October 5, 2011

The regular meeting of the Orange County Juvenile Justice Commission was called to order at 9:02 a.m. by Chair Livingston. The Pledge of Allegiance was led by Commissioner Nelson. The meeting was held at the Betty Lou Lamoreaux Juvenile Justice Center, 341 The City Drive, Orange, California, in the second floor Commission Conference Room. MINUTES OF ORANGE COUNTY October 5, 2011 JUVENILE JUSTICE COMMISSION PAGE 2 OF 6 Chair Livingston requested each agency/department head provide an update regarding the budget impacts. SOCIAL SERVICES AGENCY Gary Taylor, Division Director, Children and Family Services, reported the Social Services Agency did receive a reduction of $600,000 and indicated the deficit will be managed internally. Mr. Taylor commented on AB 109 - Criminal Justice Realignment and service delivery to incarcerated adults. The Social Services Agency is reviewing AB 212 - California Fostering Connections to Success Act and AB 717 - Child Abuse Central Index, since both were approved by the Governor on October 4, 2011. Jaime Muñoz, Program Manager ll, Orangewood Children & Family Center, provided an overview of the current population. COMMENTS BY JUVENILE COURT Felisa Ihly, Legal Research Attorney, reported the First Appearance Court will be closed as of October 24, 2011. The statistics indicate a lesser number of cases are being resolved. The plan is to disseminate the (001) petitions to all of the delinquency courts. There are plans to move Judge Hoffer from Department L-11 to a criminal calendar courtroom at the Central Justice Center. Judge Hernandez will be moving from Department L-32 to Department L-11 on October 24, 2011. COMMENTS BY DISTRICT ATTORNEY Kevin Haskins, Assistant District Attorney, reported working with the Probation Department to reduce the amount of time from when a crime occurs to adjudication of the case. COMMENTS BY PUBLIC DEFENDER (DELINQUENCY UNIT) Dave Dziejowski, Assistant Public Defender, commented Frank Ospino, Interim Public Defender, is working with the Board of Supervisors and County Executive Officer to mitigate the budget impacts. COMMENTS BY COUNTY COUNSEL Dana Stits, Supervising Deputy, Juvenile Dependency, stated their office has several vacant positions, which will remain vacant as a cost savings measure. Mr. Stits announced Family Law will be the topic for the next training to be held on October 17, 2011 from 12:15 p.m. – 1:30 p.m. in Department L-21. Honorable Cheri Pham, Cathy Harmon, Linda Daeley and Maria Livingston will be the presenters. PROBATION DEPARTMENT Steven Sentman, Chief Probation Officer, announced the promotion of Catherine Stiver and Doug Sanger as Co-Directors of Juvenile Hall.

He will be meeting with the Board of Supervisors, Sheriff Hutchens and the Police Chiefs to discuss criminal realignment strategies. There is a proposal to bring 55 wards from the Theo Lacy Juvenile Annex to Juvenile Hall. Discussion held regarding supervision, housing and education for the wards when they return to Juvenile Hall. HEALTH CARE AGENCY, CHILDREN & YOUTH SERVICES George Pascarzi, M.D., stated unfilled positions at the Health Care Agency would be lost and there will be less opportunity to replace employees when they leave. There was an overall cut for the Health Care Agency; however, no cuts to the Children & Youth Services. HEALTH CARE AGENCY, JUVENILE HEALTH SERVICES Mark McDorman, Program Manager, indicated the Adult Correctional Health Services is taking a major hit for their division. The agency is unable to hire any clerical staff at this time. The flu vaccines have arrived and the vaccination of minors at Juvenile Hall will be completed within the next week. ORANGE COUNTY DEPARTMENT OF EDUCATION Tony Gibson, Director, announced they were able to bring back twenty-four teachers who were given Reduction of Force (RIF) notices in March. Mr. Gibson reported he is working with the Phoenix House and Greeley School on an education program. One teacher will be shared by the Phoenix House and the Greeley School. SHERIFF DEPARTMENT Marilyn MacDougall, Director, Drug Use Is Life Abuse, reported the ribbons for Red Ribbon Month have been distributed. Events for the “Is Your Teen At Risk?” program are scheduled for October 17, 2011 and October 26, 2011. REGIONAL CENTER OF ORANGE COUNTY Thomasina Parker, Member of the Board of Directors, announced there will be a Tour of Living Options on October 20, 2011 from 1:00 p.m. to 4:00 p.m. Attendees will have the opportunity to preview a variety of available living options. PUBLIC COMMENTS CSP Victim/Witness Assistance Program Maggie Corbin, Supervisor, noted they have no reduction in funding and are looking to fill empty positions by the end of the month. Orange County Bar Foundation Nazly Restrepo, Associate Director, stated they are working to submit a proposal with the Santa Ana Endowment and continue to search for federal grants.

