Operational Plan Performance Report In accordance with the Local Government Regulation 2012 Council is required to prepare and

adopt an annual operational plan for each financial year. The operational plan states how Council

will progress the implementation of the Corporate Plan 2013 – 2018 during the period of the

2015/16 Financial Year.

Performance is reported quarterly through Operational Plan reviews and is monitored to ensure all

tasks and services are on track to be delivered.

Overall, of the 76 measurable items in the four themes, Community, Economy, Environment and

Governance, 2 were completed in the first quarter as at 30 September 2016. Further details are

provided in the below report.

Comments: Three (3) of the four (4) sub-program areas of the Cairns Water Security Strategy are underway. Actions around program supporting projects and the Bahana Mulgrave Water Supply Scheme are well advanced. The Demand Management Program is now progressing and expecting to accelerate. Actions around the Barron River Water Supply Scheme are not yet scheduled to commence.

Demand management education and communications programs – to be delivered


Comments: • Communication / Marketing “Thrive” Campaign developed and launched in September –

analytics and feedback demonstrate very positive community acceptance • Engaged with James Cook University to initiate plans for further opportunities and program

Expand Water & Waste alliance with other stakeholders


Comments: The Demand Management Strategy includes an initiative to work with water-related stakeholders. Implemention planning to progress this initiative is under development. Terms of Reference for the Far North Queensland Water Alliance have been developed and are to be presented to the FNQROC board. This alliance is part of the Queensland Water Regional Alliance Program (QWRAP) meeting on at least a quarterly basis. Current initiatves include collaborative discussions with regulating bodies (Department of Environment and Heritage Protection). Cairns Townsville Mackay water alliance continues to progress a number of initiatives including: collaborative approach to design standards and a comprehensive review of benchmarking and operational efficiency opportunities.

Munro Martin Parklands – to be completed

New Cairns Performance Arts Centre (CPAC) – to be constructed


Comments: 1. Tower Crane Erected 2. State Government budget has provisioned $15m. Federal Government has announced

5. Recent unseasonal rain has delayed the works. The Contractor is approximately 34 days behind programme due to weather and other delays (additional asbestos, groundwater)

Shields Street Heart Project Stage 2 – to be constructed


Comments: Construction underway.

Review and prioritise safety improvements for cyclists on roundabouts


Comments: Desktop review complete (#5105865). Blackspot application completed and submitted to Department of Transport and Main Roads for roundabout upgrades ($350K funding 2017/18)

Street lighting upgrades


Comments: Street lighting upgrades completed at Florence Street and Grafton Street (Munro Martin Park). Street lighting upgrades at Spence Street and Abbott Street almost complete. Design commenced for Florence Street between Grafton and Abbott Street (Cairns Acquarium). Lighting to be upgraded at Bunda Street within Council managed area near Cairns Central Shopping Centre. Designs also commenced for upgrade of street lighting at Windarra Street and Varley Street pedestrian crossing. Various Rate 2 street lighting upgrades will be delivered by Christmas – refer #4563789.

Alley Park Sporting Precinct Master Plan – Stage 1 to be completed


Comments: Stage 1 practical completion reached.

School of Arts building construction – to be completed


Comments: Tenders for fit-out were opened on the 26th August and issued to 5 companies. Tender process is due to be completed in late October.

Cairns Regional Councils 2012/17 Public Art Project Delivery to include: • Shields Street Heart Project – to progress • Edmonton Leisure Centre – Finalise • Indigenous Art Trail (Collins Av Bridge) - commence


Comments: Shields St Heart – Stage 1 nearing completion. Artists and major work have been selected for stage two. Construction has begun. Edmonton Leisure Centre – Work is in progress and due for completion in October and launched in early November. Indigenous Art Trail – No public art opportunities for Collins Ave Bridge in selected design option. Alternative opportunities to be considered.

Mann Street Cycleway – to be delivered


Comments: Project 75% complete. Driveways, tree removal and replacement to be followed by street scaping.

Walker Road Sporting Precinct Stage 2 – to be delivered


Comments: Works well advanced 70% complete. Practical completion expected March 2017. Funding

Green Space, Our Place Program – 15 volunteer groups under to be initiated


Comments: 16 new Green Space Groups have been established in the last quarter. Program is proving to be a huge success with it scurrent focus now on establishing a Tracks and Trials Volunteer group.

Develop an improvement plan for the Holloways Beach Foreshore


Comments: First draft plan established following initial consultation. Further road design needs to be incorporated into the plan over the next 2 months. It is planned to submit a draft to the Executive Team in December and seek Council approval to conduct further community consultation in February 2017.

Gordonvale Library refurbishment – to be delivered


Comments: The Tender stage is complete and Project Launch Approval (PLA) submitted for CEO approval. Commencement of works to be confirmed for mid-November start.

Libraries First 5 Forever Stage 3 – to be delivered


Comments: First 5 Forever Grant Project is travelling well having formed extensive partnerships for program delivery 16/17. Community programs in place have been successful and improvements made. A full report will be submitted to Council November 2016.

Robotics and Coding Workshops – to be developed and delivered


Comments: Coding and Robotics Grant is progressing well with a team being allocated and staff trained. National Coding Week September events were held in partnership with State Library of Queensland. Sessions have been well received and attended by the community.

Investigate and identify 2 remote locations for self-serve library kiosks


Comments: Scheduled completion third Quarter pending appointment of Libraries Business Strategy position.

