Despite copious  rain,  the  areaunder  vegetables,  cotton  andmaize cultivation is expected tofall sharply in this kharif seasondue  to  sharp  drop  in  realisa­tions. 

Weak domestic and interna­tional  demand  has  exertedpressure  on  cotton  and  maizeprices, while price of vegetableshas  dropped  sharply  due  totransport  restrictions  amidbumper supply. 

However,  early  onset  andgood distribution of the South­West  monsoon  has  paved  theway for a robust kharif output.As on August 21, rains were 7 percent above the long­period aver­age. 

Good  spatial  and  temporaldistribution has prompted sow­ing across crops in most states,as per Crisil Research analysis of25  key  agriculture  commodit­

ies. Kharif sowing is expected toincrease 2­3 per cent to 109 mil­lion hectares this year. The areaunder paddy cultivation is alsoset to increase because of bothrains and reverse migration oflabour to the eastern and south­ern states, it said. 

Dharmakirti Joshi, Chief Eco­nomist, Crisil, said though lackof  adequate  rain  in  Rajasthanwas a concern till early August,good rainfall recentlyhas mitig­ated the risk substantially. 

Boost to profitsFarm profi��t per hectare for fi��eldand horticulture crops is expec­ted to increase 3­5 per cent dur­ing this kharif season, suppor­ted  by  higher  acreage,improved productivity and risein  minimum  support  price,said the research report. 

Adequate  water  availabilityfor critical growth stages is alsoexpected to increase productiv­ity  by  2­3  per  cent  over  a  lowbase of 2019, it said. 

Kharif  output  could  rise  5­6per  cent,  putting  pressure  onthe prices of various commodit­

ies. However, government sup­port  to  paddy  procurement(the most critical crop in termsof  farm  income),  incrementalsowing  of  more  remunerativecrops and improved productiv­ity will boost profi��tability at anaggregate level. 

Hetal Gandhi, Director, CrisilResearch, said the eastern statescould see highest profi��t growthdue  to  lower  base  while  thesouthern  and  western  stateswill bear the brunt of lower cot­ton and maize prices. 

The  northern  region  will  bemost profi��table this kharif ow­ing  to  a  favourable  crop  mixand  higher  government  pro­curement.

Farmer  producer  organisations(FPOs) from diff��erent States havestarted  approaching  the  UnionFinance  Minister  to  seek  exemp­tion from minimum alternate tax(MAT).

A fi��ve­year  tax  holiday,  startedin  2018  for  FPOs,  provided  themcomplete  income  tax  relief;  butthe law requires them to pay MATinstead.

In the 2018 Budget, the then Fin­ance Minister Arun Jaitley had an­nounced 100 per cent income taxdeductions for these farmer bod­ies for a fi��ve­year period to providethem a level playing fi��eld in com­peting  with  the  private  sectorwhile  ensuring  better  agricul­tural prices to farmers.

Recently, several FPOs reportedreceiving tax notices from the In­come Tax department for failingto  pay  MAT.  The  FPOs  had  com­pleted  fi��ling  of  income  tax  re­turns for fi��scal 2018­19 and 2019­20with  “Nil”  tax  payable,  believingthat  they  were  exempted  fromtax.

But  it  is  learnt  that  the  I­T de­partment has issued notices to alarge  number  of  FPOs  across  In­dia, and in certain cases has alsobegun investigation for a possibletax evasion.

‘Coordination issues’Kuldeep Solanki, Chief ExecutiveOffi��cer of Gujpro, a consortium ofFPOs in Gujarat, stated that whilethere were no doubts on the gov­ernment’s  intention  to  providelevel­playing fi��eld to the FPOs, “itlooks like a lack of coordinationbetween the policy intent and thepractice.  We  have  spoken  to  Na­tional Association of FPOs to raiseit  at  the  highest  level  ingovernment.”

“This  is  a  genuine  concern  ofthe FPOs, because without an ac­tual  tax  relief,  it  is  diffi��cult  forthem  to  compete  with  privateplayers, who come with expertiseand resources. FPOs are new to thegame and their objective is diff��er­ent from plain profi��t motive. They

have to ensure higher incomes forfarmers  too,”  said  Solanki.  MATwas created under the direct taxlaws,  specifi��cally  to  bring  the‘zero­tax  paying  companies’  un­der the income tax net. Its object­ive is to collect minimum tax fromsuch companies, which claim ex­emptions  or  deductions  undervarious provisions of the IncomeTax Act and generate some reven­ues for the government.

