Golden Palm AwardsCongratulations to Angela Brown and Wendi Mason on winning their Golden Palm awards. Bothreceived their awards at the annual ceremony held in November 2014.

Interactive DemonstrationCounty commissioners, administrators, andlocal officials took part in an interactivedemonstration exercise on December7, 2015, at the Palm Beach County FireRescue Regional Training Facility in WestPalm Beach. The Day on the Hill eventprovided safe, controlled and realistictraining simulations such as rappelling thefacility’s six-story structure, battling live firesin the burn building, treating cardiac arrestpatients, vehicle extraction, and a simulatedwater rescue. The demonstration beganwith a safety briefing, then proceeded to thestaged areas and simulated hazard scenarios.Participants donned traditional firefighterbunker gear and put forth their best effort tobetter understand what firefighters must beprepared for to help save lives.

Additional ARFF crews on location initiatedpatient care and removal from the ImmediatelyDangerous to Life or Health (IDLH) environment.All crews performed extremely well together andwere able to mitigate this scene in a timelymanner. Once all phases of this drill werecompleted, a Post Incident Analysis (PIA) wasconducted and valuable lessons learned werediscussed which will assist our crews when a callof this magnitude occurs. A big thank you toCaptain Permenter on setting up this invaluabletraining and for making it as realistic as we couldexpect!!

Real-Life DrillsOn August 11, 12, and 13, 2014, real-life drills were conducted at Palm Beach InternationalAirport which involved two General Aviation (GA) planes that collided resulting in fivevictims, two active fuel leaks, and an overturned tug with a victim trapped underneath. AirportRescue Firefighting units (AC1, ES1, RP81, D1, and D3) arrived on scene first and immediatelydeployed a foam blanket from Dragon 1 while Dragon 3 was used for fire suppression under thedirection of Airport Captain 1 (AC1) who established Palm Beach Command.

Firefighter CancerFaced with the knowledge that firefighters suffer a higher rate of cancer compared to thegeneral population, a team of researchers and clinicians at Sylvester Comprehensive CancerCenter at the University ofMiami Miller School of Medicineare partnering with Miami-DadeFire Rescue and Palm BeachCounty Fire Rescue Departmentsto learn more about theincreased risk with hopes that itwill lead to improved safetymeasures and reduced cancerrates. This partnership wasannounced at a press event heldat Miami-Dade Station #2 inAugust 2015.

PBC AHIMT

During October 4-9, 2015, the Palm Beach County All-Hazards Incident Management Team(PBC AHIMT aka SE Florida Region 7 AHIMT) was tasked by the Bahamian NationalEmergency Management Agency (NEMA) to deploy personnel, to support response andrecovery efforts, after Hurricane Joaquin struck several Bahamian Islands causing widedevastation. The PBC AHIMT worked extensively with the Bahamian Red Cross and IslandOfficials to focus attention on dozens of missions throughout: Long Island; Crooked Island;Acklins Island; San Salvadore; Rum Cay; Mayaguana Island; Exuma Island, and Great InaguaIsland. The Palm Beach County All-Hazards Incident Management Team established anIncident Command Post (ICP) in Exuma, Bahamas across from the airport, to coordinateresponse and recovery operations as well as to establish command and control functions.This ICP was used to manage incoming relief supplies and also to support rescue and damageassessment operations on the affected islands.

Fire Inspector of the YearThe Bureau of Safety Services for Palm Beach County Fire Rescue andDivision Chief/Fire Marshal Larry Willhite were pleased to announcethat the Fire Inspector of the Year was Robert White. Robert waspresented the award during a bureau meeting on September29th, 2015. Bob has a great sense of humor, is well liked by all of hisco-workers, and always has a positive outlook. Congratulations toRobert White for such a deserving award.

Dispatch

Dispatching for Delray BeachThe Department began dispatching for Delray Fire Rescue onMay 5th, 2015. Delray Fire serves Delray Beach, HighlandBeach and the Town of Gulfstream. It is anticipated thatDelray Fire will generate approximately 13,000 calls a yearincreasing the calls handled in the Dispatch Center to close to190,000 calls a year. Delray Fire Rescue and Palm BeachCounty have also started limited automatic aid. Delray isserving some county areas they are closer to and inreturn, PBCFR is backing up Delray when they run out of unitsor have units out for training.

