The neighborhood also boasts a broad spectrum of ages. Targ said there is a contingent of retired people and that there has been an influx of babies and elementary school-aged children over the past 10 years. He also noted that the residents are made up largely of engi-neers, physicians and other highly edu-cated individuals.

Residents can often be seen stroll-ing along sidewalks and chatting, while children play safely in Triple El’s wide streets. “My kids bike outside and play outside all of the time,” said Rerolle.

Stew Plock, a resident since 1977, said that when homes do become available they turn over in a one- to three-week time frame. The last three homes sold for more than $1.4 million each, above asking price, to young families with sev-eral children.

In addition to its unique small-town feel, architecture, landscaping and his-tory, Triple El is what Targ calls “a par-ty neighborhood,” one where “it’s rare someone won’t want to play.” The ma-jority of the neighborhood shows up at a number of annual gatherings, such as the fall ice cream social, the Memorial Day potluck block party and the New Year’s Day Mummers Strut and brunch, where Targ rides around on his unicycle.

Q I am contemplat-ing a remodel-ing project and a

friend said I could save the contractor’s markup if I furnished all of the material. What do you think of this idea?

A I believe there are flaws in the logic. The contractor

either just adds over-head (and the politically incorrect “profit”) to his labor or he marks up the labor and the material. If the former, you won’t save any money and you may not save any money with the latter approach.

The contractor is going to be spending a cer-tain amount of time on your project and he wants to be compensated for this time. If he doesn’t receive a markup on the materials, then he right-fully would mark up his labor more. That’s what I have told clients I would do.

Examples of why this doesn’t work in practice are:

• Ordinarily, flooring contractors won’t install material provided by the client. If the client buys a second or substandard material (another bad way to save money) and there is a problem with the installation because the material was poor, who’s to blame?

• I have had clients who have purchased non-UL approved light fixtures and I have had them installed not noticing this deficiency. The ever-

vigilant building inspector observes the short-coming and requires that the fixtures be re-moved, necessitating a second installation later. Who is to pay for this?

• A client buys granite slabs and doesn’t or-der enough or orders tile trim pieces incorrectly and the discrepancy is not noted until after the matching slabs/dye lots are gone; how does that get resolved? If the tile is available, who pays for the tile contractor’s time while the missing tile is acquired?

I am presenting a worse-case scenario. Under the best of conditions, residential remodeling is difficult; when one plays with the chain of sup-ply one is creating additional opportunities for something to go wrong. Why take the risk?

QWhat do you do when double-paned windows fail? I have a set of double-hung Hurd windows installed in 1989

that are very cloudy.

A It sounds like you have diagnosed the problem correctly. When the seal at the edge of dual-paned glass fails, air gets in,

condensation forms and the panes get cloudy on the interior faces.

Check with the manufacturer. Depending upon the company, the warranties for insulated glass are generally 10 years, 20 years or lifetime. The guarantee on the labor to replace the glass is an-other matter. Usually, the guarantee for labor is one year. After that, you have to find a glazer to make the replacement or do the work yourself. Again, check with the manufacturer. There is at

least one that provides a lifetime guarantee for the replacement labor. The sealing process and the materials used are generally the same, so the company that offers the lifetime guarantee is do-ing so as a marketing technique.

Some companies make the warranty transfer-able; many don’t (the guarantee doesn’t go away when you sell the house). When selecting win-dows for a window replacement, the warranty on the glass is important. Double-paned glass is considered to have a finite lifetime, 20 years; the seal won’t last forever. The single-pane windows of former years generally lasted a lifetime.

Even though it is only 17 years since your win-dow was installed, I don’t believe these extended warranties were offered that long ago. The war-ranties have improved because the manufactur-ers have been making millions of pieces of in-sulated glass, they know how to do it better and the sealants are vastly improved.

You may be able to replace the pane yourself. On one side of the sash (the sash is the part of the window that holds the glass and moves within the jamb or in and out of the jamb), there are removable stops that hold the glass to the sash. If you can figure how to get the stops out, you can probably replace the glass. There’s much debate about why the Internet hasn’t made buying homes more like buying an airline ticket, since anyone can now purchase a plane ticket without the help of a travel agent. While there are Internet companies that now provide free home value esti-mates, buying a plane ticket is just not the same as buying a home. Here are 10 ways they differ:

10. You don’t have to live in an airplane seat for an aver-age of six years.

An airplane seat gets you from point A to point B in a few hours; then the ride ends. Since living in a home can be permanent, the knowledge and experience of a Realtor is valuable to a homebuyer.

9. You won’t be paying for an airline ticket for 30 years.

You can charge the price of a plane ticket on your credit card, but a home takes longer to pay off.

8. All the seats in an airplane are the same, except, perhaps, for that dreaded middle seat.

Homes vary in price, size, location, structure and style.

7. There are no schools for your children on that fl ight from New York to LA.

The quality of the school district in which a home is located is important.

6. You don’t have to worry whether your furniture will fi t in that aisle seat.

You need to consider the kind and size of furniture that will fi t in a new

home.5. The only inspection involved

when you fl y takes place at air-port security.

Home inspectors identify material defects that affect the value, desirability and safety of a dwelling.

4. If your seatmates encroach on your space, you only have to put up with them for a few hours.

A Realtor can give you details about a specifi c neighborhood.

3. You don’t have to get a lender’s approval to take that trip to Maui.

Steps between contract ratifi cation and closing involve the cooperation of buyer and seller. Realtors

on both sides of the transaction will troubleshoot and keep everyone on track.

2. Once you buy your ticket, it’s unlikely the airline will decide the deal’s off.

Realtors can anticipate diffi culties and address them.

1. Most people don’t get emo-tionally attached to their seat.

Selling and buying a home can be a very stressful experience for both parties. Realtors can ensure a smooth settlement.
