iSlAMABAd: The Supreme Court hascancelled the notification regardingprovision of lifetime security to formerprime minister Raja Pervez Ashraf andformer interior minister Rehman Malik.The five-member Supreme Court bench –headed by Chief Justice IftikharMuhammad Chaudhry – reviewed the suomotu case, during which ControllerGeneral Atif Usman told the court that“this lifetime security facility for thesetwo VIPs will cost the government Rs290,000,000 annually”. The chief justiceasked Malik to deliberate “what exactdangers were being faced by him, andwhy do only you require security?”reminding him that under Article 9, thestate was responsible for protection oflife and property of every citizen and notjust VIPs. Noting that this notificationhad been issued without reference to anyrules and regulations, the courtsummoned the interior secretary duringThursday’s (today) hearing with allrelevant records. AWAMI National Party(ANP) leader GhulamAhmed Bilour onWednesday flatly said thatthe president, army chief,

the chief justice and chief election com-missioner would be responsible for any fu-ture terrorist attack on him.

Around 18 ANP workers includingsome police officials were killed and sev-eral others, including Bilour, were injuredin a suicide attack on the party’s electioncampaign in Peshawar on Tuesdayevening.

Bilour threatened that an FIR wouldbe lodged against the president of Pak-istan, Supreme Court chief justice, chief ofarmy staff, chief election commissionerand the leaders of all those political partieswho did not condemn terrorists if anymember of the Bilour family or party wastargeted henceforth. ‘I believe in a Godwho saves lives’ Less than 24 hours afterhe escaped a suicide blast on his convoy,the senior ANP leader said that despite se-vere threats to his life, he would not stepback from contesting elections.

“The ANP leaders and workers arebeing targeted but we will not cower fromthe attacks and run from the election bat-tlefield,” Bilour said. Bilour called Tues-day’s attack a cowardly act of terrorismand added that if the CJSC, COAS, Chair-man ECP and the president of Pakistan sattogether and tried, they would arrive at asolution to deal with the threat of terror-ism. “We are fighting a war for the sover-eignty and integrity of the country; we donot have personal enmity with anyone,” hesaid, posing the question, “why ANP ac-tivists and leaders are particularly being

targeted by the terrorists?”The former minister further urged the

public to come forward and openly de-nounce terrorist acts in which innocentpeople have lost their lives.

“Ulema should come forward andneed to collectively issue a Fatwa againstterrorism. Whereas other political partiesshould also come forward and defend ANPbecause we are neither non-Muslims nornon-believers; we believe on humanityand have the same faith of Maulana Hus-sain Ahmed Madani and Maulana AbdulKalam Azad,” he said.

“I do not care for my life,” Bilourvaliantly declared, while adding that theterrorists’ attempts to deter ANP politicalworkers from their path were futile andthat the party would continue denouncingterrorists and their activities.

Election Commission of Pakistan (ECP)Secretary Ishtiaq Ahmed has said that thesecurity situation in the country is not ahurdle in holding free, fair and transparentelections per schedule.

“The security situation is not satisfac-tory but despite that the ECP will holdelections in all districts of the country andFATA on time,” he said. He said the secu-rity situation in Punjab, which was 60 per-cent of the total population, wassatisfactory, adding that though law andorder in Karachi was an issue, the situationin the rest of Sindh was normal.

“Law and order in some districts ofBalochistan is unsatisfactory and securitysituation in Khyber Pakhtunkhwa is alsonot satisfactory,” the ECP secretary said.

However, he added that the ECPwould hold a meeting with the provincialgovernments within the next 10 days to fi-nalise the security plan. He said local po-lice, the Rangers and the army had beenassigned to provide security to politicalleadership in troubled areas.

Ahmed said it was a good omen thatnearly 14 political parties were participat-ing in the election in Balochistan and allpolitical parties in KP were also actively

taking part in the democratic process.To a question, he said a total of 500

teams of the ECP had been deployedacross the country to monitor theelection campaign of the can-didates with the help of1,000 video camerasaiming to detect vi-olation of the codeof conduct.

“The teamswill prepare re-ports of theelection cam-paign of all272 con-stituencies andassigned tosubmit the re-port and take ac-tion against theviolators,” he said.

The ECP secre-tary said the electioncode of conduct had beenprepared with the coordination ofpolitical parties, civil society and themedia.

“The ECP has already achieved 80percent of its goals and objectives whichwere set by it.”

He said before the elections, a total of

15 goals and 130 objectives had been setfor ensuring free, fair and transparent elec-tions, adding that the preparation of error-

free computerised electoral rollwas a great achievement of

the ECP. “The transparent

electoral rollswould serve as a

foundation forholding free,impartial andacceptable toall electionsin the coun-try,” he said.

Ahmed said around 4.5 million over-seas Pakistanis had been registered as vot-ers, adding that the ECP had earlierdecided to grant a right to vote to expatri-ate Pakistanis through postal ballot.

“Now the Supreme Court had di-rected the authorities to devise an IT re-lated plan to provide voting right toexpatriate Pakistanis.”

The secretary said NADRA had pre-pared software to enable overseas Pakista-nis to cast their vote. “However, in such ashort time it is not possible for the ECP tomake voting arrangements for overseasPakistanis.”

To a question, he said some politicalparties had expressed reservations onsome clauses of the code of conduct eventhough it had been prepared with the co-ordination of all political parties.

He said, “The ECP has not mentionedany new clause in the code of conduct andreservations from the political parties willbe addressed.”

He said every political party had theright to propagate its ideology and every-one was free to highlight its manifesto.

To a question, Ahmed said articles 62and 63 were part of the constitution andbefore the elections both the articles werediscussed with the political parties for theireffective implementation.

One dead, 20 injuredin Miranshah clash

At least one person was killed and 20 others werewounded on Wednesday when the Pakistani armyand Taliban militants clashed in Miranshah, anofficial said. “Twenty people were injured and onewas killed during the clash between the army andmilitants,” Dr Niaz Ahmed, from the mainMiranshah hospital, told a foreign news agency. Theviolence began just before sunset when militantsstarted firing at army troops during which a localgrocery trader was killed in the cross-fire, said ajournalist who lives in the area. The 20 injured wereall civilians, including two girls who were hit byshrapnel after a mortar shell landed inside theirhouse. Both sides continued firing for two hours andthe clash ended only after civilians urged a ceasefire,using loudspeakers from nearby mosques, so thatthey could take the injured to hospital. PRIME Minister MirHazar Khan Khoso onWednesday took seriousnotice of the recent spateof terrorist activities in

Khyber Pakhtunkhwa and Balochistanand directed Interior Minister MalikHabib to immediately devise a plan tocounter terror threats by taking onboardauthorities in all four provinces.

A source in the federal cabinet toldPakistan Today that a high-level meet-ing would be held within the next fewdays and the inspectors general police(IGPs) of all four provinces would beattending the meeting.

Briefing the media on the cabinetdecisions, Information Minister ArifNizami said the prime minister vowedthat the government would take all nec-essary measures to hold “credible polls”while law and order would be improvedto provide a secure environment to thevoters as well as the candidates.

Responding to a volley of questionsabout registration of treason case underArticle 6 of the constitution by the care-taker government against former dicta-tor General Pervez Musharraf, Nizamisaid the government would implementthe court’s verdict “in letter and spirit”.

“The matter is sub-judice so I willnot comment. However, let me statethat the court’s verdict would be imple-mented in letter and spirit,” he added.

Asked whether the governmentwould ask the Election Commission ofPakistan to review its scrutiny process,the minister said an independent ECPhad been formed in line with the Char-ter of Democracy (CoD) reached be-

tween the leaderships of the PakistanPeople’s Party (PPP) and Pakistan Mus-lim League-Nawaz (PML-N). “Thegovernment can only facilitate the ECP,it cannot direct it,” he added.

At the onset of the meeting, theprime minister condemned the recentwave of terrorism in Karachi and Khy-ber Pakhtunkhwa, saying the culprits ofthese terrorist acts would be brought tothe book at all costs.

Nizami said the prime minister di-rected the law enforcement agencies tobeef up security and urged the provin-cial governments to keep a vigilant eyeon any suspicious activity and evolve amechanism to counter any such terroristact with iron hands.

The cabinet offered prayers for allthose martyred in Tuesday’s earthquakeand terrorist acts, Nizami added.

“The prime minister said the man-date of the caretaker government was toassist the ECP in conducting free, fairand transparent elections. He said thecaretaker government would act in a

non-partisan fashion and dissuade fromindulging in any kind of partisanship,”the minister said.

Nizami said the minister for waterand power briefed the cabinet on thecurrent energy situation and immediateand short-term steps being taken by theministry to ease out the current energycrisis.

These steps, he added, includedarrangement of additional financial sup-port from Ministry of Finance for fuelprocurement and allocation of gas topower plants that were non-operationaldue to less or non-availability of gas.

“These steps would result in easingout the current hours of power outagesto some extent,” Nizami said, addingthat the situation would improve furtherwhen generation from hydel sources in-creases with enhanced river flow.

The cabinet considered and ap-proved the public sector procurement ofwheat crop 2012-13. Based on the con-sultations with the provinces, 7.91 mil-lion tons of wheat would be procured

by provinces and PASSCO.He said the cabinet also reviewed

consumer price index and discussed thetrend of prices of essential commodi-ties. The cabinet was informed that of53 items, prices of 28 remained un-changed and prices of 10 items de-creased. The cabinet expressedsatisfaction over the decreasing trend inthe CPI.