MINUTES OF ORANGE COUNTY October 5, 2011 JUVENILE JUSTICE COMMISSION PAGE 4 OF 6 Orangewood Children’s Foundation Bob Theemling, Chief Program Officer, commented on their funding streams. They do not rely as heavily on contracts as other non-profit organizations. They are continuing to move forward on the project to build the Orangewood Children’s Foundation Academy. The target for completion is November, 2013. Phoenix House Geoff Henderson, Director, reported the youth who are participating in Juvenile Drug Court now have the opportunity to receive residential treatment at the facility. The contracts with several medical insurance companies have been expanded. Mr. Henderson commented on the candlelight vigil held on September 13, 2011 to honor loved ones lost to addiction. Several teens went to the podium and told their story of losing loved ones to drug overdoses. Commissioner Johnson briefly reported on the meeting held to discuss the Greeley and Phoenix House schools. Mr. Gibson stated he was not aware the items discussed at the meeting had not been implemented. A meeting will be held in November to review the schools at Greeley and Phoenix House. The Martin Luther King School children are now attending schools in the Newport Mesa School District. The Department of Education is mandated to provide an on-site school if the facility has 60 or more residential beds. Mr. Gibson provided the Commission with a list of ACCESS school sites. The Administrative Officer will coordinate the tours with Mr. Gibson. Mr. Henderson reported the teacher at their facility is there between two and four hours per day. The teacher has administrative work and must travel between the two school sites. Mr. Henderson is exploring options to increase enrollment at their school site which would increase the ADA funding. REVIEW OF CORRESPONDENCE The correspondence was reviewed. APPROVAL OF MINUTES A motion was made to accept the minutes of the meeting held September 21, 2011, as written. MSC Commissioners Johnson/Mays to approve the minutes of the September 21, 2011 meeting, as written. The motion was passed by unanimous consent.

MINUTES OF ORANGE COUNTY October 5, 2011 JUVENILE JUSTICE COMMISSION PAGE 5 OF 6 OLD BUSINESS The report regarding the Youth Leadership Academy inspection held on August 18, 2011, will be tabled for the October 19, 2011 meeting. The Chair thanked Commissioner Foley for submitting her written report for the Youth Leadership Academy for inclusion in the Annual Report. The Juvenile Justice Commission meeting scheduled for November 16, 2011 is canceled. Commissioner Steiner offered information regarding the Lucile Packard Foundation for Children’s Health and suggested they be invited to give a presentation to the Commission in 2012. The Commissioners were invited to view the website at: www.kidsdata.org. NEW BUSINESS None COMMITTEE REPORTS Legislation A discussion was held regarding AB 109 - Criminal Justice Realignment. Commissioner Mays commented it is important to remember the population referred to in AB 109 is the same population; however, they will now be supervised by the Probation Department instead of parole. Education Commissioner Foley noted she received the list of ACCESS school sites from Tony Gibson and invited other Commissioners to participate in the upcoming tours. Law Enforcement The inspection report regarding the Irvine Police Department will be tabled to the October 19, 2011 meeting. Mental Health Commissioner Coad announced Commissioner Schumacher will be attending the MHSA Steering Committee meetings. Probation Commissioner Madrid announced he will be meeting with the Probation Department on Friday, October 7, 2011 at 9:00 a.m. Social Services/Group Homes Commissioner Johnson noted there was a good turnout at the Greeley School site meeting held on September 21, 2011.

Discussion was held regarding the format for the JJC Annual Report. LIAISON ACTIVITIES CAST Policy Board Commissioner Johnson reported on the meeting she attended on September 28, 2011. They are developing an informational video to be shown during briefing at the Police Departments. MISCELLANEOUS BUSINESS/ANNOUNCEMENTS Commissioner Madrid inquired if the Juvenile Justice Commission will be involved in any activities for the Toys for Tots program this year. ADJOURNMENT OF REGULAR SESSION The regular session was adjourned at 11:25 a.m. EXECUTIVE SESSION An Executive Session was convened from 11:25 a.m. until 11:44 a.m. ADJOURNMENT The meeting was adjourned at 11:44 a.m.
