AppendixE:CollatedCommunityDrop-InSessionCommentsEducationThereseemstobealotofprimaryschools.ThewalkabledistanceisreallygoodbutwhatifKCCandotherssuggestfewerschoolsfurtherapart?[ThereisaSDCstudyinprogressthatwillhelptodeterminethebestprovision].Whatkindofsecondaryschoolwouldbebestgivenwhat’salreadyavailable?Itwouldbebesttoprovidesomethingthatmeetstheneedsnotcurrentlybeingmet[whatarethese?].Notsurereallybutwedon’twantduplicationorselectiveschools.Isthenumberofschoolsfixed?[Thresholdswereexplained]Weneedtoimprovelocalskills,itsessentialtoprovidetrainingandapprenticeshipssobemoreinclusiveandthinkaboutjobsforthefuture.Youngunemployedinvolvedinthetown‘spruceup’havebeenabletomoveonintofulltimejobs.Whataboutworkersco-operatives,likethethingsbeingpromotedbyStirmagazine[STIRmagazineexplorescommunityownership,co-operatives,post-growtheconomics,foodsovereignty,alternativefinance,lawandsocialchange,opendata,culturalactivism,peer-to-peerproduction,andthefutureofwork.]Unskilledyoungneedhelpasmuchasskilled-requiretrainingEmploymentAlso,housepricesarelowerhereandwe’vegotaslowpaceofhousingdevelopmentbecausethere’snojobs.Weneedtocreateemploymentherefirst.Brexit-whereareworkersgoingtocomefromif‘hard’Brexitbecomesreality?Brexitwillonlymakethingsworse,wherewillalltheworkerscomefrom?Peoplewon’twanttoworklocally,they’llwanttoliveinOtterpoolbutworkinLondononLondonsalaries.Lookingahead50years’thingswillbedifferent,there’llbedifferentsortsofjobs,morestuffwillbedonebyrobotics.WhatmakesOtterpoolworthwhilewillbethecafes,pubsandplacesforsocialising.Retailischangingtoo,weneedtogetridofthegig-economy.HealthHealthinfrastructureiscriticaltogetrightPeoplestatedthatexistingmedicalcentres/GPsurgerieswereclosingastherewerenotthedoctorstoworkinthem–sowhywouldOPbedifferent.EveninHythetheGPsurgeriesarestaffedonlybylocums(itsuitsthem)sothereisnoconsistencyofcare.Howcanyougetthedoctorsandnursesfornewsurgerieswhenwecan’tgetenoughnow?Samewithteachers.Cannotbringin/keepGPsandhealthcareprofessionalsasitis-howwillwebringinothers?Whatabouthospitalsastheexistingonesaren’tcoping,theWilliamHarveyisoverwhelmedandCanterburyHospitalisbeingdowngraded.GPspacesneedtobefilledCarefortheelderlyisneededWeneedabiggerhospitalnow,willOtterpoolhaveone?OurhospitalsarealreadyatbreakingpointandCanterburyhospitalisbeingdowngradedwhichmeanscertaintypesofpatients[acuteservices]willhavetogotoAshfordinstead.Thisistemporaryona3-monthbasisbutfearsarethatitwillbecomepermanent.Theuniversitycampusisalsobeingextendedsothatmeansmorestudentswillplaceanevenheavierburdenontheexistinghealthservices.TheGPfundingformula,theCahillformulameansthatthisareagetslessperpatientthanAshfordforexample,buttherearemuchgreaterandmorecomplexmentalhealthandgeneralhealthissuesrelatedtoincomeandemploymentproblems.LocalGPsneedmorefinancialsupporttomeetthiscomplexity.Thesystemicproblemsneedaddressingforthisarea.ReducingthenumberoflocumsandsupportingfulltimeGPsisneeded.ThereisalocaldutyofcaretoexistingresidentsthatmustbemetbeforenewcapacityisneededfornewresidentsinOtterpoolPark.

