ORC
SAILING INSTRUCTIONS
The 42 Trofeo de vela Conde de Godó-Merchbank for ORC will be held in waters of Barcelona on 11, 12, 13
and 14 June 2015.
This event is organised by Real Club Náutico de Barcelona, the Real Federación Española de Vela and the
collaboration of the Federació Catalana de Vela. This event is included in the Real Federación Española de
Vela Official calendar for ORC events.
1 RULES
1.1 The regatta will be governed by the Racing Rules of Sailing (RRS) as well as the rules indicated in the
Notice of Race.
In case of discrepancy between the mentioned rules and these Sailing Instructions, the latter shall prevail.
1.2 Competitors may be required to carry on board cameras, sound or positioning equipment as required by
the Organising Authority. Such equipment shall be activated as required by the Organising Authority. This
decision will in no way affect the boats’ measurement certificate.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Notice Board (ONB) located at the Race Office of Real
Club Náutico de Barcelona (hereinafter RCNB).
3 CHANGES TO THE SAILING INSTRUCTIONS
Any change to the Sailing Instructions will be posted on the Official Notice Board (ONB) two hours before
the warning signal of the first race on the day it will take effect, except that any change in the schedule of
races will be posted before 21:00 hours of the bay before it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed from the Main Flag Pole (MFP) located on the esplanade where the
RCNB crane is located. The MFP will display the RCNB pennant to identify it as such.
4.2 When code flag ‘AP’ is displayed ashore, the wording “1 minute” in code flag AP rule is replaced by “not
less than 60 minutes”. (This changes the RRS signals). When a visual signal is displayed over a
group/groups or class/classes, such signal applies only to the indicated group/groups or class/classes.
5 SCHEDULE OF RACES
5.1 The racing Schedule and format will be as shown in the Notice of Race.

5.2 On Sunday, 14 June 2015 de 2015 no warning signal will be made after 14:30 hours, except for a previous
general recall.
5.3 A total of 8 races can be sailed. One race must be competed to have a valid Championship. No more than
3 races per day will be sailed.
5.4 Races will be numbered consecutively in accordance with the order in which they have been sailed.
5.5 Code flag "D" displayed on the Finishing boat means the Race Committee intends to sail another race. The
warning signal of each following race will be made as soon as possible.
5.6 Competition format: fleet racing.
6 DIVISIONS AND CLASS FLAGS
6.1 The following divisions are established:

6.2 While racing, all boats shall display their Group flag from their backstay at more than 1.5 metres height
over deck or on the pushpit in case they do not have backstay.
7 RACING AREAS
7.1 There will be a racing area (ORC area) exclusively for ORC Classes 1, 2 and 3 near the Barcelona coastal
area, between the Puerto Olímpico and Port Forum.
7.2 The ORC 4 Class will sail in the J80 racing area. Its starting procedure will begin after the start of the J80 at
the discretion of the Race Committee.
7.2 Boats not racing shall not cross any racing area in which another class is sailing.
8 COURSES
8.1 Courses will be windward-leeward. (See Appendix A1 & A2).
8.2 Appendix A1 and A2 show the courses lay out, including the order in which marks are to be rounded or
passed and the side each mark must be left to.
8.3 All marks shall be left to port, except at a gate in which boats will sail between the gate marks from the
direction of the previous mark and will round any of the two gate marks. (See Appendix A2).
8.4 No later than the warning signal, the Race Committee signal boat will display:

