IMS = IP Multimedia Subsystem

NGN = Next Generation Network

The Purpose of a Service Delivery Platform

The Service Delivery Platform (SDP) is where new converged services, that combines features

of the Web domain and the Telecom domain, are built and deployed.

Oracle Communications Policy Controller 101 1 - 4

SDP Exposure and Policy Enforcement

To successfully deploy converged services you will need a Service Delivery Platform that has

features for:

• Access control

• Service exposure in multiple ways

• Customizable policy enforcement

• Extensible network integration for both old and new telecom infrastructures

• Integration with management systems

• Integration with billing systems

• Extensible integration with any IT-system

OSS = Operations Support Systems

BSS = Business Support Systems

Oracle Communications Services Gatekeeper

Services Gatekeeper uses Converged Application Server to access IMS NGN networks. Both

are built on top of Oracle WebLogic Server and inherits all the scalable and robust features

from this proven application server.

Services Gatekeeper and the Converged Application Server targets different types of telecom

networks and through tight integration between the products it is possible to build new

innovative services that spans different types of telecom networks.

Oracle Communications Service Control

If the telecom operator doesn’t need a full fledged platform for building new innovative

applications, but just want to provide integration between different types of telecom networks,

The Oracle Communications Service Control can be used. This product offers control

mechanisms through orchestration configuration of messages flowing between different types

of telecom network equipment. It can handle many different types of events in the networks and

can integrate with different types of systems and applications, including billing systems.

Oracle Communications Social Voice Communicator

Social Voice Communicator (SVC) includes tools for creating Social Voice “Group-number”

services, Social Voicemail voice-mail services, and Social Circle “friends and family” services

as part of a Service Controller implementation.

SVC provides a way to connect friends, colleagues, and family with social voice, voicemail, and other features.

Oracle Communications Virtual Private Network (OCVPN) offers VPN capabilities

and features traditionally associated with PBX-based voice VPN systems to mobile

devices.

Network operators use OCVPN to offer voice VPN services to subscribing organizations.

Subscribers typically benefit from reduced charging rates for on-netcalls, improved

employee connectivity, and a consistent user experience for their employees across

mobile and desktop telephones. The features of the OCVPN include:

• Short code dialing for mobile and PBX-based devices

• Forced on-net call handling. Get on-net call features dialing public number of on-net user.

• N-level user groups and profiles, making management of VPN policies easier.

• Support for Diameter-based online and offline charging applications

• Line identity presentation for private number calling

• Blocking of incoming or outgoing calls based on configurable black list rules

• Call duration control

• Private calling, allowing users to bypass call restrictions for personal calls

• Partner VPN relationships. Providers can apply differentiated charging rates to subscribers.

• Virtual users, which allocates on-net extension to external users

Oracle Communications Policy Controller

The 3rd Generation Partnership Project (3GPP) Release 9 defines Policy and Charging Control

signalling flows and Quality of Service (QoS) parameter mapping. The diagram in the slide

illustrates how Oracle Communications Policy Controller fits into the 3GPP requirements.

AF – Application Function

BBERF - Bearer Binding and Event Reporting Function

OCS – Online Charging System

OFCS – Offline Charging System

PCEF - Policy and Charging Enforcement Function

PCRF - Policy and Charging Resource Function

SPR - Subscription Profile Repository

V-PCRF - Visited PCRF

The embedded rules engine for real time policy rules evaluation provides:

• Predefined Rules – provisioned and defined in the PCEF. PCRF instructs the PCEF to

install or remove a rule by referring to the rule by it’s name only (e.g. “gold” rule).

• Dynamic Rules – defined to the PCRF only. PCRF instructs PCEF to install or remove a

rule by providing detailed rule information (QCI and bandwidth parameters)

• The Policy Designer is a graphical web front-end for creating policy profiles and policy

rules including QoS profiles and Charging profiles.

• Policy Event Triggering: The PCRF instructs the PCEF to arm triggers and report to the

PCRF upon trigger detection. When a trigger is reported, the PCRF can respond by

installing a new policy profile.

• Time of the day procedures:The PCRF instructs the PCEF to request for policy profile

updates for revalidation . The PCRF also instructs the PCEF to activate/deactivate policy

profiles a specific times of the day.

• Charging Addresses provisioning involves both system and session level OCS and OFCS

address configuration (primary and secondary)

The Oracle Communications Online Mediation Controller:

Maximizes existing charging components while introducing new systems:

• Legacy equipment interfaces can be emulated allowing operators to leverage existing

assets while enabling migration to newer technology.

• Flexible mediation levels the playing field to select vendors based on capabilities.

• Unified mediation allows a singular charging strategy to be applied across formerly silo'ed

networks.

Reduces costs and time to market:

• Out of the box charging protocols combined with a mediation engine provides seamless

bridging across vendors.

• The mediation engine enables rapid integration of new services.

• Unified mediation with a flexible engine reduces costs of integration and time to market.

Portal Communication Protocol (PCP) is a native interface to Oracle Communications Billing and Revenue Management (BRM). 3rd party Online Charging Systems (OCS) are accessed through the Diameter Ro interface. Network Access Servers (NAS) are accessed through RADIUS.

Oracle Communications Marketing and Advertisment

Oracle Communications Marketing and Advertisment is an example of a product built on top of

Services Gatekeeper. It is an application for creating and managing a mobile advertisement

marketplace.

It can be used to manage advertisers, ad spaces and ad space owners and even provide

bidding functionality for ad spaces. It integrates with billing systems for economic settlements

and subscriber repositories for personilization of advertisements.

A popular use case example of how the Marketing and Advertisment application comes into

play, is if you would vote for your favorite in a TV show through your mobile phone. After the

vote has been registered you get a ”Thank You” message including an advertisement for a

product, that has been selected for you on basis of the information in the subscriber repository.
