PMB work at Sarakata, Luganville, Santo, Vanuatu Bishop Terry and I met in Luganville on Wednesday 6 April. Bp Terry had flown from Honiara to Luganville via Port Vila. I had flown from Canberra to Brisbane, then direct to Luganville. On arrival at the Sarakata parish, we found the boxes of archives piled on a pallet in a room that is no longer

used. The room did not have power, however the Melanesian Brothers helped us to move some furniture to create a temporary work space and hook up power from the main hall with a long extension cord across the main courtyard. Bp Terry and I began to sort through the boxes, mostly from the 1980s onwards, and organise the papers under headings, including Synods, Diocesan Council, Mothers’ Union, Parishes, Banks and Torres Diocese etc., before we put them on the shelves. Church of Melanesia, Diocese of Vanuatu Archives on

our arrival. The archives, having been moved several times and were quite disorganised and dirty. It was hot and humid work and at lunch time I bought a paintbrush to brush the dirt off the papers as well as some old t-shirts from the op-shop to wear whilst undertaking the dirty work! Bp Terry and I worked solidly on the Diocese of Vanuatu archives over the next six days. I began microfilming on the third day. There were frequent heavy downpours of rain and the sky became extremely dark. After the rain, the full sun came out and it was a different day with bright blue skies. As you can see in the picture above there were no curtains on the louver windows, so I frequently had to adjust the light settings using the dimmer when the weather changed.

We discovered more Bp. Rawcliffe correspondence from 1952-1982, which will be added as a supplementary reel (reel 9) to PMB 1333 CHURCH OF MELANESIA, Diocese of Vanuatu, Bishop Derek Rawcliffe Papers, Santo, 1949-1980. I filmed additional papers of Bp Tevi, mainly lecture notes from his time at the Pacific Theological College (1967-1973) and correspondence (1979-1992) that will be supplementary reels (reels 2-4) to PMB 1344 CHURCH OF MELANESIA, Diocese of Vanuatu, Bishop Harry Tevi Papers, Santo, 1979-1992. I also filmed additional diocesan papers, including the Synod papers, Diocesan Council papers, the Trust Board, Godden Memorial Hospital, the Mother’s Union, Port Patteson Land/Goodwill Training Centre in the Banks Islands and ‘M.V.Waikoe’ which will be added as supplementary reels (reels 4-6) to PMB 1334 CHURCH OF MELANESIA, Diocese of Vanuatu, Diocesan Papers, Santo, 1909-1995. Reels 1-6.

There are approximately 28 boxes of archives of the Diocese of Vanuatu, COM, that still need to be sorted and microfilmed. These boxes are now held at the COM Provincial Headquarters in Luganville, Santo. Most of the papers from both the Bishops and the DOV Admin papers from the 1980s have now been sorted and microfilmed. Some othe remaining boxes have been sorted into subject headings relating to the Bishop (Tavoa) and other DO

f

V subjects.

I estimate that there is approximately 2 weeks of sorting and microfilming work for the PMB on the Church Of Melanesia, Diocese of Vanuatu archives. Bishop Terry may return to Santo in August this year for a Higher Education meeting and may get time to sort through some of the boxes. The tasks that need to be completed in relation to these archives include:

Open and sort the unopened boxes into appropriate DOV subject headings.

Sort by chronological date, all of the papers within each subject heading and remove staples in preparation for microfilming.

Microfilm the papers.

Bp Ligo, the current Bishop of the Diocese of Vanuatu kindly invited us to dinner with his family one evening and thanked Bp Terry and the PMB for our work on the Diocese of Vanuatu archives.

Bp Terry said that he will most likely return to Canada at the end of 2012, when his current extension of contract as the “Church Of Melanesia archivist” expires. In addition to the 2 more weeks of work in Santo, Vanuatu, there are more Church of Melanesia archives to be microfilmed by the PMB in Honiara.

The completion of the Diocese of Vanuatu archives should be a priority for the PMB before Bp Terry retires at the end of 2012. TheCOM archives in Honiara are less urgent as Bp Terry is sorting and preparing these papemicrofilming in a clear and coherent manner. Bp. Ligo (centre) with his wife and daughter and

Bp Terry and I stayed at the Bamboo Garden Motel which was simple, but adequate. It was conveniently located, directly opposite the Luganville market where we bought delicious fresh fruit and vegetables such as bananas ($1.10 per bunch!), avocados, passionfruit and pomplemousse, and within 10 minutes walking distance to the archives at Sarakata parish.

Bp Terry and I travelled from Santo to Port Vila on the afternoon of 11 April on a small twin otter aeroplane. It was a clear day and the view of the northern islands of Vanuatu from the small plane were spectacular. On arrival in Port Vila the airport attendants noticed that the back luggage door had been open the entire trip! Luckily, no luggage had fallen out and, most importantly, all of our equipment was in tact. The following morning Bp Terry and I caught a plane from Port Vila to Honiara.

