be in order.Can you start tomor – Imean, toda – I mean, rightnow? I see a ship about to putto sea at this very moment in

need of an able hand!”Or something to that effect.

The reference was transfor-med into a badge a few yearsafter the Civil War.“[The badge] was established

by the Secretary of the Navy[on April 26, 1869] for awardto any man holding a Conti-nuous Service Certificate,who had distinguished him-self for obedience, sobriety,and cleanliness,” according toJohn Strandberg and Roger

James Bender in“The Call ofDuty: MilitaryAwards and De-corations of theUnited States ofAmerica.”Given the repu-

tation of Sailorsback then, one could

be forgiven for belie-ving the bit about so-

briety made the badgedifficult to obtain, but

there are no stati-stics availabletoday about whatpercentage of19th century Sai-lors were actuallypresented thebadge at di-

scharge.The badge, which

seemed a lot like amedal, was a Maltese crosswith a rope-ringed circularmedallion at the center. Alongthe rim of the medallion werethe words ‘Fidelity Zeal Obe-dience’ and at the center,‘U.S.N.’ Made of nickel andmeasuring about 31mm wide,the cross hung on a half-inchwide red, white and blue rib-bon. On the back, the Sailor’sname was script-engraved.If and when a Sailor recei-

ved three such awards afterconsecutive enlistments, hemerited promotion to a PettyOfficer.The badge underwent some

redesigns in 1880 and againin 1884. Then 27 years to theday after the certificate be-

came a badge, the badge be-came the Good ConductMedal in 1896. In addition tothis, by order of GeneralOrder 327, the time criterionwas set at three years for aSailor to earn it.A straight bar clasp was

used to attach the circularmedal to its maroon ribbon.“Subsequent enlistments

were recognized by the addi-tion of a clasp attached to thesuspension ribbon,” relateStrandberg and Bender.“These clasps […] were en-graved on the front with theduty station or ship uponwhich the recipient servedand the discharge date andcontinuous service number onthe reverse.”Over the next several deca-

des, the Navy changed themedal’s appearance nume-rous times, but the criterionfor receiving it seems to haveremained the same.For a brief period during

World War II, the Navy stop-ped awarding the medal toconserve metal and free theclerks from the paperworkthey mandated. Instead, no-tations were made in the per-son’s service jacket.Not until the 1950s did the

Navy settle on something per-manent. The clasps weredone away with in favor of3/16 inch bronze stars deno-ting multiple enlistments,names on awards were drop-ped for all but posthumousrecipients, and the ribbonwas changed to a solid redcolor.Nowadays, the rules for ear-

ning the medal are a littlemore complex, but generallyif Sailors go three consecutiveyears with “a clear record (noconvictions by court-martial,no non-judicial punishment(NJP), no lost time by reasonof sickness-misconduct, nocivil convictions for offensesinvolving moral turpitude)”they are eligible for the GoodConduct Medal.

In honor of Mental Health Month, U.S.Naval Hospital (USNH) Naples is honoringtheir sole Psychiatrist, Cmdr. Ralph Tuttle,who is a significant asset to the BehavioralHealth Department. Tuttle enlisted in theU.S. Navy in 1990, completing basic train-ing and Hospital Corpsman “A” and “C”schools in San Diego. He was stationed atNaval Hospital Oak Harbor, Washington, asa surgical technician where he completedhis undergraduate degree at Western Wash-ington University. He returned to San Diegoas a member of Fleet Surgical Team Five. Tuttle was selected for the Armed Forces

Health Professions Scholarship Programand completed his medical degree atKansas City University of Medicine andBiosciences in Kansas City, Missouri, fol-lowed by an internship in Family Medicineat USNH Bremerton, Washington. Whileserving as Group Medical Officer with Mar-itime Expeditionary Security SquadronOne, he was selected for a psychiatry resi-dency at Naval Medical Center San Diego.Tuttle followed with a fellowship in PainMedicine, becoming the sole Navy psychia-trist to complete this training. He is bardcertified in both Psychiatry and Pain Medi-cine. Tuttle is currently the Department Head

for Mental Health at USNH Naples. Heprovides compassionate care to his patientsand ongoing, positive mentorship and sup-port to his team. Tuttle has been married to his wife for 28

years. They have a daughter who recentlygraduated from college and nine year-oldtwins adopted from Haiti. He enjoys explor-ing Europe with his family. Future ambi-tions include obtaining certification inaddiction medicine and further researchinto the psychological aspects of centralizedpain states.

Time is not the only thing springingforward this physical fitness assess-ment cycle. So too are the Navy’s newrequirements for assessing physicalfitness. This spring’s PFA cycle will be the

first to use the new body compositionassessment, or BCA, changes.NAVADMIN 061/16 was released thismonth with details about all thechanges Sailors can expect.Here are five things you need to

know about the BCA changes.1. The new BCA will be a three-stepprocess. The first measurement willbe done using the current height andweight table. If Sailors pass the firstmeasurement, then they pass theBCA. If not, the Sailor then must doan abdominal circumference meas-urement. Sailors will pass the BCA iftheir abdominal circumference as-sessment is less than or equal to 39inches for males and less than orequal to 35.5 inches for females. If thesecond measurement is also failed,the Sailor must get a body circumfer-ence measurement. Sailors will passthe BCA by meeting the DoD maxi-

mum allowable body fat limit of lessthan or equal to 26 percent for malesand less than or equal to 36 percentfor females.2. Sailors who are medically clearedmust take the physical readiness test,or PRT, portion of the PFA even ifthey fail the BCA portion. A BCA fail-ure will be counted as an overall PFAfailure for that cycle regardless ofPRT results. Two PFA failures in a 3-year period will result in an adminis-trative separation from the Navy.3. BCA failures will automatically beenrolled in the fitness enhancementprogram, or FEP. All medicallycleared Sailors enrolled in FEP willbe required to do a mock PFA every30 days. Mock PFA failures will notcount as official failures againstSailors. Sailors will be removed fromFEP once a mock or official PRT ispassed and the new BCA require-ments are met.4. All Sailors who did not completethe cycle 2 2015 PFA because of preg-nancy, medical waiver or deploy-ment/operational status will not becounted as pass or fail for the PFA.These Sailors will still be held to thenew PFA failure policy and their most

the hospital was the NavyMedicine Inspector General(MEDIG). Similar to the in-spections of the Navy InspectorGeneral, the MEDIG inspectsprogram readiness, mission ac-complishment and commandclimate. Seventy-four programswere inspected with remark-able and positive results, andmore than 18 Sailors and civil-ians received personal BravoZulus for their program accom-plishments.
