INTRODUCTION The Oregon University System (OUS) Fee Book has previously been adopted by the State Board of Higher Education
through Oregon Administrative Rule (OAR) 580-040-0040. The Fee Book contains enrollment fee policies common to all
institutions of the Oregon University System. During the 2013 Regular Session, the Oregon Legislature passed Senate Bill
270 which, effective July 1, 2014, establishes Oregon State University, Portland State University, and the University of
Oregon as separate entities, each to be governed by its own institutional board of trustees.
As these three public universities transition from being governed by the State Board of Higher Education (SBHE) to their
own boards, SB 270 provides that policies in effect at June 30, 2014 will “continue in effect until lawfully superseded or
repealed by the standards or policies of the governing board or the university.” The SBHE has provided guidance to all
seven public universities in the submission of their proposed fees, including the required participation of enrolled
students and recognized student governments. OSU, PSU, and the UO were asked to review their proposals with
members of their institutional boards, which will become fully operational on July 1, 2014, in advance of submission to
the SBHE.
Any references to Oregon Revised Statutes (ORSs) and Oregon Administrative Rules (OARs) pertain to those in effect at
June 30, 2014.
For the 2015-2016 academic year, the Oregon State University Board of Trustees (Trustees or Board) determine tuition
and mandatory fees for OSU.
2014-15 Academic Year and 2015 Summer Session. For this transition period, the State Board of Higher Education, the
Chancellor, and the institutional presidents have determined that establishing tuition, building fees, health service fees,
incidental fees, student recreation center fees, student union fees, and other mandatory enrollment fees should be
completed under existing statutes governing the State Board and pursuant to the existing processes, procedures, and
policies established by the State Board. The State Board asked that each of the three boards of trustees (Oregon State
University, Portland State University, and the University of Oregon) approve proposed enrollment fees that the
president of the relevant university would then submit to the State Board via the Chancellor.

DELEGATION OF AUTHORITY The Oregon Legislature grants authority to the State Board of Higher Education to establish tuition and fees for
enrollment at Oregon University System institutions. Based on recommendations from the institutions and the
Chancellor, the Board annually sets fees for enrollment at the institutions, including:
• Tuition • Building Fees • Health Service Fees • Incidental Fees • Student Recreation Center Fees • Student Union Fees • Other Mandatory Enrollment Fees • Other Special Fees as determined by the Board
The State Board has delegated the authority to each president of an OUS institution to establish certain fees, fines, and
charges for services and materials, including:
• Laboratory and Course fees • Fees for workshops • Instruction fees for Continuing Education, Extended Programs, and Distance Education • Residence Hall Room and Board Rates • Charges for auxiliary services, e.g., food services, student centers, and parking • Fines for violation of campus regulations • Charges for facilities use • Charges for other materials and services

SUMMARY OF CHANGES The following narratives summarize the proposed tuition and fee changes for 2014-15, focusing on resident tuition and
fees. During 2013, the Oregon legislature passed HB 5008 and HB 5101 (Special Session) that contained limits on certain
rate increases. The proposed tuition and fees comport with the legislative directives as specified in the budget notes for
these bills.
HB 5008 Budget Note:
Oregon University System
The Subcommittee increased the General Fund appropriation for public university support by $15,000,000 with
direction that the money be used to reduce resident undergraduate tuition increases at the state’s seven public
universities. The Subcommittee adopted the following budget note to limit tuition increases on resident
undergraduate students:
Budget Note:
In adopting the budget for the Oregon University System, the Legislature intends that increases in the
base rates for tuition paid by resident undergraduate students on all seven campuses and one branch
campus (EOU, OIT, OSU, OSU-Cascades, PSU, SOU, UO, and WOU) may not exceed an average of 3.5% at
any individual campus in any given year of the 2013-15 biennium. For students choosing the Tuition
Promise program at WOU, rates of increase over the prior cohort may not exceed 5.7% in any given
year. These limits on tuition shall apply to all seven campuses and one branch campus for the next two
academic years (2013-14 and 2014-15) regardless of the outcome of any governance changes that may
be implemented during the biennium.
HB 5101 Budget Note:
Oregon University System
The Committee increased the General Fund appropriation for public university support by $25,000,000 with
direction that the money be used to reduce resident undergraduate tuition increases at the state’s seven public
universities. The Committee adopted the following budget note to limit tuition increases on resident
undergraduate students:

In adopting the additional funding for the Oregon University System, the Legislature intends that
increases in the base rates per credit hour paid by resident undergraduate students for the Winter 2014
and Spring 2014 terms on all seven campuses and one branch campus (EOU, OIT, OSU, OSU-Cascades,
PSU, SOU, UO, and WOU) may not exceed an average of 2%. For students choosing the Tuition Promise
program at WOU, rates of increase over the prior cohort may not exceed 4.3% for the Winter and Spring
2014 terms. For the 2014-15 academic year, the Legislature intends that there be no increases in the
base rates per credit hour paid by resident undergraduate students at all seven campuses and one
branch campus (EOU, OIT, OSU, OSU-Cascades, PSU, SOU, UO, and WOU). For students choosing the
Tuition Promise program at WOU, rates of increase over the prior cohort may not exceed 2.2% for the
2014-15 academic year.

