An introduction to the bylaw of Palestine Committee in North America And Canada

Due to the developments of the cause of the Palestinian Muslim people, the important developments produced by the blessed Intifada in the Occupied Territories and the impact it had on the Muslim Brotherhood Movement, and particularly the directions of his eminence the General Guide and the latest visit to America by the Palestine Section, formed by the executive office of the Brotherhood in the Levant counbies, which discussed the cause and its developments with their Brothers in the leadership of the Group here in America, the Palestine Committee was formed to serve the Palestinian cause on the U.S. front.

Since the Committee's scope of work is limited to the Palestinian cause which occupies a large space on the Islamic, Brotherhood and international front, the brothers in the Committee thought that there should be bylaws which spell out the Committee's authority and its relationship with the leadership of the Group in America. If these bylaws are an initiative by the Committee, the matter in the end depends on the direction and the approval of the leadership of the Group for any forms of work.

Bylaws of the Palestine Committee

Article One Definition:

The Palestine Committee is a specialized committee emanating from the Palestine Section which was formed by the executive office of the Muslim Brotherhood in the Levant countries. Its scope of work is limited to North America and its contacts include other countries. The Committee works only within its extent and with what does not conflict with the policies and the structures of the Group in America.

Article Two The nature of the Committee's work:

The nature of the Committee's work is.. . [IL] . , . the Palestinian cause on the American front in cooperation and coordination with the Brothers inside and outside within its vested authorities.

Article Three The Committee's duties:

The Committee's duties are centered on the following fields: A- Internal affairs which include the following duties: * Training and preparations. * Political education and awareness. * Directing and utilizing resources. * Collecting, filing and utilizing information.

B- External affairs which include the following duties: * Determining and following-up on US, bodies and institutions which are concerned with the Palestinian cause. * Forming relationships and coordinating with the following parties:

- Palestinian institutions and societies. - U.S. institutions and societies. - Islamic communities. - The Group's fronts and organizations. - Public figures.

C- Affairs of the Islamic Association [IAP] which include the following main duties: * Drawing the strategy. * Supervision, follow-up and direction.

D- Financial affairs which include the following duties: * Presenting the budget for approval and follow-up. * Cooperating with the parties which have common color. * Overseeing the collection of money, its distribution and drawing plans and programs for that purpose. * Investments.

E- The Secretariat and Communications which include the following * Taking meeting minutes and preparing for meetings. * Controlling communications and exchange of information internally and externally in a secure and effective manner.

Article Four The Committee's formation:

After consulting the leadership of the Group in America, the Palestine Section appoints the Committee's chairman who in turn consults with people of opinion and specialization to form his committee. The Palestine Section and the leadership of the Group in America have the right to object to any of any members of this committee. In this case, the chairman must appoint an alternate to the brother objected to.

Article Five The Committee's membership:

The Committee selects a deputy for its president after its formation.

Article Six The Committee's membership:

The Committee consists of 6-7 members around whom the executive duties are divided and each of them chairs a committee which assists him in the duties assigned to him.

Article Seven The Committee's financing:

The sources of the Committee's financing are: 1 - The Palestine Section. 2- Unconditional donations. 3- The Group's support.

Article Eight: Policies governing work:

* The Committee adheres in its work to the Islamic Sharia regarding the issues at hand. * The Committee observes the policies and the resolutions dictated to it by the Group. * The Committee observes policies approved by the Palestine Section in regards to different fields of work. * The Committee cooperates with the Groups's other sections in regards to commonly-formatted goals. * Work in Palestinian activism is not limited to Palestinians only but must expand to include all of those working on the Islamic front. * The Committee will submit a periodical report to the leadership of the Group.