The minister said the cabinet re-viewed status of implementation of cab-inet’s decision pertaining to NarcoticsControl Division. The cabinet was in-formed that 68 percent of the decisionstaken by the cabinet had been imple-mented and the remaining were in theprocess of implementation.

The cabinet, Nizami added, wasalso informed that Pakistan had signedMOUs with 29 countries on coopera-tion in narcotics control.

The minister for law and justicealso gave a presentation on interna-tional arbitration/litigation, the ministerconcluded.

An election tribunal on Wednesday accepted theappeal of Pakistan Muslim League–Nawaz(PML-N) leader Sheikh Waqas Akram, allowinghim to contest the upcoming elections from NA-89 Jhang IV constituency. However, sources toldPakistan Today that Akram would not becontesting in elections. However, his father, whohad been granted the ticket from PML-N, wouldbe contesting in his place from NA-89, againstAhle Sunnat Wal Jamat (ASWJ) chief AhmadLudhianvi. Akram had made this announcementin a large public gathering that even if he gotclearance for the election tribunal, his fatherwould remain the candidate for the constituency.Sources further told Pakistan Today that Akrammaintained that he would only contest in electionsonce the fake degree case was resolved. Earlier, areturning officer had rejected Akram’s papersafter his A-level certificate was declared fake.Akram was the former federal minister foreducation and training. Moreover, an election tribunaldisqualified Pakistan People’s Party (PPP)member Aslam Madhiana from contesting theupcoming elections. Madhiana’s nominationpapers were earlier rejected by a returning officerand the PPP leader had appealed against thedecision. Based in Sargodha, Madhiana hadintended to contest elections from PP-31. Govt asking mediabodies to refrainfrom coveringbanned outfits

The Ministry of Information and Broadcasting iswriting letters to the Pakistan Electronic MediaRegulatory Authority (PEMRA) and mediarepresentative bodies, asking the private media toavoid carrying the statements of banned outfits.“This ministry, however, is addressing a letter tothe All Pakistan Newspaper Society, Council ofPakistan Newspapers Editors, PakistanBroadcasters Association as well as PEMRA toadvise their respective private channels andnewspapers not to carry the statements of bannedoutfits’ spokespersons,” according to the concisestatement of the ministry submitted in theBalochistan High Court on Wednesday. Theconcise statement has been submitted by theMinistry of Information in compliance with theBHC’s April 9 judgement. According to thestatement, the ministry, in consultation with theElection Commission of Pakistan, had recentlyfinalised a code of conduct for the print andelectronic media as well as for the political partieswherein a ban had been imposed on hate literatureand its propagation which negatively impact thesocial and political order in Pakistan. In thisregard, PEMRA had specifically imposedfinancial penalties on a number of channels forviolating the terms and conditions of theirlicences, whereby they were supposed toobserve an acceptable code of conduct per therelevant law, the statement said.

An aftershock of magnitude six on the Richter scalejolted parts of Balochistan on Wednesday morning cre-ating fright and panic among the people.

According to details, an earthquake hit the MashkelTehsil of Washuk district of Balochistan located on thePak-Iran border. The tremor centered in Mashkil andnearby areas, with the main effect felt in Dalbandin,Nau Kundi, Noshki and other parts of the provincialcapital. A private TV channel quoted geographical ex-perts saying that the quake was 80 kilometers deep in-side earth crust. Rescue teams faced difficulty in theaffected areas due to the massive destruction.

It may be recalled that thirty-four people were killedand scores others were injured as powerful earthquake

measuring 7.9 on Richter scale had hit Mashkel Tehsilat the Pak-Iran border on Tuesday afternoon. Strongtremors were felt in different parts of Pakistan, Iran,India and the Gulf countries.

According to officials of the seismic centre, theTuesday’s earthquake was amongst the top three majorearthquakes in the area. The magnitude-wise deadliestearthquake hit the area in 1905 which was measured 8on the Richter scale. The federal government on Wednesdayappeared hesitant to proceed against for-mer president Pervez Musharraf during thehearing in the treason case against the for-mer army chief, as the attorney generalsaid the interim government’s prime re-sponsibility was to conduct free, fair andtransparent elections.

On the other hand, the former presi-dent succeeded in getting pre-arrest bailfrom the Lahore High Court RawalpindiBench in the Benazir Bhutto assassina-tion case against two surety bonds worthRs 500,000 each.

During the SC hearing, Attorney Gen-eral Irfan Qadir tried giving an oral sub-mission, but the court stopped him anddirected him to file a written reply.

According to the submitted stance, thecaretaker cabinet deliberated whether ithad a mandate in view of paucity of timein terms of its priorities, according towhich the foremost priority was to ensurefree and fair elections in the country.

“Whether preparation for a case ofhigh treason in the present circumstanceswould in any way adversely affect the im-

partiality of the caretakers, as viewed bypeople of Pakistan in general and politicalparties in particular… whether it would beproper to initiate any such proceedingsafter the holding of elections or beforethat, since the Ministry of Interior ispresently preoccupied in providing secu-rity to thousands of candidates of all overPakistan and their entire focus is presentlyon the forthcoming elections,” the govern-ment’s reply said.

The court in its order observed that thefederation prima facie appeared not takingany steps for forming a special court andto date had not authorised anyone for thepurpose to submit a complaint in writingunder Section 3 of High Treason (Punish-ment) Act 1973 against Musharraf.

Justice Jawwad S Khawaja said, “Wehave a joint objective and that is to respectthe rule of law and to protect the constitu-tion.” The two-member bench directed thesecretary of interior to submit relevantdocuments pertaining to the steps takenafter the Sindh High Court Bar Associa-tion judgement, the Senate’s unanimousresolution or after March 24, when formerpresident Musharraf landed in Pakistan.

During the course of the hearing, Bar-rister Salman Safdar, counsel for Mushar-raf said his client was involved in themurder case of former prime minister Be-nazir Bhutto on political basis.

“Musharraf was involved in the caseon the basis of a statement of Americanjournalist Mark Seigal, his statement wasnever cross-examined in any court of lawso it has no legal value,” Safdar said.

Justice Ali Baqir Najfi asked Mushar-raf’s lawyer, “Why did your client stayoutside the country for a long time?”

The lawyer said his client was facing

severe threats and had survived two sui-cide blasts and several other life attempts.

“Benazir Bhutto was assassinated inDecember 2007, while Musharraf left thecountry in April 2009,” Safdar said.

“The investigation of the case wastransferred to FIA in 2010, but the FIAcan only investigate the financial crimecases not murder and criminal cases,”the lawyer added.

The division bench granted an interimbail to Musharraf and directed him to ap-pear before the court on April 24.

Notice was also issued to the FIA, ask-ing it to submit a reply on the next date ofhearing. During Musharraf’s visit to theLHC Rawalpindi Bench, tight securityarrangements were put in place, still 400policemen and Rangers failed to save theAPML workers from being thrashed by agroup of lawyers.

When Musharraf left the court room,his party workers tried to raise slogans, butwere cut short by the lawyers of theRawalpindi District Bar and High CourtBar. Before Musharraf’s arrival, police ar-rested a suspect named Nisar and recov-ered a 30 bore pistol from his custody.

He was shifted to a police station forfurther investigation, officials said.

Having apparently been ousted from the elec-tion race, All Pakistan Muslim League (APML)chief and former president Pervez Musharrafhas decided to wage a legal battle against thereturning officers (ROs) of the Election Com-mission of Pakistan (ECP) for rejecting hisnomination papers in all constituencies.

The APML chief had filed nomination pa-pers from NA-32 Chitral, NA-48 Islamabad-I,NA-139 Kasur-II and NA 250-Karachi.

The ROs from all four constituencies re-jected his nomination papers over the same ob-jection that was that he had subverted theconstitution and had sacked the top judiciary ofthe country in 2007, and there did not fulfil thecriteria of articles 62 and 63. The APML chieffiled an appeal against the rejection of his nom-ination papers for NA 250 Karachi in the SindhHigh Court (SHC) Election Tribunal but thecourt rejected his appeal. Musharraf has nowdecided to move the SC. “The cases against theparty chief are pending before courts and he isyet to be announced a culprit,” APML Informa-tion Secretary Muhammad Ali Jaffery told Pak-istan Today on Wednesday. “APML chief Gen(r) Pervez Musharraf has decided to file an ap-peal in the SC against the rejection of his nom-ination papers by the ROs,” Jaffery verified.

He asked how the ROs could reject thenomination of the party chief on allegationswhich had not been confirmed so far.

A letter addressed to US PresidentBarack Obama has preliminarilytested positive for the deadly poisonricin, the Federal Bureau of Investi-gation said Wednesday.

In a statement, the FBI saidthe investigation into the lettersent to Obama and another sent toSenator Roger Wicker was ongo-ing, adding there was “no indica-tion of a connection” to theBoston Marathon bombings.

The FBI said additional testswould be carried out over the next24 to 48 hours to confirm the pres-ence of ricin.

At the US Capitol, sections oftwo Senate office buildings werebriefly cordoned off amid reports ofa suspicious package.

Bilal Soofi at the annual report launchingceremony of the Jinnah Institute onWednesday.

