Colombia: key dataColombia: key data

• Over 27 times the size of the Netherlands

• Population around 46 million• GDP per capita: approx EUR 6700 per

year• Economic growth: 5% in 2010• Main cities: Bogotá, Medellín, Cali,

Barranquilla• Life expectancy: 73 years• Ethnic groups: Mestizo 58%, White

26%, Afro Colombian 15%

Waste situation in ColombiaWaste situation in Colombia

• 1,129 municipalities produce 28.800 tons of solid waste per day

• The organic waste fraction is over 60%• Strong involvement of informal workers in collection and

recycling• 45% of all municipalities dispose of waste inadequately• Many landfills are reaching capacity in the coming years• Regional waste disposal sites are as yet rare (44 in ’08)• Some pilot activities are under way in waste collection and

recycling, separation at the source and waste exchange• Initiatives are scattered (no integral approach)

Opp. 1. Integral sustainable Opp. 1. Integral sustainable waste management programwaste management program

• Colombian-Dutch cooperation on sustainable waste management in Colombia

• G2G, K2K, B2B components• Pilot scale?• Careful adjustment of the program to

the local situation (e.g. inclusion of informal work force)

• Specific opportunity: the Bogotá “Zero Waste” program

Opp. 2. SustainableOpp. 2. Sustainablelandfill practiseslandfill practises

• Sustainable landfill management (e.g. application of landfill liners, leachate monitoring and treatment, biogas extraction and use, both for active and closed landfills)

• Application of on-site pre-classification plants followed by recycling / treatment options for different fractions

• Clients: Municipal authorities• Contact: ANDESCO Colombia (umbrella

organization of public service companies), andesco.org.co

Opp. 3. Solid waste Opp. 3. Solid waste logistics and handlinglogistics and handling

• Refuse collection and hauling trucks

• Compactors (including stationary compacting boxes)

• Bulldozers• Waste handling equipment• Contact: ANDESCO

Demand for:

Opp. 4. Supporting pilot activities Opp. 4. Supporting pilot activities in waste managementin waste management

• Regional mechanical composting system for a group of 17 municipalities

• Regional recycling of carton, paper, glass and plastics for a group of 11 municipalities

• Waste separation at the source for 150.000 households in the city of Sogamoso

• Etc.

The Ministry of Environment, Housing and Territorial Planning supports pilot regionalization efforts in solid waste management such as:

Opp. 5. Hooking up to ANDI pilot Opp. 5. Hooking up to ANDI pilot programs in waste managementprograms in waste management

• Collection/treatment of pesticide packaging (with Ecoazul)• Roll-out of spent pharmaceuticals collection program• Scattered initiatives in spent battery recovery, incl. car batteries• Mercury containing waste collection programs (incl. CFL’s)• Collection, refurbishment, reuse and treatment of e-Waste• Expansion of spent car tire collection / processing at Medellín

• With Construction Chamber CAMACOL: Development of construction/demolition waste collection and reuse program

The Colombian Association of Industries ANDI welcomes support and expertise in the following programs:

Opp. 6. High qualityOpp. 6. High qualitywaste water treatmentwaste water treatment

The implementation of the Decree 3930/2010 poses strict standards to the quality of waste water, especially the BOD and COD. Opportunities arise especially in:

• Leather industry• Food processing companies• Paper mills

City of BogotáCity of Bogotá

The challengeThe challenge• Every day the City of Bogotá collects 7500 tonnes of waste• At the Doña Juana waste disposal site in Bogotá, 65% of the waste

is classified as organic waste• About 16% of the waste is currently collected and recycled by

informal workers• The waste disposal site Doña Juana will reach capacity in 5 years• The Constitutional Court has determined that the approx. 11.000

informal workers in waste collection and recycling should be incorporated in a future improved system

• The goal is to design a new waste management system that provides formal jobs to the current informal workers and/or turns them into waste entrepreneurs, optimizes reuse and recycling and as a result, is cheaper for the Bogotá population

Pre-classification plant for ordinary waste• Bioreactors• Utilization of biomass• Composting• Fuel generation• Utilization of construction waste; and• Optimization of the existing biogas plant and leachate treatment

“In the future, Doña Juana will turn into one big recycling plant”

Technological optimization of the Doña Juana Waste disposal facility, e.g. through:

Bogotá’s Zero Waste Program:Bogotá’s Zero Waste Program:Priority Actions - 2Priority Actions - 2

• Promotion of cleaner production in industry• Massive communication and education campaigns on waste

separation at the source, through involvement of public and private secondary schools

• Introduction of waste disposal tariffs to pay formerly informal workers and which favor waste reduction, separation at the source and waste utilization

• Promotion of integral waste management in Bogotá through strategic alliances between recycling organizations, the private and public sectors, and incorporating informal workers

• Promotion of private recycling initiatives, including treatment facilities for construction waste

Bogotá’s Zero Waste Program:Bogotá’s Zero Waste Program:What will be necessary? What will be necessary?

• Locally applicable knowledge of integral waste management practices, including effective waste tariffs

• Expertise on the introduction of cleaner production and waste separation practices

• Waste disposal site optimization technology• Waste collection (60-110) and waste recycling (6) facilities, among

others for construction waste treatment and recycling• 6 Technical support companies for the waste collection and recycling

companies• Waste collection vehicles for urban use (186)
