It is humbly submitted that:

The National KVIB Employees Federation is an apex body of the all state KVIB Employees

Unions headed by the former Chairman of the KVIC Bhai Laxmidas, patron by Ch.

Bhupinder Singh Hooda.

2. We have came to know that Board has approved item No. 6 in its meeting dated 20-12-2012

against Naresh Kadyan, then DKVIO, Palwal, Faridabad, Gurgaon, Mewat, Rewari,

Narnaul along with the In charge, Consignment Agency at Faridabad, where as Naresh

Kadyan is an assets for the Board , his performances needs attention, all proof enclosedhere with for ready references, during his posting at Rewari he has recovered Rs.

10,00,000/- from one cronic defaulter, like wise big amount recovered in Narnaul, where as

margin money also recovered in Gurgaon and Narnaul from those defaulters financed

under PMEGP scheme, his qualifications are:A. M.A in Journalism and Mass Communication.B. Post Graduate Diploma in Journalism and Mass Communication.C. Diploma in Footwear Technology.D. Advance course in Footwear Technology with distinction.

Besides it, he has been a press correspondant for the Jagiriti, a journal published by theKVIC, his name was considered twice by the Govt. of India, while nominating Chairman of

the KVIC, like wise his name was considered twice for Padam Shri award by the Govt. of

India for his excellent services in the field of animal rights and their welfare, while

performing his Constitutional fundamental duties as defined in article 51 A(g) of the

Constitution of India. Naresh Kadyan is a man of many distinctions, his name was also

considered by the Govt. of India, while nominating Member of the National Disaster

Management Authority of IndiaNDMA by the Govt. of India in the rank of State Union

Minister, like wise the Govt. of Haryana nominated him as a Member of the State

Committee for Slaughter Houses (Govt. of Haryana), being an prominent person in this

field and his all observations were being considered by the State Committee for animal

welfare.Quotes from Gandhi:

occasions, compiled a book on animal welfare related laws, which was appreciated by the

was released by the Honble Chief Minister of Haryana Ch. Bhupinder Singh Hooda,

besides it he has been a Duty Magistrate during the prohibition policy in Haryana, while he

was worked as DKVIO, Faridabad. It would be pertinent to mention here that Naresh

Kadyan dedication towards cause can be assessed in case of former captain of Indian team

Nawab Pataudi black buck hunting case, where as he moved first application under the

Right to Information Act, 2005 and Lokayukta in Haryana appointed by the State Govt. onthe orders passed on his public interest litigation moved before the Punjab and Haryana

High Court.The Board has approved that Naresh Kadyans post as Technical Supervisor (Leather) for

head quarter, hence he be posted at HO, where as he is well qualified in all the officials of

the Board and have rich experience for more than 16 years as DKVIO, where as another

Technical Supervisor (HMP) was allowed to be as DKVIO at Jind. It is true that Board is

facing shortage of field functionaries and charge ofmany Districts are given in addition to

many DKVIOs and it will be in the interest of Board, public as well that both Technical

Supervisors Leather and HMP may kindly be adjusted as DKVIO as per past practice,

because these two TSs are in the same pay scale of DKVIOs and no extra financial burdenon Board, if they are adjusted as DKVIO.Naresh Kadyan head quarter was temprairily changed from Faridabad to Panchkula,

giving additional charge to DKVIO, Rohtak with directions that list of baneficaries be

prepared with the help of additional subordinate staff, where as there was no subordinate

staff was given to Naresh Kadyan, then DKVIO, Faridabad, if subordinate staff was being

provided to him then definitely required list was prepared, for example Naresh Kadyan has

been sucessfully handled six position of DKVIO along with In charge position of the

Consignment Agency at Faridabad, appreciation letter attached here with for ready

refrences. Naresh Kadyan two annual increments are being stopped and appeal is pending

before your good self for consideration, he was charge sheeted with out any reasons in case

of marketing and he has submitted his reply to drop the baseless charges. It would be

pertinent to mention here that twice he has been transferred in the month of March, thenhow he can submit his self appraisal report?, presently ACRs proforma of subordinate

staff are being circulated to those DKVIOs with out assessing their stay. Due to mental

torture and unnecessary harassment Naresh Kadyan preparing his mind for voluntary

retirement, which will be big loss for the Haryana KVIB.

It has come to our notice that next Board meeting is being called on June 7, 2013; hence

you are humbly requested to please reconsider the item No. 6, which was placed before the

last Board meeting on December 20, 2012 to give natural justice along with good service

conditions to boost the moral of all Board officials in the interest of public. Sincerely yours,