YWCA

On Wednesday 13 April, I was met by the friendly faces of staff I had met in January, at the Solomon Islands National Archives, who kindly agreed to allow me to use one of their upstairs rooms for microfilming. I visited the YWCA offices and picked up the remaining folders (1987-2009) of YWCA archives that needed to be microfilmed. I filmed these YWCA archives as the following:

PMB 1360 YWCA, Solomon Islands, Administrative records, 1975-2009. Reels 3 and 4. (Available for reference.)

The YWCA is planning to write a history of their operations and have asked the Bureau to supply them with a digital copy of the microfilms of their YWCA archives. I am in the process of editing the master negatives of the microfilm and will arrange the supply of a digital copy of PMB 1360 to the YWCA. Alice Iwebu, General Secretary of YWCA and Kylie Moloney in the garden of the YWCA hostel, Honiara.

Bishop Patteson Theological College Student Theses I had planned to visit the Bishop Patteson Theological College at Kohimarama, West Guadalcanal, to continue the copying of the student theses, however on Thursday 14 April, I got news that their generator was broken and there was no power as they were waiting on a spare part from Australia to fix the generator. Lucy Tarasa, the Librarian at Bishop Patteson Theological College kindly ferried in boxes of the theses in the BPTC truck each day so that I could continue with this work. I employed Lucy on one of the days to assist with listing the theses.

I microfilmed: PMB 1361 BISHOP PATTESON THEOLOGICAL COLLEGE, Theses for the Diploma in Theology, Bachelor of Theology, and other staff papers, Kohimarama, Solomon Islands, 1970-2010. Reels 4-7. Some of the theses included illustrations such as those ones below by Joses Helonge “Ulawa traditional sacrifice” (1980).

Illustrations from the theses on “Ulawa traditional sacrifice” by Joses Helongo (1980). I have filmed up to theses item 106 (1994) and now have approximately another 200 theses to film to complete this job, which I estimate will take approximately 16 days of work. As this is such a large job, I expect we will release films 1-7 in the 2011 Member Release and complete the remainder of the work over the next few years, gradually releasing the microfilms to members as they are completed. Current situation at SINA

Whilst I was at the Solomon Islands National Archives, Julian Chonigolo participated in a PARBICA teleconference about the upcoming PARBICA conference in Samoa. Julian and I proposed that we run a joint workshop on “Reading room and reference services at a National Archive” at the Samoa conference in August.

Julian gave me a copy of the Act governing the Solomon Islands National Archive. She is still unsure as to what copying access she can give to the Bureau. Next time I visit Honiara, Julian and I will jointly write to the Minister of Home Affairs and will arrange to meet with the Archives Advisory Committee (which includes the Permanent Secretary for the Ministry of Home Affairs, the Permanent Secretary of the Ministry of Education and Training, the Director of the National Museum, the Archivist and three other members appointed by the Minister) to explain the work of the Pacific Manuscripts Bureau and to ask for permission to copy some of the rare and vulnerable archives currently held in the National Archives of the Solomon Islands. Archives staff said to me that they can easily identify archive items that could be prioritized for preservation copying. In undertaking these negotiations, it will be important to explain to the SINA and the Archives Advisory Committee that the copies that the PMB will make of the archives will only be distributed to the PMB Member Libraries and the PMB will not make any profit from the copying and distribution of the titles.

Note: Whilst on fieldwork in Honiara in July 2007, Ewan wrote to the Minister of Education to ask for permission to copy BSIP Provincial Newsletters at the Solomon Islands National Archive. His letter received no response.

Other meetings

In Honiara I met with Anna Craven, an ethnographer who used to work at the Solomon Islands National Museum in the 1970s. Anna introduced me to Tony Heorake, the new Director of the National Museum. We visited the library where they have a large collection of old photographs and slides. Tony suggested that the PMB may be interested in copying the minutes of Museum board meetings and a newsletter called “Taem bifo”. The Bureau has since been given a copy of The Journal of the Solomon Islands Museum Association,vol.1-5 (1972-1977) which we will copy.

I was to meet with Charles Sisimia who is the grandson of Zebulon Sisimia, the founder of the Remnant Church, one of the independent churches in the Solomon Islands. Charles has the papers of his father, Wesley Sisimia, who died last year and who wrote on the history of the Remnant Church. Bp Terry and I tried to arrange a meeting with Charles, however he said that the papers were not yet organized and he would prefer if we visited him on our next trip.

General comments

Working in two different countries for one week each was okay, but I think in future I would be more productive if I spent two weeks minimum in a country. Being in a country for only one week meant that I had to quickly settle in and work fast as there was limited time at each place.

