EXECUTIVE SUMMARY

The incessant desire to carry-out our mandate has continu-ously made PDEA the prime Agency in combating illegal drugs. The effort does not only rest on street pushers in the barangay but includes affluent personalities who likewise, had been entangled in drug dependency that enslaved them, notwithstanding their social status.

For this period, PDEA Regional Office – National Capital Region continued its enthusiasm by working in the fight against illegal drugs. For the period, this Region

accomplished a total of Seventy seven (77) opeartions, Seventeen (17) ne-gation operations and sixty (60) intelligence operations summarized as

follows: 49 Casing/Surveillance, 11 Test Buy, 3 Buy-Bust Operation, 5 Search War-rant Operations, 1 Interdiction Operation and 8 Joint Operation with PNP.

Continuous surveillance and casing operations are now being made for the

conduct of negation operations, including forth with high impact operations, on this coming month.

Equal significance are given in promoting Anti-Drug Advocacy Campaign and

empowering OLEAs in carrying out the Barangay Drug Clearing Program, consonant with the guidelines employed by ICAD.

Drugs of Choice

The unrelenting desire to release the barangays from the clutches of dangerous drug have now resulted to a significant total of One Hundred Three (103) drug-cleared barangays and Four (4) Drug Free Barangays in Metro Manila. Anti-drug efforts must be sustained considering that initial success have been determined.

Shabu remains to be the number one drug of choice in the region even with the existence of other dangerous drugs such as Ecstacy, Cocaine, Hashish and Marijuana.

Notwithstanding the great numbers of drug personalities in Metro Ma-

nila, a significant total of sixty barangays have been declared as drug-free,

consonant with the stated barangay drug clearing parameters by the DDB.

Evidently, adamant desire to free the society from dangerous drugs remain

ulfaltered despite the omnipresent odds.

Placement of drug den has become less apparent due to the pressure brought by barangay drug clearing operations. Illegal drug manufacturing becomes less desirable on the part of drug syndicates who have shifted to illegal importation of dangerous drugs which posed lesser risk but great reward.

OBSERVATIONS ON PROBLEMS ENCOUNTERED/RECOMMENDATIONS

The inadequacy in providing proper intervention to identified drug dependents hampered government efforts to fully address drug dependency which directly affect existing demand for dangerous drugs making the Philippines, still a desirable destination for illegal drugs.

It bears stressing that efforts must be focused on

drug monitoring and detection of drugs in our ports of entry thereby eradicating drugs in the earliest opportunity before it may be flooded to the streets of Manila, making it harder to suppress.

OVER-ALL ASSESSMENT

It has been proven time and again that the National Capi-tal Region is the center of gravity of illegal drug activity in the country. That being said, PDEA RO NCR needs all the support it can get from all stakeholders in this campaign. Thus, this Regional Of-fice is practicing the principle of 3Cs, “Cooperation, Coordination and Camaraderie”, to effectively implement our mandate.

GUERRERO y ALBA, male, 24 years old, (DOB: 13 Aug 1994) and residing at #2429 M Dela Cruz Street, Pasay City; JOHN MICHAEL LAURETA y ASANZA, male, 29

years old, (DOB: 19 May 1989) and residing at #654 Pa-say Blvd., Barangay 128, Pasay City; MARK XANDER

LAURETA y BONTO, male, 29 years old, (DOB: 7 May 1989) and residing at #2429 M Dela Cruz Street, Pasay City; and BRYAN BALBOA y VILLABRIGA, male, 36 years old, (DOB: 20 November 1981) and residing at #2429

M Dela Cruz Street, Pasay City. The confiscation of MOL 500 grams of Shabu with estimated value of PhP 3,400,000.00 (Standard Drug Price). A Case for viola-

Cases for violation of Section6, Section 11 and Section 12, and Section 15 of Art II of RA9165 were filed against the arrested suspects before the HON. DESIREE V DAYAG-MACARAEG, Senior Assistant City Prosecutor, Taguig City with Docket

OOA of 23 NOVEMBER 2018 Catena Securi-ty Office conducted routinary inspection at the Truck Holding Area,

Pier 16, Philippine Ports Authority, North Harbour, Manila which result-ed in the apprehension of JOSE LOUIE MALLARE Y ESTAVILLO,

male, 44 years old, married and residing at Bayabas Street, Napico Pasig City. The suspect was turn over to PDEA NCR Seaport Interdic-

tion Unit-North Harbour . The confiscated item was .2501 gram of Shabu with estimated value of PhP1,700.68 (Standard Drug Price). Cases for violation of Section 11 and Section 15 of Art II of

bust operation at Basement Parking, Building 1, SM Bicutan, Paranaque city which resulted in the arrest of

SANDRA ARTAJO Y DINOPOL , female, 33 years old (DOB January 3, 1985, single, carinderia helper and re-siding at Barangay Central Zone 5, Signal Village,

Taguig City; and CATHERINE MILLAMINA Y MILLE-NA, female, 37 years olf (DOB February 6, 1980), sin-

gle, housemaid,and residing at Purok 2, DOTC Compound, New Lower Bicutan, Taguig City. The confiscated item was 507.9400 grams of Shabu with estimated value of Ph3,453, 992.00 (Standard Drug Price). Cases for violation of Section 5 and Section 26 in

relation to Section 5 of Art II of RA9165 were filed against the arrested suspects.

conducted Greyhound operation at Bureau of Jail Management and Penolo-
