Why Clean Diesel?

• Diesel engines last for years, and many are still “out there” that were built before emission standards started to be phased in (1980’s) or meet much less stringent emission standards (1990’s – 2000’s) than currently required with new engines

• We have found locomotive and marine engines from 1950’s to 1970’s, construction and mining equipment from 1980’s, and trucks and school buses from 1990’s to mid-2000’s still in operation, with several years of life left in them

Popular Clean Diesel Options • Auxiliary Power Units and similar systems for long-haul

trucks (reduces idling)

• Heaters for school buses and locomotives (reduces idling)

• Diesel Particulate Filters (reduces exhaust emissions)

• Engine Repowers/Upgrades (replace old engine with new, clean engine or use upgrade kit)

• New Hybrid or Alternate Fuel Trucks or Buses (replace vehicle)

• *Diesel Oxidation Catalysts (reduces exhaust emissions)

• *Closed Crankcase Ventilation (reduces evap. emissions) *Popular from <2012, but not currently installed as much

U.S. EPA Clean Diesel Funding and Programs: School Buses

• In 2002, U.S. EPA started the “Clean School Bus USA” program, offering nationally competitive grants to a small number of school districts to “clean up” their school buses; also conducted national outreach campaign

• In 2003, Illinois EPA started the Illinois Clean School Bus Program ($2.3M in funding limited to school buses from 2003-2007); some other states also started clean school bus programs

Midwest Clean Diesel Initiative

• In 2006, U.S. EPA and the 6 Midwest states (IL, IN, MI, MN, OH, WI), along with environmental and industry partners, started the MCDI

• It is a regional coalition for networking, information sharing, securing federal funding, establishing priorities, etc. to reduce diesel emissions from existing diesel vehicles/equipment

• Diesel manufacturers, local companies, and others are engaged in MCDI and assist with projects

U.S. EPA Clean Diesel Funding and Programs: Other Things Diesel

• In 2008, Diesel Emission Reduction Act (DERA) provided funding for U.S. EPA and state EPAs to “clean up” other diesel vehicles: long-haul trucks, delivery trucks, mass transit buses, locomotives, marine, construction and airport equipment, etc.

• Many states started grant programs using DERA funding

• In Illinois, we changed the name of our “Clean School Bus Program” to the Illinois Clean Diesel Grant Program since we could now expand beyond school buses

Diesel Emission Reduction Act • DERA funding is offered as “State Allocations” to every

state, and nationally competitive grants are also available to states, local governments, and environmental organizations

• State allocations started at $295,000 in 2008, up to $2M with Stimulus (ARRA) in 2009, and has been reduced to $140,000 in 2013

• Illinois EPA’s competitive grant awards ranged from $700,000 (DERA) - $1.7M (ARRA); limited EPA funding now results in 1 or 2 competitive grants being awarded each year in Midwest Region

Current Funding

2013 Diesel Emission Reduction Act “State Allocation”

$140,000 statewide for the Midwest States

Supplemental Environmental Projects (SEPs) Violating company sponsors clean diesel projects

Congestion Mitigation & Air Quality (CMAQ) funding from FHWA available in major metro areas

$13 million total through 2016-2017 in Chicago area

$5 million for clean school buses

$5 million for engine repowers and engine upgrades

$3 million for Natural Gas and Propane trucks, school buses, and similar vehicles

Also, IEPA sponsored CNG locomotives for IN and IL, funded tugboats and ferries for IL and MO and long-haul trucks that benefit all states

• Projects: 415

• Grants: Over $25 million

• Locations: Nearly every county in IL

Sub-grants

• For many states, the environmental agency or organization is the official “grantee” with U.S. EPA, who then runs a sub-grant program

• In our case, Illinois EPA does the “heavy-lifting:” Get the $, handle paperwork and communications with U.S. EPA, do the federal reporting, modeling, simplify the paperwork, assist the sub-grantee and provide guidance, etc.

• This encourages small businesses, schools, truckers, local governments and others to get involved, where they wouldn’t

Who Benefits? • Caterpillar, John Deere, International, Cummins, product companies, etc.

(manufacturing jobs)

• Local franchise or independent diesel truck shops (local sales and installation jobs)

• The “sub-grantee”: installation of clean air products or new, cleaner engines for significantly reduced emissions on older vehicles/equipment and healthier environment for workers and communities; fuel savings and lower operational costs

• The State: helps us in reducing emissions in local “diesel hot spots,” addressing complaints from the public (esp. school buses), improving PM, NOx, and VOC emissions in areas not meeting federal standards

• The Public: Fewer idling locomotives, long-haul trucks, and school buses; less exhaust from transit buses, waste haulers, delivery trucks, etc.