Addressing the participants, Soofisaid the issue of extremism was notregime specific but was rather statespecific and must be addressed as such.Muslim scholars must incorporatecontemporary debates in their teachingcurricula, he said while speaking as achief guest at the launching of thereport titled “Extremism Watch:Mapping Conflict Trends in Pakistan2011-2012”. The report maps incidents

of religious extremism over the last 15months and identifies violent and non-violent attacks on Sufi shrines andagainst Hazara other religiousminorities.

Jinnah Institute Director Raza Rumisaid that extremism was a long term trenddue to massive indoctrination donethrough textbooks, sermons and statepolicy. He said the issue of terrorismshould not be confused with extremism,though the two often overlap. Heexplained that the report recorded 379incidents of extremism from October2011 to December 2012, which showed67 percent increase over the previousyear’s recorded incidents.

He said the number of casualties inthe recording period was 559 while 718were injured across the country. He saidthe highest number of casualties tookplace in Balochistan where a wave of

violent sectarian attacks against the Shiacommunity caused the death of at least190 people. “Sectarian violence isresponsible for the highest death tollacross the country with 525 people killedthis year,” he added.

Marvi Sirmed said the Hindu lowcaste women were mistreated in thecountry. She said there was no family lawavailable that could protect thesewomenfolk and that it was impossible toprove whether a marriage or divorce hadtaken place. She said the state hadneglected their low status in society.

Security analyst Imtiaz Gul said thatmost political parties skirt around theissue of militancy but as a matter of factextremism is a manifestation of systemicfailures of the state institutions, whichinclude lack of rule of law.

He also said that extremism was notspecific to a particular geographic

location, adding that “If we do not standup to the challenge, then Pakistan willremain politically and socially isolated.”

TV anchor Dr Moeed Peerzada gavea historical overview of extremism inPakistan. He emphasized that secularpolity should be established in Pakistanthrough curricula reforms. He saidpolarization between the Pakistani eliteand religious right should end.

Maulana Amin Shaheedi of Majlis-e-Wahdat-e-Muslimeen said that therewas an urgent need for sectarianharmony in the country and violenceagainst the Shia community needed tobe checked. He further said that the civiland military institutions of the countryshould wake up to the dire situation andprotect all Pakistani citizens irrespectiveof their faith or creed.

The event was attended by hundredsof people from all walks of life.

‘Extremism: greatest challengeto Pakistan’s progress’

The 16 April earthquake was a starkreminder about the hazards and risks theearthquake-prone areas are facing, saysSaif Muhammad Hussain, an earthquakeengineer by profession.

Hussain, who is also USAID’sEarthquake Reconstruction andRecovery Program chief, says thatone of the main reasons forwidespread devastation and loss of

life during the 2005 earthquake wasthe lack of earthquake resistantstructural design and construction ofthe buildings.

While addressing an awarenessprogram in Islamabad, Hussain saidthat hundreds of thousands of liveshad been lost in recent decades inmany parts of the world due topoorly engineered and improperlyconstructed buildings in highseismic zones.

“Due to recurring earthquakes,comprehensive seismic building codes,guidelines and standards are followed inearthquake-prone areas of the world.There is no early warning system forearthquakes.

The only way to avoid loss of life

and infrastructure is to strictly followearthquake-resistant building codes suchas the 1997 Uniform Building Code(UBC), Hussain said.

Hussain informed the gatheringthat concrete walls, columns andbeams must have extra steel towithstand movement caused by theearthquake forces and floors androofs must be properly anchored tothe walls, beams and columns toprevent their collapse on theoccupants during an earthquake. Hefurther said that strict adherence tothe UBC codes in KP and AJ&Kwould enable buildings to withstandstrong earthquakes, preventcollapse, save lives, and avoidfinancial losses.

Markaz is in a deplorable condition and may get worseif the CDA does not undertake appropriate measures. Acemented cricket pitch has been put up on the hockey

ground and goal posts have been pulled out. Similarly,a football ground in Sector G-7/2 is being used bypeople for drying clothes rather than playing football.

Keeping in view the current state of affairs and inactionby the CDA, the Islamabad Hockey Association (IHA) andthe Islamabad Football Association (IFA) should take stepsto promote sports by preserving these grounds.

Talking on the issue, CDA Director Sports andCulture Malik Atta said the CDA chairman hadgiven them fresh directives to maintain the sportsgrounds in the federal capital. “I have requested the

CDA chairman to provide us with more staff formaintenance,” he said, adding that security guardswould be deployed in each ground for its safety.

Atta also vowed to remove the cemented cricket pitchfrom the hockey ground in G-7 Markaz.

When contacted IFA secretary Muhammad Zaman,he said the football ground in Sector G-7/2 is under ayouth football club but it is the CDA’s job to maintain thegrounds in the capital. “We can take notice of a groundonly when a club requests us to do so,” he said. The IHAsecretary was not available for a comment.

gained popularity and the

committee sent the proposal

to the United Nations

Educational, Scientific and

Cultural Organization

(UNESCO). The general

conference of UNESCO

passed the resolution in

November 1983 on this day.

Since then, the world

annually celebrates the

“International Monuments

and Sites Day” as “Word

Heritage Day” on April 18.

Monuments and sites can

only be protected with the

collective efforts of the

A powerful bomb exploded Wednesday nearthe office of a political party in the southern In-dian city of Bangalore, injuring at least 16 peo-ple, police said. The bomb was planted in amotorcycle parked about 100 meters (yards)from the office of the Bharatiya Janata Party inBangalore’s Malleshwaram neighborhood, saidLalrokhuma Pachau, director general of policein Karnataka state, of which Bangalore is thecapital. The injured were being treated atnearby hospitals, where doctors said the con-dition of two people was serious, Pachau said.

Ten of the injured were policemen whowere on duty near the party office, he said.

Scores of party supporters were in thebuilding at the time of the explosion, with elec-tions to the Karnataka assembly due to be held

early next month. Witnesses said the blast wasso powerful that nearby buildings shook andwindow panes were shattered.

Pachau said it was too early to say whatkind of explosive had been used or who wasresponsible for the blast.

“At this stage we cannot say what materialhas been used in the blast. Investigations aregoing on,” he said.

Police cordoned off the area and forensicexperts were gathering evidence from the blastsite. Three cars and several scooters werecharred in the blaze that followed the blast. Apolice bus parked nearby was also badly dam-aged. Malleshwaram is a residential area in theheart of Bangalore, India’s information tech-nology hub. Throngs of people crowdedaround the explosion site and police had topush them back to allow sniffer dogs and bombexperts to gather evidence.

PR E S E N T I N G a seven-point manifesto, the Pak-istan Muslim League-Quaid(PML-Q) leaders onWednesday vowed to curb

terrorism, educate all and manage energycrisis in a better way.

PML-Q leaders included MushahidHussain, Kamil Ali Agha and FarrukhKhan were speaking at a seminar onPMLQ manifesto.

The event organised by the SustainableDevelopment Policy Institute (SDPI) wassixth in series of seminars, planned to bringmanifestos of political parties into discus-sion and assess their impact on electoratesin run up to the general elections. MoazamBhatti of SDPI moderated the proceedings.

Giving introductory remarks, DrAbid Sulehri, executive director, SDPIexpressed his concerns over recent at-tacks on political parties, which he saidwere serious threat to democracy andcould jeopardise the whole electionprocess in the country.

Presenting salient features of mani-festo, Senator Mushahid Hussain identifiedextremism and terrorism as the most im-portant challenges facing Pakistan and pro-

posed to revise and redefine the ‘nationalsecurity’ paradigm. “Notion of national se-curity in today’s Pakistan has to includenon-military dimensions such as economy,energy, education, food security, parlia-ment, media, judiciary as key componentof national security,” he explained.

With a promise to combat extremismand eliminate terrorism, he proposed estab-lishment of ‘national security council’along with an effective ‘counterterrorismstrategy’ executed through lead organisa-tion based in Prime Minister Secretariat.He also underlined the need for enhancedcooperation and synchronisation of civiland military, centre and provinces andwithin various law enforcement agencies.

Citing Sri Lankan example, he said ex-tremism could be eliminated throughstrong political will, a broad national con-sensus, getting media onboard and supportfrom international community.

Briefing on party legacy, Hussain saidthat Quaid-e-Azam Muhammad Ali Jin-nah, Allama Muhammad Iqbal and Madar-e-Millat Fatima Jinnah “are our rolemodels and we will move forward fulfill-ing their mission”. He said the PMLQ as-pires to build a democratic Pakistanthrough a human rights agenda which is in-clusive and promotes a just, tolerant andpluralistic society.

He expressed concern over deteriorat-ing security situation during election cam-paign and said that they had requested theinterim government to hold a meeting withpolitical parties to ensure security of can-didates and voters during elections. ThePML-Q promised to provide free educationto all. The PML-Q senator also vowed toform a special parliamentary committee toaddress all legitimate interests and con-cerns of free media, including a compre-hensive insurance policy for journalists.

Talking about the policy on energy cri-

sis, Kamil Ali Agha said that energy crisishad surfaced due to mismanagement andcorruption. He said that additional 10 per-cent resources given to provinces in NFCaward should have been given to energysector to remove circular debt. Briefing onwomen’s empowerment, Farrukh Khan saidthe PMLQ had empowered women throughallocating 33 percent seats in parliament.She said that the party would establishwomen protection centres for the poor, agedand displaced women in all major cities.