Corvallis Campus
OSU Corvallis increases over 2013-14 rates:
No proposed increases to undergraduate tuition rates
Graduate resident rate increase: 1.9% ($8.00/credit)
Graduate non-resident rate increase: 3.9% ($28.00/credit)
OSU is not proposing an increase for undergraduate students. OSU is continuing its phase-out of the undergraduate
plateau over the next two years to reflect a consistent per credit hour charge. The prior years’ 12 to 16 credit hour
plateau structure resulted in some students receiving up to a 25% discount from the standard per credit hour rate. As
the plateau is phased out, cost for enrollments in credit levels of 13 and above will result in higher percentage increases
than the standard per credit hour rate increase. Summer tuition rates have no plateau.
Most all proposed increases to graduate differential programs are less than the proposed percentage increases to base
rates.
Commensurate with student approval, academic year incidental fees increased by 2.4% ($7.54 per term) with the
already significantly discounted summer rates decreasing slightly by 0.5% (-$1.08 for Summer 2015).
OSU resident summer rates remain consistent with Academic Term rates. For Summer 2015, OSU continues to offer
resident rates to non-residents.
Cascades Campus
Cascades’ resident undergraduate rates remain lower than OSU Corvallis campus rates. Cascades’ non-resident,
graduate, and differential rates are equivalent to the Corvallis campus rates.
OSU Cascades is not proposing any increases to Academic Year 2014-15 or Summer 2015 fees.

Tuition and Fee Policies for 2014-15
TUITION STRUCTURE AND ASSESSMENT
Tuition rates for students admitted to academic programs are established by student classification (undergraduate,
graduate, and doctoral), residency, and credit hours taken and based on factors such as state-appropriated funds per
full-time equivalent student, the financial needs of the University, and market comparators.
Non-admitted, part-time students enrolling for a combination of undergraduate and graduate courses are assessed
tuition using the rates for each respective classification and fees based on the undergraduate fee tables for total
enrolled credits. Non-resident students pay a larger share of instructional costs than resident students to cover the full
cost of instruction.
Academic Year: Charges assessed to students during the academic year are comprised of Tuition, Mandatory Enrollment
Fees, One-time Fees, and Other Student Fees.
Summer Session: Tuition is assessed on a per-credit hour basis or aligned to the preceding academic year’s structure.
Tuition rates in the summer session may differ from the academic year and may or may not vary based on residency
status.
Continuing Education: Tuition and fees for continuing education courses are assessed regardless of residency. Typically,
rates are set at levels necessary to cover direct and indirect costs of providing the course. Tuition and fees are charged
to participating students apart from enrollment fees paid for other courses.

Student Residency
A resident student is one who fulfills Oregon residency requirements as established by OAR 580-010-0030 through 580-
010-0047 and OSU standards and policies regarding residency. Oregon residency is generally based on the following
criteria: a person with a bona fide fixed and permanent physical presence established and maintained in Oregon of not
less than 12 consecutive months immediately prior to the term for which residence status is requested. State funded
graduate students who become Graduate Teaching or Research Assistants are automatically converted to resident
status for enrollment fee purposes.
A non-resident student is one who does not meet Oregon residency requirements as specified in OAR 580-010-0031 and
OSU standards and policies regarding residency.
Fees
Mandatory Enrollment Fees
A fee is a mandatory enrollment fee if it is required to be paid, as a condition of enrollment in the University, by every
student enrolled in the University. For Academic Year 2014-15, mandatory enrollment fees are the Building, Health
Service, and Incidental Fees. Students enrolled less than full-time are subject to these fees at a rate appropriate to the
specific number of credit hours taken each term. OSU has the option of assessing mandatory enrollment fees during the
summer session at rates comparable to those assessed in the academic year.
Building Fee: OSU may assess a per student per term to finance debt service for construction associated with student
centers, health centers, and recreational facilities constructed through the issuance of Article XI-F(1) bonds.
Incidental Fee: Incidental fee recommendations are made by student committees to the University President in
accordance with OAR 580-010-0090 and OSU policies and standards. In some instances, the student committee
recommendations are supported by general campus student referenda. Funds generated by incidental fees are used to
fund student union operations, educational, cultural, and student government activities, and athletics. Generally, there
are fewer incidental fee supported activities during the summer term, resulting in lower rates than those assessed
during the academic year.
Health Services Fee: This fee is used to support student health services. During summer sessions, student health services
may function at reduced levels or not provided at all. The recommended summer session rates reflect these lower levels
of activity.
One-time Fees
The Matriculation fee is an example of a one-time fee charged to newly admitted students upon enrollment. This fee is a
one-time assessment and was developed to reduce the large number of enrollment-related fees for student orientation,
course scheduling (drop/add fees), transcripts, degree applications, and re-enrollment. The fee is also used to support
academic programming for freshman interest groups and learning communities.
Other Student Fees
Fees for Instruction Related Services: Laboratory and Course Fees are published in OSU’s catalog and schedule of classes.
Laboratory and Course Fees are limited to institutional sale to students of equipment, materials, or ancillary services
consumed by the student as a part of course instruction where the equipment or material is not readily available for
purchase through external sources.
Fees and Fines for Non-Instruction Related Services and Materials: The level of charges, fines, and fees should be
sufficient to ensure recovery of associated direct and indirect costs to provide the service. These include charges for

