The business mission to England, France, Scotland, Italy and Spain focused on progressing investment, defence and trade opportunities, and to attend the international maritime trade show, Euronaval. This was a strategically important opportunity for our defence industry to showcase its capabilities to the global naval shipbuilding industry with emphasis on French and wider European markets, with a view to attracting new investment and jobs in South Australia. The main objectives of the mission were to raise South Australia’s profile in France and for broadening the France engagement strategy and trade and investment ties. England 12-15 October 2016 During my visit to England, I travelled to London and supported by the Agent-General at a series of defence and investment meetings and food and beverage promotional activities coordinated by Defence SA, the Department of State Development (DSD) and International Attraction South Australia (IASA). Meetings included automotive engineering company RDM Group, representatives of building services company Bilby PLC, representatives of Thales UK to discuss their operations in the United Kingdom and Australia and representatives of BAE Systems to further build relationships. In addition, the South Australian Government hosted a promotional State lunch, ‘Sample South Australia Launch’ with key buyers and other influence in the important British food and beverage market. I supported the Governor of South Australia, His Excellency the Hon Hieu Van Le AC, at a South Australia Club event, which provided an opportunity to promote South Australia to senior leaders of global businesses. The South Australia Government also hosted a defence industry business luncheon with defence companies at the Cavalry and Guards Club and provided an update on the current major Defence programs in Australia and the South Australian Government’s objective to maximise the economic benefits. France 16-22 October 2016 The visit to France included Trade, Defence and Investment meetings while exploring further a sister-region relationship between SA and Brittany. During this visit, the Premier of South Australia, the Hon Jay Weatherill MP and I attended the SIAL international food exhibition. DSD partnered with FoodSA to develop a ‘South Australia Food’ presence, supported by the Department of Primary Industries and Regions, South Australia (PIRSA) and the South Australian Tourism Commission. A total of 13 South Australian foods, beverage and wine companies exhibited, providing an opportunity to showcase their products at the world’s largest food innovation exhibition and meet with potential buyers, distributors and agents.

The South Australian Government led a delegation of 27 defence industry companies and educational institutions to Euronaval. The event brought together 90 exhibitors from over 70 countries, including those currently competing for future maritime projects destined for South Australia.

The South Australian delegation was well received at Euronaval, with the South Australian contingent being welcomed by the French Defence Minister at the official Euronaval reception, which the Premier and I attended. Our industry representatives were also well received by French industry groups and other exhibitors who took a great interest in the ‘South Australia – the Defence State’ expo stand. During this visit, I attended a series of meetings and events including:

• The Defence VIP reception hosted by Defence SA, and a South Australia-France Partners in Prosperity Business Dinner, hosted by DSD. Both events where attended by the Premier, national and regional government officials and numerous defence industry representatives. The events reinforced the South Australian Government’s engagement with France and our desire to strengthen and grow the relationship and promote the state as an international investment destination. Prior to the Business Dinner, the Premier signed a Letter of Intent to establish a Cooperative Memorandum of Understanding between The Regional Council of Bretagne and the Government of South Australia.

• Defence SA hosted a Networking Hour on the ‘South Australia – the Defence State’ expo stand to reinforce the state’s commitment to defence and to promote local industry capability.

• The Premier and I met with companies to attract new investment and encourage existing investors to grow their presence, including Navya and Neoen.

• I met with representatives from Dassault Systemes, a leader in product development software applications.

• The Premier and I met with the three companies short-listed by the Australian Government to design the Offshore Patrol Vessels: Damen Shipyards Group, Lurseen and Fassmer and I met the three companies short-listed to design the Future Frigates: BAE Systems, Navantia and Fincantieri. We discussed their intentions for the design contract and encouraged all companies should they be successful to maximise participation from South Australian industry.

• I met with Lockheed Martin and discussed their approach to the delivery of the Future Submarine program as the combat system integrator.

• The Premier and I met with DCNS, the designers of Australia’s Future Submarines and sought information on DCNS’s approach to their Australian supply chain, infrastructure needs. We were advised that DCNS will be establishing their Australian headquarters in Adelaide in February 2017. I then toured their shipyard in Cherbourg to see their approach to submarine construction, supply chain engagement, and workforce development firsthand. I also learned about their facility requirements to build the Future Submarines.

• I attended an Investment Roundtable hosted by the Australian Ambassador to France, which targeted potential investors who are considering investing in Australia, with a focus on Smart Cities.

• I attended the Investment Attraction Advisory Board meeting. The purpose of the meeting was to review the outcomes over the past 12 months, with a focus on projects secured, jobs created and economic impact from foreign direct investment, and to set the strategic framework and targets for the next 12 months and beyond.

Scotland 23-25 October 2016 The South Australian Government led a delegation of 13 defence industry companies including educational institutions and representatives from Austrade on a European business mission, to the shipyards of potential Future Frigate designers. The delegation toured BAE Systems’ shipyard in Glasgow and obtained an understanding of their approach to frigate construction, supply chain engagement and workforce development requirements. Italy 25-27 October 2016 The South Australian delegation was assisted throughout its visit to Italy by the Australian Ambassador to Italy, Mr Greg French. The delegation toured Fincantieri’s shipyard in Genoa and was given a full operational briefing aboard the Italian Navy’s latest frigate, Alpino, by its Captain and the Commander of the Fleet. During this visit, I met with the Italian Undersecretary of Defence, Domenico Rossi and Undersecretary for Foreign Affairs, Benedetto Della Vedova. I also met with the President of the Italian Space Agency, Professor Roberto Battiston, to establish a collaborative partnership in the space sector between the South Australian Government and the Agency through the signing of a Cooperation Agreement. I also invited the Agency to participate in the 68th International Astronautical Conference in Adelaide, 25-29 September 2017. Spain 28 October 2016 After I returned to Australia, Sir Angus Houston AC AFC (Ret’d) and Mr Andy Keough, Chief Executive, Defence SA, toured Navantia’s shipyard in Feroll, accompanied by the industry delegation. Meetings were held with the Australian Ambassador in Madrid, Ms Virginia Greville and with Navantia officials in both Madrid and Feroll.
