FreedomWorkshasworkedcloselywiththeHouseFreedomCaucus–especiallyoverthepastfewmonths-inkeyareasincludingmobilizingforaPro-GrowthAgenda,supportingimportantinitiativeslikecriminaljusticereform,makingthecaseforfreedominthemediaandtrainingthegrassroots.

FreedomWorksissuedalertsinsupportofH.R.4768,theSeparationofPowersRestorationAct,whichwouldallowthecourtstodecidecasesthatinvolveagenciesbasedonmerits,notinawaydesignedtoprotectagencies.

ThebillpassedtheHousebyavoteof240to171.FreedomWorksalsoengagedonamendmentstotheFinancialServicesandGovernmentAppropriationsActandtheInteriorappropriationsbill.

The Taxpayers Before Insurers Act

InSeptember,FreedomWorksalsoannounceditssupportforSen.BenSasse(R-Nebr.)andRep.MarkWalker’s(R-N.C.)TaxpayersBeforeInsurersAct,S.2803andH.R.5904,inapressstatementfollowingreportsthatBlueCrossBlueShieldwasurgingCongresstoprotectObamaCare’sreinsuranceprogram,whichdirectspaymentstohealthinsuranceplanswithhigh-costenrollees.

Indefianceofitsstatutoryobligation,theDepartmentofHealthandHumanServicesplanstodepositonly$500millionoftherequired$5billioninfundstotheU.S.Treasury.TheTaxpayersBeforeInsurersActwouldholdtheDepartmentHealthandHumanServicesaccountablethroughtheappropriationsprocessintheeventthatthepaymentsrequiredbylawarenotmade.

Strengthening Coalitions

FreedomWorkscontinueditsactivitieswithpartnersandallies,signingseveralcoalitionlettersonkeylegislativeandpolicyissues.BelowaresomeofthecoalitionlettersFreedomWorksledorsignedinthethirdquarter.

Opposing Justice Department’s De Facto Student Loan Bailout:InJuly,FreedomWorksjoinedwithnearly20otherorganizationsinalettertotheDepartmentofEducationopposingthedepartment’sproposalthatcouldresultinadefactostudentloanbailout.TheDepartmentofEducation’sownanalysisoftheproposedruleshowedcostswouldrangewellintothebillions.FreedomWorkswillkeepfightingonbehalfofthetaxpayersforresponsiblegovernmentthatrespectsthetaxpayer’smoney.

Alternatives to Licensing that Lower Obstacles to Work (ALLOW) Act:Occupationallicenseseffectivelyworkasgovernmentpermissionslipsinordertoworkinaparticularfield.Theselicenses,whichareonlygranteduponthecompletionofandcompliancetotestingand/orinspection–nottomentionfees,whichcanrunwellintothethousandsofdollars–onlyworktoshutoutcompetitionandemployment.InAugust,FreedomWorkssignedontoaletterinsupportoftheALLOWAct,introducedbySens.MikeLee(R-Utah)andBenSasse(R-Nebr.).Thisbillwouldreducelicensingrequirementsformobilemilitaryfamilies,aswellasWashington,DCresidents,thegovernanceofwhichfallsunderthepurviewofCongress.

Forcing Recorded Votes on Spending Bills of $100 Million or More: InSeptember,FreedomWorksspearheadedalettertorequirecongressionalcommitteestoholdrecordedvotesonlegislationthatwouldauthorizeorappropriate$100millionormore.ThisrulechangewouldhelpbringincreasedtransparencytotheworkoftheHouse,additionalaccountabilitytocommittees,andwouldmirrorthespiritofH.R.427,theRegulationsfromthe

Chicago Activist Boot Camp

Inmid-August,FreedomWorksbroughttogetheragroupof49topactivistsfrom19statestoChicagoforatwo-daybootcamp.

Thefocusofthefly-in,FreedomWorks’thirdoftheyear,wastoeducateactivistsandopenadialogduringsessionstohelpthembetterunderstandthesekeyissues,withthegoalofthemtakingthisinformationbacktotheirnetworkstoshareintheirstatesandcommunities.

ItwasanextremelybusytwodayswithFreedomWorks’CEOAdamBrandonkickingofftheevent.

Mobilizing at the State LevelAs2016comestoaclose,statelegislatorsacrossthecountrywillbeginpre-filinglegislationthatcouldprovideFreedomWorkswithopportunitiestoengageourcommunitiesaheadoflegislativesessions.

We’repreparingtobeactiveinstatelegislatures,aswelooktotheselaboratoriesofourrepublicformeaningfulconservativepolicyvictories.

Withafewstatelegislaturesstillinsession,FreedomWorkscontinueditsworkfromthesecondquarteronkeypolicyissuesinOhioandPennsylvania.

Ohio Civil Asset Forfeiture

Inthethirdquarter,FreedomWorkscontinuedtodrivemessagestotheOhioSenateonHB347,whichwouldreformtheBuckeyeState’sterriblecivilassetforfeiturelaws.Throughthesecondquarteroftheyear,FreedomWorkshaddrivenmorethan21,000messagestostateSenateleadershipandthecommitteeofjurisdiction.Bythecloseofthethirdquarter,FreedomWorks’Ohio-basedactivistssentmorethan50,000messages.OurpartnersinthestatetoldFreedomWorksthatour“outreachishavingagreateffect…[lawmakers]arehearingitattheCapitolandintheirdistricts.”

Pennsylvania Pension Reform

ThisisanongoingcampaigntopassthePennsylvaniaSenate’spensionreformbill.Thebill,which,ifpassed,wouldbeoneofthestrongestpensionreformplansinthecountry,wouldsavetaxpayers$4billion.Attheendofthesecondquarter,FreedomWorkshaddrivenmorethan21,000messagestostatesenators.AlthoughthePennsylvaniaSenatewasinrecessformuchofthesummer,FreedomWorkscontinuedtoengageonpensionreform,drivinganapproximately9,000additionalmessages,bringingourtotalforthecampaignto30,282.
