    Project Overview

    At the heart of New Yorks Lower East Side, the famouscuts a diverse cross section through one of the citys neighborhoods. Originally the marketplace of New Ytoday juxtaposes old and new activities and architecbuildings with their characteristic fire escapes house stof every variety Lined with a diverse mix of shops, foodand historic-tenement style residential buildings, the streeactive presence and inviting atmosphere. Orchard Streea frontier for the artists and artisans that distinguish tSide from the towering business districts of midtown aManhattan. Its rich history, residential density and dicommerce have made it a global destination for over 1

    As Orchard Street continues to evolve, it finds itself historic neighborhood fabric with large scale real estaton all sides. As pedestrian and bike traffic on the street coalong with motor vehicle traffic, a safe and welcoming smaximizes the pedestrian and bike experience while a is more important than ever.

    To guide these changes the Lower East Side BusinesDistrict a community planning process that will a

    vibrancy, bike parking and make the street safer, while aspaces to the existing stock. The Orchard Street Impincorporates local stakeholder input and city guidelinstreet experience tailored to the surrounding community

    The process was designed tostakeholders directly in both goal-setting and decisionLES BID hired local design firm Pilot Projects Design Colla participatory design process that involved the streegroups directly in the planning process. Using this appand many of the details, of the improvement plan werecommunity itself.

    Orchard Street Improvement Plan Goals:

    Build consensus between street residents, merchantowners on needs and priorities.

    Create a safer more enjoyable environment fopedestrians.

    Elevate the cyclist and pedestrian experience while acar and truck traffic.

    Maintain the character and culture of Orchard Strebeautifying the street.

    Promote local businesses oOrchard Street.

    Approach and Process:Community Design Sandbox

    1. Measurement Survey of Existing ConditionsTo fully understand the existing conditions, all seven blocksStreet, from Canal Street toHouston Street, were meticu

    We recorded the exact location of all existing sidewalk infrom gas and water mains to parking and payphones. information was not accessible in city records.

    2. Community Needs Assessment

    Beginning with LES BIDs extensive local database, a stakehwas sent to all local residents, merchants and property ownercovered well known issues such as parking, plantings andinfrastructure on Orchard St, as well as opening the opportuissues to emerge from respondents.

    Based on the results of both physical and user group surveys, design SANDBOX forum was by Pilot Projects to connect thhad emerged. From the physical survey, a sixteen foot lon1 scale relief model was created with movable blocks andelements as the centerpiece of an interactive community des

    This event was open to the public and invited feedback and from all residents, merchants and building owners with an Oaddress. Participants engaged in a visioning and goal-set

    then placed street elements, like bike racks, benches, pedeand trees, in desired locations. This was accompanied wnotes explaining choice element and location. Also, more distributed and collected.

    All community f eedback from the surveys and the CommSandbox were recorded and analyzed to be incorporated inStreet Improvement Plan.

    3. Design ProcessReflecting the community needs expressed and relevant punew elements were chosen, and/or designed and locastreetscape. This included street trees and beds, bike racks apedestrian plaza, temporary curb extensions, , adesign benches and planters. The selected street element

    according to community needs and city siting requirements

    4. Public ReviewThe resulting Orchard Street Improvement Plan is in the procpresented to various public agencies, Community boardofficials.