The weight of the camera and equipment meant that I had to pay excess luggage fees on all flights, except one from Santo to Port Vila. However, until we have a secure archive repository to store PMB digital files and deliver them to our PMB Member Libraries, it is best to continue using microfilm.

Future work for PMB in Vanuatu and the Solomon Islands

1) Continue to list and copy documents in the Anglican Church of Melanesia archive in Vanuatu (approximately 2 weeks) and the Solomon Islands (ongoing).

2) Microfilming some of Bp. Terry’s selected papers in Honiara, Solomon Islands.

3) Continue to copy the student theses at Bp. Patteson Theological College (1979-2010) (approximately 2 weeks work).

4) Charles Sisimia who is the grandson of Zebulon Sisimia, the founder of the Remnant Church, one of the independent churches in the Solomon Islands.

5) List and copy minutes and newsletters from local SI NGOs: Solomon Islands Development Trust, and Red Cross. Girl Guides and Scout Associations.

6) Possibly copying the Campbell family papers on Makira.

7) Papers and records of the Honiara Council of Women (1990-2006), Contact: Jocelyn Lai (c/o YWCA).

8) Jocelyn Lai has also collected women’s stories and rememberances from the ethnic tension period for a book she is hoping to publish. She has stories and photographs which may be worth copying. Contact: Jocelyn Lai (c/o YWCA).

9) Dr.John Rohan has a strong personal collection of SIDT and early NGO material in the Solomon Islands. He was the founder of SIDT.

10) Monique Porras (owner of Lime Lounge café), is the daughter of Keithie Saunders and a family member who owns several businesses in the Solomons including the BJS Company. Keithie Saunders is a well known figure in Honiara whose family came after the war to start the Bahai faith and businesses in Honiara. Keithie is currently editing the biography of her parents.

11) The head of the Methodist and Uniting Churches are based at Munda. The Methodist church was operated out of New Zealand by the Joint Board for Overseas Mission, Wellington Street, Auckland 1, New Zealand. The PMB has copied many of the records relating to the SI

6

Page 7: PACIFIC MANUSCRIPTS BUREAUasiapacific.anu.edu.au/pambu/docs/11AprSantoSols.pdf · National Museum in the 1970s. Anna introduced me to Tony Heorake, the new Director of the National

12) Personal papers of John Saunana and Jully Makini (poets).

PMB and PARBICA related work

1) Investigate funding opportunities for strengthening the SINA especially through the building of an extension to house Government Records. Note: no SI Government Records have been deposited at the SI National Archives since 1998 (?) due to storage shortages. It would be good if PARBICA (with support from other key stakeholders) could write a letter, possibly to large AusAID funding programs such as the AusAID Pacific Leadership program or the RAMSI Accountability program to fund the extension. There is a thirteen year backlog of Government records which still reside at the individual ministries. Bernard Rizu (Records Management Officer) has been training ministerial staff in how to use the PARBICA Good Governance Toolkit and it has been well received. However, as the extension to the SINA archive storage area has not yet been built, the Ministries continue to retain all of their own records. A consultant undertook a review of the SINA storage area and produced a plan and design for the SINA extension, however the recommendations for a SI $2 million (AU $285,714) extension were too expensive and nothing has been done.

2) Conduct a workshop on reading room services, access and copyright policies at the PARBICA conference in August 2011.

DRAFT BOX LIST

CHURCH OF MELANESIA, Diocese of Vanuatu, Diocesan Papers at abandoned HQ offices, Sarakata, Luganville, Santo, July 2009.

Revised, March 2010, April 2011 (KM).

There are approximately 28 boxes of archives of the DOV, COM, that still need to be sorted and microfilmed. These boxes are held at the COM Provincial Headquarters in Luganville, Santo. Most of the papers from both the Bishops and the DOV Admin papers from the 1980s have now been sorted and microfilmed.

Some of the remaining boxes have been sorted into subject headings relating to the Bishop (Tavoa) and the DOV topic.

DOV boxes with a strike through (eg. DOV/17) have been opened, sorted, and have been microfilmed.

Remaining work (April 2011)

I think there is approximately 2 weeks of sorting and microfilming work for the PMB on the DOV COM archives. Bishop Terry may return to Santo in August this year for a Higher Education meeting and may get time to sort through some more boxes.

The boxes that have not yet been opened need to be opened and sorted into the appropriate subject heading.

All of the papers within each subject heading then need to be sorted by chronological date order.

Then the papers can be microfilmed.

Bishop Terry mentioned that he will most likely return to Canada at the end of 2012, when his current extension of contract as the “COM archivist” expires. In addition the 2 more weeks work in Santo, there is more COM material to be microfilmed by the PMB in Honiara. This material has already been sorted by Terry and is ready for microfilming (staples removed) and then archiving.