a) The approximate compass bearing from the starting line to mark 1;
b) Distance in miles between marks 2 (gate) and mark 1;
c) ICS pennant numeral of the course to be sailed.
8.5 The position of the marks indicated in Appendix A2 is approximate, so that a difference shall not be
grounds for redress. The real position of marks will be used to calculate the distances of the legs for the
purpose of time compensation.
9 MARKS
9.1 Windward mark 1 will be a cylindrical, inflatable, red mark.
9.2 Marks 2 (2P and 2S) will be cylindrical, inflatable, red marks.
9.3 The windward offset mark will be a cylindrical, inflatable, red mark. In a change of course of the windward
mark, the offset mark will not be repositioned, being removed from the course.
9.4 The change of course mark of mark 1 (at windward) will be a cylindrical, inflatable, orange mark with a
black cover.
9.5 Before the first boat rounds mark 1, the Race Committee can announce a repositioning of marks 2 (gates)
maintaining the original course marks. The Race Committee will indicate at windward the new course on a
blackboard together with code flag “C” and accompanied by sound signals.
9.6 Except at a gate, boats must pass between the Race Committee boat signalling the change of course and
the nearby mark, leaving the mark to port and the Race Committee to starboard. This changes RRS 28.1. If
one mark is found in the position of mark 2 (gate), the mark shall be left to port.
9.7 Marks defining the starting line for all Classes will be a Race Committee boat and a cylindrical, inflatable,
red mark.
9.8 Marks defining the finishing line for all Classes will be a Race Committee boat and a cylindrical, inflatable,
red mark.
9.9 Marks for the ORC 4 class are described in the J80 Sailing Instructions.
10 THE START AND ORDER OF STARTS
10.1 The starting line will be between a mast displaying a red flag on board the Race Committee boat and the
starting mark.
10.2 Boats whose warning signal has not been made shall avoid the starting area. The starting area is defined
as the rectangle covering a 100metre area to windward and leeward of the starting line and a 50metre
area outwards of each end of the line.
10.3 A boat crossing the starting line four minutes after her valid starting signal has been made shall be scored
DNS. This changes A4.1.
10.4 In case of unfavourable conditions, the Race Committee boat may maintain its position by using the
engine.
10.5 Starts will be made in accordance with RRS 26.
10.6 The starting order will be the following:

The ORC 4 Class will sail in the J80 racing area.

11 THE FINISH
The finishing line will be between the mast displaying a blue flag on the RC boat and a cylindrical,
inflatable, red mark. The RC boat shall be left to starboard and the inflatable mark to port of the finishing
line. (See diagram in Appendix A2). (For ORC 4 Class, please refer to the J80 Sailing Instructions)
12 PENALTIES
A boat that accepts a penalty for an infringement or retires in accordance with RRS 44.1 or 44.2 must fill
out and hand in an acknowledgment of infringement form at the Race Office within the protest time limit.
13 TIME LIMITS
13.1 The time limit for each boat will be calculated in accordance with the average value of its theoretical
prediction in the beat to windward and downwind for 6 knots of wind (UP6 +D6)/2 and the real course
length of the race in miles (M), as per RTC 12, Rule 204.

The value of factor K is 1.2
13.2 Boats finishing after their time limit will be scored “Did Not Finish” (DNF). This changes RRS 35 and A4.1.
14 PROTESTS AND REQUESTS FOR REDRESS
14.1 Protest forms will be available at the Race office. Protest forms shall be handed there within the protest
time limit.

