The Inauguration Ceremony

of the Federation was held on 14

January, 2011 at Crystal Ballroom,

2/F., The Cityview, 23 Waterloo

Road, Yaumatei, Kowloon. To make

the event more fruitful, the federation

had invited distinguished guests from

the industry to witness the successful

proceeding of the event, and also

invited prestigious guest of honour to

deliver talks on various safety-related

topics before the Inauguration

Ceremony.

Came up with the historical moment of the event,

the federation was delighted to have the presence of the

Commissioner for Labour, Mr. CHEUK Wing Hing, JP to

officiate the Ceremony.

1. On the carriage of persons by a tower crane, the provisions in section 12.4.1 are by far only the

legal requirements without much elaboration on the design criteria, or on what would be considered “suitable”,

such as in “properly designed … cradle”, “suitable measures …”, “suitable anchorage”. This befalls the

intention of the production of a code of practice on this specific item in addition to the set legal requirements.

Reference can be made to BS EN 14502-1:2010 on the design of suspended baskets for carriage of persons

by a crane, such as

• Those parts of the suspended basket where persons are intended to stand shall have a minimum free

standing height of 2 m.

• When the suspended basket is designed to be used in situations where falling objects can be a hazard,

the basket shall be provided with a roof.

• When calculating the rated capacity of the suspended basket the weight of each person shall be taken as

at least 80 kg plus at least 40 kg of equipment for each person. The loading considered shall be increased

with a factor of at least 2 when used in the design calculation.

• Suspended baskets shall be attached to the crane hook with flexible load lifting attachment(s) consisting of

steel wire rope slings or chain slings with an enhanced safety factor of at least:

v 8 × (weight of basket + rated capacity) for chains; and

v 10 × (weight of basket + rated capacity) for steel wire ropes including the end termination.

• When hanging from the hook, the vertical distance between the floor of the basket and the crane hook shall

be at least 3 m.

• The floor of the basket shall be slip resistant, maintained in position to the frame by welding or some other

equally effective means (e.g. bolted), and have drainage. Any aperture in the floor of the basket shall have

dimensions through which a sphere of 20 mm cannot pass. The free space on the floor shall be at least

0.6 m x 0.6 m for one person, and at least 0.4 m x 0.4 m more for each additional person.

• Free foot space shall be available under the external edge of the basket to avoid a crushing hazard.

• Suspended baskets shall be designed so that if a load 1.5 times the rated capacity is applied at the worst

position on the floor, any resulting inclination shall not exceed 20°.

• Suspended baskets shall have on each side both side protection and a recessed hand rail.

• Any door or gate for entering or leaving a working basket shall not open outwards and shall have an

automatic catch to prevent it from being opened inadvertently.

• Suspended baskets shall be provided with anchorage points for personal protective equipment. Persons in

suspended baskets shall fasten their safety harness onto the anchorages provided. The length of the device

between the anchorage poin ts and the harness shall be fixed such that the operator is restrained within the

basket at all times. The maximum length shall be indicated in the instruction notice of the manufacturer.

• The basket rated capacity shall not be exceeded.

• Tools and material carried by personnel shall be secured, in particular against displacement, tipping, and

falling out.

• Occupants shall keep all parts of the body inside the suspended basket during raising, lowering and

positioning, to avoid pinch points. Occupants shall not stand on or work from the handrail or side protection

of the suspended basket or anything in it.

• The basket shall be positioned on a firm surface during access and egress.

• Suspended baskets shall be fitted with a plate durably marked, with the following information and in visible

position:

v dead weight of the suspended basket.

v rated capacity of the suspended basket and maximum number of persons permitted in it.

• Suspended baskets used on cranes shall be painted in a conspicuous colour.

2. Observation of the tower crane in high wind conditions was mentioned in section 12.6.3 of the Draft CoP.

However, the crane operator should have in mind how high the wind speed is (by observing the anemometer)

that undertaking lifting operation would be dangerous. It may be worthwhile to add a subsection to section

5.2.1 of the Draft CoP similar to section 7.1 of BS ISO 9926-3:2005, viz.

