David AllenDeputy Chief Information Officer, National Reconnaissance Office

In June 2013, Mr. Allen was appointed Deputy Chief Information Officer for the National Reconnaissance Office (NRO). Mr. Allen is a second generation Agency careerist and has served the Agency since 1984, holding

numerous positions of increasing responsibility. From 1986 to 1998, Mr. Allen served in several project management capacities in support of the SAFE Program, including leading the system testing and system development and maintenance segments of the program. From 1994 to 1998, Mr. Allen served as the Program Manager responsible for the development and delivery of the Corporate Information Retrieval and Storage System (CIRAS), which replaced the legacy SAFE system.

From 1998 to 2001, Mr. Allen served as the Deputy Chief of the DS&Ts Information Services Center overseeing the technical/operations support activities inclusive of small application development, network engineering, and close support services.

From 2001 to 2003, Mr. Allen managed the Architecture and Planning Staff in the Intelligence to the Web Program Office (iWeb), where he led a cadre of engineers responsible for strategic architecture and investment planning activities for the Program Office. With the merger of the IWeb Program and the CIO/Application Services in 2003, Mr. Allen assumed the role of Deputy Group Chief, Analysis and Production Applications Group, responsible for delivering mission enabling IT solutions to the Directorate of Intelligence. In the fall of 2003, Mr. Allen was appointed to the Chief, Analysis and Production Group where he served until his appointment to the Deputy Chief, Application Services in 2004.

From 2004 to 2007, Mr. Allen served as the Deputy Chief, Applications Services. In this capacity, he led a large office that designs, builds, and supports CIA information systems ranging in size from enterprise-wide corporate applications to small group software tools. An Application Services strategic goal is to create an advanced information technology environment – consisting of tools, processes, and infrastructure - that enables applications to be developed efficiently and in timely response to changing Agency needs.

From 2007 to 2009, Mr. Allen was responsible for the standup and operation of a new Corporate Business Operations Group (CBO) in Application Services. This group integrated several interrelated enterprise business service groups into a single business element with the goal or streamlining a number of redundant service areas. In large part, the CBO established an enterprise business model encompassing Enterprise Application Architecture and Corporate Investment/portfolio planning, with the goal of leveraging strategic and tactical activity planning to drive both strategic and tactical investment planning.

From 2009 to 2011, Mr. Allen assumed the Deputy CIO role and served as the Deputy Chief, National Counterterrorism Center/Mission Systems (NCTC/MS) position where he was responsible for the leadership and management of a centralized information technology organization. The Office of Mission Systems is responsible for strategic and tactical information technology planning and execution at the NCTC, inclusive of application architecture, mission application design and development, application hosting/provisioning, and system/software maintenance and operations.

Since the fall, 2011 timeframe Mr. Allen has served as the director of the NRO/CIO’s Planning and Governance Office.

Brig Gen Anthony J. CottonDeputy Director, National Reconnaissance Office

Brigadier General Anthony J. Cotton is the Deputy Director, National Reconnaissance Office (DDNRO), Chantilly, Virginia. His responsibilities include assisting the Director and Principal Deputy Director in managing the strategic

and tactical operations of the NRO. Also, as the Commander, Air Force Element, he manages all Air Force personnel and resources assigned to the NRO and serves as the senior adviser to the DNRO on all military matters. Prior to his current assignment, he was the Commander, 45th Space Wing and Director, Eastern Range, Patrick Air Force Base, Florida.

General Cotton entered the Air Force through the Reserve Officer Training Corps Program in 1986. He began his career as a missile officer and has held a variety of operational space and headquarters staff assignments. He has commanded at the squadron, group, and wing levels, including commanding the Space Operations Group at Aerospace Data Facility East, Fort Belvoir, Virginia, and the 341st Missile Wing, Malmstrom Air Force Base, Montana. He has also served as a Wing Vice Commander; Deputy Director of the Secretary and Chief of Staff of the Air Force Executive Action Group; and as Senior Military Assistant to the Under Secretary of Defense for Intelligence.

Among the many awards and decorations received by General Cotton during his Air Force career are the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Air Force Commendation Medal and the Air Force Achievement Medal. He is also the recipient of the NRO Medal of Superior Service.