Bella’s RidePalm Beach County Fire Rescue is EXTREMELY proud to announce Bella's Ride Project is complete!After long months of hard work and perseverance the project is a success! The goal was to raise

enough money to buy a brand new wheelchairvan for 3 year old Bella Maria Natale and herfamily. That goal was reached and thepresentation was made at PBCFRHeadquarters. The family took possession ofBella’s new ride on Thursday January 15, 2015.

New TonesA call to action is what firefighters respond to. Traditionally, thiscall comes in the form of a loud and lengthy alarm. Whethervolunteer or paid, fire departments have always needed a wayto ensure that their members will not only hear the tones of acall, but also respond in an alert and functioning manner. PalmBeach County Fire Rescue, continuing to be progressive andinnovative, recently changed the tones which all stationsreceive. Beginning in January 2015, the new tones were testedand revised for a two month period at each of the 7 Battalionheadquarters stations, with positive and appreciative feedback.The new tones begin at low levels/decibels and very graduallyget louder. Lynet Young from the department's InformationTechnology Division worked hard at implementing the new"softer tones" approach in the department's 49 stations. Thiswas a time intensive task as she had to remote into thelocution PC at each location to reprogram them for the newtones. Thank you Lynet for a job well done!

Free Smoke DetectorsOn Saturday May 16, 2015, crews from Palm Beach County Fire Rescue Battalion 7, ReserveBattalion and Public Education were in Pahokee and South Bay knocking on doors and offeringresidents free smoke detector installations. There were two tragedies that hit these

communities during April that highlightedthe importance of having working smokedetectors in your home. The departmentinstalled detectors with 10 year batteriesin them offering residents peace of mindthat they would have a first line ofdefense warning in the event their homecaught fire. Pahokee Mayor Colin Walkesand Lisa Wilson from PBC CommissionerMellissa McKinlay's office were also inattendance during this event offeringwords of encouragement, helpingdistribute alarms to the residents andspeaking with families.

P.E.T.SSince its initial launch in October2014, The Palm Beach County FireRescue Pet Emergency Treatment &Services Program (P.E.T.S) mission is toprovide high quality care for animalsinvolved in emergency incidents. OnMarch 5th, 2015, the organization held apress conference at PBCFR headquartersto announce the donation of 55 petoxygen mask kits from the CommunityAssistance and Benefit Corporation (CABCorp.). The donation will allow PBCFR tofully staff every fire rescue apparatuswith a pet oxygen mask kit.

PBCFR Basketball TeamOn Tuesday, February 24, 2015, members of the Palm Beach County Fire Rescue Basketball teamparticipated in a friendly basketball game against The Village of Wellington. The Wellington teamconsisted of boys from the local Boys and Girls Club of Wellington located on Wellington Trace.Firefighters and Palm Beach CountySheriff’s Office Deputies attended theevent showing support for the children.One special surprise for the childrenwas having the opportunity to meetPalm Beach County Fire Rescue FireChief Jeff Collins, who was acting asreferee for the event. Chief Collinsspoke briefly to the children and everyplayer was given a special certificate byhim. Fire Safety Specialist Elyse Brownprovided the half time entertainmentwith an educational safety presentation

and of course Sparky the Fire Dog was also in attendance delighting everyone and posing forpictures. Congratulations to the Wellington team and the children on winning the game with a finalscore of 54 – 52!

New EngineOn November 20, 2014, Palm Beach CountyFire Rescue placed into service Platform 35.A traditional ceremony was held welcomingthe new platform into its new home.Firefighters from all three shifts werepresent to participate in blessing, wettingand pushing the new vehicle back into thestation house. Platform 35 and her crewsstationed on Lantana Road are ready tohelp and protect the visitors/ citizens ofPalm Beach County for many years tocome.

New Special Ops UnitPalm Beach County Fire Rescue also announced the retirement of Special Ops 19 and placed the new Special Ops unit into service in June 2015.

AssetworksSupport Services began the transition from manual fuel entries for all Fire Rescue vehicles tousing a brand new automated system starting with three stations: 23, 34, and 42. This newprogram, ASSETWORKS, will eventually eliminate the need for employees to manually entertheir fuel transactions and provide a much higher level of accuracy for tracking usage, fuelordering levels, and providing mileage data on apparatus. 5 more stations are scheduled tobe installed with this software in the near future, and 7 more in FY 2016. Theimplementation of the automatic fuel software has been highly anticipated and preliminaryresults have been extremely successful.