auxiliary services, such as housing, food services, student centers, and parking; facilities use; athletics and other tickets
and events; and violation of campus policies and regulations, such as late fines for library books and parking fines.
Application Fee: The President or designee determines the amount of the application fee and establishes policies
governing the conditions under which application fees will be required. The University may assess additional application
fees for admission to selected programs or schools. The relevant application fee must be received before the application
will be evaluated. Application fees are not refundable.
Application Fee Deferral Program: The President or designee may, upon request, defer the application fee for first-time
freshmen or transfer students who, at the time of application, are either eligible for, or participate in, any of the
following:
1) Free or reduced school lunch program; 2) TRIO-type college preparatory programs (e.g., Upward Bound, Talent Search, EOC, HEP); 3) State of Oregon or U.S. public assistance; 4) College Board fee waiver; and/or 5) Foster Youth Tuition and Fee Waiver
The online request form for Application Fee deferral is located at:
http://oregonstate.edu/admissions/sites/default/files/2014_15_deferral_form.pdf. The student must complete the deferral form and have it signed by a school official (high school counselor), special program official, or university
official, and submit it at the time of application. Application fees deferred under this provision become payable upon the
student’s enrollment and receipt of financial aid funds. If a student does not complete the application process or does
not enroll, the Application Fee is canceled. Students residing outside the United States at the time of their application
must prove to the satisfaction of institutional officials that they would meet comparable eligibility guidelines in their
country of residence.

Post baccalaureate, Non-graduate Student Classification
A holder of an accredited baccalaureate degree who has not been admitted to a graduate degree program and who
submits an official application for admission to pursue a second baccalaureate degree or enroll in course work not to be
used for graduate credit is called a post baccalaureate, non-graduate student and is assessed tuition at undergraduate
rates.
Fees and policies applicable under the part-time fee policy shall prevail when a student classified as a post
baccalaureate, non-graduate enrolls for eight or fewer credits at an institution that has adopted the part-time student
policy.
Baccalaureate degree holders who are admitted to post baccalaureate, non-graduate status at undergraduate tuition
rates are precluded from claiming graduate credits for graduate courses taken while in this status. However, individual
institutions may allow the reservation of not more than six of their graduate credits per term to apply in their
institution’s graduate programs. Graduate credits reserved in combination as an undergraduate and post baccalaureate,
non-graduate cannot exceed 15 credits. Baccalaureate degree holders who are not admitted to post baccalaureate, non-
graduate status will be assessed graduate tuition rates.
Students who are admitted to an advanced degree program may convert to post baccalaureate, non-graduate student
status only if the graduate degree has been awarded, if a student has been dropped from the degree program by the
institution, or upon a request approved by the dean of the Graduate School for voluntary relinquishment of graduate
status.
Students admitted to a 45-hour standard norm certificate program are not eligible for the post baccalaureate, non-
graduate student status. Graduate tuition rates are applicable whether or not students in the program seek graduate
credit.

Tuition and Fee Calculation
The Tuition & Fee Schedules included in this document provide detailed information regarding both Tuition and
Fee rates on a per term basis.
As discussed in the section on Differential Tuition, there may be separate tuition rates (differential rates) for
certain high-cost/high demand programs. These tuition rates are provided in separate tables under the
Differential Tuition section for each campus.
Calculating Tuition & Fees
To appropriately calculate total Tuition and Fees, the mandatory fee rates must be added to the appropriate
base or programmatic tuition amount based on the number of intended credit hours.
For example, a student classified as a resident undergraduate with a non-declared major planning to take 15
credit hours for the term at the Corvallis campus would calculate total tuition and fees as follows:

However, tuition and fees for a student enrolled in a program with a differential tuition rate would be calculated
by locating the correct tuition rate from the applicable differential table and then adding the applicable

enrolling for 15 credit hours would calculate tuition as follows:
