Implementation of NREGA and Year of Irrigation

The National Rural Employment Guarantee Act-2005 was notified by Government of India on September 7, 2005.

By the notification of this Act, National Rural

Employment Guarantee scheme (NREGS) came

into force all over India w.e.f. 02.02.2006.

In Orissa, this scheme is in operation w.e.f.

02.02.2006 in 19 districts, from 1.4.2007 in 24

districts and from 1.4.2008 in all 30 districts.

NATIONAL RURAL EMPLOYMENT GUARANTEE SCHEME (NREGS)

OBJECTIVE OF NREGS

Enhancement of livelihood security in rural areas by providing at least 100 days of guaranteed wageat least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.

Creation of durable assets in rural areas.

Prevention of rural-urban migration of labourers.

Strengthening social security and economic condition of the rural poor.

Water conservation and water harvesting, Drought proofing, including afforestation and tree plantation, Irrigation canals, including micro and minor irrigation works, Provision of irrigation facility, horticulture plantation and land

development facilities to land owned by households belonging to the Schedule Castes and Schedule Tribes or below poverty line families or to beneficiaries of land reforms or to the beneficiaries under the Indira Awas Yojana of Government of India or that of the small farmers or marginal farmers.

Renovation of traditional water bodies, including de-silting of tanks, Land development, Flood-control and protection works, including drainage in water logged

areas, Rural connectivity to provide all-weather access in which the

construction of roads may include culverts where necessary and within the village area may be taken up along with drains,

Any other work that may be notified by the Central Government in consultation with the State Government.

PERMISSIBLE WORKS

REGISTRATION

The adult members of Rural Households those who are willing to do unskilled manual work will apply for registration in concerned GP office in B-1 from .

ISSUE OF JOB CARD

GP will issue Job card within 15 days from the date of Registration to the registered families.

APPLICATION FOR WORK

Job card holders will apply for work in C-1 form to GP/ PO and dated receipt will be issued.

ALLOTMENT OF WORK

Work will be allotted within 15 days from the date of application for work by GP/ PO.

IMPLEMENTING EGENCIES :

Work will be implemented by GP/ PS/ Line Departments. At least 50% of the works in terms of cost will be implemented by GPs.

WORKSITE FACILITIESDrinking Water, First Aid, Shed, Crèches to be provided at the worksite.

PAYMENT OF WAGESPayment of wages to the labourers will be made within 15 days. Payment of wages are made through their Bank/ Post office SB A/c w.e.f 01-10-2008 mandatorily.

UNEMPLOYMENT ALLOWANCEIf work is not provided within 15days of application for works, Unemployment Allowance will be paid.a. 25% of the wage for the 1st 30 daysb. 50% of the wage for the balance 70 days.

WAGE MATERIAL RATIO Wage material ratio is 60 : 40.

NREG Act-2005 is the first developmental legislation which assigns a definite and important role to PRIs.

The Guidelines reaffirm this declaring the PRIs as the “ Key stake holders”.

Role of Gram Panchayat

A) Planning:-

Gram Panchayat shall be responsible for identification of the shelf of projects and preparation of labour budget in the Gram Panchayat area under NREGS as per the recommendation of Palli sabha and Gram Sabha. The ward member of the concerned village presides over the Palli Sabha and the Sarpanch of the concerned Gram Panchayat presides over the Gram Sabha.

Every Gram Panchayat shall, after considering the recommendations of the Palli Sabha and Gram Sabha prepare labour budget of the G.P. and a development plan maintaining shelf of projects in order of priority under NREGS for the coming financial year to be taken up when demand for work arises.

The Gram Panchayat shall forward its labour budget and proposal for the development projects to the Programme Officers for scrutiny and preliminary approval prior to the commencement of the financial year in which it is proposed to be executed.

B) Implementation:-

Gram Panchayat shall be responsible for registering households, issuing job cards, receiving application for works, allocating works, maintenance of records etc.

Gram Panchayat will execute at least 50% of the works in terms of cost within the Gram Panchayat area.

The Gram Panchayat shall allocate employment opportunities among the applicants and ask them to report for work.

C) Monitoring and supervision:- The Gram Panchayat will monitor and supervise all the works

executed by Gram Panchayat or any other executing agencies like: Panchayat Samiti and Line Department within the Gram Panchayat area.

The Gram Sabha shall monitor execution of works and conduct regular social audit of all the projects under NREGS taken up within the Gram Panchayat.

The Gram Panchayat shall make available all relevant documents including the muster rolls, bills, vouchers, measurement books, copies of sanction orders and other connected books of account and papers to the Gram Sabha for the purpose of conducting the social audit.
