Rough Criticism

Mr R.T. Buckland, the member forManakau, is an outspoken and deter-mined opponent to the Government.Ina speech made a few days ago inAuckland .he entirely disputed thi-right of the dominant party to thetitleof "Liberals

"'and declaredthat

they are either "Socialists or Anar-chists or somethingof that sort." TheMinistry were not conscious of themischief they were doing, but did notsee their way to retain otlice withoutpandering to class prejudices and s,o

securing the votes of theproletariat atthenext generalelection. Some of themembers of the Cabinet were puttedup with self conceit, while at thesame time they were so absolutelyignorant of economies, as to hold theconviction that the course they werepursuing willconduce to the common-wealth. He went over the oldgroundof iheir ignorance of finance and saidif the present policy were continuedit would endindisaster. A good dealof money had, for example, beenfritteredaway on what was called theco-operative system, which simplymeant, as a return he had moved Im-proved, that the work done under itcost from '20 to 2~) percent, more thanit ought to do. It was a system ofletting contracts without tenders, soas to create friends in thooountry, jnview of the elections. Tho rjuestiontobe faced was*. Whether thecountry'sposition justified the expenditurewhich had been going on? He didnot approve of hastening unduly thedisposal of Crown Lands, because hethoughtat present they were simplygiving away the land. He said heknew that land was being drawn for, under the pretext of establishingspecial settlements, at JOs an acrewhich would bringL3at auction. This proceeding was based ou thosame principle a>> the cooperativebusiness ; to gain friends to tho Gov-ernment in the country. Discussingthe conduct of Ministers generally, the honorable gentleman declared thattheir travelling expenses and allow-ances had been greater than those ofany pre*,ious Government. He in-stanced, further, the fact tl*at severalmembers of the Ministry, instead "foccupyingthe residences provided forthem, drew L'JOO a year as residenceallowance whilst living at a cheaphotel, where the whole annual ex-penses did not exreed LIOO, therebysaving th*. cost of entertaining, andpockejting L|ooa y>»iu* ! He referredin scathing ternis it) tjie tfeatufyut tnwhich Mr Seddon had subjected theMiliIway Coiin.i'issioners, -^d ch**.rae-teriaed the Jji-ycv* episode -^ ""

and cointeinptible afiatr, with wbid*he felt miserable to be in any wayconnected.

"'The generaltendency, he

said in conclusion, of the legislationof the session had been in a Socialistic

1 direction. To this he stronglyobjected, and he thought the Colony wouldhave to watch it veryclosely. " Thosewho were here brought a system ofGovernment from England, andEng-laud was the freest country in theworld. Their freedom was the growthof centuries ;but now there was atendency to go back, antl theyshouldtake care not to go back too far. Thepresent clanger lay in the fact that the!

I Government were anxious to curb! Parliament— anxious that their fol-

lowers should follow theni blindly, andthat the Opposition should bave noth- jing to say." j