USAROn March 23-27, 2015, Palm Beach County FireRescue hosted a full scale Urban Search andRescue (USAR) training exercise at the theirRegional Training Center in suburban WestPalm Beach. This exercise involved specializedrescue teams from across the state, to includethe Federal FEMA USAR teams from Miami.This year participants were challenged with asimulated detonation, a flood and abuilding/parking garage collapse. Trainingexercises such as these provided local andFederal teams the opportunity to train together in real life situations. The exercises also helpthese specialized teams maintain their high skill levels to deploy to natural and manmadedisasters. Several of the local teams participating in this drill included West Palm Beach FireRescue, Boynton Beach Fire Rescue, Miami-Dade Fire Rescue and Palm Beach County Fire Rescue.

Training Achievements & GoalsThe Training Division, in conjunction with the Rescue Division, rolled out new EMS Protocols anddelivered training to all personnel. The PBCFR Training Division worked alongside PBSO TrainingDivision to deliver a component of Active Shooter training to supervisory staff and dispatchersfrom both organizations, in addition a course in Protective Element Medical (PEM) was taught toPBSO Deputies and PBCFR Firefighters. Members of the PBCFR Training Division assisted with thecreation and implementation of a Countywide resource typing and accountability system that wasplaced into use by all Fire Rescue agencies in Palm Beach County, with the exception of BocaRaton. Recruit Classes, Driver Operator Classes and Officer Development Classes continue to berun with positive evaluations and outcomes.

During 2016 the Training Division will be delivering training to all members concerning the use ofballistic protective equipment and severe bleeding kits. These kits are to be used in the event ofan active shooter event. Training will also be rolling out a QR Code system that allows employeesto scan a QR Code with a Smart Phone and view a short training video about a skill or a piece ofequipment. Efforts continue to digitize all task books and training records with expectedcompletion in approximately six months.

Hands Only CPROn Thursday December 10th, 2015, Palm Beach County Fire Rescue in association with IAFFLocal 2928, The Community Assistance and Benefit Corporation and ER Nurses Forum ofPalm Beach County provided free instruction for residents of Tivoli Lakes, TivoliReserve, Ponte Vecchio, Ponte Vecchio West, Valencia Point, Palm Isles, Mizner Falls and TheGrove. This one day educational blitz, covering eight communities, trained over 200residents on how to perform hands only CPR! Events like these are part of Palm BeachCounty Fire Rescue's continuing efforts to train as many people as possible in this life savingskill.

NOVEMBER 2014Palm Beach County Fire Rescue crews responded to a hazardous material spill at a local sugarrefinery. First arriving crews identified several containers of acid that may have been leaking. The

department Special Operations teamalong with Battalion Seven Firefightersidentified the leak from a 4000 gallonPhosphoric acid container that wasestimated to have had approximately2000 gallons of product inside.Approximately 500-1000 gallons ofproduct leaked into an isolatedcontainment area. The leak was safelystopped and the product was pumpedout by a private contractor.

NOVEMBER 2014At 8:48 pm on November 26, 2014, crewsresponded to reports of a structure fire at88th Street South. Callers reported flamesup to 20 feet in the air. First arrivingfirefighters reported a single storyunoccupied home that was fully involved inflames. The property was in a remoteaccess area with limited water supply;firefighters were able to draft water from anearby canal and began a defensive fireattack. One concern for crews on this firewas possible spread to adjacent dry brushcausing a brush fire. Investigators werecalled to the location to determine thecause of the fire.

JANUARY 2015At 11:30 pm on January 22, crews from Battalion Three responded to a structure fire on Morgan’sWay in the Village of Palm Springs. Upon arrival of the home with heavy fire auto-extending outthe Delta side windows and impinging fire against the weather head, FPL was asked to expedite.The fire lapping upward into the eaves of the home also provided a channel for the attic to be

at the end of the hydraulic boom fromwhich he was performing aerial workoperations and inspection on one ofthe many industrial size Bulk Gasproduction towers on the Tri-Gasproperty. District Chief Dan Teemsmade a special call to Palm BeachGardens Fire Rescue for their 100'Platform which the firefighters thenused to safely assist the trappedworker down. Great job by all crewson this unusual rescue. Crews on thisincident included:E14, R14, DC6, DC9, DC1, CP1, CP9,E19, SO19, R19, and T61

involved. Crews encountered heavy heat andsmoke conditions as they advanced their interiorlines into the structure. The home was believedto have flashed prior to arrival after windows inthe home self vented including the poly skylightsat the ceiling. Crews were faced with rapiddecision making as they knocked down the largebody of fire from the front door, initiatedprimary searches and removed multiplehurricane panels from around the house. Alloccupants safely got out of the home but afamily dog pulled from a back bedroom byfirefighters and treated with Pet Oxygen Masksregrettably did not survive.