TheGPfundingsituationhasbeenlikethisforalongtime,toolong,butitneedsurgentattentionnowandisbeinglookedinto.GPsareleavingtheprofessionandourhospitalsarebeingdowngradedsowe’realreadytoostretchedlocally,it’sworryingthatgettingseenwithinthe‘magichour’foreffectivestroketreatmentmaynotbepossible.Whatimpactwillthisdevelopmenthaveonourexistingservices?NewdevelopmentinotherpartsoftheareaisalreadyputtingextrastrainonGPservices.TaylorWimpeyhasbuiltanewsurgerybutit’sreallyhardtogetthestaff.LotsofexistingGPsurgeriesareno-longerfitforpurposesoweactuallyneednew,replacementsurgeriesthatarebetterdesignedandequipped.ThefundingformulaforGPs(£perpatient)needsurgentlysortingoutaspartofallthis.TheMPislookingintothislocallytogetlocalservicesimproved.TheyoungGPscomingthroughprefertobelocumsasitslessmanagementstressandtheycanchooseflexibleworkinghours.Younevergetseenbythesamedoctor.There’sacrisisinmentalhealthlocally,peoplearesupposedtobeabletoself-referthemselvesbutit’sveryhardtogetseen,long-waitinglists,andfamiliesarebeingsplitbecauseyoungstersarebeingsenttootherpartsofthecountry.Weneedlocalrespitecentreswithspecialiststaff.Healthcareisakeyconcern–thehospitalisunderimmensepressure.Needtopaystaffamplytoencouragethemtostay.HousingOverall,I’mnotagainstthisBUTtheremustbeaffordablehousing,especiallysocialrentedhomesinperpetuity,withallthesupportinginfrastructurethatneedstogowiththem.Thereneedstobesocialhousingforyoungfamilieswithshopstheycanwalkto.Youseetheseyounggirlswithbabiesinpushchairsstrugglingtogetonthebuswithalltheirshopping.Wedoneedmorehousing.WeneedsocialhousingNeedtoprioritiselocalcommunityhousingneedsAffordablehousing-averagesalariesinShepwaymeanveryfewpeoplehavethechanceofmakingitontothepropertyladderHowmuchsocialhousingwasmadeavailableinthenewdevelopmentatFisherman’sbeachifit’ssoimportantandthere’ssuchahighdemandforit?Hardlyany!Theaveragesalaryhereis£25Ksoyoungfamiliesdon’thaveachanceofbuyingahomelocally,howcantheybehelped?[Atthispointaladynearthefrontstooduptoshoutveryangrily]I’vecometothepresentationtohearabouttheproposalsbuttheteamhaven’tbeengivenachancetospeak.Iwantmychildrentobeabletolivelocallyandweneedhouseshere,thingshavetochange,youcan’tstopchange,you’reallveryselfish”.Wecanallagreeaboutthatsortofhousing[affordable]butthequestionishowbesttoachievehomesthatreallyareaffordableforlocals.Weneedtomakethehousingmarketreallywork,getmoremobilesothatpeoplecanaffordtomoveonintolargerproperties,ordownsize[theneedistoreallyfollowthrough,targetkeyworkersforschools,healthcentreandsoon]Itsgoodifthatwouldreallyhappen,getsbuiltintothelegalbasisofthedevelopmentWeneedstatsfromSDCastothe%ofaffordablehousingthat’sactuallybeingprovidedandnotwatereddown.[Theexperienceofthe2008crashonthehousingmarketisalmostthroughnowsothingsshouldstartpickingup,asthegovernmentrelaxthe%ofaffordablehousingthatdevelopershadtobuild].WefeelthatSDChastodobetterandsticktodoingwhatthey’vepromised–noback-trackingornotprovidingasmuchaffordablehousing,andmakeitpossiblefortheelderlytodownsizeandreleaselargerhomesontothemarket.HowmanypeopleinShepwayneedaffordablehomes?Weneedtoknowthisfigure.Howdoweensurethesepeoplegetthehomestheyneed?-SDChasan‘appalling’recordofprovidingadequatehousingPrince’sParadeinHytheisgoingtobealuxurydevelopmentwherewe’relosingalocalamenityofopenlandandmanyofthe150homeswillendupassecondhomesandholidayhomes,sotherewillbenoaffordablehousingandverylittlelocalbenefit.Butthebabyboomerbulgeismovingthroughthepopulationandheadingintooldagesooncethey’regonewewon’tneedsomanyhomes.That’snottrue,there’sanotherbulgecomingandyoucanseeitintheschoolsalreadyatYear7,we’restillgrowing!

