REDA/HKCA Safety Partnering Programme
Registration
•• MemberMember - REDA Member who joins the programme
•• SiteSite - the construction site that a member registers with the programme
• Members can register any number of their sites to the programme
• Completes Registration Form SPP01
REDA/HKCA Safety Partnering Programme
Member Obligation• Undertakes to drive further improvements in
safety performance through procurement and contractual arrangements
• Incorporate Pay for Safety into the contracts• Pay the registration fee and inspection fee• Subject the site to periodic inspection for
establishing a bench mark• Provide accident information for statistical
purposes
REDA/HKCA Safety Partnering Programme
Joining Period• Site can join the programme for the
remaining construction period for a multiple of 6 months up to 24 months
• Sites with over 2 years construction period– These sites can join an initial registration
period of 24 months.
– At the end of the 24 months, renew registration according to the remaining period for construction

REDA/HKCA Safety Partnering Programme
Periodic Inspection
• Normally once every 6 months
• First inspection 3 months after registration.
• For sites of less than 6 months, about midway within the construction period.
• Contractor will be informed of auditor and date of inspection one day in advance
• Client can reduce payment under PFSS for low score

Auditor
•• Independent Independent with RSA qualification
•• No conflict of interestNo conflict of interest with member, contractor and administrator
• Auditors are appointed from a rosterappointed from a roster
• Conduct according to a checklistchecklist which is available to the contractor
• Inspection normally takes one dayone day

Inspection Checklist• Based on point deduction system• Performance Based assessment on site conditions
– Not to duplicate mandatory audit on safety management– Reduce paper work of contractors
• Six categories:– General Site Safety Conditions 20%– Plant and Machineries 20%– Tools and equipment 10%– Working at height 20%– Special process and operation 20%– Safety Management items 10%

Inspection Checklist
• Marks deducted for observation of substandard provision/practice
• Marks added for safety provisions/maintenance
• Observations are supported by photograph
• Written report to be provided to site at end of inspection
• Electronic report to be furnished to administrator / member within 1 week

Accident / Incident Reporting
•• AccidentAccident - an accident that happens on the site and results in the injured person being absent from work for four days or more.
•• IncidentIncident - an incident that happens on the site and results in no personal injury but has called for the assistance of Governmental emergency services.

Accident / Incident Reporting
• Use SPP-02 to report every month
• To be submitted before 5th of following month by email with copies of F.2 to [email protected]
• Late notification of accident to be reported ASAP using the same form