Tech Savvy Seniors QLD – to be delivered


Comments: Final Tech Savvy Seniors QLD workshops were delivered in September. Grant funding has been acquitted. The program has been thoroughly successful with bookings and feedback for workshops well received in the community. A full report will be subbmitted to Council November 2016.

Cannon Park Master Plan – to be commenced


Comments: The Steering Committee has been established for the project. Flanagan Consulting Group has been engaged to prepare the master plan.

CairnsPlan 2016 – First Review


Comments: Council resolved to make an amendement to the CairnsPlan 2016 in July 2016. Council sought early feedback from the community and development industry in July and August 2016.

Erosion Prone Area Study – to be prepared to inform amendments to the CairnsPlan 2016


Comments: The Erosion Prone area will be part of the Coastal Hazard Adaptation Strategy which will be commencing in Q2. It is expected that this will be delivered in Q4.

Integrated Transport Study (Light Rail) – Scoping Study – to be commenced


Comments: Discussions held and briefing from Sunshine Coast Council to full Council. Light rail conference attended.

Rectangular Stadium Scoping Study – to be commenced

Animal Management education and awareness campaign


Comments: Roll-out print, radio, digital and social messaging to address nuisance barking. Design and install of Animal Management vehicle branding continuing with installation expected in the next quarter. Work continuing to deliver community dog walks, building on last year’s events, as well as community workshops to support responsible pet ownership.

New Flood ALERT station and Flood Camera at Freshwater Creek – to be completed


Comments: Equipment on order from suppliers. PO received by consultant. Deliver date December 2016.

Resilience Scorecard Project – a resilience framework for understanding our community


Comments: Community survey completed. LDMG Workshops conducted – analysis of results currently underway

Skilling for Work Queensland – recruit and complete 12 traineeships

Comments: Expression of Interest (EOI) shortlisting and associated workshops are complete. Progress briefing to Executive team and Council Water and Waste Committee was provided in September. Development of the Request for Tender (RFT) document has commenced and is expected to be completed by mid-October.

Comments: A new online Cairns Cultur Map facilitating access to information by residetns, tourists and visitors to cultural businesses, organisations, amenities and activities is currently in web development phase and is on track for completion in early 2017.

Develop new Library partnerships to deliver learning and technology workshops across the region


Comments: This is a work in progress with one professional partner expressing interest for the first quarter 2017.

Local Government Infrastructure Plan – to be finalised


Comments: The State Interest Review has been undertaken and approval to commence public notification has been received subject to compliance with a number of conditions.

Cairns City Centre Master Plan Review – to be commenced


Comments: Council resolved to commence the preparation of the master plan in August 2016. Tender documentation has been prepared and tenders sought in September 2016.

Comments: Seeking to leverage off best practice school education program developed by Gold Coast Water. Adaptation to the tropical environment to be carried out in conjunction with expert educational consultants.

Tree Management Database – to be implemented


Comments: Database being used by Inner City Precinct. Implementation across the region will occur with Cairns Works Maintenance as part of the Tree Management and Maintenance guidelines, which are currently being developed.

Solar powered LED lights installed at boat ramps


Comments: Boat ramp audit completed – refer #5105997 & #5139850. Worksinclude new solar powered light at Machans Beach boat ramp.

LED lights and lanterns used on street lighting and traffic signal projects


Comments: LED lights being stalled on various recent street lighting projects – e.g. Florence Street and Grafton Street (Munro Martin Park), Spence Street, and on traffic signal upgrade projects – e.g. Grafton / Florence Street intersection.

Comments: Corporate Plan 2017-2022 – Benchmarking has been conducted on other Corporate Plans. The survey results from OurCairns are being analysed to be used in the development of the Corporate Plan. Cairns Regional Council Culture Strategy – Discussion paper has been distributed to arts and cultural organisations with face-to-face consultation currently underway. Library Strategic Plan is pending and will be developed in line with Council’s Corporate Plan to ensure critical elements are captured. The current Plan is under review. Community Development Framework completed and endorsed. Parks, Leisure and Community Development Strategic Plan will not commence until the completion of the Corporate Plan. Cycling and Pedestrian Strategy currently in the review phase. Water and Waste Strategic Plan initial rollout with staff has occurred. Quarterly monitoring currently being developed. Further implementation to follow. Learning and Organisational Development Plan has been drafted and is currently being workshopped across Council.

Sugarworld Waterpark – new lease to be finalised

Comments: Training and Excellence Awards date has been set for 22nd November 2016. Nominations are currently being received by Learning and Organisational Development team. Nominations close 26 October 2016.

Legislative compliance framework – to be developed


Comments: Review of the capabilities of the LGAQ framework system are being investigated with analysis to begin into the sections of legislation applicable to Cairns Regional Council.

Our Cairns Community Engagement project – to be undertaken


Comments: The Our Cairns project was undertaken throughout August and September with 6446 people responding to the community survey, and two forums undertaken attended by 100 residents and 90 key stakeholders which yielded hundreds of ideas for consideration in the Corporate Plan. The results of the surveys and workshops will be presented to council at a workshop on 7 November

Negotiate Councils 2012 Enterprise Bargaining Agreement under the framework of 2016 Award Structure when released


Comments: Negotiations have not yet commenced. Interim Award has been released but negotiations have not yet commenced. Final Modern Award release expected to be in November.

Voice of the Customer Program – to be reviewed
