Orders of Commissioners Court Bexar County, Texas TUESDAY, AUGUST 28, 2012 Commissioners Court Work Session was called to order by County Judge Nelson W. Wolff at 11:05a.m. Present at roll call: Nelson W. Wolff, County Judge; Sergio "Chico" Rodriguez, County Commissioner Precinct No. 1; Tommy Adkisson, County Commissioner Precinct No. 4; David Smith, County Manager; Susan Yeatts, County Auditor; Gerard Rickhoff, County Clerk (Rep. by Leonor Salazar); Susan Reed, District Attorney (Rep. by Ed Schweninger); David Marquez, Executive Director of Economic Development; Daniel Garza, Purchasing Agent. When the following proceedings were had to-wit: A motion was presented by County Commissioner Sergio “Chico” Rodriguez, duly seconded by County Commissioner Kevin Wolff, to excuse County Commissioner Paul Elizondo from today’s meeting due to medical reason. Motion was voted on as follows: Commissioners Rodriguez, Wolff, Adkisson, and Judge Wolff voting “Aye”. Motion carried. ♠♠ A letter of condolence is to be sent to the family of Norma Friesenhahn DiPasquale expressing to them the sympathy of the court on the loss of their loved one. She loved her church and spent many years in volunteer activities. She was also active in the Altar Society of Saint Joseph South San and later at Saint Margaret Mary’s Church. She was a member of Saint Peter and Saint Joseph Children’s Home Auxiliary and devoted much of her time for a cause she believed in.She is survived by her daughters Barbara Chappell, Phyllis Anderson, and a son James DiPasquale, 4 grandchildren and 2 great-grandchildren. A letter of condolence is to be sent to the family of Cordelia Blanchette expressing to them the sympathy of the court on the loss of their loved one. She is survived by her son, Curtis A. Blanchette, daughter-in-law Susan Niemann, 5 grandchildren and 2 great-grandchildren. A letter of condolence is to be sent to the family of Jose Juventino Arzola expressing to them the sympathy of the court on the loss of their loved one. He was born in Laredo, Texas coming to San Antonio after graduating from St. Joseph’s Academy. He attended St. Mary’s University on a scholarship where he earned a BBA degree with a major in accounting in 1961. He served four years in the U.S. Air Force. He retired from Kelly Air Force Base after thirty-five years of service. He was an active member of Holy Name Parish where he served as Lector – Commentator and Treasurer of Holy Name Guadalupanas. He is survived by his wife Emma Olivia Guerrero Arzola, sons Jose Pablo, Ricardo Alberto, and Roger Gill; daughters Teresa Gallegos, Dora Alicia Midlane, and Ana Maria Wilson; step-daughters former Councilwoman Debra Ann Guerrero and Sandra Jo Guerrero, as well as 16 grandchildren and 21 great-grandchildren. A letter of condolence is to be sent to the family of Arturo Villarreal expressing to them the sympathy of the court on the loss of their loved one. He often fondly recalled his years as a sergeant and senior parachutist in

Commissioners Court Work Session was called to order by County Judge Nelson W. Wolff at 11:05a.m. Present at roll call:

the U.S. Army’s 508th Airborne Company in Ft. Benning, Georgia. His achievements include a National Defense Service Medal and a Good Conduct Medal. Upon his discharge from the U.S. Army, he embarked on numerous business ventures, which included A & M Food Market, La Fuente Party House, Disco Fantasy, and Arturo’s Ballroom. His love of music led to the creation of the first Super Dance in 1976. His success in the industry was recognized in 2001 when he received the National Hispanic Music Hall of Fame Award and the Tejano Music Lifetime Achievement Award in 2008. He is survived by his wife of 61 years Mary E. Villarreal, daughters, Sylvia Villarreal-Casas, Diana Villarreal, Norma Villarreal and Lisa Maria Montelongo, 5 grandchildren, as well as numerous nieces and nephews. A letter of condolence is to be sent to the family of Gloria Reyes expressing to them the sympathy of the court on the loss of their loved one. She was a lifetime member of the Texas VFW Ladies Auxiliary Post No. 8936; lifetime member of the Westside YMCA and a devout, lifetime parishioner of St. Paul’s Catholic Church. She lived her life to the fullest and always placed her family first in her life. She is survived by her husband of 60 years, Rudy F. Reyes; their children: Cecilia Garcia, Barbara Castaneda and Brandon Reyes; 4 grandchildren and 9 great-grandchildren and numerous family members and friends. Commissioners Court will adjourn today’s meeting in honor and memory of:

♠♠ Item – 2 August 28, 2012 Information Technology Department The Court hereby ordered and approved a motion approving a budgetary transfer of $290,300 from Information Technology Z-Server Upgrade project into a newly created Pitney Bowes Mailing Solution System Project. (Record)

A motion was presented by County Commissioner Sergio “Chico” Rodriguez, duly seconded by County Commissioner Tommy Adkisson, which motion was voted on as follows: Commissioners Rodriguez, Adkisson, and Judge Wolff voting “Aye”.

♠♠ Item – 3 August 28, 2012 District Attorney’s Office The Court hereby ordered and approved a motion approving a contract between Bexar County and Alan McDougall for Breathalyzer services to Alamo Forensic Services for a period not to exceed 60 days. (Record-agreement to be filed later)

August 28, 2012 Office of the County Manger Presentation and discussion was held regarding the Bexar County Fiscal Year 2012-13 Proposed Tax Rate and Operating and Capital Budget, and authorizing a proposal to adopt the Bexar County Tax Rate on Tuesday, September 11, 2012. (Record) No action was taken.

♠♠ A motion for adjournment was presented by County Commissioner Tommy Adkisson, duly seconded by County Commissioner Sergio “Chico” Rodriguez, which motion was voted on as follows: Commissioners Rodriguez, Wolff, Adkisson and Judge Wolff voting "Aye."