14.3 Notices informing parties involved in protests will be posted on the ONB as soon as possible and no later
than 30 minutes after the end of the protest time limit. Hearings will held in the Protest Committee room
and parties involved must remain nearby.
14.4 Notices of protests by the Race or Protest Committee will be posted to inform boats in accordance with
RRS 61.1 (b).
14.5 For the purpose of RRS 64.3 (b), the qualified authority is the Measurer appointed by the Organising
Authority.
14.6 Breaches of SI 1.2, 7.2, 10.2, 12, 16, 20, 21 and 23.2 shall not be grounds for protests between boats. This
changes RRS 60.1(a). The penalty for such breaches can be less than a disqualification if so decided by the
Protest Committee.
On the last day, only measurement protests between boats not involving freeboard measurement or
inclining tests shall be accepted.
This SI changes RRS 60.1(a).
14.7 Measurement protests between boats shall be accompanied by a 300€ cash deposit as required by the
RFEV Competition Rules and the RFEV prescription to RRS 64.3.
15 SCORING AND RESULTS
15.1 RRS Appendix A will apply.
15.2 For each group, the series is valid when at least one race is completed.
15.3 A boat’s total score will be the sum of all the scores obtained in the races sailed.
15.4 The worse result is discarded if 5 or more out of the 8 races programmed in the schedule for each of the
participating Classes are completed.
15.5 Results for ORC Classes will be established in accordance with the RFEV’s RTC 14, Rule 203. There will be
ORC overall results for each of the established Classes.
15.6 Abbreviation DPI will be used to indicate the discretional penalties imposed in accordance with SI 14.6.
16 SAFETY RULES
16.1 A boat that retires from a race or abandons the racing area at any time shall inform the Race Committee
as soon as possible on VHF Channel 71 or personally at the Race Office.
16.2 Boats not leaving the harbour shall notify the Race Office as soon as possible.
16.3 All boats shall only return to the mooring they have been assigned.
16.4 Any boat arriving ashore at a location different from Puerto de Barcelona or that cannot reach RCNB by
her own means shall immediately inform of this circumstance dialling 93.221.65.21 or contacting the
Centro de Salvamento Marítimo (Marine Rescue Centre) 900.202.202 or 93.223.47.33 or VHF radio
channels 10/16.
16.5 All participating boats must comply with the Regulatory Byelaw regarding the practice of nautical sport
activities in the Puerto de Barcelona and specially shall comply with Article 12 “Sailing: 1.- In zone 1 and
in the approach channels, the navigation of vessels or recreational boats using exclusively their sails as
means of propulsion is not permitted unless the boat holds a prior and specific authorisation issued by
the APB (Bcn Ports Authority). 2- Notwithstanding, such vessels or recreational boats can use their sails
in such zone as long as it is complemented with the use of a mechanical propulsion system”
The breach of such Byelaw can result in a penalty from the Protest Committee, regardless of the
administrative penalties that could be imposed by the corresponding Administration.

17 CHANGE OF CREW
The request of a change of crew shall be made in writing to the Race Committee and a new Crew
Declaration Form must be handed at the Race Office, attaching the valid Federation licenses of Spanish
Nationals before 10.00 hours on the day of the race. In case of emergency, it can be communicated at the
first reasonable opportunity but always within the protest time limit. A change of crew can result in a
crew weight check by the Race Committee.
18 MEASUREMENT AND EQUIPMENT INSPECTIONS. SAIL NUMBERS AND NUMBER OF SAILS ONBOARD
Measurement inspections
18.1 The compliance with the IMS Measurement and Accommodation Rules as well as the Sailing Instructions,
or a boat’s equipment can be checked at any time. On the water, a boat can be instructed by a Race
Committee Measurer to proceed immediately to a designated measurement control area.
18.2 Once the provisional results of the day have been published, the list of boats to undergo measurement
checks ashore will be posted on the ONB.
18.3 The owners of such boats or their representatives shall contact the Chief Measurer who will inform them
of the time and place for the boat’s measurement check. It is the solely responsibility of the boat owner
or representative to verify whether his/her boat has been listed or not for a measurement check.
Sail numbers
18.4 Boats shall enter and use the sail number registered in their valid Measurement Certificate, unless prior
authorisation in writing has been given by the Race Committee.
18.5 Boats not complying with this instruction will be scored “Did Not Compete” (DNC) in the race/s without
prior warning. This changes RRS 63.1 and Appendix G4.
Number of sails on board
18.6 The number of sails allowed on board will be the one defined in the Sails limitations table on the boat’s
ORC certificate.
19 OFFICIAL BOATS
The official boats will be identified as follows:
Race Committee Red flag
Protest Committee White flag with letter “J” in black
Measurers White flag with letter “M” in black
20 SUPPORT BOATS
Team leaders, coaches and other support personnel shall remain outside the areas where boats are racing
from the preparatory signal of the first group/class to start until all boats have finished or until the Race
Committee signals a postponement, a general recall or abandonment.
BERTHS AND HAUL-OUT RESTRICTIONS

All boats must be afloat before 20:00 hours on the previous day to the start of the competition. Whilst
taking part in the event, no boat can be hauled-out without written authorisation from the Principal Race
Officer, except in urgent cases.

