Assessments on the basis of field visit to Bhiwadi – Tijara

For accessing the feasibility of eye care project in Tijara Block of Dist. Alwar – Rajasthan, field

visit was done and one on one interviews with various stake holders were done. During the field

visit meetings were done with ASHA / Anganwari Workers, School Teachers, local doctors &

various ophthalmologists, BDO, BEEO, Block Representatives and local community.

It was analyzed during the interviews with ASHA / AWW, School teachers and local community

that the people from various villages in Bhiwadi area visit hospital in Haryana for seeking eye

treatments. According to them the villages of Bhiwadi area are neglected and lack various

facilities. Due to industrialization of the area, Bhiwadi

town is developed, but villages are left behind. As there is

lot of buildings constructed around National Highway, it

seems a developed area from outside, but when you move

inside and visit the villages the picture is totally different.

The school teacher highlighted that there are lots of

hospitals in Bhiwadi town, but the people from the villages could not access them due to lack of

paying capacity. There is a small clinic managed by one of the company (Hindware) under their

CSR initiative which is accessed by the people from villages as it is a free facility.

During the field visit, meeting was done with the

doctor of clinic which was managed by Hindware

under their CSR mandate. In one on one interview it

was stated by the doctor that every day he examine

poor people from the villages and he see 1 – 2

patients with eye problems daily which majorly

include Cataract and Pterygium. As the doctor is general physician he could not treat eye patient

so he refers the patient to local ophthalmologist, but due to lack of paying capacity patients from

villages could not afford the treatment, so do not reach eye doctor. There are many cases of

Hyper Mature Cataract and in some cases it has burst out and has lots of complexity due to non

treatment for long period. According to him in past one year he has seen around 15 patients with

corneal problems.

During the visit, meeting was done with the best ophthalmologist of Bhiwadi

town who sits in a multispecialty hospital (Gopinath Hospital). According to

him, the incident rate of eye problems is high in the area. As he provides his

services through a private hospital majority working class people, who works

in industries around Bhiwadi visits him, poor people from villages could not

afford high cost treatment from private hospital, so could not get the treatment

due to financial incapability or non-affordability.

In the meeting with BDO and other representatives of blocks it was

analyzed that people of the villages has to visit district headquarters,

block headquarters and Bhiwadi town for accessing eye care facilities as

the area lacks in specialized professionals deals with eye problems.

In Bhiwadi town there are 2 hospitals (Gopinath Hospital & Shivam Eye Hospital) which are

currently providing eye care facilities in the area and 2 new hospitals are opening shortly

(Jagdamba Eye Hospital & Vedanta Eye Hospital). The main target group of these hospitals are

paying patients & employees working in industrial area and sees

it as business opportunity. None of them is currently doing

charitable work or has a focus on community or poor people

from villages. People from the villages could not access the

treatment from these hospitals due to high cost treatment.

Conclusion: Bhiwadi is a developing area and touches the border of Haryana and Uttar Pradesh. Due to

industrialization there is lot of infrastructural development in the area and it seems like a fully

developed area, but if you go inside and visit the villages, the picture is totally different. The

villages around Bhiwadi are underserved and underdeveloped due to their geographical and

political location. The health seeking behavior of the villagers is very poor as due to

industrialization lots of private players has come to the area and people from the villages could

not access the high cost treatment of these private hospitals. Specifically for eye care, currently

there are 2 hospitals which majorly deal with paying patients and people working in industries,

villagers could not afford the treatment, so they don’t visit them. General Physician from a clinic

supported by corporate see 1-2 poor patients daily with problems of eye, but could not treat them

as he is not an eye specialist. He refers patient to a local ophthalmologist but due to un-

affordability and lack of paying capacity of poor patient from villages they could not get the

treatment. There are many cases from the villages in which their Cataract get hyper mature and

some has busted out due to non treatment from long time.

There is a need to intervene in the area and address the issue of eye care in villages around

Bhiwadi town of Tijara Block, District Alwar, Rajasthan. On the basis of this study it is

recommended that hospitals like Dr. Shroff’s Charity Eye Hospital should work in that area with

a focus on serving the poor villagers instead just serving the eye care needs of paying patients

who are working in industrial areas of Tijara block.
