Mombasa County can actualize its rightful place as a regional commercial hub through an all inclusive leadership that is action oriented. Staggering job losses and declining personal income are among facts that this county faces everyday. We must use our challenges as a rallying point and adopt a more collaborative approach to innovative solutions that will lead us back to prosperity.
In my tenure as Member of Parliament for Kisauni Constituency I have contributed immensely towards its development and realized the need to empower the community right from the grassroots in order to spur economic growth, increase jobs and increase prosperity . The demands of the people of Kisauni are to a large extent similar to other constituencies in Mombasa County. The devolved system of government offers more resources for socio‐economic development and improved service delivery to county residents. Proper strategies and pol icies are a pre‐requisite for the achievement of economic prosperity and quality standards of living.
My vision is to see Mombasa County as a vibrant modern regional commercial hub with a high standard of living for its residents.

Build more schools both nursery, primary and secondary.
Build more boarding facilities in the county to target primary
& secondary education.

county wards.
Make Coast General Hospital a referral hospital for the Coast
Region.
Make health care accessible and affordable.
Revive the ambulance response service.

Establishment of county policies that encourage incentives to assist
businesses in all sectors which conduct businesses 24 hours.
Improve services like security, street lighting, public utilities, to
facilitate traders to do their businesses.
Modernising the port of Mombasa.
Assist S.M.E.s to grow their businesses by encouraging SACCOs.
Attract foreign and private investors to establish manufacturing
companies within the county, hence job creation.
Supporting the fish industry by providing equipment and market.

Improve street lighting‐A properly lit County with street lights
mounted on high masts.
County government to support the police service (vehicles &
equipment).
Community policing ‐ Formation of well trained county community
police units.
Enhanced surveillance through CCTV positioned in various areas of
the county.

Lack of functional resources in our security sector.

Develop and maintain an integrated, safe and efficient transport network.
Integrate information and communication technologies in the process of infrastructure
development.
Develop alternative routes to connect Mombasa island with the North and South Coast.
Develop and establish a commuter rail service.
Develop Mombasa ‐ Southern bypass (Dongo kundu).
Develop Changamwe ‐ Mshomoroni bridge.
Regular maintenance of roads.
Establish decent pedestrian walkways in all suburbs.
Accelerate the speed of completion on all pending road projects.
Address historical injustices on land.
Ensure maximum use of available land.

Existing roads are not well maintained.
There is severe vehicle congestion on the road.
Lack of sufficient parking.

6WASTE MANAGEMENT
Rehabilitate and replace old equipment.
Purchase additional sweepers and scrubbers.
Place bulk garbage containers in all estates.
Maintain and purchase additional garbage collection vehicles.
Establish new sewerage facilities to supplement the existing one in
Kipevu.
Educate the residents of Mombasa County on the importance of
general cleanliness of their home, neighborhood and environment.
Invest in Waste Recycling Plant.

7FRESH CLEAN WATER
Establish Mzima 2 ‐ 210 km parallel pipeline to Mombasa County.
Expansion of the water boreholes in Baricho and another pipeline
for the pumping of main to Nguu tatu Reservoirs. This will serve
North coast and the Island.
Laying of a new pipeline from Marere springs to Changamwe
reservoirs.
Developing more boreholes in Tiwi aquifers and laying a parallel
pipeline to Likoni.
Creation of more reservoirs.
CHALLENGES
SOLUTIONS
Water demand is high (152,000m³/day) compared to the supply
(50,000 m³/day ) which is only 30% of the population requirement.
Dilapidated water pipes from the source to the consumer .
Vandalisation of water pipes.

8VIBRANT TOURISM
Improve the infrastructure to make Mombasa not only a vibrant
tourist hub but also a trade, holiday & economic centre.
Modernisation and diversification of the tourism industry with a
target of creating a brand that is rich in culture.
Work hand‐in‐hand with stakeholders to market Mombasa County
as a world renown tourist destination.

I, HASSAN ALI JOHO, when elected to serve you as the first
Governor of Mombasa County hereby pledge that in the first 100
days I will DELIVER to the people of Mombasa basic
infrastructure and security. In addition, I will plant 50,000
seedlings and ensure that Mombasa is restored to its former
glory.