General Cotton is a graduate of the U.S. Army War College, Carlisle Barracks, Pennsylvania, and holds a Master of Science degree in administration from Central Michigan University, Mt. Pleasant, Michigan, and a Bachelor of Science degree in political science from North Carolina State University, Raleigh, North Carolina.

Dr. Patrick W. DowdChief Technical Officer/Chief Architect, National Security Agency/Central Security Service

Dr. Patrick Dowd is the National Security Agency/Central Security Service (NSA/CSS)’s Chief Technical Officer and also serves as Chief Architect. He recently transitioned to

this role after serving as Deputy Director of Mission Capabilities within the Technology Directorate of the National Security Agency.

Dr. Dowd joined the research Directorate of NSA in 1996, and is co-founder of the Laboratory for Telecommunications Science (R4). He moved from Research to the SIGINT Directorate in 2004, where he directed projects to unify Computer Network Operations (CNO) and developed technical strategies to integrate CNO, SIGINT, and Defense. He then became the Deputy Director for Modernization within the Information Technology Directorate in 2006 to execute his work and build out the worldwide operational environment of NSA at scale.

Prior to joining NSA, Dr. Dowd worked for General Electric and IBM and served as a faculty member in the Department of Computer Science and Department of Electrical and Computer Engineering at the State University of New York at Buffalo at the University of Maryland College Park.

Dr. Dowd received his B.S. degree in Computer Science and Electrical Engineering from the State University of New York at Buffalo. He received M.S. and Ph.D. degrees in Electrical and Computer Engineering from Syracuse University. His areas of expertise are in system security, computer architecture, big data analytic systems and networking. He has authorized over 100 refereed technical papers and has been active on editorial boards of scientific journals and professional societies.

Dr. Dowd received the Tau Beta Pi Teach of the Year Award in 1994, NSA Scientist of the Year in 1998, the NSA Exceptional Civilian Service Award in 2002, and the Distinguished Presidential Rank Award in 2004.

Dr. Daniel E. Geer, Jr., Sc.D.Chief Information Security Officer, In-Q-Tel

In addition to being a pioneer in the digital security world, Dr. Dan Geer is an entrepreneur, author, scientist, consultant, teacher, and architect. Currently, Dr. Geer is serves as IQT’s Chief Information Security Officer and is also principal of Geer Risk Services. Prior to joining IQT in

2008, Dr. Geer supported a variety of security start-ups including Verdasys, @Stake, SystemExperts, CertCo, and Open Market. One of his earliest companies, Geer Zolot & Associates, provided security consulting services to the financial industry and was acquired by OpenVision Technologies (now Veritas) in 1993. Prior to his success as an entrepreneur, Dr. Geer was Technical Director, Innovation Technology Resource Center for Digital Equipment Corporation, and was for a number of years the Manager of Systems Development for MIT’s Project Athena. At Athena he was responsible for all technical development, including X and Kerberos, the network authentication protocol.

A member of many leading professional societies in his field, Dr. Geer holds several patents and is the author of The Web Security Sourcebook (Wiley & Sons 1997) and he wrote the security chapter in Leebaert’s The Future of the Electronic Marketplace (MIT Press 1998). He is the founder of SecurityMetrics.org, a community website for security practitioners.

Elizabeth “Betty” Greene Network Requirements and Engineering Service Provider (NRESP) Program Manager

Betty has 30 years of Federal IT program experience and has worked across Federal, State, and International government efforts. A Virginia Tech alumni, Betty earned a BS in Business Management (’81) and a MBA in Management and Finance

(’83). Prior to joining the NRO, Betty had 6 years of CIA staff experience focused on “start up” and business modeling Program Management (PM) projects for the Strategy and Programs (S&P) and Acquisitions and Contract Management (A&CM) groups in Global Communications Services (GCS). She served 2 years as the first Mission Manager for the Open Source Center’s (OSC) OpenSource.gov website and revamped the site capabilities as well as built a mobile application that was used to support the Intelligence Community (IC), White House Situation Room detailees and Presidential Daily Briefers. She joined NRO in 2012 and is the Program Manager for the Network Requirements and Engineering Service Provider (NRESP) function under the IC Information Technology Enterprise (IC ITE) umbrella. In the NRESP capacity, she built and oversees the program management office (PMO), launched an IC collaborative governance and coordination structure, and delivered a requirements processes designed to orchestrate a common set of standards, practices and capabilities for IC Network (ICN) delivery of seamless IC ITE communications.