Whatwillthemixofhousingbe?Peoplefromtheareashouldgetpriority.Whatdoesaffordablereallymean?[There’llbearangeoftenuresincludingprivate,self-buildandsocialrentedtohelppeopleinthearea,includinghomesforkeyworkersliketeachers,nursesanddoctors].Howmuchaffordablehousingwilltherebe?It’sgottobefixedtolocalwages.OtherdevelopmentsitesintheareaarenotdoingthissohowcanbesurethatthingswillbedifferentforOtterpool?Forexample“Fisherman’sBeach,whichwasregisteredasavillagegreentokeepasaworkingbeach,hasgotnewdevelopmentcomingthatwillkillitoffasaworkingbeach.Therentstherehavealreadyincreasedby300%anditskillingsocialcapitalthere”.Itwasaworkingbeachbutnowthereareonly2fishermenthere,traditionalactivitiesarebeingpushedout.[seenasgentrificationthreateningtraditionallivelihoodsduetorisingrents].It’sgoodtohaveallthegenerationstogetherinanewdevelopment,buttherewillhavetobespecialprovisionfortheelderlyaswellas‘lifetimehomes’.Isthereariskthattowerblockswillcomein?Wedon’twantanythinglikeGrenfell.Homesneedtoreflectlocalwagesinaffordability-homesforlocalpeople.Whatistheactualdefinitionofaffordability?TheGovernment’sdefinitionistoohighforShepwayWhycan’tweemulateasimilarhighstreet/residentialmodelinexistingsettlements-flatsinFolkestoneetc?Travel/transportThelocalroadswon’tcope,theone-waysysteminHythedoesn’tworkandthisdevelopmentwillmakethingsworse.ThereisalreadynewhousingallocatedontheDymchurchroadandLondonRoadneedsimproving/upgradingevenwithoutanynewdevelopment,thiswilljustmakethingsworse.Duringthesummeronweekendswhenmorepeoplewanttogotothebeach,andforother‘peaktraffic’timeswheneventsareon,theroadswillbeblockedbytrafficbecausethedevelopmentwillmakethingsmuchworse.Iliketheideaofagoodcyclenetworkthat’ssafefromtraffic.HastherailcompanybeenapproachedaboutupgradingWestenhangerstation?[TheteamisindiscussionswithNetworkRailandthetraincompany,especiallyastheirfranchiseiscomingupforrenewalsoon,thisthispotentialdevelopmentneedstobefactoredin].Whatabouttransportlinks?Thereisn’tenoughthoughtaboutnewroads,improvingexistingtransportlinksneedstobedonefirst–weneednewroadsacrossthelocalnetworkbeforeeventhinkingaboutanynewdevelopment.TrafficisalreadyblightingpropertiesinLympneHillduetolotsofextracongestion–wewantanswers.Existingroadsthroughtheareagiveyouasenseofsemi-isolationandthey’reaveryattractivedrive.UpgradingtheexistingroadjunctionsforOtterpoolwouldcompletelychangetheexistingcharacter,givingitanurbanfeelandincreasinglightpollution.There’salackofcleartransport/highwayproposals.Thevisual/aestheticaspectsofjunctionsneedtobeconsidered.Weneedmoredetail-wherewillnewroadsbe,whatworkwillbedonetotheexistingroads?Nosolutionsprovided!Ourroadscannotcopewithtrafficasitis!NetworkRaildon’tgenerallyallowthreelocalHS1stationstopsinarow-willoneofFolkestone’sbedowngraded?Theroadscan’tcopewiththevolumeoftrafficasitisnow,therearetoomanypotholesthatneedsortingout.Peaktraffictothecoastinweatherlikethisattheweekendswillcausetrafficjamsonallthelocalroads.Therecentrailstudyshowedthatyoucan’thave3stationswithHS1stoppingtrainsinarowsowhat’schanged?IfWestenhangergetsHS1trainsthanwhathappensuptheline?Thecurrentroadsystemcan’tcopeanditssmallcountrylanesaredangerousforwalkersandcyclists.What’sbeingpresenteddoesn’tofferacrediblemovementsolutions.Hugeconcernregardingroadlayouts-needtotakecareencouragingwalking,andtoprovidecorrect,safepathways.Allexistingroadshavehousesalongthem,nospacetobuildoutwardsIfSDCcan’tsortoutFolkestonethenhowwilltheymakeanewtownwork?TheA20won’tworkasitstands,therearetrafficblockagesatpinchpointsateitherend.I’mnotopposedinprinciplebuttheroadsneedaradicalre-designandthat’sgottobedoneright!ThenewSainsbury’sinHythehasledtomakingthetrafficsomuchworsesoIdon’tshopinHythenow.