• The crane drivers should familiarize themselves with the crane and should consult the instruction manual for

the limiting wind speed. When starting the shift, a crane driver shall establish the maximum wind speed in

service.

一. 國內安全生產概況:

1.安全生產死亡人數逐年降低:2002年死亡人數為14924人,2009年死亡人數為83196人。

如:原國家安監總局局長李毅中在2005年說:2004安全事故造成的直接經濟損失2500億元,約佔全國

GDP的2個百分點;全國人民讓GDP上升了8、9個百分點,安全事故就讓2個百分點沒有了。另,據可靠

資料三峽大壩的總投資才1800億。

2.從國內的死亡事故分類來看,有一個特點:火災、煤礦事故總死亡人數少,但特大事故多,造成的社會

影響大;道路交通事故一次性事亡人數較少,但每年總死亡人數大。

如:2004年安全事故死亡人數是13.6萬人,10.6萬人死於道路交通事故;

2009年總死亡人數為83196人,6.7萬人死於道路交通事故。

2001年12月25日;河南洛陽東都大廈,因電焊工違章操作引起火災;致309人死亡;

2009年11月21日;黑龍江鶴崗新興煤礦發生特別重大瓦斯爆炸事故;108人死亡。

二. 國內安全管理體制:

1.管理體制

如:實行“國家監察、行業管理、企業負責、群眾監督、勞動者遵章守紀”的安全管理體制。這五個

方面有一個共同目標,就是從不同的角度、不同的層次、不同的方面來推動“安全第一,預防為主”方針

的貫徹,協調一致搞好安全生產。

2.管理機構

國家層面:成立國家安全生產管理委員會,由國務院副總理張德江主管,負責協調國務院各部委,共同

管理安全生產事務;

國家安全監管總局(正部級):負責全國安全生產事務的管理;

省、市、縣級安監分局:負責省、市、縣級安全生產事務管理;

鎮級安監分局:負責鎮級安全生產事務管理;

三. 國內安全生產法規:安全法規的規範性檔主要有以下6種

1.憲法

許多條文直接涉及安全生產和勞動保護問題。這些規定既是安全法規制定的最高法律依據,又是安全

法規的一種表現形式。

2.法律

2002年6月29日,第九屆全國人大常委會第二十八次會議審議通過了《中華人民共和國安全生產法》。

是安全生產的專項法律。此外,還有《礦山安全法》等法律。

3.行政法規

為了加強安全生產工作,國務院制定的若干安全生產行政法規。

4.部門規章

國務院國家安全生產監督管理總局單獨或會同有關部門制定的專項安全規章,是安全法規各種形式中

數量最多的一種。其它部門的規章中也有一些安全方面的規定。

5.地方性法規和地方規章

地方性法規由各省、自治仄、直轄市人大及其常委會制定的規範性檔;地方規章是由各省、自治區、

直轄市政府,省會、自治區首府所在地的市和經過國務院批准的較大的市的政府制定的規範性檔。

其中,許多是有關安全生產的專項文件。

6.國際法律文件

主要是國際勞工公約口凡是我國政府批准加人的國際勞工公約,除了我國聲明保留的條款外,我國應該

保證實施。

四. 國內安全生產文化:國家安全監督管理部門近年推行

1.安全生產五要素:安全文化、安全法制、安全責任、安全技術、安全投入;