Being true to his portfolio, Health Depart-ment Special Secretary Babar Hayat Tarrarhas been enjoying a “special” status ofbeing on a training course without relin-quishing the charge of such a crucial postin a department faced with so many chal-lenges, Pakistan Today has learnt.

Tarrar is a grade 19 DMG officer whois currently doing a staff college course forpromotion to the next grade. Officials ofthe Health Department revealed that thespecial secretary is not available for visi-tors during the office hours besides there isno time for him to come to work.

“Previously he used to sit on Satur-days but even that is no more the casesince the announcement of two holidaysin the province,” an official on the condi-tion of anonymity said.

Health Department shares thisstrange distinction with just a few otherdepartments for receiving hundreds ofapplicants and visitors everyday becauseit involves management of one of the

largest human resource in the province.Doctors, nurses, paramedics are only afraction of visitors coming to the depart-ment for one task or the other.

A senior official on the condition ofanonymity, however, revealed that the slotsof special secretaries were created in a fewdepartments to cope with the overwhelm-ing burden of work. Higher Education,Health and local government departmentswere given a special secretary to share theworkload with the secretary.

“The special secretary is almost as im-portant as the secretary and, in the HealthDepartment he is the one who shares al-most all responsibilities along with the sec-retary and his absence has caused a lot oftrouble,” the official added.

The recent outbreak of measles and theupcoming season of dengue are two greatchallenges that the Health Department andthe government faces.

Absence of officer on such a key slotputs things into jeopardy.

Besides disturbance in the routineoffice work, the trouble has passed on tovisitors as well, who coming from as far

as Rajanpur, have to return disappointedor made to wait for several days. Scoresof visitors, however, thought it was onlythe tip of the iceberg as only a monthhad passed from the three-month train-ing programme.

Interestingly, Tarrar has recently sur-vived the major bureaucratic reshuffle inPunjab despite being on Staff Collegetraining while many other officers relin-quished their charge.

Sources reveal that he is a close rela-tive of PML-N leader Afzal Tarrar—thereason he was not transferred besides beingallowed to continue staff college holdingsuch an important office.

Special Secretary Babar Hayat Tarrar saidthere was no prohibition in rules on hold-ing the office and taking staff college atthe same time.

“This has been the tradition in the civilservice and I’m not the only exception,”Tarrar said. He, however, admitted that hewas not taking visitors, but explained thatpublic dealing was not “important” in thedepartment because all work was happen-ing as per routine.

“I personally follow up on all files aftertraining time and work till late hours. I’malso holding meetings of important com-mittees and will participate in the donor’sand dengue conference in the near futureas well,” he added.

Caretaker Health Minister SaleemaHashmi said the problems in the healthdepartment needed to be fought on warfooting.

“One bureaucrat is not important forus, we need more doctors, more medi-cines and more facilities; one person doesnot make any difference, as the entireteam is dedicated in coping with thesechallenges,” she added.

A two-member SC bench led by Justice Jawwad SKhawaja took up the case for hearing onWednesday. NAB Prosecutor General KK Aghatold the SC that the UAE court had conductedhearing of Tauqir Sadiq case on April 15 and thecourt had given time until May 20 to theaccused Tauqir Sadiq for further preparation ofthe case. “The UAE court has not releasedSadiq. The NAB chairman has written a letter tocaretaker government seeking its cooperation toensure return of Tauqir Sadiq to the country.Reply to this letter has not been received,therefore, more time can be allowed,” Aghacontended. Justice Khawaja remarked,“Whatever is with you be filed in the court. Andwho went there [UAE]?” He further remarked,“We don’t want to make any interference in thecase.” “We want the government and NAB toaccelerate the pace of their efforts in this regard.The lawyers who have appeared there can tellthe details better.” The hearing of the case wasadjourned until May 23.

Woman burntin acid attack

A woman was scorched in an acid attack byher brother-in-law over a domestic disputelate Tuesday night in Faisalabad. Accordingto details, 40-year-old Saima Bibi, hailingfrom Fatehpur locality of the city, had adispute with her in-laws. Following a heatedexchange of words, a younger brother of herhusband hurled acid at her, seriously injuringher. The attacker immediately fled the scene.The scorched woman was rushed to CivilHospital Faisalabad where according tohospital sources her condition was critical.The police registered a case against theaccused and started raids to arrest him.

THE Securities and Ex-change Commission ofPakistan (SECP) finallyfiled a “criminal complaint”in a sessions’ court against

a group of 23 entities including brokeragehouses, investment companies and indi-viduals relating to renowned businessfamilies.

The apex regulator, in its criminalcomplaint number 242, has alleged ma-nipulation in listed shares of Azgard NineLimited (ANL) at Karachi Stock Ex-change (KSE).

The critics, however, have raised theireyebrows questioning as to what made theapex regulator take almost six “long”years in moving against irregularitieswhich were committed in April 2007.

The institutions accused in the com-plaint include JS Global Capital Limited,Jahangir Siddiqui and Company Limited,Jahangir Siddiqui & Sons Limited, Ja-

hangir Siddiqui Securities Services Lim-ited, JS Investment Limited and Aziz FidaHussain and Company Limited.

While the individuals nominated areSaad Saeed Farooqui, Mehboob AliKalyar, Muhammad Sadiq Patni, SyedNizam Shah, Humayun Shaikh, AliaSheraz Monoo, Amna Humayun Shaikh,Nasreen Shaikh, Ahmed Shaikh, Muham-mad Riaz, Muhammad Ijaz, Irfan Aziz,Saba Irfan Aziz, Zehra Nazim Aziz, Mo-hammad Iqbal and Muhammad MubashirHameed Dagia.

“This honorable court may be pleasedto take cognizance of the acts committedby the above named accused in terms ofsection 24 of the Securities and ExchangeOrdinance, 1969 whereby the share priceand volume of the ANL shares were arti-ficially increased through criminal manip-ulation in terms of section 17,” the SECPsubmitted in court.

Referring to KSE’s trading data, theSECP complaint said during 73 tradingsessions, taking place between April 2 andJuly 13, 2007, unusual hikes in trading

volume and price of ANL shares were no-ticed on the KSE screen.

During the period in review, theSECP said, the price of ANL stakes in-creased by 132 percent peaking at Rs 52.5per share on July 3, 2007 as against its av-erage price of Rs 22.85.

This resulted in the SECP forming atwo-member investigation team in No-vember 2007 to probe into the trading ofANL shares under section 21 of the rele-vant ordinance.

While the inquiry was underway, theregulator went on to inform the court, thevolume and share price of the ANL againmarked an “astonishing” surge.

During 96 trading sessions, rangingfrom November 29, 2007 to April 22,2008, the average trading volume peakedto 16.8 million shares (on Jan 18, 2008).In terms of price, the company’s sharesboosted by 168 percent to close at Rs 96.4on April 21 from Rs 36.6 of November28, 2007, the commission said in the com-plaint.

“The abnormal increase in price and

volume of the ANL share indicated ma-nipulation on the KSE trading terminal,”the SECP said.

Citing trading data at the client/UINlevel, the SECP said a “concentrated andconcerted buying and selling” was ob-served among clients of two brokeragehouses namely JS Global Capital andAziz Fida Hussain & Company Limited.

“These prohibited and manipulativetrading practices by the group membersimpacted both the volume as well as priceof the ANL share” during the two subjectperiods, the SECP prayed.

Besides its officials, the regulator hasnamed as witnesses on its behalf the man-agers of Faysal Bank, MCB, Saudi PakCommercial Bank, PICIC CommercialBank, JS bank, Bank Al-Habib and offi-cials of the Central Depositary Companyof Pakistan Limited, KSE and the Na-tional Clearing Company of PakistanLimited.

These witnesses, per the petition,would produce in court relevant recordand/or prove copies sent to the SECP.

The government has reshuffled almostthe entire top bureaucracy in the FederalBoard of Revenue, moving over a dozenGrade-21 officers in one go.

The notification of transfers andpostings of 14 Grade-21 officers and oneGrade-20 officer was issued on Wednes-day.

The changes at the top level in Is-lamabad and at regional tax offices cameonly a few days after the appointment ofAnsar Javed as FBR Chairman andShahid Hussain Jatoi as Member Admin-istration. The government has transferredMuhammad Raza Baqir, who was serv-ing as Member Inland Revenue Opera-tions, and posted him as ChiefCommissioner IR Regional Tax Office(RTO-II) Lahore.

Baqir had recently been appointedmember operations and took certain cor-rective administrative measures to boostdeclining tax revenues. In one of the

steps, he changed the mode of collectingsales tax on mobile phones from activa-tion stage, a method that became obso-lete a decade ago and is now causingrevenue slippages, to import stage.Though the move was not received well,particularly by cellphone dealers, it is ex-pected to generate annually Rs5 billionin taxes. The member inland revenue isresponsible for collection of income tax,sales tax and excise duty.

Mustafa Ashraf, who was serving asChief Commissioner RTO-II, has beenbrought back in FBR headquarters asMember IR Operations. He had servedas Member Audit and had restarted anaudit exercise, but it was again chal-lenged in the court.