TheexistingHS1line/linkwillbelostifWestenhangergetsupgradedforittostopthere.Lyddairportismilesawaysothat’simpracticalforbusinesstravel,we’vealreadyhadonefailedairportatManston.EurostarisnogoodnowbecauseyouhavetogettoEbsfleettocatchitinsteadofAshford,sobecarefulhowWestenhangerandEurostararepromotedasbenefitsforlocals.Willcyclingbesafer?[Yes,therewillbearoadhierarchywithdedicatedcyclelanesandsharedspacesinresidentialstreets.ThesiteisrelativelyflatsotheDutchmodelwherecyclistshaverightofwaycouldbeintroduced.]TheA20isbeingdowngradedthroughSellindgeto20mphbecauseoftheschoolsohowwilltheroadnetworkcopewithanewdevelopmentofthissize?Howcantheroadsbe‘enhanced’withoutpushingtheimpactelsewhere?[there’satrafficassessmentunderway].Operationstackwillhavebigimpact.Iliketheplansforcyclewaysthatconnectacrossthedevelopmentandbeyondthesite.Inthe60sand70stheracecoursehaditsownbranchlineandstation,couldthatbereinstated?ItwouldbegoodtolivewhereIcouldwalktothingsoreasilygetabustoshopsandplaces.Cycleways-wherewilltheybe?Considerusingtheoldracecoursetrainstation–itsrightintheepicentreoftheplan.WaterThisareaisalreadywater-stressedwithrisksofwatershortagessohowcanitsupportthissizeofdevelopment?[weneedtoalluselesswaterinthefuture,we’retalkingtotheEA,AffinityWaterandothersabouthowtomakeOtterpoolpossiblewithlowimpact]responsenotpopular,lotsofhecklingYoucan’t‘buildwater’sothere’snoresourceforanynewhomes!What’sthelocalaquifercapacity?Ifthisislosingresourceandcan’tbereplacedwhathappens?Weneedtosecurethesecurityoffuturewatersupplies.[Arcadis-Affinityhasa25yrwaterstrategyproducedin2014runningto2040andthistakesnewdevelopmentintoaccount][KM-iswateradealbreaker?Yeswastheresoundinganswer]Therewascommentaboutthelackof‘water-resource’proposals.Watersupply/shortage.BeingmorewaterefficientcertainlynotananswerWaterisahugeissue,we’vegotwaterscarcityborderingondrought.Wherewillthewatercomefrom,it’sveryhardwatertoo–howwillpayforthis?Itwon’tbeenoughtorecyclewater?It’spossibletorecyclewaterandtogetfreshwaterfromdesalinationbutit’sverycostlyandexistingvillagesandtownsaren’tpreparedtopayforthisorsacrificeourexistingwaterqualityfornewhousing.Watershortage-howwillthisbeaddressed/fixed?Thislookslikeaveryinterestingpropositionbuthowwillthewatershortageissuebetackled?[It’scertainlyfeasibletoharnessthesite’spotentialcapacityforwatercaptureandstorageandthereistechnicalexpertisetomakeadequatesupplypossible.Exactlywhatthefinalsolutionswillbedependsontheoutcomeofcurrentcapacitystudies].TheEnvironmentAgencyisverykeenthattheStourcorridorstaysundevelopedtoenablefloodriskmitigationwithbiodiversityandleisurebenefitssotheproposalsseemtofitwiththat.Isitenvisionedthatthehousingwillhaverainwatercollectionintegraltothedesign,thevillagecouldpoweritselfandit’smucheasiertobuildthisinfromthestart?[Gary–yesvariousoptionsarebeingconsidered,suchasatBicester,includingPVwithhouse-levelbatterystorage].GeneralComments ImpactonvillagesIt’sjustforLondoncommutersLocalpeopleshouldbeabletostaywheretheywerebroughtupThehousingnumbersthatarebeingpromotedneedquerying,whyisagreenfieldsitebeingpromoted?Iobjectinprincipletothiswhenthereareotherplaces.HytheisrelativelyquietwithnotmuchtrafficcongestionbutthistownwillhaveabigimpactonHythe[affectingqualityoflife].OtterpoolwilldestroyHythebytakingwaybusiness,theonlypeopletobenefitwillbetheReubenBros.Concernthatpeoplewouldbuyhousesassecondhomes.Wewanttokeepthevillagefeel/environment.Theideaisoutofallproportion,itsswampsHytheI’mnotagainstbuildingintheory,butagainstdestructionofourvillagelifestyle.

