However, raw materials, food articles, cleaning/washing Materials/tool and man power shall have to be arranged by the contractor at his/their own cost. 3. Requirements from Contractor: i). The contractor shall procure food articles and vegetables of good quality to the satisfaction of the Canteen committee. The Canteen committee shall have the right to change any brand of material used for cooking, provided the cost of the same does not exceed the specified brand. ii) The food shall be cooked, stored and served under hygienic conditions. The contractor shall ensure that only freshly cooked food is served and the stale food is not recycled. Stale food shall be removed from the Canteen premises as soon as possible. Unrefrigerated cooked food, not consumed within six hours in summer months and ten hours in winter months, shall deemed to be stale and unfit for consumption.

Notice Inviting sealed quotation for running Canteen in PDUIPH Premises.

PDUIPH situated at 4, Vishnu Digamber Marg, New Delhi-110002. At presentapprox. 450 students are getting education in this Institute and about 200Officers / Faculty and employees are working in this Institute / Head Office.

1. PDUIPH requirements:

A Reputed Contractor having an experience of running Canteen in a Govt.Sector/PSUs/Educational Institutions/ Private institutions of repute is eligible toapply who can cater to the needs of students and Officers/Staff.Detail list of items with approved rates is annexed ‘A’.

2. Facilities Provided by PDUIPH:

The Canteen premises comprise of area of 1040 Sq. feet along with kitchenfacilities, space for cooking and dining facilities. Furniture, free electricity,cooking fuel and water shall also be provided by the Institute. However, rawmaterials, food articles, cleaning/washingMaterials/tool and man power shall have to be arranged by the contractor athis/their own cost.

3. Requirements from Contractor:

i). The contractor shall procure food articles and vegetables of good quality to thesatisfaction of the Canteen committee. The Canteen committee shall have the rightto change any brand of material used for cooking, provided the cost of the samedoes not exceed the specified brand.

ii) The food shall be cooked, stored and served under hygienic conditions. Thecontractor shall ensure that only freshly cooked food is served and the stale food isnot recycled. iii) The food shall be neither too spicy nor too oily. The food preparation shall bewholesome and shall generally cater to the taste of the employees/students.iv) The oil that remains from deep frying at the end of the day shall have to bedestroyed and shall not be allowed to be recycled for the purpose of cooking again.v) The food shall be cooked and served in clean utensils and no laxity shall bepermitted in this regard. The utensils shall have to be maintained sparkling clean atall time.vi) The contractor shall pay special attention to maintain the Canteen in a neat andtidy condition at all times. For this purpose, the Canteen shall be cleanedthoroughly minimum thrice a day.vii) The contractor shall ensure that only hot food is served to thestudents/employees.Complaint, if any, in this regard shall be dealt with severely.viii) The contractor shall ensure that sufficient man power is deployed forpreparation and service of each meal including cleaning, washing and overallupkeep of Canteen assets and premises. The contractor shall also ensure properroom services for the PDUIPH officials.ix) The Contractor should supply the items at the rates mentioned in the rate listAnnexed A. The same rate list should also be displayed at PDUIPH Canteen.

4 Eligibility Criteria of the Contractor:

A Reputed Contractor having an experience of at least 3 years of running Canteenin a Govt. Sector/PSUs/ Educational Institutions/ Private institutions of repute iseligible to apply who can cater to the needs of students and Officers/Staff ofPDUIPH as per their requirement.

5. Opening of Tender:

Sealed tenders in two bid system i.e. Technical Bid & Financial Bid in separatesealed covers is invited to run PDUIPH Canteen for the students and officials ofInstitute. The period of contract will be initially for one year and extendable forthree years on the basis of satisfactory services, to be decided by PDUIPHManagement, at the end of every year.

The tender details are available on the PDUIPH websiteshttp//www.iphnewdelhi.in the bidders can download the Tender documents fromthe website and should attach a separate

DD/Pay Order of Rs.1000/- (Non-refundable) as tender cost, in favour of Director,PDUIPH, New Delhi along with the bid document. The tender document,downloaded from the PDUIPH website will not be considered without tender cost.

The completed tender is required to be submitted along with the E.M.D. of Rs.5,000/- (Rupees Five Thousand only) in the form of D.D. drawn in favour of“Director, PDUIPH” payable at “New Delhi”. The EMD in the form of DDshould be kept with the Technical Bid. The complete tender along with tenderDocument and EMD is to be sent to “Administrative Officer” PDUIPH, 4,Vishnu Digamber Marg, New Delhi-110002. The last date to submit thecompleted tender is on or before 02:00 P.M. on 31.08.2016. The Technical andFinancial Bids should be kept in a separate sealed covers, with “Technical Bid”and “Financial Bid” super scribed on the envelope. These two sealed covers maybe kept in another sealed cover along with the tender documents, with “Tender forCanteen” subscribed on the envelope. The name and address of the Agency/Firmmust be mentioned on each envelope. The Technical Bids will be opened on01.09.2016 at 02:30 P.M. in the Conference Room, in the presence of thetenderers or their authorized representatives. The date to open the Financial Bidwill be announced on the same day. Incomplete tenders and those without properE.M.D. shall be summarily rejected.