The government has given addi-tional charge of Member Tax Policy toMuhammad Aqil Usman, who is alsoMember Legal. The post of MemberPolicy was created in September 2012 toaccommodate Asrar Raouf after retire-ment. However, Raouf’s contract was re-voked earlier this month. There are

divergent views in the FBR over separa-tion of policy and operational functionsof inland revenue as a majority want boththe functions should be under one head.

Riffat Shaheen Qazi has been ap-pointed Member Facilitation and Tax-payers Education (FATE) while herpredecessor Aftab Ahmad has beenposted as Chief Commissioner RTO,Rawalpindi.

Within days, the FBR has reversedits decision of appointing Ijaz HussainShah as member (without a portfolio)and appointed him as Director Generalof Directorate General of Intelligenceand Investigation IR.

Shaista Abbas, who was serving asDG Intelligence, has been transferredand posted as Chief Commissioner RTO-III, Karachi.

Sameera yasin, who was serving asDG of Directorate General of InternalAudit, has been transferred and posted asDG Directorate General of Training andResearch. Raana Ahmad, CommissionerIR RTO Rawalpindi, has been posted as

DG of Directorate General of InternalAudit.

Shafqat Mahmood has been postedas DG of CREST, Lahore, a project re-cently launched by former FBR chair-man Ali Arshad Hakeem to stop illegalsales tax refunds. Mahmood was earlierserving as Chief Commissioner RTO,Lahore.

Mian Saeed Iqbal, CommissionerRTO Islamabad, has been posted asChief Commissioner IR RTO Peshawar.

Chaudhry Safdar Hussain, MemberIR, has been posted as Chief Commis-sioner RTO Lahore and Abdul NasirButt, Chief Commissioner RTO-IIIKarachi, has been brought in the FBR asmember without specifying his post.

Qaisar Iqbal, the only Grade-20 of-ficer who was serving as FATE chief, hasbeen made Chief of Administration FBR.

The FBR also appointed RaanaSeerat as Project Director of Tax Admin-istration Reforms Project-II in prepara-tion to get another loan of $300 millionfrom the World Bank.

Earthquake damage

As tremors were felt across Pakistan, hundreds of houses in the Maskhail regionof Balochistan, 600 kilometres southwest of Quetta, were tumbling down likecards. The official count of the number of dead: 34 and counting. The official

toll of the damages: yet to be made. When an earthquake of around 7.8 on the Richterscale with its centre of origin in Iran shook up some of our desks and cutlery, the worstwas feared. It became a reality in the already deprived province of Balochistan, wherethe disenfranchisement of the people and the lack of an effective state apparatus,compound the scale of every natural tragedy. Unlike the 2005 earthquake in KhyberPakthunkhwa, there is no easy way to access the region, with a drive through theinsurgency-hit area likely to take at least two days.

Air drops are the best bet to getting aid and personnel into the region and flying outthe injured. The fact that four military helicopters were dispatched on Wednesdaymorning to evacuate the at least 20 critically injured from Mashkail to CombinedMilitary Hospital, Quetta is a good sign. The abandoned people of the Balochistanprovince need to be shown that the Pakistani state cares about them. With hundreds ofhouses completely destroyed by the powerful tremors generated by the quake and severalpeople still buried under the rubble, the continuing aftershocks, coming in at 6.0 on theRichter scale, left the people without any shelter on the street and full of fear onWednesday. The immediate needs are to be food items, station doctors in the area andprovide temporary shelters. There has been no indication of when the National DisasterManagement Authority shall dispatch such. Moreover, there is the larger question ofwhen will the affectees be resettled.

The important thing is to realize that resettlement must go ahead without waiting forthe US aid. While the US Secretary of State John Kerry has promised that “they standready to offer assistance in this difficult time,” it must be remembered that disaster reliefcontributed to a thaw in relations between the US and Iran, which accepted US personnelfollowing the huge Bam earthquake in 2003. Given the current state of disaffection withthe Pakistani state in Balochistan, perhaps this tragedy offers an opportune moment toextend a warm hand towards our Baloch brethren. But again it must be reiterated that itshould be less about show, and more about the actual substance of the aid extended. Withcaretaker Prime Minister Khoso having offered an olive branch to Baloch nationalists ina recent visit to Quetta, it is time that he delivered some substance. The question is: shallthe caretaker government realize the need to do more than issue condolences on thesuffering of the people of Balochistan?

THE TTP is zeroing in on three political parties. While the MQM and the ANPhave lost one candidate each, three belonging to the latter have sustainedinjuries in terrorist attacks. Dozens of ANP’s activists have died in the

unending TTP offensive against the party. Last week theANP candidate for NA-4Arbab Ayub Jan survived by the skin of his teeth, while on Wednesday it was the turnof Asfandyar Wali’s election campaign coordinator Farooq Khan. On Tuesday 17persons were killed when the TTP attacked the ANP candidate Haroon Bilour. Thesame day a grenade was thrown at the house of PPP’s nominee for NA-1 in Peshawar.In Balochistan at least four people died, including Sanaullah Zehri’s son, brother andnephew, when a blast targeted his convoy. Zehri was proceeding to attend an electionrelated gathering,

One simply fails to understand why the security provided to the leaders of thethree parties was withdrawn despite the threats to their lives. Asfasndyar Wali andSen. Zahid Khan have questioned the motive behind what he considers a studiednegligence. The ANP chief has called it a conspiracy against the party. The MQMsupremo has gone a step further. He maintains that this is a part of a well thought outplan to keep all liberal forces out of the assemblies and facilitate the right-wingextremists. Taking note of the militants’ sparing Punjab while making it increasinglydifficult to continue the election campaign in other provinces, he has asked whetherthose who matter wanted to hold elections only in Punjab or in the entire country. Hehas asked the ECP if it wanted Pakistan to be limited to Punjab only and if so otherprovinces would be forced to follow their own path according to their inclinations.Few would disagree that as far as Karachi is concerned the alliance that ruled Sindhwas itself responsible for the deterioration of law and order in the city. This is all themore true about the MQM which remained in power for 10 years straight. Thishowever cannot be argued against the ANP’s KP administration which fullysupported the campaign to establish the writ of the state in Swat and its leaders stoodup to the threats posed by the TTP for five years.

The ECP has thrown the ball into the caretakers’ court. The KP chief minister hasshifted the responsibility to the country’s political parties by issuing a call for theAPC. This amounts to abnegating his responsibilities as a caretaker CM. Unlessimmediate measures are taken, the parties under attack might be forced to demand thepostponement of the polls or worse still withdraw from the elections. This would callinto question the genuineness of the polls. There is a need under the circumstances forthe caretakers at the center and the provinces to take firm measures to ensure thesafety of all participants in the line of fire.

THE Awami National Party(ANP) campaign for the up-coming elections is goingalong the swaggering videostatements and escalated

bomb attacks by Taliban and nonchalantresponses by the other political parties es-pecially those who have been given clear-ance by the Taliban.

While I was penning these lines, an-other bomb attack has ripped a cornermeeting at Peshawar, killing fifteen in-cluding five policemen and injuringANP’s senior leader Ghulam AhmadBilour. The attack was followed by auda-cious statements by the ANP leadershipwith discontent over lack of security fromthe interim government and inevitable se-ries of condemnations by the politicalleadership.

The complaints about lack of securitywere responded by Musarrat Qadeem,spokesperson of the Khyber Pakhtunkhwagovernment, pointing towards the deathsof five policemen in the attack. Also aftersuch incidents there is a repeated argumentthat suicide attacks cannot be averted. Atthe end there is an all-pervading sense ofhelplessness among those at the receivingend who have been left in the lurch withthe state looking the other way.

A few months back, the news of a par-adigm shift in the military’s approach to-wards existential threats were proclaimedby different circles. While there washardly any new thing or fresh approach to-wards the forces held responsible for in-ternal threats, the internal threat narrativewas woven around militant factions hav-ing tacit support by the external forces.The new doctrine seems directed more to-wards the insurgency in Balochistan andthe resistance groups fighting the state andless concerned towards the terrorism fromideologically driven religio-fanatics oranti-minorities organizations. At least theaction or inaction towards the former andthe latter bears witness to this.

The military offensives against Tal-iban in Malakand and FATA have not ledto tapering off of their ability to commitviolence except for short intervals of tran-quility. The offensives against them were

primarily focused over military goals ofgaining control of the territories fromwhere Taliban were operating andachievement was measured through thenumber of casualties inflicted on the mil-itants (killing the foot soldiers and lowercadres mostly) and equipment destroyedor appropriated. But it failed to liquidatetheir organizational structure and networkof terror utilized by them for recruiting,funding, gathering information and plan-ning to attack various targets.

The TTP sought to seize territories tocreate space for them, replaced the erodedadministrative structures with one of theirown based on coercive measures and fa-cilitated training grounds to those re-cruited through their vast network of sisterJihadi groups across the country. Aftermilitary offensives against them, they lostabsolute hold of some territories but stillpossess the ability to disrupt military orcivilian control of larger territories withacts of terror and organized assaults. Theycommit deliberate violence against civil-ians in order to obtain religious and ideo-logical objectives. Thus achievementagainst them should have been measuredin terms of acquiring more secure atmos-phere for the civilians and preventing eco-nomic fallout of these offensives. Whenmeasured in these unconventional ways,these offensives did not deliver.