Prior to joining the CIA, Betty launched the first electronic commerce capability targeted at Federal IT purchasing (gtsi.com) and did business-to-government (B2G) consulting work for the General Services Administration (GSA), Office of Management and Budget (OMB), US Army, US Air Force, NASA, US Treasury, National Institutes of Health (NIH), Commonwealth of Virginia, and industry. She has her own consulting firm, Butler, Greene & Associates, was a strategic Program Director at GTSI, and an Operations Manager for Electronic Data Systems Unified Local Area Network Architecture (ULANA) program. Early in her career, she consulted with Federal clients on program risk management and cost estimation techniques for two small firms supporting the Navy and FAA. Betty is a strong advocate for information mobility, portability and open source intelligence across Government and has developed industry relationships with hundreds of IT platform manufacturers, transport providers, application developers, software firms and their government users.

Tom HallIC CIO Technical Director, Office of the Director of National Intelligence

Tom W. Hall is the Technical Director for the Intelligence Community Chief Information Officer (IC CIO) within the Office of the Director of National Intelligence. He provides guidance and direction for the IC CIO’s mission

to integrate the IT activities of the IC, and is the IC CIO’s senior technical lead for the architecture and systems engineering of the IC Information Technology Enterprise (IC ITE). Prior to his assignment with the IC CIO, Mr. Hall served at the Central Intelligence Agency in positions of increasing responsibility, including senior leadership positions in information technology, information security, information science, strategy and architecture.

Mr. Hall graduated from the University of Maryland, College Park, Honors Program and continued there for a Masters of Science in Mathematics and post-graduate study. He was a principal in a small software development company prior to joining CIA in 1980.

Donna HansenChief Information Officer, National Reconnaissance Office

In March of 2013, Ms. Hansen was appointed as the National Reconnaissance Office’s (NRO) Chief Information Officer, after holding the Deputy Chief Information Officer position since April of 2010.

Prior to serving at the NRO, Ms. Hansen held a variety of federal positions of increasing responsibility, providing engineering and information technology support to the foreign affairs, military, and intelligence communities.

Ms. Hansen’s recently held executive positions reflect a mix of Information Technology (IT) strategic planning, IT program management, personnel management, technology implementation, and IT Operations and Maintenance experience.

Ms. Hansen graduated with a Bachelors of Science degree in Electrical Engineering from Louisiana State University in 1988 and a Masters of Science degree in Electrical Engineering from George Washington University in 1993. Before becoming a federal employee, Ms. Hansen worked as an electrical engineer on the research and development of leading edge radar and infrared search-and-track technology at GE Aerospace in Utica, New York. A native of Baton Rouge, Louisiana, Ms. Hansen presently resides in the Washington, DC metropolitan area with her husband and daughter.

Catherine HensonIC CIO Security Coordination Center Director, Office of the Director of National Intelligence

In July 2013, Ms. Casey Henson was selected as the Director of the Security Coordination Center for the Intelligence Community Chief Information Officer (IC CIO)/Office of the Director of National Intelligence (ODNI). Prior

to this position, she was the IC CIO Division Director for Data and Security Management where she led the IC in information assurance, governance programs, risk management, and information management to enhance information integration, sharing, safeguarding, and collaboration with IC elements, the U.S. Government, Allies, and partners in industry and academia. Additionally, her Division developed and deployed security and data IC-wide standards-based IT enterprise architecture and infrastructure that is survivable, secure, cost effective, interoperable, and supported by repeatable business processes and transparent governance.

Prior to ODNI, Ms. Henson was appointed to the Defense Intelligence Senior Level position of Chief Technology Officer (CTO) within the Directorate for Information Management and Chief Information Officer. As the CTO, Ms. Henson provided technical and operational advice to the Defense Intelligence Agency (DIA) CIO and served as technical interface to the combatant commands, military services, and DIA directorates. She provided senior technical direction and leadership on all aspects of enterprise information management, to include information architecture, data processing, and information technology systems, applications, services, security, networks, and communications.

Before joining the Government, Ms. Henson worked at the MITRE Corporation for 12 years in various chief architecture and chief engineering positions for Department of Defense (DoD), the Office of the Secretary of Defense (OSD), and the IC.

