Part 1- Introduction

1.1 Company:-

Quetta Electric Supply Company (QESCO) is a Public Limited Utility Company.

established in 1998 under Companies Ordinance 1984 and is responsible for distribution of

Electric Power within its territorial jurisdiction and presently serving approximately over 0.5

Million Customers (Domestic. Commercial, Agricultural, Industrial and others) in the thirty

districts of Balochistan.

1.2 Project Management Unit (PMU)

To effectively plan, execute and monitor the project loan No 2972 Power Distribution

Enhancement Investment Program (Tranche III), a Project Management Unit (PMU) has

been established under General Manager (Development) comprising of four sections i.e.

Planning Scheduling & Coordination, Procurement. Project Finance and Environment &

Social Safeguard along with Project Director (GSC).

1.3 Detail of Project

Existing conditions of the QESCO power distribution and transmission system are

inadequate to meet rapidly growing demand for electrical power. To cope with this situation,

the existing power infrastructure has to be improved and upgraded. The overall contribution

of power infrastructure requires institutional arrangements, capacity building that support

strategic management of the sector, planning and management of investments. This

Project is to help increase the efficiency, reliability, and quality of electricity Power in terms

of the overall technical and commercial losses reduction, continuous availability and the

improved voltage profile of electricity

The basic information of the loan No. 2972 is here as under:-

1.4 Location of the Project:-

1. Construction of 132 KV double circuit transmission line with length of 267 Km

form Loralai 220KV Grid station to Muslim Bagh-Khanozai & Psihin-Yaru-Quetta Industrial

Grid Stations. The T/L will pass from four (04) districts of Baluchistan i.e. Loralai, Killa

Saifullah, Pishin and Quetta.

2. Construction of 132 KV double circuit transmission line with the length of 209

Km from Khuzdar 220 KV Grid station to Surab & Kalat-Mangochar-Mastung Grid Stations.

The T/L will pass from four (03) districts of Baluchistan i.e. Khuzdar, Kalat and Mastung

1.5 Objectives of the Project

QESCO through GOP has undergone a Project Financing agreement with Asian

Development Bank for:

• Strengthening the capacity of Power Distribution and Transmission networks

• To meet the increasing electricity demand in the selected areas more efficiently

• To upgrade the existing power infrastructure.

1.6 Construction activities and project progress during previous 6 months of

v) Environmental Impact Assessment (EIA) report of the sub projects has been submitted

to Balochistan Environmental Protection Agency (BEPA) vide letter No. G.M(Dev)/ QESCO/

PMU/E&S/944-47 dated 22-05-2014 (Annex-A). BEPA is reviewing the report and has

issued a confirmation letter under Schedule-IV to review the report vide letter No. DG

(EPA)/5138/2014 dated 02/10/2014 (Annex-B).

1.7 Scope of Work

There are 02 Nos. of QESCO Turnkey sub projects that include;

1. Procurment of Plant, Design, Supply and installation of 132 KV

double circuit transmission lines on ACSR Rail Conductor (267

KM). along with associated (14 Nos.) line bays from Loralai-

Muslim Bagh-Khanozai & Pishin-Yaru-Quetta Industrial Grid

stations.

2. Procurment of Plant, Design, Supply and installation of 132 KV

double circuit transmission lines on ACSR Rail Conductor (209

KM), along with associated (10 Nos.) line bays from Khuzdar-

Surab & Kalat-Mangochar-Mastung Grid stations.

1.8 Physical Status of Sub Projects Tranche-Ill

Physical work has not been started yet. However, finalizing of root survey is under

process.

1.9 Changes in Project Organization and Environmental Management Team

Up to date organization chart is attached as Annex-C

1.10 Relationships with Contractors, Owner, lenders etc.

Project is at initial stage and design of final rout survey is under process. However.

at initial stage, the relationship between contractors. owners and lenders is found excellent.

No dispute reported during the said period of time.

Part II Social Safeguard Monitoring

2.1 Social Monitoring

2.1.1 Appointment of (E&S) Officers

Environmental and Social officers have been appointed within effective date but

Deputy Manager (E&S) yet to be appointed. However, the post of Deputy Manager (E&S)

has been upgraded as Manager (E&S) vide letter No.CEO/QESCO/D.G

(HR&Admn)/43951-75 dated 20-08-2014 (Annex-D). Manager from Civil Engineering is

working on the post of Manager (E&S).

2.1.2 Monitoring

Physical work has not been started yet. And final rout survey is under process.

2.2 Land Acquisition and Resettlement

No land has been acquired for the sub projects of T-III. Most of proposed rout for

transmission lines is hilly, barren and uncultivated. No physical or economic displacement

is involved in T-III sub projects. However, trees/crop compensation may involve at small

scale.

Part III Social Safeguard Management

3.1 LARP

LARPs of Tranche-Ill sub projects have been prepared for the construction of two

(02) transmission lines. The prepared LARPs have been approved by Asian Development

Bank (ADB) and concerned authority. LARPs of both sub projects are translated in Urdu

and have been uploaded at QESCO's website within due course of time. LARPs have also

been forwarded to the concerned quarters for disclosure at site vide letter No.

PMU/QESCO/CE/(Dev)/Tramche-3/12156-64 dated 26-11-2012 (Annex-E). After

finalization of rout/tower spotting, the LARPs will be updated and communicated

accordingly.

3.2 Site Inspection and Audits:-

Project is at initial stage and final rout survey is under process. As the result of site

inspection and audits no Social issue has been observed yet. However, with continuous

site inspection and audits if any social issue/ problem will arise that will be communicated

immediately.

3.3 Non Compliances Notices:-

All the project activities are as per contract document and non compliance has not

been observed yet, if so that will be incorporated accordingly.

3.4 Issues Covered:-

No any social issue has been reported / observed yet. However, the tree or crop

compensation might be involved. So tree / crop compensation has been considered and

incorporated in LARP.

3.5 Corrective action Plans:-

Land Acquisition & Resettlement Plan (LARP) is involved in Tranche-Ill sub projects.

The project is at initial stage and corrective action plan will be carried out in updated LARP.

3.6 Consultation and Complaints:-

As the result of consultation with stakeholders none of complaint has been observed during

the said period.
