Overview of HEROS
7
What is HEROS?HEROS is a comprehensive online system that replaces HUD’s paper-based environmental review process.
8
What is HEROS?
When fully operational HEROS can be used by all Responsible Entities (REs), non-RE recipients (non-profits, Public Housing Authorities, etc.), and consultants that prepare HUD environmental reviews.
9
What is HEROS?HEROS takes users through the environmental review process from beginning to end, including compliance with related laws and authorities.

17
Common Areas of Confusion
18
The Fine Print Using HEROS does not guarantee that a
project is in compliance with all laws and authorities
HEROS does not create any new obligations on HUD staff to review environmental review records prior to completing the AUGF
19
Common Areas of Confusion
Edit compliance determinations as necessary
Only upload documents as needed
When to use Tiering
Make sure you’re marking reviews “complete”
20
Editing Compliance Determinations
21
Uploading Documents Upload each document just one time per review.
For documents that you refer to on many or all reviews, you may choose to refer to attachments on other archived reviews. • All documents must be updated and uploaded a minimum of
once per year.
22
When to use Tiering There is a separate dashboard for tiered reviews.
◦ The tiered review track should only be used for new broad-level (tier 1) reviews.
◦ If the broad-level review was created outside of HEROS, continue performing the site-specific reviews outside the system as well.
23
Bug AlertA small percentage of the time, a review that is initiated as a standard, non-tiered review converts to tiered after it is created.
◦ When completing the Project Summary screen for non-tiered reviews, check to confirm that the title of the screen is 1125 – Project Summary not 1210 – Tiered Review: Project Summary
If you run into this bug, please report it to AAQ and reference your review name.

27
Bug AlertUploading documents sometimes causes other features on the screen to malfunction.
To avoid this problem, make uploading documents the last step you do on each screen.