JANUARY 2015On Monday January 19, units from Palm Beach County Fire Rescue Special Operations, Station14 and Palm Beach Gardens Fire Rescue ran a high angle call at Matheson Tri-Gas on BeelineHighway. A worker was trapped 75' above the ground when his maneuverable vertical boom lifthad malfunctioned. The worker was uninjured, but found himself suspended in the open bucket

Significant EventsFEBRURARY 2015On Monday morning February 23, crews from Battalion One and Palm Beach Gardens Fire Rescueresponded to reports of a high-risestructure fire at South Seas Drive inJupiter. Callers stated they had smokefrom the 5th floor and could see waterfrom underneath a condo door. Firstarriving crews reported a five story condobuilding with smoke showing. Uponreaching the 5th floor crews reportedheavy smoke in a residence and waterflow from the sprinklers. Crews enteredthe residence and quickly located thesource of the smoke in the utility roomwith the sprinklers having extinguishedthe fire. A total of 10 units were affectedby water damage.

MARCH 2015At 12:56 pm Monday March 2, 2015, crews fromPalm Beach County Fire Rescue responded toreports of an aircraft crash near Lee Rd and S. StateRoad 7 in western Palm Beach County. First arrivingcrews reported a small aircraft crash in the ArthurMarshall Wildlife Refuge Area. Fire crews accessedthe area of the crash using aerial apparatus andladders to walk on the marshland without sinking.Investigation of the crash is being handled byNTSB, FAA, and PBSO.

Significant EventsAPRIL 2015Early morning commuters were affected by a rollover accident on Friday April 24, 2015, on theFlorida Turnpike in the Delray Area. Palm Beach County Fire Rescue crews responded to acement truck that had rolled over on the exit ramp near Atlantic Avenue. First arriving

Firefighters carefullyworked on stabilizing the vehicleand extricating the trappeddriver from the large vehicle.Working diligently firefighterswere able to safely extricate thetrapped driver, evaluate andtransport him to a local areahospital.

AB73, incommunication with theEagle, retrieved the grateful boater.He was re-united with his relievedfamily a short time later. Anothergreat job by the crews at station #73and a fantastic resource PBCFRsupplies in the Glades!

Significant EventsMAY 2015A fire in Pahokee believed to be started by an extension cord in trailer left twin 14-year-oldgirls dead and sent their mother to a nearby hospital early Friday May 15, 2015. Just before 1am, fire rescue crews were called to a scene on E. Main St. When firefighters arrived theysaw Palm Beach County Sheriffdeputies pulling one of thevictims through the frontwindow of a trailer. Crewsmade their way into thesmoke-filled home, pulled outone occupant and later locatedthe third person. There was asmoke detector in thehome, but no battery wasfound inside. Last monthanother person was killed in atrailer fire started by a dryer inSouth Bay. In that case, thesmoke detector also did nothave a battery. Because of those incidents, Fire Rescue gave out and installed more than twodozen smoke detectors in the area paid for by a federal grant. The giveaway includedinstallation by Fire Rescue workers, who made sure the detectors were working properly.

JUNE 2015Palm Beach County Fire Rescue responded early Wednesday morning June 10, 2015, to a twostory warehouse fire off Acme Dairy Rd in western Palm Beach County. Responding enginecompanies reported being able to see the glow from the fire while still several miles away.

First arriving firefighters reported a fullyengulfed warehouse structure, approximately12,000 square feet, with a partial collapse andseveral exposures. A defensive fire attack wasinitiated and surrounding exposures wereprotected off of tank water. Firefighters wereable to contain the fire to the initialbuilding, protecting several large storagecontainers full of equestrian suppliesimmediately adjacent to the fire, a panel vanand two semi tractor trailers less than 20 feetfrom the fire building.

