Preparing for the Future … t Ohio Presbyterian Retirement Services (OPRS),
we are never satisfied with the status quo. We are continually making the greatest efforts to grow, expand and enhance our already excellent services. In this way, OPRS prepares for the future each and every day so that we can continue to serve our residents and clients with the utmost level of caring, quality services while consistently carrying out our mission.
In a year where the markets were questionable and the economy problematic, OPRS showed its strength by successfully weathering the turbulence and forging ahead, breaking new ground both figuratively and literally. Not only was soil turned in numerous groundbreaking ceremonies, but new technology and programs were also implemented to ensure that future generations of OPRS residents and clients receive the same level of excellence in service.
As with any industry, new challenges lie ahead. However, with the solid foundation, unwavering strength of spirit and forward looking affinity that OPRS continues to possess, we are prepared to overcome any new obstacles, consistently breaking new ground and paving the way to continue providing quality care for Ohio’s older adults.

AccomplishmentsHere are just a few examples of this year’s key accomplishments:
OPRS achieved its highest level of operational results •ever, as well as maintained a 94.7% Continuing Care Retirement Community (CCRC) occupancy level on more than 2,800 units. A brownstone apartment building was opened on the Mount Pleasant campus, construction continued on one at Breckenridge Village and ground was broken for another brownstone building at a satellite location near Breckenridge Village, totaling an addition of 161 units to OPRS campuses.
Senior Independence expanded• its hospice program to the Akron/Canton, Miami Valley and Southwest Ohio regions and opened its 12th adult day center in Painesville, Ohio. Also, the Central and Southwest Ohio regions were named in the nation’s top 25% of the HomeCare Elite. Senior Independence received the “Excellence in Innovation Award” from AOPHA, the advocate of not-for-profit services for older Ohioians, for its icaregiver.org Web site, and also designed an affiliation program with a pilot program underway.
The OPRS Foundation wrapped up the six-year effort of The •Mission•TheVision•ThePromiseCapitalCampaign, raising more than $55 million in total giving and providing funds for 13 major initiatives. Thanks to the generosity of its donors, OPRS was able to break ground on four major projects – The Mary H. Kittredge Chapel at Mount Pleasant; the Dr. Alfred C. and Marian R. Mahan Cultural Center at Breckenridge Village; the Clara Curry Wellness Center as well as the Margaret Jean Wells Chapel at Llanfair.

Over the past 86 years, OPRS has worked hard to live out its mission of providing older adults with the utmost in caring and quality services. Looking ahead to the future, OPRS plans to continue this tradition of excellence. As a company, OPRS holds itself accountable for its actions and the actions of its employees. That’s why OPRS has made it a priority to further enhance its ethics and compliance efforts, which promote prevention, detection and resolution of any misconduct. The core belief is that if OPRS employees behave ethically while openly discussing ethical behaviors and expectations, shared beliefs will soon become shared practices. Through ethics and compliance efforts, OPRS is doing its part to remain a business with superior morals, thus upholding and expanding its high standards of care for future generations of residents and clients.

Another way in which OPRS is advancing is through its ardent dedication to social accountability – the community benefit it provides above and beyond the goods and services that are purchased. Through its efforts this past year, OPRS gave back $7,364,860 in total community benefit. Coming off a very strong operational year in 2007, OPRS “broke new ground” in 2008 by achieving its highest level of operational results in recorded history. OPRS continued to develop and implement new projects funded from a 2006 financing, as well as operate its facilities efficiently during a very turbulent economy triggered by the sub-prime mortgage and ultimate housing market crisis.
Fiscal Year 2008 generated a $3,709,000 operational gain. OPRS’ 11 retirement communities generated a $3,496,000 operating gain on net revenues of $125.1 million, and its community based services division (Senior Independence) generated an operating gain of $213,000 on net revenues of $29.8 million. OPRS expects to continue to generate positive operational results during Fiscal Year 2009 as it begins to implement the remaining capital projects financed from 2006 bond proceeds.

AccomplishmentsThe following significant accomplishments achieved during Fiscal Year 2008 contributed to OPRS’ very positive operating results:
Completed the fill-up to full budgeted occupancy of a 38-bed skilled nursing •unit on the Lake Vista campus.
Opened a 20-unit brownstone apartment building on the Mount Pleasant •campus, which is currently operating at budget.
Opened and filled to full budgeted occupancy, a 20-bed skilled nursing •rehabilitation unit on the Mount Pleasant campus.
Maintained a corporate-wide CCRC occupancy level of 94.7% on 2,833 units •during the housing crisis.
Completed renovation of Westminster-Thurber’s special care nursing area for •development of a 10-room, state of the art, “Pathway Home” where life’s activities revolve around residents. This new area is fully occupied.
Last fiscal year, Senior Independence successfully opened its first hospice •program in Columbus. In Fiscal Year 2008, three additional hospices were started in Akron, Cincinnati and Sidney.
Reinvested $10.2 million of cash generated from operations into property and •equipment renovation and replacement system-wide.
Other significant Fiscal Year 2008 accomplishments included:
Filed a condominium declaration to convert the villas at The Vineyard on •Catawba from an entrance fee to a 55+ condominium community.
Continued construction of a 27-unit brownstone apartment building on the •Breckenridge campus, which opened and began fill-up in late September 2008. Entrance fee deposits have been received on all 27 units.
Finalized a long-term land lease for property near Breckenridge Village and •began site work on development of a 114-unit brownstone satellite location. Two brownstones, totaling 68 units, will be under construction by November 2008.
Completed a Certificate of Need to add 12 skilled nursing beds to the Park Vista •campus. The beds were certified in July 2008 and are currently fully occupied.
Completed the OPRS Foundation’s six-year comprehensive capital campaign •with a total of more than $55 million raised.

