Research Methodology

We analyzed data from the Florida Board of Governors (BOG) State University Database System personnel database for each of the selected universities and reporting years
Data Source
We included 11 of the 12 state universities; Florida Polytechnic University was not included as it did not have operational history during the entire review period
Universities Included
Historically, this data has not been thoroughly scrutinized by the BOG or used for this specific type of analysis; it appears to reflect some inconsistencies in definitions and employee categorizations

It appears that across institutions and over time within the same institution, the categorization between administrators and non-administrators has been inconsistent1
Data Categorization
Care should be taken when interpreting both the trends and levels in this analysis due to the data categorization concerns
Data Interpretation
If the Legislature wishes to use this data for policy decision-making purposes, the BOG should work with universities to ensure data is reported consistently across institutions and from year to year
Reporting Consistency