Significant EventsJUNE 2015At 4:45 pm on Tuesday June 16, 2015, PalmBeach County Fire Rescue crews responded toreports of a structure fire on the 17000 blockof Grand Este Way. First arriving crewsreported visible flames and smoke from theside of a large home on arrival. Firefightersquickly entered the home and beganfirefighting operations. During theseoperations the roof of the structure collapsedand all firefighters inside were ordered out ofthe structure. A head count confirmed that allfirefighters were accounted for and safe. Afterthe collapse firefighting operations weretransitioned to a defensive attack due to theinstability of the structure and danger tofirefighters being inside. A joint firefightingeffort between Palm Beach County FireRescue and Delray Beach Fire Rescue broughtthis fire under control and extinguished it.Two occupants were displaced by this fire andthe Red Cross was contacted to assist them.

JUNE 2015On June 24, 2015, at 10:46 am crews fromPalm Beach County Fire Rescue and PalmBeach Gardens Fire Rescue responded toreports of a structure fire on the 12500block of Sandy Run in Jupiter Farms. Firstarriving firefighters reported flames andsmoke from a home and were advised bybystanders that it was unoccupied. Ruralcommunities such as this do not havetraditional hydrants so firefightersestablished rural water supply operationsand quickly began firefighting operations.During firefighting operations there was a

partial roof collapse in a front room with fire moving into the attic. Firefighters were able tocontain the fire, extinguishing it and preventing further damage throughout the 3,000 squarefoot home.

Significant EventsJULY 2015At 10:49 am on July 3, 2015, crews from Palm Beach County Fire Rescue responded to reportsof a structure fire on the 11700 block of Acme Rd. in Palm Beach Little Ranches. The firstresponding crews reported a large column of black smoke visible from several miles away.First arriving firefighters stated they had active fire from a large residence. An offensive fireattack was started and a 2nd alarm fire was called.

During firefighting efforts there was a partial roof collapse and operations were transitioned todefensive operations. A third alarm was called allowing for more resources to be brought to thescene and the fire was brought under control. With no available hydrants near the location awater shuttle operation was initiated for this fire. One dog was treated by firefighters withoxygen on location and turned over to family members. Unfortunately three additional pets diedin this fire. Palm Beach County Fire Rescue Investigators have determined the cause of this fire asaccidental. Investigators found that a dryer vent became loose from the vent flue inside thewall, inside the laundry room. The dryer was in use at the time of the fire and over time, theheat ignited the wood wall studs inside the wall causing the fire.

Significant EventsOCTOBER 2015A small plane crashed into a Floridatrailer park October 13th, killing thepilot and a person on the ground whilesparking a fireball that engulfed twohomes, authorities said. Surveillancevideo showed the Piper Cherokee flyingon its side before crashing into the LakeWorth area around 5:30 pm. The pilotwas completing a round-trip flightbetween Lantana and Orlando, said DanBoggs, an investigator with the NationalTransportation Safety Board.Investigators believe the pilot wastraveling alone, he said.

When fire rescue officials arrived, one mobilehome was completely ablaze and another waspartially on fire, Borroto said. Eyewitnesses saidthey heard the plane start to sputter out and itmoved back and forth in the air, before turning onits side and plummeting downward. CaptainBorroto stated that firefighters started an"aggressive attack" against the blaze. The firepersonnel "brought it under control, keptexposures to a minimum to the two homes, nosurrounding homes were affected.“

The Lantana airport is about three miles fromthe crash site. The cause remainsunknown, Boggs said. The pilot did not makeany emergency radio calls, he said. The planewas destroyed when it hit the ground, makingit hard for investigators to even determine theplane's tail number. Palm Beach County FireRescue Capt. Albert Borroto said they gotreports about the crash just after 5 pm. Crewsarrived about 5:30 after several reports of alow-flying aircraft in the area and a "column ofsmoke" coming from the area near Lake WorthRoad not far from Congress Avenue.

Significant EventsNovember 2015On Saturday November 14, crews from Battalion Seven responded to reports of a fire nearNorth State Market Rd in Pahokee. First arriving crews reported a mulch fire that spreadover several acres on a commercial property. The fire was producing a significant amount ofsmoke that winds were driving towards populated areas. As a result of the heavy smokeand winds the 600 block of North State Market Road was closed for safety concerns andremained closed thru November 17th. Firefighting crews were rotated through thisoperation that lasted three days until hazardous conditions had de-escalated and theproperty could be turned back over to the owners.