One may object that military liabilityis to deal with the violent aspects of ter-rorism only; responsibility to deal withother facets of the dilemma lies with otherorgans of the state and society as well.But, the problem with a military domi-nated state of Pakistan is, the whole nar-rative against terrorism revolves around itsperceived geostrategic goals. During thelast one year, it has been proven time andagain that most of the political parties andreligio-political pressure groups have

echoed security establishment’s stanceneeded at the domestic and internationallevel.

It is not needed to go into more detailbut a few instances can put some light onthis assumption. The Kerry-Lugar bill, thedebate post Osama bin Laden fiasco, uni-lateral calls for “giving peace a chance”,the outrage over Salala attacks, blockingand allowing NATO supplies, parliamen-tary resolutions, the religious decreeagainst terror attacks ‘exclusively’ in Pak-istani territory and response to the Mem-ogate scandal by the largest oppositionparty, personal interest of its leader MianNawaz Sharif, the matter dealt by superiorcourts and the media role in all these is-sues are few instances where various or-gans of the state and political players havesought to attune with the military estab-lishment and harmonized with their posi-tions on different occasions.

With an eye on the US withdrawalfrom Afghanistan, the days of confronta-tion with Pakistani Taliban seems to beover. Reconciliation is the new mantra tomend ties with the Taliban to get them asbackup forces for the Afghan Taliban.Pakistan is advocating a reasonable sharefor the Afghan Taliban in the upcomingpolitical settlement. The political ownersto the anti-Taliban; anti-militancy bidshave lost their significance. Security es-tablishment makes or breaks allianceswith different political parties and religio-political pressure groups regarding theirshort term and long term priorities and ob-jectives. It adopts or abandons allies – em-bracing them at a particular time andditching them when not needed.

ECP, thank you for tryingWe are grateful towards Election Commission of Pakistan

(ECP) for at least its - now aborted - attempt to stop political par-ties to vow voters in the name of religion and sects. On April 14,ECP announced that use of religion or sect as a tool to seek voteswould be considered as violation of election rules. Of course, theorder did not get the approval of the hundreds of religious-sec-tarian party candidates running for the upcoming national andprovincial assemblies elections. While it was ROs nominated bythe judiciary who approved these candidates as qualified for elec-tions but the overall responsibility lies with the ECP. After re-ceiving the expected harsh reaction from the same groups, theECP announced within 24 hours that it had not issued any suchdirective. Thank you ECP, at least you tried.

targeted attacks on politiciansIt is a matter of grave concern that violence on various po-

litical candidates continues unabated. The recent attack on theANP leadership must be condemned in no uncertain terms by alland sundry. Currently it is the ANP. The PPP and MQM have

also been openly threatened by militants, but other political par-ties must not assume they are safe. The attacks should be con-demned together. The road to elections seems to be gettingbloodier, but postponement will be even worse.

Who wants more IPPsThermal power plants are consuming 27,000 tons per day of

mostly imported oil for generating power at Rs16 per unit whichthe government is supplying to the consumers at Rs8 per unit, in-curring huge losses. Does it make sense for the PPP to say that hadBenazir’s energy policy not been reversed things would have beenmuch better? On the contrary, things would have been muchworse, we would have been importing and consuming more oiland producing expensive power and subsidising it. This propa-ganda by PPP is to cover up the faulty policy of putting all oureggs in the thermal basket. IPPs, at best, should have been a shortterm measure. If long term hydel projects had been initiated, wewould not be importing so much oil today. It is bad enough to pur-sue a faulty policy but it is even worse to praise it is to pull woolover people’s eyes.

Iran the Boston Marathon back in 1968, and, my feetcovered with blisters inside my Keds sneakers, draggedacross the finish line to meet my waiting uncle at a timeof about 3 hours and 40 minutes. It was close enough

to the time that the current bombing happened in this year’srace — about four hours from the starting gun — that had Ibeen running it this year, I might still been near enough to thefinish line to have heard the blasts.

That really brings home to me the horror of what just hap-pened.

At the same time, I’m reminded that back when I ran myBoston Marathon, which was only weeks after the VietCong’s bloody Tet Offensive, we didn’t give a thought to theidea of the Viet Cong bringing their war home to America.Now you have to at least wonder whether this bombing mightin some way have been linked to America’s various warsabroad.

We don’t at this point have a clue who was behind thisatrocity, but whether it was some foreign terrorist organiza-tion, a contingent of Taliban fighters seeking to bring theAfghan War to the US, or a domestic right-wing groupprotesting abortion, the income tax or the country’s “Kenyan”president, it should be a wake-up call to the nation that ourviolent national culture and our imperial pretensions willeventually reap us a whirlwind.

A country that goes around blowing up children inAfghanistan by the score, as happened last week in KundarProvince, Afghanistan, that claims for itself the right to killanyone, anywhere, if the president or his designees in the Pen-tagon and the CIA decide that person is a threat or an annoy-ance (and that is willing to kill lots of innocent bystanders,including women and kids, to do it), a country that encouragesits police to act like an occupying military force in their juris-dictions, breaking into homes in SWAT gear at dawn, pointingassault rifles in people’s faces, arresting people on trumped-up charges, such a country and its people at some point mustrealize that such behavior invites a violent response.

This time, it was apparently crudely made IEDs thatkilled three and tore the limbs from other people innocentlyparticipating in or watching a road race. Note, though, thatwe had never even heard of IEDs until Bush’s and Cheney’scriminal invasion of Iraq. Next time, it could just as easily bea home-made remotely piloted drone aircraft carrying a loadof TNT or some other deadly explosive.

The point is you reap what you sow. Violence begets vi-olence.

So America, the most violent country in the world today,lurches from one act of mayhem to another. It really matterslittle whether the slaughter is caused by a wack-job armedwith a few high-capacity-clip automatic pistols or a foreignor domestic terrorist armed with a couple of crude IEDs. Thevictims are just as dead or maimed either way.

We cannot hope to escape this kind of thing if we go onas we are going.

If the government responds to this latest tragedy by dou-bling down on its domestic spying campaign, by enhancingpolice powers, by stepping up its deadly global drone war,and by invading or meddling in more countries abroad, wecan expect more and more violent attacks aimed at killingAmericans here at home.

I’m especially contemplating the danger of blowback be-cause we learned here in Philadelphia only two weeks agothat the Pentagon has decided to set up a drone piloting basejust two miles from my house on the site of the mothballedWillow Grove Naval Air Station. None of the local pols whowere effusively praising the announcement, hailing it as a job-creating phenomenon, gave a thought to the reality that thiswas bringing the front line of the Afghan War to the suburbsof Philly, and that besides putting a bunch of killers in uni-form in our midst, it was putting a big bull’s eye right in asuburb full of civilians. (See my article about this in the latestissue of CounterPunch’s new monthly magazine.)

Clearly we need a new approach — one that relies on fos-tering international peace and cooperation, and that here athome seeks to rekindle some sense of community, and of rev-erence for the rights and freedoms that many people havedied for, but which have over last two decades been whittledaway until they are vestigial or barely recognizable.

Maybe too, we Americans could look at the latest carnagein Boston and recognize it as the very thing that our militaryhas been engaged in doing in our name in places like Iraq andAfghanistan — right down to the deliberate and sick timingof a second bomb to blow up people who are coming to theaid of victims of the first bomb, which is the wretched MOof the US bombing and drone strike campaigns along theAfghanistan/Pakistan border.

I’m disgusted by the attack on the Boston Marathon, andwhoever did it is truly twisted, but no less twisted are the Pen-tagon officers and who planned the attack that killed those 10children in Kundar, or the president who ordered the levelingof the Iraqi city of Fallujah. We Americans are far too selec-tive in our sense of horror and outrage.

It all makes me sick. I’m going out for a run.

A violent act again in a violent nation

THANKS to the march of democracy uponPakistan, we have been blessed with twoconsecutive parliaments that have com-pleted their tenures. One of them was a

dictator’s parliament and is hence ineligible for anysorts of records, while the other marked the successfulreturn to “proper democracy” that was envisioned byour sage political leaders. But is the current politicalprocess truly democratic? The answer, unfortunately,is that the best revenge need not be truly democratic.Just democratic enough to tick all the relevant boxes!

Face it. Over the past two decades, only one oftwo major political parties has held power: the con-glomerated acronyms of the Pakistan People’s Partyand the various karmic incarnations of the PakistanMuslim League. This is not to say that they are theonly two parties worth voting for in the country, noris it a reflection on the quality of their “leadership”. Itjust means that they have the most effective election-eering infrastructure and they were the most broad-based of the available crop.

To be honest, I have nothing against the PakistanTehreek-e-Imran. Right before the 2002 elections, Iremember a PTV crew approached me and a fewfriends and asked us who we would vote for. Withoutmissing a beat, I remember saying, “Imran Khan, ofcourse”. Today, I look back on that naïve remark andwonder, why not?

Truth be told, I will never really forgive the PTIfor boycotting the 2008 general elections, becausethen, that uber-annoying slogan that all PTI-wallahsstuff down your throats today would’ve been off thetable. I am, of course, referring to the, “Give us achance, we’re still untested and untainted” mantra. Itwould’ve been far better for democracy had Imran andhis allies jumped into the fray on the 18th of February,2008 and hoped for the best. The greatest political tragedy of our country is thatthe democratic process was never allowed to continue,democracy was not allowed to nurture leaders. Today,politics is a kin-based and bankrolled affair. The inde-pendents, by and large, do not stand a chance. Oppor-tunists such as Shah Mehmood Qureshi and others whoseek to caucus with the winning party post-polling,rather than contest on one predetermined platform, aredoing exactly what I would’ve thought they would. The18th Amendment was a masterstroke of exclusionarypolitics and the anti-horse trading stipulation will side-line and expose the selfish streak in many-a politician.Our people, however, fail to see through the façade.