RetirementCommunityOperations– The $3,496,000 operating gain varied favorably from budget by $1,289,000. The favorable budget variance was attributable to positive occupancy (census) results in skilled nursing and very good expense management throughout the fiscal year.
Hiring and retaining quality staff continued to be a top priority for OPRS with nursing being a major focus. OPRS was able to reduce its reliance on nursing agencies and run below budget on agency usage. Overall employee turnover for Fiscal Year 2007 was 35.15%.
CommunityBasedServicesOperations – The $213,000 operating gain for Senior Independence varied unfavorably from budget by $125,000. The negative budget variance was a result of below target Medicare home health episodes offset by expense savings related to the startup of the hospice programs. Please refer to the Senior Independence section of this issue for more information on community based services.
Non-Operating Gains (Losses) – OPRS Foundation’s unrestricted giving nearly balanced-out with fundraising expenses (for unrestricted, temporarily restricted and permanently restricted net assets) with a $24,000 shortfall.
Total OPRS Foundation income, including temporarily and permanently restricted contributions, was $3,767,000 net of operating and capital fundraising activities.
Investment portfolio performance includes unrealized net gains and losses due to a change in the classification of the investment portfolio to trading from other-than-trading. OPRS believes that this change more accurately reflects its relationship with its investment managers. Other non-operating expenses of $1,232,000 were unfavorable to budget by $173,000. Please refer to the OPRS Foundation section of this issue for more information on its fundraising programs.

Senior Independence broke new ground during Fiscal Year 2008 by expanding and enhancing services to older adults. The Senior Independence hospice program expanded to the Akron/ Canton, Miami Valley and Southwest Ohio regions. This growth builds on the Central Ohio hospice program that was successfully implemented in Fiscal Year 2007. Certification for all Senior Independence markets was obtained so that by the end of Fiscal Year 2010, Senior Independence will be operating hospice programs in all seven of its regions.
In March, Senior Independence celebrated the opening of its 12th adult day center, which is located in Painesville, Ohio. Startup funding for this center was provided by The Murch Foundation. In addition, Senior Independence celebrated the 25th anniversary of its first adult day center, which opened in 1983 in Akron’s Westminster Presbyterian Church.
Caring for caregivers was also an emphasis this year. The icaregiver.org Web site was honored by AOPHA with the “Excellence in Innovation Award.” This award recognizes an innovative contribution to aging services through technology, education and unique programming. In September 2007, the Central Ohio Region received support from Cardinal Health and National City for the printing of the icaregiver guide. This guide is a companion piece to the award winning icaregiver.org Web site and provides families with physical documents for recording personal information.
Fiscal Year 2008 posed some major changes and challenges for Senior Independence. Meeting the challenges of new Medicare payment system

changes was at the top of the list. Due to the strong focus of clinical, medical records, finance and information services staff, this challenge was successfully met.
With new programs, program growth and regulatory challenges throughout the year, Senior Independence’s home health services showed significant improvement in patient outcomes and maintained high client satisfaction. The Central and Southwest Ohio regions were named in the nation’s top 25% of the HomeCare Elite. This distinction is based on quality of care and clinical outcomes for home health clients.
Looking to the future and how Senior Independence will continue to serve more people in more ways took on new meaning this fiscal year. With the Ohio legislature looking for more cost effective avenues to provide services to a growing senior population and Columbus considering the develop-ment of a Program of All-inclusive Care for the Elderly (PACE), Senior Independence began to lay the groundwork toward becoming a PACE provider. The PACE program is unique. It is a comprehensive service package that permits older adults to continue living at home. This is a government-funded program that utilizes Medicare and Medicaid services – most of which Senior Independence is already providing. Initial steps have been taken, which include conducting a feasibility study, visiting with key government officials to discuss community based service options and becoming a member of the National PACE Association.
Growth beyond its current service areas continues to be a major focus for Senior Independence. This fiscal year, considerable research and develop-ment occurred in designing an affiliation program. This program will allow other not-for-profit organizations to replicate the Senior Independence model of home and community based care in their local communities. A pilot is underway and other affiliates are expected to join once this initial pilot is successfully launched.

New Initiatives
A Life Care Task Force convened to •evaluate the current Life Care funding structure and communications.
The Planned Giving Task Force ended •its work after nearly two years of thorough preparation for the direction of the OPRS Foundation in Fiscal Year 2009 and beyond.
A new communications plan was •developed, including a brand identity for the OPRS Foundation. New publications and donor communication pieces will be rolled out beginning in fall 2008.
The establishment of a Hospice •Fundraising Council was approved, which will begin meeting in Fiscal Year 2009. This council will guide the develop-ment of fundraising programs to benefit Senior Independence Hospice divisions throughout the state.