Ms. Henson served as a signal corps officer for 11 years in the U.S. Army. She served two tours in Germany supporting the 8th Infantry Division Tactical Operations Center and the V CORPS. She was an OSD intern and worked for the White House Communications Agency before leaving the service.

Jason KahnIC Applications Mall Program Lead, National Security Agency

Mr. Kahn works in the NSA Technology Directorate as the Program Lead for the IC Apps Mall, an activity focused on optimizing the architecture for applications within the IC Information Technology Enterprise. He leads a number of

internal and community initiatives centered on the design and development of software platforms to facilitate mission agility and rapid technology insertion. Previously, Mr. Kahn worked at a number of firms ranging from large system integrators to technology startups.

Jean KochChief Enterprise Access Services Program Office (EASPO), Applications Services (APPS) –CIA

Chief, Identification, Authentication & Authorization (IAA) Service Provider Program – IC ITE

Ms. Koch currently serves as the Chief of Enterprise Access Services Program Office (EASPO) in CIO/Applications Services (APPS) and as Chief/ IAA Service Provider Program, a joint effort with NSA. Ms. Koch has held a number of Program Management and Executive Management positions at CIA.

Ms. Koch began her career at the CIA in August 1985 as a reference librarian in the CIA Library. After eight years serving the research needs of customers Agency-wide, Ms. Koch made the transition into Program Management and began managing aspects of a number of large-scale search and retrieval systems. In 2004 she did a tour managing intelligence production systems – both legacy and new development.

In April 2010, Ms. Koch stood up EASPO to consolidate access control services from across APPS and to serve as the Agency focal point for Identity and Access Management (IdAM) issues both internally and with the rest of the Intelligence Community. In February 2013, DNI Clapper awarded the service provider role for IAA jointly to CIA and NSA and Ms. Koch became the first Chief of that effort. She continues to play a lead role in CIA’s efforts with transformational capabilities in Information Assurance and IdAM to enable the move to Big Data.

Ms. Koch holds a Bachelor of Arts (BA) Degree from Appalachian State University, Boone NC and a Master’s of Science in Library Science (MSLS) from Simmons College, Boston MA.

Dr. Mark T. MayburyVice President/ Chief Technology Officer, The MITRE Corporation

Dr. Mark Maybury is the chief technology officer of The MITRE Corporation. He directs MITRE’s independent research and development program and develops the corporate technology strategy, which spans MITRE’s

operating centers and sponsor community.

From 2010 to June 2013, Dr. Maybury served as the chief scientist of the Air Force. His responsibilities included advising the Chief of Staff and Secretary of the Air Force and providing assessments on a wide range of scientific and technical issues affecting the Air Force mission. In this role, he identified and analyzed technical issues and brought them to the attention of Air Force and national security leaders. Dr. Maybury led strategic studies in energy, cyber security, and global science and technology. He also served on the Air Force Scientific Advisory Board (SAB) on the Executive Committee, as vice chair of Science and Technology, vice chair of a study on remotely piloted aircraft, and as a member on SAB studies on commercial space, rapid on-orbit checkout, and operating in contested cyberspace.

Previously, Dr. Maybury was the executive director of MITRE’s Information Technology Division. He oversaw the advanced research and development work for a wide variety of intelligence and defense systems. He led a division of experts in the disciplines of intelligent information systems, analytic tools, performance support, collaborative environments, geospatial information systems, distributed computing, networking, and data, information, and knowledge management.

Since joining MITRE in 1990, Dr. Maybury has held several leadership roles. He managed MITRE’s Speech and Natural Language Group, served as director of the Bedford Artificial Intelligence Technical Center, led the Advanced Information Systems Technology Department, directed the Advanced Information Systems Center, and served as deputy division manager for National Intelligence. He has contributed his expertise in cyber security and artificial intelligence to many sponsored projects over the years.

He also founded and was executive director of the Advanced Research and Development Activity Northeast Regional Research Center. The center was formed to bring together experts from government, academia, and industry and sponsor research on leading edge technology that could solve critical problems facing the intelligence community.

Prior to joining MITRE, Dr. Maybury was a U.S. Air Force officer, serving as research team chief and then program manager at Rome Air Development Center, Griffiss Air Force Base.