Anecdotally, I have heard from many observersthat those who have no sustained access to media,mainstream, social or otherwise, are far more in-formed in their political decisions. I would have to

agree. Politics is a constituency-to-constituency game.There is no such thing as national politics, exceptmaybe at the center. Of course, you need leaders witha national vision to run the country, but the processthey must follow to rise to the top must be one that isentrenched in – not divorced from – local politics atthe grass-roots. The man at the constituency level un-derstands this; the social media pundit from Islamabadis still struggling with the concept.

All manner of terrorists, ruffians, thieves, murder-ers, pillagers and assorted psychopaths are celebratingelection season. you should too. Not because you havea death wish, but because you don’t. Stay home forfear of death and you’ll rue your life for the next fiveyears. you may end up ruing it anyway, but at least ifyou vote – and that too for a candidate of your choos-ing, you’ll be able to sleep better at night. The objec-tive of all detractors, no matter what their methods, isto stall, delay or guillotine the electoral process. Themore they attack, the more their desperation shows.The only way to defeat them is to stand up to them.We cannot cower at home while these scumbags runamok. The show must go on.

The 72nd Birth anniversary of famous Pakistani tradi-tional qawwal Aziz Mian was observed on Wednesday.

Aziz Mian, one of the more traditional Pakistaniqawwals, was born as Abdul Aziz on April 17, 1942 inDelhi, British India. The exclamation “Mian”, which heoften used in his qawwalis, became part of his stagename.

At the age of ten, he began learning the art of qawwaliunder the tutelage of Ustad Abdul Wahid Khan. He re-ceived sixteen years of training at the Data Ganj BakshSchool of Lahore, and obtained a degree in Urdu litera-ture from the University of Punjab, Lahore.

Aziz Mian was the only prominent qawwal who usedto write his own lyrics.

For his service in philosophy and music, the gov-ernment of Pakistan awarded him the Pride of Per-formance medal in 1989. He was fond ofdiscussing religious and sufi paradoxes in hisqawwalis.

He often directly addressed Allahand complained about the misery ofman. In addition to his own poetry,Aziz Mian performed poetry by AllamaIqbal, and a number of contemporaryUrdu poets, including Sadiq and Qa-teel Shifai.

Aziz Mian died from complica-tions of hepatitis on December 6,

2000. He is buried in Multanin the graveyard of Nau BaharShah.

neW delhi: The Indian Supreme Court on Wednesday gave

Bollywood actor Sanjay Dutt a month’s time before going back to jail for

possessing arms supplied by plotters of the deadly 1993 Mumbai blasts. Dutt

was sentenced to five years in jail for possession of illegal weapons in the long-

running case linked to the 1993 Mumbai bombings. He will have to serve over three

years of the sentence as he has already spent 18 months in prison. Earlier on Monday,

Dutt had pleaded before the court to keep the punishment in abeyance until the

governor decided on a pardon. Moreover, Dutt had appealed that he wanted some time

to complete his shoots before serving the jail term. The court had previously said that

Dutt should be jailed by April 18. In an emotional press conference last month, the

Toyota’s global sales of gasoline-electrichybrid vehicles have surpassed 5 millionin a milestone for a technology that wasinitially greeted with scepticism.

The Japanese automaker, whichsaid on Wednesday it had sold 5.125million hybrid vehicles as of the end ofMarch, started selling the Prius, theworld’s first mass produced hybrid pas-senger car, in 1997.

Gas-electric hybrids deliver fuel ef-ficiency by switching back and forthbetween a gasoline engine and electricmotor depending on speed and otherdriving conditions, and recharges as ittravels. “What an achievement for thistechnology to have grown this wide-spread,” said Vice Chairman TakeshiUchiyamada, known as “the father ofthe Prius” for having led the team thatdeveloped the hit model.

“I believe there is a lot more roomfor this technology to grow,” he told re-porters at Toyota’s Tokyo office on

Wednesday.Toyota’s hybrid vehicles now ac-

count for 14 per cent of its global salesand 40 per cent of its sales in Japan.Toyota Motor Corp. sells 19 hybrid pas-senger car models and one plug-in hy-brid, and is promising 18 new hybridsfrom now through December 2015.

Mr. Uchiyamada recalled that ex-pectations had been low for the hybridto catch on. The production plan hadcalled for barely 1,000 cars a month, hesaid, and he had to beg to raise it to thatfrom 300 a month.

But when the Prius was announced,people were flocking to dealers in Japanto place their orders. And there wasn’teven a sample model to check out yetin the showrooms.

It depends on the length of the book.Right now we offer two sizes of poster, sowe offer the 24×36” and 18×24” and the24×36” poster can fit about 75,000 words.One thing we’re aiming to release later thisyear is something like a series of postersfor really long books such as Moby Dickor Origin of the Species. One thing thatwe’ve done in the past is print some extra

large posters, 36×54” which actually fit allof Moby Dick – and we are considering towhether to go down that route or offer two24×36” posters that you could hang nextto each other. What we found is that be-cause most customers aren’t interested inreading the entire book from start to finish,for the most part, the priority seems to befinding a size that will work at home andfinding a design that speaks to you. It is acombination of utility – of actually havingthe complete text on there – and the aes-thetics of the product itself.How do you create the images?

We work with artists from all over theworld. At this point we’ve worked with

close to 30 artists. We have a list of titlesthat we’re interested in offering and we giveeach artist that list and let them choose.

We want them to create illustrationsfor books that they feel passionate aboutand the feedback we’ve received this end

is that it is one of the artists’ favorite proj-ects because it lets them go back and thinkabout a book they may not have read sincehigh school or college. They pass us thedesigns without text, just with the raw col-ors and then we actually have proprietarysoftware that can turn those images intolithographs. I feel the most effective de-signs are the ones that use the negativespace to bring out the image and the otherbenefit of that is that we have more spacefor the text if we are using the bulk of theposter for that.What books have you made into

posters or t-shirts so far?

We have released our 88th poster andwe also list the next nine coming up so weare nearly at 100 posters and at the mo-ment we just have six of them that we’vemade into t-shirts. Those six were funded

through a Kickstarter campaignduring the holidays last

year. What we are work-ing on now is comingup with a similar sys-tem that we have forthe posters in order to

have a consistent re-lease schedule for new t-

shirt designs. We’ve releasedtwo new posters a week since last April sowe’ve been on an extremely aggressiveschedule with the posters. With the t-shirts,

it is just not possible to move that quickly,it is a really complicated process, we actu-ally have to order hundreds of t-shirts atonce to be able to print, so we are workingon it but it is most likely going to be amonthly release schedule for the t-shirtsstarting sometime this summer. The otherproduct we are releasing within the nextfew weeks is a tote bag and I think we aregoing to launch with between 6 and 10 totebags and we’re going to aim to release onenew tote bag every week.What other products are you

going to make?

We’ve had requests for shower curtainsso it is likely that will be the next product welook at but I see the tote bags, t-shirts andposters forming our core product line. Wework with fantastic local printers and theyare always looking to innovate. For onething, we are going to begin printing on can-vas for the posters as well as acrylic poten-tially. It isn’t that easy to find a material thatworks for this design because anytime youintroduce any texture to the material it makesit really difficult to read the text. For the totebags we needed to find a material that wasdurable enough to hold 100-200 lb of booksbut also simple enough in its texture that thewords were legible. SALMAN Butt andMohammad Asif have losttheir appeals to the Court ofArbitration for Sport over

bans handed down for spot-fixing. TheInternational Cricket Council bannedButt for 10 years, with five suspended,and Asif for seven years, with twosuspended, for their role in the spot-fixing scandal that also involvedteam-mate Mohammad Amir.

The 28-year-old Butt was named asthe orchestrator of a plot to bowldeliberate no-balls in the Lord's Testagainst England in 2010, with Asif andAmir the men who delivered them.

Lawyers for Butt say the Court ofArbitration for Sport has dismissed hisappeal to get the ban overturned.

A statement released by FaraniJavid Taylor Solicitors says they “willcontinue to explore other avenues toappeal Mr. Butt's case to help himresume his professional cricket careerimmediately.”

Amer Rahman, who representedButt during his appeal, said Butt is“bitterly disappointed” with thedecision.

A Court of Arbitration for Sportstatement read: "The Court ofArbitration for Sport (CAS) has

dismissed the appeals filed by thePakistani cricket players MohammadAsif and Salman Butt against thedecisions taken by the InternationalCricket Council Tribunal on 5 February2011 in which Mr Asif received sevenyears ineligibility (two suspended) andMr Butt ten years (five suspended)following an investigation into spot-fixing in relation to "no balls" bowledduring a Test Match played in Londonin 2010."