TERMS AND CONDITIONS FOR CANTEEN CONTRACT

1. The Canteen contract along with rates approved by the Institute shall be valid initially for aperiod of one year, subject to the condition that it may be terminated by the Institute on onemonth’s notice if the food is not found of good quality or the services of the Caterer are notfound satisfactory or there is breach of any terms(s) on the part of the Caterer. The decisionof the Institute in this regard shall be final and binding on the Caterer. It will be open for theInstitute to extend the period of contract for such period as it deems necessary. The Catererwill be at liberty to terminate the contract by giving notice of two months in writing withoutassigning any reason(s).

2. The rate of catering shall be inclusive of Sales Tax, Cartage and all other charges. Theinstitute will make deduction on account of any taxes as prescribed under the relevant Rules.

3. The Services rendered by the Caterer shall be prompt and to the entire satisfaction of theInstitute. If a majority of employees complaint about quality/quantity of canteen items servedand/or service rendered by the Caterer and if it is found that the quality/quantity of canteenitems served and/or service rendered by the Caterer are not as per the terms and conditions ofcontract, the Caterer will be bound to effect improvement(s) therein.

4. The Caterer will make proper arrangement for storage. He will also ensure proper up-keep ofkitchen pantry and canteen hall in a clean and tidy condition.

5. The catering services and the cooking utensils, table-ware and table linen shall in all respectsbe of good standard and to the entire satisfaction of the Director at all times.

6. The Caterer shall maintain a staff of efficient table servants service bearers. Allwaiters/bearers shall be provided neat and clean uniform by the Caterer. The Caterer shalltake all precautions that the servants and all other persons employed by him to do any workfor catering service are courteous, civil, sober, honest and free from any virulent orcontagious disease(s). Any servant or persons found in the opinion of the Director (whichshall be final and binding) guilty of misconduct or suffering from any virulent or contagiousdisease shall be removed forthwith by the Caterer.

7. The Institute shall provide on its part chairs and tables in the canteen hall. All otherfurniture's and equipment required for satisfactory arrangements in the kitchen etc. will bearranged by the Caterer. The Institute may however, provide such electricalappliances/gadgets which it considers necessary for smooth functioning of the canteen. Thecooking will be done either on gas stove.

8. The institute will provide free water and electricity in the canteen. The use of electricity willbe restricted to light, fans, refrigerators or any other electrical appliances/gadgets which areconsidered necessary for smooth functioning of the canteen and are provided by the Institute.In no case the electricity will be used for cooking purposes. In no case the electricity will beused for cooking purposes. He will be responsible for proper maintenance and repair of suchequipment as are provided to him by the Institute.

9. The Caterer will be allowed the use of accommodation kitchen, pantry and canteen hall onsecond floor of building of the institute and free of charges for the purpose of this contract.The caterer shall, however, not use this accommodation for stay of any person. As soon asthe canteen work is over all staff and caterer will leave the premises after office hours.

10. The caterer shall not make or cause to be made any structural alternations or additions to thebuilding and electric and sanitary fitting/installations in the kitchen, store room, allotted tohim for cooking and catering purposes without prior written permission of the Director of theInstitute.

11. The Caterer shall compensate any damage(except normal wear and tear) caused to theaccommodation, furniture fittings, equipment etc., provided to him under this contract. Thedecision of the Director as to whether any damage has been caused to the accommodation,furniture, fittings, equipment etc. and the amount of compensation payable for such damageby the Caterer shall be final and binding on the Caterer.

12. If any question or dispute arises to the interpretation or violation of any of the terms andconditions of this catering contract, the matter will be referred to the sole arbitration of theDirector or his nominee whose decision shall be final and binding on the parties and thereshall be no objection to the appointment of an arbitrator, whether the Director or hisnominee, on the ground that he/she is an officer of the Institute.

13. In case of any default on the part of Caterer, the Canteen services would be arranged by theInstitute at the risk and cost of the Caterer. The Caterer shall be liable to make the loss goodby each payment to the Institute within two weeks from the date of default. The decision ofDirector in this regard would be final and binding on the Caterer.

14. The Director/Administrative Officer or any other officer authorized by the Director of theInstitute shall have full authority to inspect at any time the arrangement for storage, cookingof food, service in the canteen quantity and quality canteen items served as agreed in thecontract, and if considered necessary he/she will have authority to take sample forinspection/analysis. The one Authorized Officer shall also be entitled to take meal.

15. In case of any default on the part of Caterer, Director shall be empowered to impose a fine ofnot exceeding Rs. 100/- (Rupees One Hundred only) on the Caterer on each occasion ofdefault and the fine money thus collected shall be utilized in such manner as the Directormay decide.

16. The contractor will not engaged/deploy child labor in the canteen for any work.
