P25 Radio System Project Review
• Background • Request submitted to the BOS in October 2014, for new 2-way radio system for Public Safety
• Justification: • Existing radio system technology was old and becoming obsolete. • Coverage, specifically the portable coverage was poor (~31% area of operations). • Unsecure (un-encrypted) • Limited feature functionality to meet the needs and demands for first responders • Concern for officer safety
• Proposal: • Upgrade entire system from analog to digital using latest technologies • Add more radio sites to improve coverage • Add encryption • Add additional feature/functionality including multi-band operations, GPS, & Over the Air Programming • Provide coverage for 90% Area of Operations

• PCSO, Kelvin, San Tan, Superior, Pinal Peak, Mammoth, Mt Lemmon, Red Rock, Casa Grande Mt, RT84 & Sacaton Mt.
• PCSO site; primary site, Pinal County owned. • Pinal Peak; existing site, National Forest Service lease. • Mammoth and Superior; brand new sites with new tower and building. Both new property leases. • Mt Lemmon and Red Rock; co-location in existing DPS sites, IGA. • Kelvin, San Tan, Casa Grande, RT84 and Sacaton existing tower sites, 3rd party lease agreements.
• Install new RF Radio equipment and Microwave equipment • Site and Network configuration for county-wide coverage • Install and program new dual-band radios; 300 mobile and 300 portable • Upgrade Dispatch Console (keeping old VHF system operational) • System and Network Testing

Ongoing System Expense/Maintenance Costs
No additional funding for system maintenance or upgrades for 6-years. • (1) Year Warranty – after system cutover and final acceptance • (5) Year Post Warranty Support Services
• System and Network Monitoring – Motorola Managed Services • System and Network Onsite Response – Includes Equipment Repair and Service costs • Preventive Maintenance
• (6) Year System Upgrade Agreement, SUA – Every two years there will be upgrades to any/all software, hardware and implementation services, including new releases or patches, issued by Motorola that would improve and update the system.

• Complete the site build at the new Superior/RCM site. • Install new radios, ~ 300 Mobile and ~300 Portable 2-way radio units. • Upgrade DISPATCH CONSOLES to new radio system • Final testing and ‘burn-in’ period – system sign-off
• System turn-up schedule for January 2018. • Post project review and completion, 1st Qtr 2018