Dr. Maybury has authored or edited 10 books and more than 60 refereed publications. He holds patents for both broadcast news understanding (6,961,954) and personalcasting (7,386,542). He was named an IEEE Fellow in 2010. His awards include recognition from New York City and MITRE for support of World Trade Center rescue and recovery efforts, a Recognition Award from Secretary of Defense Donald Rumsfeld for support to the Coalition Provisional Authority in Baghdad, Iraq, and a Special Recognition Award from President George W. Bush for planning for the Terrorism Information Sharing Environment.

Dr. Maybury received his bachelor’s degree in mathematics from College of the Holy Cross (Fenwick Scholar, valedictorian), a master’s degree in computer speech and language processing from Cambridge University, England (Rotary Scholar), a master’s degree in business administration from Rensselaer Polytechnic Institute, and a doctoral degree in artificial intelligence from Cambridge.

Mr. Michael Mestrovich was appointed to the Defense Intelligence Senior Level on 18 August 2008. From August 2008 until October 2010, Mr. Mestrovich served as

the Senior Technology Officer for Innovation where he led the research and evaluation of next-generation information technology (IT) solutions for the Department of Defense (DoD) Intelligence Information System enterprise in order to identify IT products, tools, environments, systems, and methodologies for their applicability to improve the analytic process.. From October of 2010 until May 2012, he was the Senior Technology Officer for Solutions. In this capacity, Mr. Mestrovich oversaw the architecture and engineering efforts of Directorate for Information Management as they related to infrastructure IT components to include data centers, application and desktop delivery and network communications. In May 2012, Mr. Mestrovich was selected as the Chief Architect for the IC Desktop Joint Program Management Office. In this role, Mr. Mestrovich is responsible for the architecture, engineering and deployment of the IC community desktop computing environment within the IC Information Technology Environment. This includes such components as identity management and authorization, e-mail, unified communications, mobility, and application and desktop provisioning.

Prior to joining DIA, Mr. Mestrovich worked as a systems engineer for Cisco Systems for 11 years. He provided network design and architectural support for various DoD entities in Europe, Southwest Asia, and Africa, to include U.S. European Command (EUCOM), U.S. Africa Command, U.S. Central Command (CENTCOM), U.S. Army Forces Europe, U.S. Naval Forces Europe, U.S. Army Forces CENTCOM, and Multinational Forces-Iraq. He helped to author various design and deployment guides on such topics as Voice over Internet Protocol (VoIP), virtual private networks, quality of service, and campus and wide area network (WAN) architectures for various organizations. He was the lead systems engineer for numerous networking projects: asynchronous transfer mode migrations to Gigabit Ethernet in support of the Combat Information Transport System, datacenter consolidations, WAN optimizations and application accelerations, and network security and optical network implementations.

Mr. Mestrovich is a recipient of the Cisco Certified Internetworking Expert (CCIE) certification in routing and switching, having achieved his certification in 2000. He obtained his bachelor’s of science degree from the University of Notre Dame in 1990 while on an Air Force Reserve Officer Training Corps scholarship. He then attended Creighton University where he received his master’s of science in atmospheric science in 1994.

Mr. Mestrovich served in the U.S. Air Force from 1991 – 1997. After completing Basic Communication Officer Training at Keesler Air Force Base, he was assigned to U.S. Strategic Command (STRATCOM) at Offutt Air Force Base, Nebraska, from 1991 - 1994. He worked as a software engineer at STRATCOM developing targeting software for the Single Integrated Operation Plan. He was then assigned to Headquarters EUCOM, where he served as a communications engineer for the EUCOM Intelligence Directorate (J2) from 1994 to 1997.

Ms. Kathleen Rutter currently serves as the Director, IC ITE Transition Office in the NRO CIO. In this capacity, she is responsible for the IT strategic planning and alignment, engineering, and managerial oversight of NRO’s transition to the IC ITE.

Ms. Rutter joined the Central Intelligence Agency in 1980, and has served in a variety of technical, operational, programmatic, security, infrastructure, engineering, and architectural assignments supporting the CIA’s Information Management Office, Corporate Production and Services Staff, several office in the Directorate of Support including what is now called the Applications and Business Support Office, and the CIO’s Application Services. Before joining the NRO, she served in a joint duty tour in the collaborative endeavors with Intelligence Community partners. She recently served as NRO’s Applications and Common Services Sub-Portfolio Manager.