A statement said: "The CAS Panelfound that there was no evidenceadvanced by Mr Asif which clearlyexculpated him and that hissubmissions did not break the chain ofcircumstantial evidence or in any wayundermine the reasoning contained in

the ICC's Tribunal's decision."In regard to Butt, the CAS statement

said: "The CAS panel was notpersuaded that the sanction imposed bythe ICC Tribunal was disproportionate,nor that any of the mitigating factorsadvanced by Mr Butt qualified asexceptional circumstances."

Several news agencies, includingSky Sports and the BBC, quoted apress release issued by Butt's lawyersas saying he was "bitterlydisappointed" with the CAS decisionbut would continue to fight to clear hisname.

Butt, Asif and Mohammad Amirhad been found guilty at SouthwarkCrown Court in November 2011, oncharges of conspiracy to cheat and

conspiracy to accept corrupt paymentsover deliberate no-balls bowled duringthe Lord's Test between Pakistan andEngland in August 2010.

Amir, the third player to be caughtin the News of the World sting, decidednot to appeal against the five-year ICCban against him.

The ban does not permit the playersto take part in any official match -international, domestic or club - untilat least September 2015.

All three players served time. Buttserved seven months of a 30-monthprison sentence, Asif was releasedfrom Canterbury Prison in Kent onJune 3 2012 after he served half of ayear-long sentence while Amir spentthree months in a young offenders'institution after admitting his charge ata pre-trial hearing.

Pakistan Cricket Board Chairman ZakaAshraf has presented a copy of the PCBconstitution to the President of theInternational Cricket Council (ICC), AlanIsaac, in Dubai during the ICC Boardmeeting.

The said constitution has repealed the2007 PCB constitution; is compliant withthe ICC’s charter document; conforms tothe requirement of ICC with regard toIndependence of the Boards andprevention of undue interference bygovernments in cricket administration inmember countries.

On the occasion, Zaka said: “It hasbeen a long, consultative and thoughtfulexercise, and included input fromstakeholders including ICC. I amdelighted that in the end, we have beensuccessful in delivering a constitution thatis in compliance with the ICC’srequirement and will be beneficial forcricket in Pakistan in the long run.”

“The completion of his extremelyimportant task also reflects ourcommitment as a responsible Member ofthe ICC. PCB will continue to take allnecessary steps which are in the bestinterest of our Great Sport.”

Alan Isaac, President ICC whilecongratulating the PCB said: “I mustcompliment Zaka Ashraf, his team andthe Government of Pakistan for their

Officialsources said the PCB had devised a strategy toavoid any scandal or controversy during theupcoming tough tour. "The decision came afterseeing the history of our team's tours toEngland. Whenever our team went on tour, theplayers were dragged into some controversyby the media," the sources said. Pakistan willstart their tour to England on May 17 where itwill play two One-day International matcheseach against Scotland and Ireland beforeparticipating in the eight-nation ICCChampions Trophy scheduled to start on June7. The main job of the undercover observerswill be to watch the players' activities insideand outside the hotel and at grounds.According to the sources, the PCB has alsofinalised a list of rules and regulations for thetour and all the players will have to sign on aspecific agreement. Under the agreement, astrict observation will be on the usage of phoneand Internet by the players during their officialstay in England. SPORTS DESK: Salman Butt, the former Pakistancaptain, has accepted that he will now have to serve therest of his ICC ban after his appeal to the Court ofArbitration for Sport (CAS) was rejected although heremains determined to resume his career in little morethan two years. "I have already served two years andeight months and after another two years and fourmonths and I can still play," Butt told reporters at ModelTown Green Ground in Lahore, the place where he startedplaying cricket. Wearing a black polo shirt and blue jeans,he looked far more confident than in his previous publicappearance when he returned home after serving sevenmonths in prison. "I want to play cricket and getting theappeal was the only hope," he said. "I wasn't more than50 percent sure that the decision would come in myfavour, but still there was a hope that I would be able toreduce my ban but now there is no way other thancompleting rest of my ban." Butt was given a 10-year banfor his part in the 2010 spot-fixing controversy, five yearsof which were suspended on condition that, throughoutthat period, he commits no further breach of the ICC codeand that he participates, under the auspices of the

Pakistan Cricket Board, in a programme of anti-corruptioneducation. However, while Butt "accepted the ban" he todiscuss any wrongdoing and shunned away any questionsabout admitted his part in spot-fixing. "I am here to talkabout rejected appeal and not the case," he insisted. The International Cricket Council haswelcomed the decision of the Court ofArbitration for Sport that rejected the appealagainst the 10-year ban file by former Pakistancaptain Salman Butt and seven-year ban byMohamamd Asif. ICC Chief Executive DavidRichardson following the decision of the Courtof Arbitration for Sport (CAS) that rejectedappeals by Salman Butt and Mohammad Asifagainst the decisions of the independent Anti-Corruption Tribunal, which had been imposedunder the ICC’s Anti-Corruption Code inFebruary 2011, said: “The ICC notes andwelcomes the decisions of the CAS as theyvindicate and confirm the processes andprocedures followed by the ICC over the pastcouple of years in respect of this important,sensitive and high-profile matter. “Thedecisions strengthen our resolve to alwaysremain vigilant and keep the game clean at allcost, whilst continuing to educate the playersabout the threats and ways to combat thechallenges faced by our sport.” Butt’s appealwas limited to challenging the sanction only,whilst Asif challenged both liability andsanction. In both cases, the appeals weredismissed in their entirety. The ICC will nowreview the detailed judgement before makingany further comments. The independent anti-corruption tribunal, chaired by Michael Beloff,QC, had found Salman Butt, Amir and Asifguilty of charges relating to spot-fixing at theLord’s Test match between England andPakistan in August 2010. In addition, SalmanButt was also found guilty of breaching theICC Anti-Corruption Code by failing to reportan approach made to him by Mazhar Majeedto engage in corrupt activity during The OvalTest match earlier in the same month.

through dialogue with those who are aimingto cause confusion with their time to timeannouncements and actions,’ he added.

‘Our doors are open to everyone but wewill not tolerate any illegal action orformation of parallel provincial Olympicassociation as recently announced in Sindh,’said Gen Arif. He said IOC is hand in handwith POA on every affair pertaining to POAwhich is up-dating the world body on everyissue arising in Pakistan sports. To aquestion the POA President made it clearthat the interim committee has no legalauthority or a mandate to send teams abroadas announced by it few days ago that itwould be sending Pak contingent to IslamicGames Indonesia.

‘First of all the Interim committeeis not aware that these games havebeen postponed and its fresh dateswill be announced in due course oftime, secondly no country is going toaccept or to allow the participation ofa illegal contingent which is notapproved by the POA,’ he added. finalised the strength Pak contingent for theIslamic Games and theaccreditation process of playersand officials have beencompleted. He termed therecent decisions of theinterim committee as ‘pressure tactics ‘to causeconfusion and to keeppressure under POAwhich was not bothered bysuch methods. national games by the interim committee inIslamabad in June is another illegal

Zimbabwe had their backs to the wall forthe first half of the day, only for theircaptain Brendan Taylor to lead a fightbackwith his third Test century. It was animpressive knock from Taylor and, giventhe circumstances leading up to the match,his unbeaten 105 may be one of the bestknocks by a Zimbabwean batsman in recenttimes. Taylor reached his century off exactly200 balls, with one of his signature shots,flaying the ball through cover off the frontfoot. He remained unbeaten on 105 off 211balls at stumps, with Elton Chigumbura atthe other end on 6. Taylor survived adropped catch off Enamul on 35, whenShahriar Nafees couldn't hold on to a toughchance at long-on. It was Taylor's onlylapse of concentration and it was perhaps

the costliest of the three dropped catches onthe day. ICC allocates$422,000 forafghanistanLAHORE: With an aim to develop morecompetitive teams among its full, associate/affiliate members, the International CricketCouncil (ICC) has allocated $422,000 forthe Afghanistan Cricket Board (ACB) fromthe its Targeted Assistance and PerformanceProgramme (TAPP). Under the 'Ufone-PCB king of speed',program the trials of fast bowlers for theround-1 held in Abbottabad and Quettahere on Wednesday. These trials are partof the MoU signed between Ufone andPCB earlier this month to hunt and trainthe best raw talent in fast bowling.

Ameer Hamza and Usman Khanwere the lucky ones, who got selectedafter the trials in Abbottabad with topspeed of 134km/h and 131km/h. M.Ismailand Saizullah selected from Quetta withthe top speed of 134 km/h and 132km/h.

After the selection in round-1, theyhave qualified for the 2nd round of trials,which is scheduled to be held on Sunday21, 2013 in National Stadium, Karachiand Gaddafi Stadium, Lahore. Trials forround-1 for the rest cities are scheduledon 18th April in AJK (Mirpur) and finally

on April 20th in Lahore. A total of 20selected fast bowlers from the round-1will join the round-2 of trial. The Ufone-PCB ‘King of Speed’ trials for emergingyoung fast bowlers have been completed

After the completion of both rounds,the three selected players (via wild card)will join Wasim Akram along with otherbowlers from the Pakistan National teamin the camp to be hosted in Karachi.

Trial camps are being set up in 10cities from across Pakistan over 5-7 daysand any bowler with a bowling speed of145 kmph or more will be selected. Toreward upcoming talent participating inthe camp, there will be a grand prize ofRs. One Million for the bowler whoachieves the bowling speed of above 145kmph. In case of multiple participantsachieving this speed, the winner will beselected through another round or amountto be equally shared.