There’snobenefittoexistingresidentswithinthesiteboundaryDevelopingWestenhanger-tosuitcommutersfromLondon?Willthisbea‘commuter’town?We’realreadyagreatcommunity,wedon’tneedthis.Lotsofpeoplehavecometoliveherefromotherpartsofthecountrybecauseofwhatit’slikeherenow–wedon’twantthisdevelopment.Wewanttostaylivinginavillage!Howmanypeopleatthismeetingwillactuallybenefit–we’llhavetomoveaway!Thisisgoingtohaveabigimpactonexistingresidents,havingmoreinconveniencedisruptingpeoples’lives.Ourwayoflifeisbeingerodedandwilljustgetworse,ourratesarehighenoughandwewon’tgainanythingfromthisdevelopment.Nooneisstandingupfortheviewsofthevillagecommunities,there’snosympathy.Youneedtostopbeingsoselfishandtryingtostopchange,you’vegottorecognisetheneedfornewhousinginShepwayandthewholeofEngland.There’snoworkdownhereandOtterpoolwillgiveopportunitytokidstostayintheareaandtoworkinthearea.It’saboutprovidingforfuturegenerationsratherthanbeingconcernedabouttheeffectonourownhomes.Deprivingyoungpeopleofthechancetolivesomewheredecentandcomfortable(GrenfellTowermentionedasabadmodel)Wedon’twantnewshopsandcafeshere,wejustwantpeaceandquiet.Evenifitgetsbuiltwewon’tusethem.Yes,wedoneedjobsandnewhousingbutOtterpoolwilljustendupacommuterdevelopment,agreatlinkforpeopletocomeinfromtheoutsideandtoworkinLondon,butnotLympneorSellindgeresidents.[Differenttypesofaffordablehousingisbeingconsideredtoaddresswhat’sbeen30yrsofunderprovision].ThisisimposingLondononus[KMaskedwhatproportionofpeoplemovedfromLondontoliveintheareabutnorealshowofhands].Itwillbeapleasantdormitorytowntothedetrimentofthelocalvillages.ThenewGardenTownscriteriaarenotgoingtobemet.Localpeoplearegettingsuchshortshrift.Weneedtofixexistingproblemsfirst,willdeprivedareasremainsowhileOTPgoesahead?

ImpactonSurroundingAreaThewholeplace[theareaofsearch]willbedestroyedforever.Prince’sParadewheretheoldswimmingpoolwillbedemolishedwillbeanewhousingdevelopment,whynotjustmakeanewswimmingpoolonthesamesite?Idon’tunderstandhowSDCthink.Ifthisisbuilt,couldFolkestonenotbenefit,beimprovedasthetowncentreisnotverygood,itsonlygotapoorrangeofshopsandthenewestbitislikeawindtunneleffect,thedesignisn’tverygood.Youshouldbeconsideringtheimpacts(positiveandnegative)onexistingsettlementssurroundingOtterpoolPark.Whattheimpactonplacesoutsidethesiteboundary?Theproposaldestroys5villagecommunities!Thereneedstobeaphysicallink(i.e.footpaths)betweenthefirsttwoareasthatconstitutethe1stphaseofdevelopment.There’llbeanImpactonAshford-shouldengagefurtherafieldasthesepeoplewillbeaffectedtooShouldbuildtownsawayfromareasthatalreadyexist-inabetterlocationIt’snotjustaboutthelocalimpacthere,youneedtospeaktopeopleinAshfordandotherplaces.Iacceptthatnewhomesareneededbutwhysomanyandwhyhere?Whataboutallthelocalbrownfieldsites,havetheybeenconsidered?[ConsiderableconfusionandlackofunderstandingabouthowtheCoreStrategynumbershavebeenarrivedat,whattheCoreStrategyisforandthescaleofhousingneedslocally].WhyisLympnesoclosetothenew‘towncentre’,whynotmoveitwestandcreateanewstationandlinkfurtherawayfromLympne?Thelorryparkanditsconstructiontrafficanditsuse,andthenOtterpoolParkconstructionwillcausedisruptionandbighealthimpactsfromallthediesel.OtterpoolParkmaynotbepossibleifthelorryparkgoesahead,youcan’thaveboth.ATenterdenstyleofhighstreetforOtterpoolsoundsbrilliantbutwhynottrytodothisinFolkestone?Folkestoneneedssomehelp.Theredoesn’tseemtobeanywhereforachurchtogo,oranykindofreligiousbuilding?Thereareseveralexistingchurchessothereisn’tnecessarilyanyneedformore.[Wehaveputforwardanideaforareligiousspace/buildingandwe’reinvitingideasastowhatthiscouldbe].
