    1C8 Regulation and Rates

    APPLICABILITY: This optional experimental schedule applies to electric service to customers for whomSchedule E-1 applies and who have a currently registered Motor Vehicle, as defined bythe California Motor Vehicle Code, which is: 1) a battery electric vehicle (BEV) or plug-inhybrid electric vehicle (PHEV) recharged via a recharging outlet at the customerspremises; or, 2) a natural gas vehicle (NGV) refueled via a home refueling appliance(HRA) at the customers premises. This schedule is not available to customers with aconventional, charge sustaining (battery recharged solely from the vehicles on-boardgenerator) hybrid electric vehicle (HEV). Low speed electric vehicles and electricallypowered motorcycles, as defined by the California Motor Vehicle Code, are not eligiblefor this rate option. This schedule is optional for customers where a NGV has beenpurchased or leased, and a home refueling appliance (HRA) has been installed at thecustomers premises for the sole purpose of compressing natural gas for use as a motor-vehicle fuel and gas service is provided by PG&E under optional residential gasSchedule G1-NGV Residential Natural Gas Service For Compression On CustomersPremises orSchedule GL1-NGV Residential CARE Program Natural Gas Service For

    Compression on Customers Premises. Service under this schedule is provided at thesole option of PG&E and based upon the availability of metering equipment andcustomer infrastructure improvements necessary for charging or fueling.

    Schedule E-9 remains open until the effective date of the new Schedule EV. Thereafter,Schedule E-9 is closed to new customers. Schedule E-9 will be eliminated on the laterof the date of a decision in Phase 2 of PG&Es 2014 General Rate Case, or December31, 2014. At that time, all Schedule E-9 customers will be migrated to an otherwiseavailable rate schedule.

    The provisions of Schedule SStandby Service Special Conditions 1 through 6 shallalso apply to customers whose premises are regularly supplied in part (but not in whole)by electric energy from a nonutility source of supply. These customers will pay monthlyreservation charges as specified under Section 1 of Schedule S, in addition to allapplicable Schedule E-9 charges. See Special Condition 9 of this rate schedule forexemptions to standby charges.

    Depending on the manner in which customers will fuel their vehicle, one of the followingrates will apply:

    Rate A: Applies to all applicable customers unless they qualify for and chooseRate B.

    Rate B: Applies to all applicable customers with a separately metered BEV or PHEV,recharging outlet or NGV home refueling appliance.

    Ongoing daily Time-of-Use (TOU) meter charges applicable to customers taking serviceunder this rate schedule will no longer be applied if the customer has a SmartMeterinstalled.

    3. TIME PERIODS: Times of the year and times of the day are defined as follows:

    Summer (service from May 1 through October 31):

    Peak: 2:00 p.m. to 9:00 p.m. Monday through Friday.

    Partial-Peak: 7:00 a.m. to 2:00 p.m. AND 9:00 p.m. to 12:00 midnight Mondaythrough Friday, plus 5:00 p.m. to 9:00 p.m. Saturday and Sunday.

    Off-Peak: All other hours.

    Winter (service from November 1 through April 30):

    Partial-Peak: 7:00 a.m. to 12:00 midnight Monday through Friday, and 5:00 p.m.to 9:00 p.m. Saturday and Sunday.

    Off-Peak: All other hours.

    DAYLIGHT SAVING TIME ADJUSTMENT: The time periods shown above willbegin and end one hour later for the period between the second Sunday in Marchand the first Sunday in April, and for the period between the last Sunday in Octoberand the first Sunday in November.

    4. ALL-ELECTRIC QUANTITIES (Code H): All-electric quantities are applicable toservice to customers with permanently installed electric heating as the primary heatsource. All-electric quantities are also applicable to service to customers of recordas of November 15, 1984, to whom the former Code W (Basic plus Water Heating)lifeline allowance was applicable on May 15, 1984, and who thereafter maintaincontinuous service at the same location under this schedule.

    If more than one electric meter services a residential dwelling unit, the all-electricquantities, if applicable, will be allocated only to the primary meter.

    5. SEASONAL CHANGES: The summer season is May 1 through October 31 andthe winter season is November 1 through April 30. When billing includes use inboth the summer and winter periods, charges will be prorated based upon thenumber of days in each period. The baseline credit will be calculated by multiplyingthe applicable daily baseline quantity and rates for each season by the number ofdays in each season for the billing period.

    6. ADDITIONAL METERS: If a residential dwelling unit is served by more than oneelectric meter, the customer must designate which meter is the primary meter andwhich is (are) the additional meter(s). Only the basic baseline quantities or basicplus medical allowances, if applicable, will be available for the additional meter(s).

    7. BILLING: A customers bill is calculated based on the option applicable to the

    7. BILLING (Contd.): Bundled Service Customers receive supply and delivery servicessolely from PG&E. The customers bill is based on the Total Rates set forth above.

    Transitional Bundled Service Customers take transitional bundled service asprescribed in Rules 22.1 and 23.1, or take bundled service prior to the end of the six(6) month advance notice period required to elect bundled portfolio service as prescribedin Rules 22.1 and 23.1. These customers shall pay charges for transmission,transmission rate adjustments, reliability services, distribution, conservation incentiveadjustment, nuclear decommissioning, public purpose programs, New SystemGeneration Charges

    8. SOLAR GENERATION FACILITIES EXEMPTION: Customers who utilize solargenerating facilities which are less than or equal to one megawatt to serve load andwho do not sell power or make more than incidental export of power into PG&Espower grid and who have not elected service under Schedule NEM, will be exemptfrom paying the otherwise applicable standby reservation charges.

    9. DISTRIBUTED ENERGY RESOURCES EXEMPTION: Any customer under atime-of-use rate schedule using electric generation technology that meets thecriteria as defined in Electric Rule 1 for Distributed Energy Resources is exemptfrom the otherwise applicable standby reservation charges. Customers qualifyingfor this exemption shall be subject to the following requirements. Customersqualifying for an exemption from standby charges under Public Utilities (PU) CodeSections 353.1 and 353.3, as described above, must take service on a time-of-use(TOU) schedule in order to receive this exemption until a real-time pricing program,

    as described in PU Code 353.3, is made available. Once available, customersqualifying for the standby charge exemption must participate in the real-timeprogram referred to above. Qualification for and receipt of this distributed energyresources exemption does not exempt the customer from metering chargesapplicable to time-of-use (TOU) and real-time pricing, or exempt the customer fromreasonable interconnection charges, non-bypassable charges as required inPreliminary Statement BB - Competition Transition Charge Responsibility for AllCustomers and CTC Procurement, or obligations determined by the Commission toresult from participation in the purchase of power through the CaliforniaDepartment of Water Resources, as provided in PU Code Section 353.7.

    10. DWR BOND CHARGE: The Department of Water Resources (DWR) BondCharge was imposed by California Public Utilities Commission Decision 02-10-063,as modified by Decision 02-12-082, and is property of DWR for all purposes underCalifornia law. The Bond Charge applies to all retail sales, excluding CARE andMedical Baseline sales. The DWR Bond Charge (where applicable) is included incustomers total billed amounts.