安全文化:是安全生產的根本

安全法制:是安全生產的利器

安全責任:是安全生產的靈魂

安全技術:是安全生產的手段

安全投入:是安全生產的保障

2.企業的安全生產責任制:在推行全員安全管理的同時,實行安全生產責任制度。

安全生產責任制度:是根據“管生產的必須管安全”的原則,對企業各級領導和各類人員明確地規定了

在生產中應負的安全責任。是企業中最基本的一項安全制度,是安全管理規章制度的核心。也是事故

發生後,對介定事故責任的一種依據。

五. 工傷事故補償:工傷事故賠償實行無過錯原則

1.事故分類:分為受傷事故和死亡事故

1)死亡事故:2009國務院以《關於進一步加強企業安全生產工作的通知》,要求從2011年1月1日起,

將一次性工亡補助標準調整為原標準的5倍;東莞死亡一個人賠償要從2009年的20萬元,增加到

100萬元左右。

2)受傷事故:分為一至十級事故,受傷事故屬於哪個級別,由政府部門的勞動能力鑒定機構鑒定確定。

最小的十級事故(如一手指遠程骨折,被鑒定為10級傷殘),員工在免費醫療期滿後,如自願離開

企業,可得到十一個月工資的補償。

六. 專職安全管理人員資格許可:

1.安全主任制度:廣東省和東南沿海一些省份借鑒香港及新加坡等地區和國家先進經驗的基礎上,實行

註冊安全主任制度,對安全從業人員資格以地方性法規進行了准入規定。

2.註冊安全工程師:是2004年6月由國家人事部與安監局正式發文,實行註冊安全工程師考試制度,考試

通過後,可在全國範圍內,受企業聘用並註冊後執業。

Gammon’s Pristine office located at Shatian Town,

Dongguan which in conjunction with the fabrication

yard. The operation covers an area of 51,000

square metres; 10,872 square metres are for covered

workshops for fabrication; 3,000 square metres are for

painting workshops; more than 12,000 square metres

of ground slabs are for storage and trial assembly;

and 1,700 square metres are for office space. A

further 10,000 square metres are reserved for future

expansion.

Pristine plays an important role in Gammon’s

supply chain, supporting the Hong Kong Steelwork

Team by supplying the steelwork required to meet

building schedules steelwork for various sites in Hong

Kong.

Health, safety and quality are all issues that are

critical to Pristine, thus comprehensive health and safety

management system is implemented. The visit had

demonstrated to members of how Gammon’s Pristine

office manage the health and safety of such a large

plant effectively and smoothly, and how to manage the

potential health and safety risks in order not to interfere

the production.

A technical visit was organized by the society on

5 November 2010 for a class of full-time students in

Environmental and Occupational Safety and Health

of Hong Kong Polytechnic University at one of the

Foundation Projects in Tsuen Wan. During the visit,

the project team members shared the best health, safety

and environment practice to the students, Mr Au Ho

Fo, Chairman of the Membership also introduced the

Society to the students.

Venture Track Program Forum 2010

Venture Track Program Forum 2010

Stephen Tao, member of the SRSO represented our Society to deliver a presentation at the Venture Track

Program Forum of the PolyU on 20 November 2010.

The topic of the presentation was Kaleidoscope of Safety Officers and its key contents are

as follows:

The duties of Safety Officer can be found in the FIU (SO&SS) Regulations or other safety management systems

of construction companies. However, the main duty of Safety Officer is to make our workers safe and health while

undertaking their works on sites or at workplaces.

An applicant of safety personnel must start his career path from the lowest grade of safety department

even though he holds a Bachelor degree or even Doctor degree. But honestly speaking, an ASO is faster to

achieve a professional qualification (RSO) than an AE (ICE or HKIE). In addition, the salary and the job security

of RSO are more stable, satisfactory and secure than other construction positions because of legal and contract

requirements.

Five simple but important actions should be implemented to foster a safety culture and those actions are

Mindful, Respectful, Informed, Fair and Learning. On the other hand, four protection layers should be installed to

prevent accidents. Those layers are Design and Engineering, Material, Plant and Equipment, Process and People.

In addition, the Design and Engineering layer is the most direct and effective layer to prevent the occurrence of

industrial accident.

Finally, safety personnel are recommended to consider the below gains from learning for avoiding difficulties

from their works.

Integrate themselves into site environments.

Adjust their speaking tones and topics to match the frontline level.

Affect other people to implement their improvements.

Communicate with their site in charges regularly.

Adjust the perception of the frontline supervisor.

Prepare well for presentations or trainings and speak up their voices. Do it by their sincerities and cares.

Implement their duties by the “fair” and the “you see you act”.

Continue to learn and broaden their views.
