Opening Fall Enrollment, Fall 20161 • The total headcount enrollment at all Maryland institutions is 360,769, an increase of 2,188 (or 0.6%) from the Fall 2015

enrollment of 358,581.This suggests that enrollment has stabilized after recovering from the unusual spike in enrollment during the recessionary years of 2009-2012. As shown in Figure 1, this year’s headcount enrollment total is 12,590 (or 3.4%) lower than the all-time high of 373,359 in Fall 2011 and 3,733 (or 1.0%) higher than the five-year low of 357,036 in Fall 2013.

• Enrollment changes varied by sector, as shown in Figure 2. The number of students enrolling at community colleges declined for the fifth consecutive year, from 129,407 to 124,420 (or 3.9%). This is the lowest enrollment since the significant growth associated with the recession. Of Maryland’s 16 community colleges, 11 experienced declines in enrollment. Five community colleges experienced increases in enrollment: Baltimore City Community College (from 4,060 to 4,395, an increase of 8.3%), Cecil College (from 2,591 to 2,610, an increase of 0.7%), Frederick Community College (from 6,197 to 6,252, a 0.9% increase), Garrett College (from 712 to 753, a 5.8% increase), and Howard Community College (from 9,632 to 9,741, a 1.1% increase). The College of Southern Maryland experienced the largest percentage decrease in enrollment (735, or 9.0%), from 8,166 to 7,431, while Montgomery College decreased by the largest number of students (1,404, or 5.5%).

• Undergraduate enrollment increased by 360 (or 0.1%), from 289,033 to 289,393. Part-time undergraduate enrollment increased by

1,782 (or 1.4%) from 130,136 to 131,918. However, full-time undergraduate enrollment declined by 0.9%, from 158,897 to 157,475.

• Graduate enrollment increased by 1,828 (2.6%), from 69,548 to 71,736. This included increases in both full-time (1.3%, from 29,737 to 30,137) and part-time (3.6%, from 39,811 to 41,239) enrollment.

• Enrollment at public four-year institutions grew by 3.8%, from 173,959 to 180,502. This is due to increases in both the full-time (up 1.2%) and part-time (up 13.6%) undergraduate student populations. Graduate student enrollment decreased slightly at both the full-time (down 0.1%) and part-time (down 0.2%) levels. Seven of the 13 public four-year institutions experienced decreases in total student enrollment. The magnitude of changes in total enrollment, whether positive or negative, was rather small at most institutions. However, the University of Maryland Eastern Shore (a 12.6% decrease) and the University of Maryland University College (a 12.8% increase) saw more substantial percentage changes in enrollment.

• Total enrollment at all private institutions increased slightly (632 or 1.1%), from 55,215 to 55,847. This was driven by an increase in enrollment at state-aided independent institutions, where total enrollment increased by 876 or 1.7%, from 51,135 to 52,011. The main source of this increased enrollment at state-aided independents was Johns Hopkins University, where enrollment rose from 22,686 to 23,917 (an increase of 5.4%). In all, seven of the 13 independent institutions saw enrollment declines.

• Enrollment at non-state-aided private institutions declined from 4,080 to 3,836 (down 6.0%). Most notably, Brightwood College (formerly TESST College of Technology) decreased in enrollment from 1,151 to 814. Among the 11 non-state-aided private institutions, only three saw increases in enrollment: Maryland University of Integrative Health, which increased from 1,077 to 1,238 students (up 14.9%); SANS Technology Institute, which increased from 210 to 294 (up 40.0%); and Yeshiva College of the Nation’s Capital, which increased from 23 to 33 (up 43.5%).

• The number of first-time, full-time students increased in Fall 2016, following six years of decreases. As Figure 3 shows, the number of first-time, full-time students increased by 3.7%, from 34,622 to 35,897. Community colleges saw a 1.5% increase in the number of first-time, full-time students, climbing from 13,961 to 14,167. Across all four-year institutions, the number of first-time, full-time students increased from 14,021 to 14,849, a 5.9% increase. However, this increase was not experienced evenly by all institutions. Bowie State University increased first-time, full-time enrollment by 394, from 564 to 958 (a 69.9% increase), and University of Maryland, College Park increased first-time, full-time enrollment by 607, from 3,936 to 4,543 (a 15.4% increase). On the other hand, five of the thirteen four-year public colleges and universities saw decreases in first-time, full-time enrollments. The number of first-time, full-time students declined most substantially at the University of Maryland Eastern Shore, where enrollment decreased by 317 students, from 1,009 to 692 (a 31.4% decrease). Additionally, while first-time, full-time enrollment decreased by only 59 at St. Mary’s College of Maryland, from 393 to 334, this represented a 15.0% decline. State-aided independent institutions also experienced a decline of 42 first-time, full-time enrollments, from 5,904 to 5,862 (a 0.7% decrease). Other private institutions, on the other hand, increased their first-time, full-time enrollments by 283 (a 38.5% increase), from 736 to 1,019.

• The increase in first-time, full-time students appears to have occurred without an increase in the number of public high school completers. Although the Maryland State Department of Education has not yet released data on the number of high school completers in 2015-2016, the number of 12th grade students in 2015-2016 was smaller than the number of 12th grade students in

2014-2015, and so MHEC estimates that the number of high school completers will also decrease.2 It appears that some of the decline in first-time-full-time enrollees in the last few years may have been affected by a decline in the number of completers. Nevertheless, the ratio of first-time, full-time students to public high school completers declined from an average of .68 in the years 2006-2011 to an average of .61 in the years 2012-2016. As more data become available, MHEC will conduct additional research to identify changes in college-going patterns.