The Organization will allocate berths that cannot be changed during the event unless authorised by the
Organization. Equipment left by boats ashore must be stowed on the jetty in front of each boat avoiding
blocking the way.
22 RADIO COMMUNICATIONS
22.1 The Race Committee will use VHF cannel 71 for their communications. (VHF channel 69 for ORC 4 in the
J80 racing area)
22.2 Besides the specifications of RRS 29.1 and 29.2, individual and general recalls may be communicated by
radio (VHF 71).
In such case, the sail numbers or boat names will be called out for their identification. A delay in the radio
communication of these recalls or the order in which they are done and any failure in their transmission or
reception shall not be grounds for redress (This changes RRS 62.1 (a)).
This rule does not reduce, change nor exonerate each boat’s responsibility to start in accordance with the
RRS.
23 OTHER SAFETY RULES
23.1 The Race Manager is the coordinator responsible for the safety of the event.
23.2 Competitors are reminded it is mandatory to comply with the legal rules established for recreational
boats and especially regarding their governing, equipment and safety. A breach of this instruction cannot
be grounds for a protest between boats but it can result in a protest from the Race Committee or Protest
Committee.
24 PRIZES
The prize and Trophy list will be posted on the ONB. The prize giving ceremony will be held on 14 June
2015 after the results have been posted.
25 DISCLAIMER OF LIABILITY
All boats taking part in the event do so at their own risk and responsibility. See RRS 4 Decision to Race.
The Organising Authority accepts no liability whatsoever for material damage, personal injuries or death
sustained in conjunction with or prior to, during or after the event.
26 LOCAL MARITIME REGULATIONS
The Real Decreto 62/2008 states the conditions of maritime safety, navigation and life at sea applicable
to nautical sports events.
Attention is drawn to competitors, before the start of the races, about the fact that boats can only
participate if they are dispatched in accordance with the regulations to navigate the waters where the
event will be held and if their skippers hold the necessary boat governing certifications.
Competitors must declare, with appropriate time prior to the beginning of the event, the insurances
subscribed, including the risks covered and the liability limits in accordance with the Notice of Race, and
must be covered for the participation in nautical sports events.
27 ADVERTISING
Competitors are reminded it is mandatory to display an advertising sticker related with the event on the
first 20% of the forward of each side of the hull in accordance with the RFEV’s Reglamento de

Competiciones and ISAF Regulation 20.4.1. It is also mandatory for boats to display a sticker of the
Barcelona ORC World Championship 2015 on the boom. These stickers will be provided by the
Organisation.

APPENDIX A1-a
LOCATION OF THE RACING AREA
A1.1 The racing area will be located in the Barcelona coastal area, between Puerto Olímpico and Port Forum.
A1.2 The centre of the racing area will be located approximately in the following position:
• 41º 23. 100 N
• 002º 13. 900 E
A1.3 The direction to be sailed from the North entrance of the Port of Barcelona to such position is 055º and
the distance to be sailed is 2.65 nautical miles.
A1.4 The starting line of the second and successive races of the day for each Class will be located on the
leeward side of the windward-leeward course sailed in the previous race, unless modified by the RC,
which will be duly announced.
COURSE DESCRIPTION
A1.5 The description of the course to be sailed is:
• COURSE 1 (ICS Pennant Numeral 1):
START - 1 - OFFSET - 2(2P/2S) - 1 - OFFSET – FINISH AT LEEWARD
• COURSE 2 (ICS Pennant Numeral 2):
START - 1 - OFFSET - 2(2P/2S) - 1 - OFFSET - 2(2P/2S) – FINISH AT WINDWARD
A1.6 The approximate distance between mark 1 and the windward offset mark is 0.15 nautical miles.
A1.7 The approximate distance between the start and mark 2 (2P/2S) is 0.20 nautical miles.
A1.8 It is not mandatory to pass between the gate marks in the last leg towards the finish located to
leeward.
A1.9 All marks shall be left to port, except at a gate in which boats must sail between the gate marks.
