CHAPTER - IINTRODUCTION
The Central Government have enacted Right to Information Act, 2005 to provide for setting out the practical regime of Right to Information for Citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority.
According to 4(1) (B) of Right to Information Act, a manual has to be published on or before 12-10-2005 on 17 items prescribed therein.
This book is intended to be used by Citizens, Civil Society, Organizations, Public Representatives and other general public.
As far as Deputy Director(SW) Office is concerned, the District Social Welfare Officer is designed a Public Information Officer u/s 5(1) of the Act to provide information with in the time specified and the Superintendent dealing establishment is designed as Asst. Public Information Officer who will receive applications for information under Right to Information Act, 2005. Any aggrieved person against the orders of the Public Information Officer may appeal to Deputy Director(SW).

The following functions and duties are allotted to the Deputy Director(SW).1. He shall be declared as District Vigilance Officer for Social Welfare

2. He shall inspect Government Offices/Public Undertakings to verify the implementation of Rule of Reservation in services and maintenance of rosters
3. He shall review and monitor Special Component Plan once in a month with all Departmental Officers under the Chairmanship of the District Collector.
4. He shall visit the scene of occurrence of any atrocity on SCs and appraise the District Collector regarding the steps to be taken for relief and rehabilitation of the victims of Atrocities.
5. He shall be the Inspection Officer in respect of Govt. S.W.Hostels in the district.
6. He shall review expenditure every month and rationalize release of funds under various schemes.
7. He shall visit professional and other colleges and verify drawal and disbursement of post matric scholarships and watch register of acquittances for previous payments.
8. He shall review drawal and disbursement of pre-matric scholarships to the children of those engaged in unclean occupations.
9. He is the Head of Office.10. He is the Budget Controlling Officer11. He is the District Vigilance Officer12. He has to arrange orientation training programme for Hostel Welfare
Officers/Cooks etc.,13. He shall personally review APAT Cases, Court Cases, Pensions Cases,
Suspension cases every month.14. He shall review ACB cases, Disciplinary cases and Vigilance Cases
every month.15. He shall review the Inspection reports of the ASWOs every month.16. He shall sanction incentive awards to inter-caste married couples.17. He shall sanction Post Matric scholarships18. He shall discharge all other administrative functions as per service
rules and orders earlier issued as head of the office.19. He shall review the monthly tour diaries of District Social Welfare
Officers/Asst. Social Welfare Officers and furnish to Commissioner of Social Welfare.
20. He is responsible to furnish monthly progress reports/periodicals for review towards implementation of various Social Welfare Schemes in the District.

1. He will work under over all control of Deputy Director of Social Welfare.2. He will be the touring officer in the district. He will tour at least 20
days in a month, after getting the programme approved by the Deputy Director(SW).
3. He will inspect all Government Hostel, Govt.Orphanages, Begger Homes and other institutions functioning under the department. He is responsible for the proper maintenance of these institutions. He should give his inspection reports to Deputy Director(SW) immediately on return from tour for appropriate action.
4. He will attend to the work relating to the renewal of scholarships and fresh cases will be scrutinized by him for placing before the Deputy Director(SW) for sanction.
5. He should ensure that all periodical returns are sent to the Commissionerate.
6. He shall discharge the duties entrusted by the Deputy Director(SW).

The following functions and duties are allotted to the Asst. Social Welfare Officer1. The Asst. Social Welfare Officers should thoroughly inspect all the
hostels and other institutions including Ashram Schools, Government Orphanages located in their jurisdiction at least once in a month.
2. He is responsible for verification, disbursement and collection of acquittances in respect of post matric scholarships strictly in terms of G.O.Ms.No.90 SW(Edn.2) Dept, Dt.30-07-2002.
3. He is responsible for distribution of dresses, Note Books, N.T.Books to hostel boarders.
4. He will be responsible for enrollment of SC school going children in the schools and furnish monthly reports to Deputy Director(SW).
5. He will be responsible for collection and maintenance of basic data related to Scheduled Castes and other schemes pertaining to Social Welfare Department.
6. He will identify SC localities for provision of drinking water, electricity and other civic amenities.
7. He/She should submit his/her tour diaries along with progress reports to the Deputy Director(SW) by 3rd of every month.
8. He will take action for giving publicity on removal of untouchability and implementation of PCR Act and prevention of Atorcities Act. He should take action to report cases of atrocities to the District Administration immediately after occurance.
9. He is responsible for detection and reporting of atrocities cases against SCs/STs and take follow-up action for relief and rehabilitation as per the instructions of the Deputy Director(SW) and District Collector.
10. He is Responsible Officer for verification of Social Status of candidates and cases of inter-caste married couples referred to him.
11. He is the drawing officer for their salaries and the salaries of their staff.12. Assistant Social Welfare Officer should make special efforts to get
applications for admission to hostels from deserving candidates with the involvement of N.G.Os wherever possible and to give wide publicity.
13. He should convene Hostel Advisory Committee meetings by involving the parents.
14. He is responsible for monitoring of academic performance of the boarders and maintenance of the progress cards, health cards in the hostels and achieving good results in the public examinations. He should inspect hostels and other institutions, frequently and cover all institutions at least once a month and submit inspections reports in the format prescribed to the Deputy Director(SW) every month.
Inspections should be critical and not routine. He should take followup action on the discrepancies noticed in the hostel immediately which are within his capabilities and pursue with the higher authorities for the remaining.
15. He should cross check school attendance of the hostel boarders at random and ensure that Hostel Welfare Officers verify boarders attendance in the schools regularly.
16. He should maintain Movement Register in his office in which he should record his movement whenever he is on tour. The Hostel Welfare Officer who visit Asst. Social Welfare Officers Head Quarter should sign in the Movement Register kept in Asst. Social Welfare Officer’s Office.
17. He should gather information on input data formats and submit the same to the Deputy Director(SW) before 10th every month.