Lack of clarityIn  Karnataka,  Farmers  ProducerCompany’s  Federation,  a  State­level consortium of FPOs, has writ­ten a letter to the Finance MinisterNirmala Sitharaman seeking dir­ections to the concerned authorit­ies in the Income Tax departmentsto  extend  MAT  benefi��ts  to  theFPOs.

Kurubur  Shanthakumar,  theChief Convenor of the Federationwrote in the letter dated August 17,2020: “However, we are asked topay  MAT  at  19.5  per  cent.  As  youknow the income tax is 22 per centand it amounts to eff��ect where in,we  are  required  to  pay  19.5  percent MAT.... This clause negates thebenefi��t that you wanted to give toFPOs  being  a  farmer­centricorganisation.”

Chartered  accountants  associ­ated with FPOs believe that a con­fusion may have been caused dueto lack of clarity in the Finance Billon  MAT  applicability  on  FPOs.“The Finance Department shouldhave made an insertion in the Fin­ance  Bill  with  regard  to  MAT,clearly stating that it will not beapplicable to the producer com­panies. But there is no such men­tion. Therefore, system doesn’t re­cognise it and generates a queryat the assessment level. The assess­ing offi��cer has to go by the book,”one accountant said.

With stagnant yields, rising costof production and resistance inpink  bollworm,  India  now  canlook back at the desi cotton vari­eties, experts say.

At  a  webinar  on‘Bt  cotton  –  Mythsand Reality’ held onMonday, Keshav Kr­anthi,  who  is  cur­rently with Interna­tional  CottonAdvisory  Commit­tee  (ICAC),  said  Bt­hybrid technology has not beenproviding any tangible benefi��tsto the cotton farmers.

Bt cotton supposedly helpedin  the  reduction  of  insecticideuse. But the use of insecticidesonly went up as pink bollwormdeveloped  resistance  to  thetechnology.

“Cotton yields are the lowestin the world in Maharashtra, forexample,  despite  being  satur­ated  with  Bt  hybrids  andhighest  usage  of  fertilisers,”Kranti said.

“Cotton  yields  rank  36th  inthe  world  and  have  been  stag­nant in the past 15 years. Insect­icide usage has been constantly

increasing after 2005 despite anincrease  in  area  under  Bt­cot­ton,” he said.

The  webinar  was  organisedby the Centre for Sustainable Ag­riculture.  Peter  Kenmore,

former  FAO  Rep­resentative  in  In­dia,  said  that  Btcotton  is  an  age­ing  pest  controltechnology.

“It  follows  thesame  path  worndown  by  genera­tions  of  insect­

icide molecules. Corporate andpublic policy actors then claimyield  increases,  but  deliver  nomore than temporary pest sup­pression, secondary pest releaseand pest resistance,” he said. 

Andrew Paul Gutierrez, a cot­ton systems ecologists, pointedout that India could have easilylearnt  from  the  mistakes  thathappened  in  California  in  the1960s  and  70s,  where  the  pestoutbreak  was  mainly  insect­icide­induced. 

“The long season Bt cotton in­troduced in India was incorpor­ated  into  hybrids  that  trappedfarmers into biotech and insect­icide treadmills,” he said.

Higher acreageFarmers  in  Karnataka,  wheremoong is a major kharif pulsescrop, have planted the bean onabout 3.85 lakh hectares, about50 per cent higher than the pre­vious  year.  Similarly,  in  Maha­rashtra,  the  area  under  moonghas  gone  up  by  19  per  cent  to3.84  lakh  ha.  In  Rajasthan,  themajor  moong  producer,  thearea under the pulses crop is upby a tenth at 20.35 lakh ha. At all­India  level,  moong  has  beenplanted  on about  34  lakh  ha  —up  14  per  cent  over  previouskharif season. 

Moong  output  in  2019­20stood at 2.34 million tonnes, asper third advance estimates.

As a result, buyers are stayingaway from purchasing the high­moisture moong beans, a trendthat’s seen exerting pressure onthe prices. Moong prices are rul­ing between ₹��4,000 and ₹��7,000per  quintal  in  various  marketsacross the region  ,  triggering ademand  for  the  commence­ment  of  purchase  under  the

started  arriving  in  the  marketsof  Gadag  and  nearby  region.However, the buyers, mainly theprocessors,  are  staying  awayfrom  the  markets  due  to  highmoisture  content  of  17­25  percent  as  it  is  diffi��cult  to  store.“Buying is based on the daily toweekly  requirement,”  Hublisaid. 

As per the IMD data, cumulat­ive  rains  in  Gadag  district  forthe season till date were excessby 66 per cent, while the neigh­bouring Koppal district has wit­nessed a 102 per cent increase inprecipitation.
