PROJECT LAUNCH APPROVAL FOR CONSTRUCTION OF STAGE 2 WALKER ROAD SPORTING FACILITY - SOCCER AND CRICKET FIELDS AND ASSOCIATED SERVICES

RECOMMENDATION:
That Council:
1. Approves the construction of Stage 2 Walker Road Sporting Facility project with an overall Project Launch Budget of $5,650,836 and approves the end date of 22 July 2017; and
2. Delegates authority to the Chief Executive Officer in accordance with the Local Government Act 2009 to:a. Approve expenditure up to the value of the project launch budget of
$5,650,836b. Enter into contracts, negotiate and finalise any and all matters relating
to this project.
EXECUTIVE SUMMARY:
Stage 2 is the second construction stage of the Council approved Walker Road Sporting and Recreation Precinct Master Plan located at Edmonton. Four new fields will be constructed consisting of two soccer fields and a senior standard cricket field with turf wicket and an adjacent junior cricket field. Associated services will be provided including an access road, car parking, water sewer and electrical services, irrigation, landscaping and field lighting.
Consultation and design of Stage 2 civil and electrical works is now complete and construction project management is to be progressed by Capital Projects Delivery. The construction works will be undertaken by Cairns Works Construction in order to achieve the earliest possible site start and final handover as a three month maintenance period is required for turf establishment beyond the civil works programmed for December completion. The proposed handover completion date is 31 March 2017.
Cairns Works have recently completed the adjacent Stage 1 Softball and Baseball facility with a final cost of $7,500,000 anticipated, which will be $431,000 below thatapproved PLA budget of $7,931,000.
This report seeks Project Launch Approval (refer Attachment 1) for the above Stage 2project works.

BACKGROUND:
The “Walker Road Sports and Recreation Master Plan” final report datedSeptember 2013 (#4162100) was approved by Council at the Ordinary Meeting on 30 October 2013 (#3981701, #4166133).
The 19.8 hectare Lot 304 Council development site presently has the leased Edmonton Leisure Centre at the south western portion of the site on Walker Road. The balance of the vacant land (approximately 18 hectares) is to be progressively developed based on the approved updated Concept Master Plan and Staging Plan detailed in Attachment 2 (#4752347).
The first development “Stage 1A Sporting Fields for Softball and Baseball” is complete and hand over occurred in April 2016.
This second development “Stage 2” Sporting Fields for Soccer and Cricket” formalises the western central portion of the site adjacent to the existing Edmonton Leisure Centre.
Stage 2 scope includes the provision of:
A new internal access road link with 63 carparks and lighting18,000 m3 of bulk earthworks, shaping and topsoiling Additional 114 carparks with lighting adjacent to the Edmonton Leisure Centre 100m of 375mm diameter trunk sewer modificationsExtension of trunk water, electrical and communications conduit and cableTwo rectangular soccer fields with automated irrigation and field lightingOne senior turf wicket cricket field with manual irrigation, feature picket fence and field lightingOne junior cricket fieldTurfing, landscaping, fencing and signageTemporary 45 bay carpark centrally located adjacent to the future shared soccer/cricket amenities building.
COMMENT:
Construction is programmed to commence immediately to take advantage of dry conditions for construction and provide for the oval line planted turf establishment to coincide with the next wet season. Mulgrave Cricket Club requires their transition to Walker Road to happen as soon as possible. The building platform and services for the future shared soccer/cricket amenities building needs to be constructed in Stage 2 prior to letting that future public tender building contract work (Stage 3).
In ground electrical and irrigation services have been designed in Stage 2 to the ultimate Master Plan requirements ensuring underground capacity is available for future upgrades.
The new fields will be of a high standard with superior infrastructure and lighting for night play and training, increased parking that is fully lit and located adjacent to the future 600m2 shared soccer/cricket amenities building.

The central senior cricket oval is designed for multipurpose use providing two junior rectangular fields to service hockey, football, Oztag and touch football. This will be suitable for day and night use in coordination with cricket.
The western smaller cricket field adjacent to Isabella School is suitable for vigoro use. The two adjacent soccer fields fronting Walker Road are also suitable for junior hockey, Oztag and touch football.
The Stage 2 project will be overseen by Capital Projects Delivery and construction works will be undertaken by Cairns Works Construction who have significant experience in the delivery of such projects as demonstrated by the previous Endeavour Park upgrade and Stage 1 sporting fields at Walker Road. With an immediate construction start, the civil works will be completed by December followed by a three month (wet season) landscaping and turfing establishment period resulting in a 31 March 2017 project handover date.
OPTIONS:
That Council approves the Project Launch Approval for an amount of $5,650,836 with an approved end date of 22 July 2017.
Or
Council does not approve the Project Launch Budget.

9. Procurement Arrangements
Cairns Works provided Stage 2 price on the 4th May 2016 to undertake earthworks, drainage, sewer, water, electrical services, roadworks, car parking, oval lighting, fencing, irrigation and landscaping. Prices are considered competitive, fair and reasonable to progress with an immediate start of works. An additional 2 months would have to be added to the start date if external tenders are required for pricing these works. Cairns Works are experienced to deliver the works as demonstrated by the previous successfully completed Walker Road Stage 1.
Stage 1 was successfully delivered by Cairns Works under the forecast budget.

This PCC15143-02 funding PLA is for Stage 2 works as detailed here with all future works to be undertaken as budget becomes available. The recently completed Walker Road Stage 1 project was delivered under budget in the order of $431,000.
